MINUTES OF REGULAR MEETING
Tuesday, August 15, 2000
The Owasso Public Works Authority met in a regular session on Tuesday, August 15, 2000 in
the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, August 11, 2000.
ITEM 1: CALL TO ORDER
Chairman Williams called the meeting to order at 6:55 p.m.
ITEM 2: FLAG SALUTE
The flag salute was given during the City Council meeting preceding this meeting.

A quorum was declared present.
ITEM 4: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST
FOR APPROVAL OF THE CONSENT AGENDA.
A. Approval of the Minutes of August 1, 2000 Regular Meeting.
B. Approval of Claims.
C. Action Relating to Trustees Acknowledgment of the Receipt of a Permit to
Construct the Ator Sewer Relief Line.
The consent agenda included minutes of the July 18, 2000 regular meeting, by reference made a
part hereto. Item B on the consent agenda included the following claims: (1) Owasso Public
Works Authority $56,597.90; (2) OPWA Capital Improvements $212,477.69; (3) OPWA Sewer
Line Extension $23,000.00; (4) Payroll $36,938.40. Item C on the consent agenda requested that
the Trustees acknowledge receipt from the Oklahoma Department of Enviromnental Quality of
Permit No SL000072000557 Ator Sewer Relief Line (to eliminate Ator Lift Station )S-21310.
Ms Barnhouse moved, seconded by Mr Brogdon, to approve the consent agenda.

ITEM 5: CONSIDERATION AND APPROPRIATE ACTION RELATING TO FINAL
ACCEPTANCE OF WORK PERFORMED UNDER A CONTRACT FOR THE
NORTHSIDE WASTEWATER COLLECTION SYSTEM BETWEEN THE
OWASSO PUBLIC WORKS AUTHORITY AND SAPULPA DIGGING CO AND
AUTHORIZATION FOR FINAL PAYMENT AND RELEASE OF RETAINAGE.
Mr Lutz said that the Northside project consisted of upgrading sanitary sewer service in the
northwest quadrant of the city by installing a 15-inch gravity line to replace the 106th St N Lift
Station (just west of N Mingo Rd), and an undersized 8-inch gravity line along the east side of N
Mingo Rd. The project extends from the tie-in to the existing Ranch Creek Interceptor north to
116th St N. Sapulpa Digging Inc was awarded the contract in June 1999 in the amount of
$374,000. A Change Order in the amount of $245,437 to extend the 15-inch interceptor from the
original upstream limit at the old lift station north to 116" St N, increased the contract amount to
$619,437. A final inspection was held on August 3, 2000 and all minor deficiencies have been
corrected. Sapulpa Digging has provided a one-year maintenance bond. Ms Barnhouse moved,
seconded by Mr Brogdon, to accept the work performed under the contract with Sapulpa
Digging, and authorize final payment, including retainage, in the amount of $1,000.00.

ITEM 6: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST
FOR TRUSTEE APPROVAL OF A SLUDGE SPREADER CONVERSION.
Mr Carr said that the Wastewater Treatment Plant budget contains funds for the purpose of
converting the 1988 Ford Sludge Spreader Truck to a dump truck. Converting the truck body
will allow more frequent hauling of solids from the wastewater treatment system, and provide
equipment needed to haul de -watered sludge from the belt filter press currently under
construction. Hauling and disposal of sludge processed through the press will require a truck
with a dump style body. Converting existing equipment to meet sludge disposal requirements is
more cost-effective than purchasing new equipment. Quotes were received from two vendors,
with the apparent low quote from Truk Quip in Tulsa. Mr Brogdon moved, seconded by
Ms Barnhouse, to approve an expenditure in the amount of $6692 to Truk Quip, Tulsa, OK for
the conversion of the 1988 Ford Sludge Spreader truck body to a dump body.
