Monday, March 7, 2022
The Owasso Planning Commission met in regular session on Monday, March 7, 2022 at Old Central
per the Notice of Public Meeting and Agenda posted at City Hall, 200 S. Main (west side) at 2.00pm
on March 3, 2022.

ITEM 4. Presentation of the Character Trait of the Month - Patience
ITEM 5. Approval of Minutes from February 10, 2022 Regular Meeting.
The Commission reviewed the minutes.
Dr. Loving moved, seconded by Ms. Moberly- Dotson to approve the minutes from the February 10,
2022 Regular Meeting.
A vote on the motion was recorded as follows:
YEA: Mr. Vines, Ms. Moberly- Dotson, Mr. Miller, Dr. Loving, Mr. Balthrop
NAY: None
Motion carried 5 -0.
ITEM 6. SUP 22 -01 QuikTrip Carwash - 9600 North Garnett - Consideration and appropriate
action for the review of a Specific Use Permit (SUP) request to allow a carwash
addition at a QuikTrip convenience store. The subject property is approximately
2.09 acres and is located at 9600 North Garnett. The property is zoned
Commercial Shopping (CS).
Ms. Beemer presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the February 16, 2022 meeting. Staff recommends
approval of the Specific Use Permit request. A representative for the applicant was present to
answer any questions or address any concerns.

Ms. Moberly- Dotson moved to approve the SUP subject to TAC and Staff comments.
A brief discussion was held regarding the TAC comments referring to the hours of business as being
exclusively from 7:00am - 9:00pm. Mr. Vines suggested the TAC comments be corrected
(attached) and the motion be amended, The amendment to the TAC notes would state that the
wash doors will remain closed while wash is in use between the hours of 9:00pm - 7:00am.
Ms. Moberly- Dotson requested to withdraw the previous motion.
Ms. Moberly- Dotson moved to approve the SUP subject to the amendment of the TAC comments
regarding the wash doors remaining closed while in use between 9:00pm - 7:00am. Dr. Loving
seconded the motion.
A vote on the motion was recorded as follows:
YEA: Mr. Vines, Ms. Moberly- Dotson, Mr. Miller, Dr. Loving, Mr. Balthrop

SUP 22 -01 - QuikTrip Carwash - 9600 North Garnett
• Submit specifications on the sound /decibel levels, to verify the facility
meets the Owasso Noise Ordinance
• Add landscaping along the western property line, to the edge of the
drainage flume /drive off of Garnett. Plant material shall be evergreen
shrubs, and reach a mature height of no less than 8' and 4' in height
when planted. See below:

• In order to minimize impacts on adjacent properties, wash doors of the
carwash will remain closed while in use from 9:OOpm - 7:OOam
• Note the southernmost Limits of No Access on 961h St No should be closed
• Get with Public Works to discuss the sewer line placement
2. Site Plan - QuikTrip Carwash
• Address all of the above SUP comments, and reflect these changes within
the site plan package
• Submit photometric plan
• Submit elevations of the carwash
• Clarify the height of the existing fencing on the west property line and
state QuikTrip will be maintaining the fencing. It was difficult to tell form
the drawing which fences are existing and those that will be added.
• Show the location of all mechanical equipment (all must be entirely
screened)
• Add the following standard language to the Landscape Plan, regarding
the landscaping maintenance:
• Following completion of planning, the property owner is responsible
for long -term health and maintenance of all plant material on site.
Dead or dying plant material shall be replaced.
• All trees must be planted at least five feet (5') away from all
underground utilities.

BACKGROUND
The Community Development Department received an application for review and approval of
a Preliminary Plat for Morrow Place Phase III, a proposed single - family residential subdivision. The
subject property is located south of East 1261h Street North and west of North 135th East Avenue.
The property is approximately 21.76 acres in size and is zoned Residential Single - Family (RS -3)
under OPUD 05 -02A.

ANALYSIS
• Morrow Place Phase III would become the third piece of the larger Morrow Place
neighborhood.
• The proposed Preliminary Plat for Morrow Place Phase III consists of ninety -eight (98) Lots
on four (4) Blocks on approximately 21.76 acres, yielding a gross density of 4.5 dwelling
units per acre (DU /AC).
o All of the proposed lots as depicted on this Plat meet the bulk and area
requirements stipulated in the Owasso Zoning Code and the OPUD 05 -02A
document.
• There will be one (1) 50- foot -wide point of access for this subdivision off of East 126th
Street North.

Preliminary Plat- Morrow Place Phase III
o The plat also depicts two stub roads that will connect this phase into the
previously- constructed street network seen within the first two phases of the
Morrow Place neighborhood.
o These two stubs connect to E 125th St N and E 123rd PI N, respectively.
• Detention will be provided for via Reserve Area "A." This reserve area is situated in the
northeastern portion of the subject property.
• Reserve Area "B" is located at the entrance of the subdivision, and will serve as a
landscape feature.
• Perimeter and interior utility easements are shown on the Plat allowing utility companies
adequate access to service the subdivision.
• The City of Owasso will provide police, fire, ambulance, and sanitary sewer services to
the property. Washington County Rural Water District #3 will provide water services. Any
development that occurs on the subject property shall adhere to all development,
zoning, and engineering requirements of the City of Owasso.

BACKGROUND:
The Community Development Department received a Lot Split application for property located
at 505 East 191h Street North. The property is zoned Commercial General (CG), and is platted as
Lot 4, Block 1 of the Ator Commercial Center. The proposed lot split would split a 1.17 acre
parent tract into a total of two (2) lots. The property is being split in order to facilitate the sale of
the new northern lot to a separate entity.

ANALYSIS:
This proposed lot split would divide the 1.17 acre parent tract into two new lots.
Parcel A would be comprised of 0.78 acres, while Parcel C would be 0.38 acres in
size.
o Parcel B, as depicted on the attached Exhibit, represents a preexisting separate
legal lot. The applicant included it on the Exhibit for reference purposes only.
Parcel C currently houses a salon, which will remain after the split is complete.
The applicant intends to market the new Parcel A for sale to a commercial developer.
• The subject property is currently zoned CG, which requires one hundred and fifty (150')
foot lot frontage minimum per the Owasso Zoning Code.
• Upon splitting, Parcels A and C would both fall short of this width minimum, with Parcel A
only having fifty -nine (59') feet of frontage on Garnett Rd, and Parcel C only having one
hundred and twenty -five (125') feet of frontage on E 19Jh St N.
• The applicant did secure a Zoning Variance from the Owasso Board of Adjustment
(BOA), allowing for a reduction in the lot frontage minimums for both new parcels (OBOA
22 -02), at the BOA's regular meeting on March 22, 2022.

o Considering that a variance has been approved by the OBOA, the Owasso
Planning Commission may proceed with consideration of this lot split request.
The applicant intends to file a Mutual Access Easement (MAE), granting perpetual
access to Parcel A from East 19th Street North.
• Any future development that occurs on the subject properties must adhere to all City of
Owasso subdivision, zoning, and engineering requirements.

1. Prelim Plat- Morrow Place III
a. City will provide addresses, please label them on the plat face (on lots)
b. Provide landscape plan /detail for entry and along 126th
c. Note on the plat that public sidewalks will need to be provided along
all internal streets as well as along 126th
d. Add the standard landscape language to the DoD page:
1. Following completion of planning, the property owner is
responsible for long -term health and maintenance of all plant
material on site. Dead or dying plant material shall be replaced.
2. All trees must be planted at least five feet (5') away from all
underground utilities.
e. Reword section #4 in DoD- confusing language about fence
f. The south property line on Lot 1, Block 3 is mislabeled- please verify
dimensions and the square footage of said lot
g. Correct the number of Reserve Areas under the Location Map and
change the verbiage in the DoD- it refers to three (3) detention areas
but only two (2) are shown on the plat face itself
h. In the DoD Section 6, change the language to read that it is the
Morrow Place HOA's responsibility for the maintenance of the Reserve
Areas once the developer turns the subdivision over to the HOA.
i. Note sidewalks and a fence and landscape easement along East 126th
Street North and the entry area
2. OLS 22 -03, Ator Commercial Center
a. MAE connecting lots A and C needs to be filed
b. Clarify the call out on the survey; it says 125' on the legal, but 125.12'
on the drawing of Parcel "B"
3. Site Plan- First Church Addition
a. Label which side of the building elevations 4 & 5 represent
b. Label the % of metal on elevation 5
c. Provide a location map
d. Label adjacent zoning
e. Label the sight triangles
f. Add standard landscape language to landscape plan

4. Site Plan- Reunion II
a. Please provide elevations of the storage buildings
b. Verify the stream on the east side of the property is non - Jurisdictional
c. Please provide dumpster elevations
d. Add standard notes to landscape plan
1. Following completion of planning, the property owner is
responsible for long -term health and maintenance of all plant
material on site. Dead or dying plant material shall be replaced.
2. All trees must be planted at least five feet (5) away from all
underground utilities.
e. Verify that the property deed from the associated lot split case has
indeed been filed
f. You can remove the note at the top of the site plan saying that a
fence or a storage building, if you are sure you'll build the buildings
g. Clarify what the red line on the north end of the site depicts
5. Site Plan- Tyner Townhomes
a. Submit elevations
b. North arrow is pointing the wrong way on the site plan (it points west
right now)
c. Please label centerline of road /ditch
d. Please add note stating which species of plants will be planted
e. Please add some additional landscaping between driveways (use
larger shade trees alternated with the smaller Redbuds)
f. *Please get with Staff, especially the Public Works Department, for
additional comments on parking, drainage, alley access, etc.

1. Preliminary Plat— Morrow Place III
a. This item is in Washington Co. RWD #3 service area
b. No waterline plans have been submitted for review at this time.
c. The Plat and Deed of Dedication language appear to be sufficient, but until we
review the waterline plans we reserve the right to comment.
d. At such time as water service is requested, all requirements of the district
must be met.
2. OLS22 -03 -505 East 19th St Mowery Property
a. No comments
3. Site Plan — First Church Addition
a. No comments.
4. Site Plan — Reunion at Owasso II
a. This item is in Washington Co. RWD #3 service Area.
b. Plans have not been submitted for engineering review at this time.
We reserve the right for engineering to review and comment.
G. There are (2) locations where the drive area and west entrance areas impedes
into existing easement. There will need to be some discussions.
d. At the southeast corner, shows an existing meter to be replaced with 2"
water meter. Washington Co. RWD #3 does not have an existing meter in that
location or waterline. There will need to be some discussions.
e. At such time as water service is requested, all requirements of the district
must be met.
6. Site Plan — Tyner Townhouses
a. No comments.
