Monday, February 7, 2022
The Owasso Planning Commission met in regular session on Monday, February 7, 2022 at Old
Central per the Notice of Public Meeting and Agenda posted at City Hall, 200 S. Main (west side)
at 11:OOam on February 1, 2022.

ITEM 6. OPUD 14 -01 A - Lot 1 & 2, 3rd Street, Original Town of Owasso - Consideration and
appropriate action for the review of a Planned Unit Development Amendment
(PUD) request to allow an increase in the allowed number of residential units. The
subject property is approximately 0.42 acres and is located on Lot 1 & 2, Block 1,
Original Town of Owasso. The property is zoned Residential Duplex (RD) under
OPUD 14 -02 and is within the Downtown Overlay.
Ms. Beemer presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the January 19, 2022 meeting. Staff recommends
approval of the Planned Unit Development Amendment request. The applicant was present to
answer any questions or address any concerns.

ITEM 7. Preliminary Plat - Hawthorne @ Stone Canyon Phase II - Consideration and
appropriate action for the review of a Preliminary Plat. The subject property is
located southwest of the intersection of E 76th Street North and N 193rd East
Avenue and is 31.88 acres. The Preliminary Plat would include seventy -eight (78)
Lots in five (5) Blocks. The property is zoned RS -20 (Residential Single - Family)
under the Stone Canyon PUD.
Ms. Beemer presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the January 19, 2022 meeting. Staff recommends
approval of the Preliminary Plat. A representative for the applicant was present to answer any
questions or address any concerns.
Mr. Vines moved, seconded by Ms. Moberly- Dotson, to approve the Preliminary Plat request
subject to TAC and Staff comments. A vote on the motion was recorded as follows:

ITEM 8. Preliminary/Final Plat - Casa Del Mar - Consideration and appropriate action for
the review of a Preliminary/Final Plat for four (4) Lots on one (1) Block. The
property is located southeast corner of the intersection of East 86th Street North
and North Memorial Road and is 16.686 acres in size. The property is zoned OPUD
22 -01, with an underlying zoning of Commercial Shopping (CS) and Residential
Multi - Family (RM).
Mr. Fritschen presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the January 19, 2022 meeting. Staff recommends
approval of the Preliminary/Final Plat. The applicant was present to answer any questions or
address any concerns. A motion for the Preliminary Plat and a motion for the Final Plat will be
needed for this item.
Dr. Loving moved, seconded by Ms. Moberly- Dotson, to approve the Preliminary Plat subject to
TAC and Staff comments. A vote on the motion was recorded as follows:

BACKGROUND:
The Community Development Department received an application for review and approval of
a Specific Use Permit for a carwash addition to the existing QuikTrip location at 9600 North
Garnett Road. The property is approximately 2.09 acres in size and zoned Commercial Shopping
(CS). The property is platted as Lot 2, Block 5, El Rio Vista Amended.

ANALYSIS:
• A SUP is required in certain zoning districts for uses or structures that may be considered
more intense than what is allowed by right, through the City of Owasso's Zoning Code.
• A carwash facility falls under the "automotive repair and maintenance" use outlined in
Table 6.1 of the Owasso Zoning Code. In the CS zoning district, any "automotive repair
and maintenance" facility is allowed with an SUP.
o Thus, an SUP is needed for a carwash on this property, as it is zoned CS.
• The subject property is identified for future commercial land uses on the GrOwasso 2030
Land Use Master Plan.
o The subject property is bordered by an existing single - family residential
neighborhood to the west, and commercially - developed property to the north,
south, and east.
• The applicant has worked with staff to design the site and new structure in an
appropriate manner that conforms to the design requirements of the Zoning Code and
minimizes the impacts on the neighborhood to the west.
o The proposed car wash will be a 2 -bay, 870 square foot structure composed of
brick veneer and glass.

• According to the conceptual site plan, there is an eight- foot -tall wooden privacy
fence along the subject property's western property line. This will help buffer the
proposed carwash from the existing homes to the west.
• The proposed structure is proposed to be set back over thirty -six feet (36') from
the western property line. This separation offers a generous boundary between
the proposed carwash and existing homes. As such, the single - family homes are
further buffered from the more - intense use.
• The applicant proposes a dense landscape edge, which includes many
evergreen shrubs, along the driveway leading to the proposed structure. This
landscaping will further buffer the residential neighborhood to the west.
• The entry driveway off of E 96th St N will be moved west by approximately seventy -
seven feet (77'). This proposed point of access still falls within the Limits of Access
depicted on the recorded property plat. By moving the access point further west
from the intersection of E 96th St N and Garnett Rd, fewer traffic conflicts should
occur from vehicles entering or exiting the site.
• The applicant has indicated that the noise levels put out by the carwash will not
exceed 80 decibels. Further, the applicant has indicated that the doors of the
carwash will remain closed from 9:00pm to 7:00 am, to further dampen any noise
from the blowers. As such, the proposed carwash will meet the regulations
outlined in the Owasso Noise Ordinance.
The main purpose of the SUP requirement is to ensure the development does not impose
any negative direct impacts to adjoining residential areas and work in harmony within
the context of the area.
• Considering this, the applicant has indicated via their conceptual site plan that
they intend to install adequate buffering between their site and the neighboring
single - family homes.
• The design of the site and proposed structure will serve to reduce and minimize
any negative impacts on the single - family neighborhood to the west.
• Any future development that occurs on the subject property must adhere to all Owasso
subdivision, zoning, and engineering requirements.

CD and PC Commissioner Comments - February 10, 2022
1. SUP 22 -01 - QuikTrip Carwash - 9600 North Garnett
• Submit specifications on the sound /decibel levels, to verify the facility
meets the Owasso Noise Ordinance
• Add landscaping along the western property line, to the edge of the
drainage flume /drive off of Garnett. Plant material shall be evergreen
shrubs, and reach a mature height of no less than 8' and 4' in height
when planted. See below:
Add landscaping
• Note the hours of the car wash operation as being 7:OOam - 9:OOpm
• Note the southernmost Limits of No Access on 96th St No should be closed
• Get with Public Works to discuss the sewer line placement
2. Site Plan - QuikTrip Carwash
• Address all of the above SUP comments, and reflect these changes within
the site plan package
• Submit photometric plan
• Submit elevations of the carwash
• Clarify the height of the existing fencing on the west property line and
state QuikTrip will be maintaining the fencing. It was difficult to tell form
the drawing which fences are existing and those that will be added.
• Show the location of all mechanical equipment (all must be entirely
screened)
• Add the following standard language to the Landscape Plan, regarding
the landscaping maintenance:
• Following completion of planning, the property owner is responsible
for long -term health and maintenance of all plant material on site.
Dead or dying plant material shall be replaced.
• All trees must be planted at least five feet (5') away from all
underground utilities.
3. Site Plan - Caliber Collision
• Submit elevations for review
• Show manhole locations
• Show screening on the entrance gate
• -Show screening at the front of the dumpster
• Show landscaping that is in accordance with the approved SUP site plan
package (see attached)
• Show the sight triangles on the site and landscape plans
• Label the adjacent zoning on the site plan
• Show the location of the mechanical equipment (must be entirely
screened)
• Show the transformer screening detail- must be screened
• Submit a sign permit when ready
• Discuss with Fire Department to work out the turning template- may need
a hammer -head turn around in the parking lot
• Add the following standard language to the Landscape Plan, regarding
the landscaping maintenance:
• Following completion of planning, the property owner is responsible
for long -term health and maintenance of all plant material on site.

• All trees must be planted at least five feet (5') away from all
underground utilities.

5. Site Plan - Chipotle Mexican Grill
• Label the address of the site- 11320 E 96th St N
• Submit a sign permit when ready
• Is there a menu /order box? If so, please note where it will be on the site
plan
• Show the mutual access easements to adjacent parcels
• Check the PUD document (PUD 21 -02) for signage restrictions. Signage will
be by separate permit
• Show an awning on the west side entrance
• Show a bicycle rack
• Ensure that the dumpster enclosure matches the fagade of the building
6. Site Plan - Jordy Joe Coffee Shop
• All of the mentioned changes need to be made to the Site Utility Plan -
that is what we are using as the site plan /CD sheet
• Submit planting schedule and landscape plan (see attached drawing)
• Show the sight triangles on the site and landscape plans
• Label the adjacent zoning on the site plan
• Show sidewalks on the site and landscape plans
• Show drive across the street on the site plan
• Label the location of any mechanical equipment (must be entirely
screened)
• Label the dimension from the centerline of 86th St to the center of the
drive off of Main St
• All landscaping will need to be irrigated. Suggest a drip system as
indicated on the attached drawing.
• Show the location of the trash dumpster, if poly carts are being used they
will need screening, as well
• Submit sign permit when ready
• Show the stacking of vehicles, needs to be at least 5 vehicles (20' long
each, for a total of 100' of stacking)
Add the following standard language to the Landscape Plan, regarding
the landscaping maintenance:
• Following completion of planning, the property owner is responsible
for long -term health and maintenance of all plant material on site.

• All trees must be planted at least five feet (5') away from all

• Provide a landscape plan
• Label the zoning of the property and the adjacent properties on the site
plan
• Add two (2) more parking spaces
• Discuss with Public Works the size of the drainage pipe to be run under the
driveway
• Show the location of the trash area and show screening
• Label the easements and setbacks on the site plan
• Label the property line more clearly on the site plan
• Show a 6' privacy fence on the north and east sides of the property
• Bring the sidewalk out to the road (copy the property to the west)
• Parking pads can go over the building line
