HomeMy WebLinkAbout2000.06.20_OPWA MinutesOWASSO PUBLIC WORKS AUTHORITY MINUTES OF REGULAR MEETING Tuesday, June 20, 2000 The Owasso Public Works Authority met in regular session on Tuesday, June 20, 2000 in the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, June 16, 2000. ITEM 1: CALL TO ORDER Chairman Williams called the meeting to order at 7:20 p.m. ITEM 2: FLAG SALUTE The flag salute was given during the City Council meeting preceding this meeting. ITEM 3: ROLL CALL PRESENT ABSENT H C "Will" Williams, Chairman Mary Lou Barnhouse, Vice Chairman Melinda Voss, Trustee Randy Brogdon, Trustee STAFF Larry Mitchell, City Manager Ronald D Cates, Authority Attorney Marcia Boutwell, Authority Secretary A quorum was declared present. ITEM 4: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR APPROVAL OF THE CONSENT AGENDA. A. Approval of the Minutes of June 6, 2000 Regular Meeting and June 13, 2000 Special Meeting and Public Hearing. B. Approval of Claims. The consent agenda included minutes of the June 6, 2000 regular meeting and June 13, 2000 special meeting and public hearing, by reference made a part hereto. Item B on the consent agenda included the following claims: (1) Owasso Public Works Authority $36,594.78; (2) OPWA Capital Improvements $84,654.45; (3) OPWA Sewer Line Extension $23,000; (4) Payroll $34,989.32. Ms Barnhouse moved, seconded by Ms Voss, to approve the consent agenda. AYE: Barnhouse, Voss, Brogdon, Williams NAY: None Motion carried 4-0. Owasso Public Works Authority June 20, 2000 ITEM 5: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST TO AWARD A CONTRACT FOR THE PURCHASE OF WATER METERS. Mr Roberts presented the item. Each year the OPWA purchases water meters for installation in the OPWA system. The meters are purchased through the bidding process. Specifications were developed and bids were first advertised on May 16, 2000. Bid packets were also mailed to five potential vendors. One bid was received and opened on June 1, 2000. That bid was from Water Products of Oklahoma, who has also been the successful bidder on meter contract awards in previous years. The unit price for meters has increased slightly over the 1999-2000 fiscal year. Ms Voss moved, seconded by Mr Brogdon, to award a contract to Water products of Oklahoma Inc, Owasso, Ok, for the purchase of water meters consistent with bid specifications at a cost of $92.50 per 5/8" x 3/4" meter, $160.43 per I" meter, $319.89 per 1%Z" meter, and $433.06 per 2" meter. AYE: Voss, Brogdon, Barnhouse, Williams NAY: None Motion carried 4-0. ITEM 6: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST TO AWARD A CONTRACT FOR THE PURCHASE OF RESIDENTIAL REFUSE CONTAINERS (POLYCARTS). Mr Roberts said that annually the OPWA solicits bids for the purchase of carts to be used in the residential refuse collection program. Staff has solicited bids for the bulk purchase of green refuse carts for use in residential trash collection and red carts for use by yardwaste separation customers. The specifications requested a unit price for each color of 90-gallon carts. Williams Refuse Equipment Co submitted the only bid, at a unit price that remained the same as FY 1999- 2000. Ms Voss moved, seconded by Mr Brogdon, to award a contract to Williams Refuse Equipment Co Inc, Owasso, OK for a time period through June 30, 2001 to supply residential refuse containers consistent with bid specifications, at a cost of $57.00 per green cart and $59.00 per red cart. AYE: Voss, Brogdon, Barnhouse, Williams NAY: None Motion carried 4-0. -2- Owasso Public Works Authority June 20, 2000 ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO APPROVAL OF A CERTIFICATE OF COMPLETION AND DISTRIBUTION OF THE 2000 CONSUMER CONFIDENCE REPORT AND AUTHORIZATION FOR THE CHAIR TO EXECUTE THE DOCUMENT. Mr Roberts said that beginning in 1999, owners of community water systems serving at least 25 residents year round or that have 15 service connections serving year-round residents, are required to prepare and distribute an annual Consumer Confidence Report to provide consumers information regarding the sources and quality of their drinking water. This right -to -know requirement is a part of the 1996 amendment to the Federal Safe Drinking Water Act. The U.S. Environmental Protection Agency published the final CCR rule on August 19, 1998, establishing the requirements for the report's content, format, and distribution elements. The CCR is based on calendar year data, with the 2000 report including data from January through December 1999. By July 1, 2000, community water systems that serve more than 10,000 customers must mail or deliver a copy of the CCR to each water customer, and must make an effort to get the report to non -bill paying customers and provide copies upon request. The report must be forwarded to the DEQ by the same date, along with a Certificate of Completion and Distribution. Approximately 11,000 copies of the report were mailed to consumers on June 16, 2000, with one copy sent to DEQ as required. Staff requested that the certificate be approved, as well as authorization for signature. Mr Brogdon moved, seconded by Ms Voss, to approve the Certificate of Completion and Distribution of the 2000 Consumer Confidence Report and authorize the Chair to execute the Certificate. AYE: Brogdon, Voss, Barnhouse, Williams NAY: None Motion carried 4-0. ITEM 8: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE AWARD OF A BID FOR EAST 96 rx STREET ROADWAY IMPROVEMENTS. Mr Carr presented the item. Authorization to bid roadway infrastructure improvements on E 96`1' St N in the vicinity of Owasso Market was approved by the Trustees on April 18, 2000. Improvements have been designed from the northbound ramp at U.S. Highway 169 to a point approximately 450' west of N 119"' East Ave. The engineering estimate for the total project was prepared by the design engineers in an amount of $450,520.25. Three bids were received on May 30, 2000, with the apparent low bidder being McGuire Brothers Construction at $530,431.90. This bid is $79,911.65 higher than the estimate. Funds committed to the project from the City of Owasso, Owasso Market, and RCB Bank total $441,279.74, leaving $89,152.16 additional funds needed for the project. A meeting was held with Tom Seay of the SEAYCO Group (developer of Owasso Market) on June 8, 2000 to discuss the issue. Mr Seay suggested that the deficit be split equally between. Owasso Market and OPWA. Following discussion at a Work Session on June 13"', the City Manager offered $15,000 toward the deficit and RCB Bank agreed to contribute an additional 15% ($4541.96). Mr Seay has agreed to fund the remainder in -3- Owasso Public Works Authority June 20, 2000 the amount of $69,610.20. The construction documents have been reviewed and approved by the Oklahoma Department of Transportation, and a request for approval to proceed with the construction was made on May 9, 2000. Formal written approval has not yet been received and award of the bid needs to be contingent upon that approval, as well as receipt of funds from RCB Bank and Owasso Market. Ms Barnhouse moved, seconded by Ms Voss, to award a construction contract to McGuire Brothers Construction for roadway improvements on E 96t1' St N in the amount of $530,431.90, subject to receiving ODOT approval of the project design and contingent upon the receipt of $109,821.70 from RCB Bank and obtaining payment security from SEAYCO-THF Owasso Market LLC. AYE: Barnhouse, Voss, Brogdon, Williams NAY: None Motion carried 4-0. ITEM 9: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A LETTER OF INTENT WITH LANDCO CONSTRUCTION FOR THE SALE OF PROPERTY. Mr Brogdon moved, seconded by Ms Voss, to table this item and discuss it at the July 11, 2000 Work Session. AYE: Brogdon, Voss, Barnhouse, Williams NAY: None Motion carried 4-0. ITEM 10: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR TRUSTEE ADOPTION OF OPWA RESOLUTION #2000-04 A RESOLUTION ADOPTING AN FY 2000-2001 OPWA BUDGET FOR ALL FUNDS ADMINISTERED BY THE OWASSO PUBLIC WORKS AUTHORITY. Mr Mitchell presented OPGA Resolution #2000-04, which adopts the FY 2000--2001 budget for all funds administered by the Owasso Public Works Authority. Mr Brogdon moved, seconded by Ms Voss, to approve OPGA Resolution #2000-04. AYE: Brogdon, Voss, Barnhouse, Williams NAY: None Motion carried 4-0.
