HomeMy WebLinkAbout2000.03.07_OPWA MinutesOWASSO PUBLIC WORKS AUTHORITY MINUTES OF REGULAR MEETING Tuesday, March 7, 2000 The Owasso Public Works Authority met in regular session on Tuesday, March 7, 2000 in the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, March 3, 2000. ITEM 1 CALL TO ORDER Chairman Wilken called the meeting to order at 6:50 p.m. ITEM 2: FLAG SALUTE The flag salute was given during the City Council meeting preceding this meeting ITEM 4: ROLL CALL PRESENT ABSENT Mark Wilken, Chair Mary Lou Barnhouse, Vice Chair Denise Bode, Trustee Melinda Voss, Trustee H C "Will" Williams, Trustee STAFF Larry Mitchell, City Manager Ronald D Cates, Authority Attorney Marcia Boutwell, Authority Secretary A quorum was declared present. ITEM 4: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR APPROVAL OF THE CONSENT AGENDA. A. Approval of the Minutes of February 15, 2000 Regular Meeting. B. Approval of Claims. The consent agenda included minutes of the February 15, 2000 regular meeting, by reference made a part hereto. Item B on the consent agenda included the following claims: (1) Owasso Public Works Authority $258,214.23; (2) OPWA Capital Improvements $25,793.98; (3) OPWA Sales Tax $124,828.75, (4) Payroll #1 $32,232.41, (5) Payroll #2 $33,349.55. Mr Williams moved, seconded by Ms Barnhouse, to approve the consent agenda. AYE: Williams, Barnhouse, Bode, Voss, Wilken NAY: None Motion carried 5-0. Owasso Public Works Authority March 7, 2000 ITEM 5: CONSIDER AND APPROPRIATE ACTION RELATING TO THE AWARD OF A BID FOR THE CONSTRUCTION OF PHASE IIA IMPROVEMENTS TO THE WASTEWATER TREATMENT PLANT. Mr Carr said that the existing wastewater treatment facility was constructed in 1986. Phase I improvements to meet changes in water quality criteria were completed in 1998. Phase IIA will consist of construction of sludge dewatering facilities, sludge digestion, and modifications to the influent structure, untraviolet disinfection system and main lift station. Bids were received on February 14, 2000 from six bidders, with the apparent low bidder being Crossland Heavy Contractors, Columbus, KS in the amount of $1,965,950. The low bid is $544.050 below the engineer's estimate and $14,050 below the next lowest bid. Funds will be received through the State Revolving Fund loan program for this project, and must be approved by the Oklahoma Water Resources Board. Final award of the construction contract cannot be made until such time as the loan is closed by the OWRB. Pending transfer of needed documents from the contractor, engineer, and city staff, it is anticipated that the loan will be closed sometime in March. Dr Bode moved, seconded by Ms Barnhouse, to award a contract for Wastewater Treatment Plant Improvements Phase IIA to Crossland Heavy Contractors Inc, Columbus, KS in the amount of $1,965,950, and authorization for the Chair to execute the contract, contingent upon final authorization from the Oklahoma Water Resources Board. AYE: Bode, Barnhouse, Voss, Williams, Wilken NAY: None Motion carried 4-0. No report. ITEM 7: REPORT FROM OPWA ATTORNEY. No report.
