MINUTES OF REGULAR MEETING
Tuesday, February 20, 2001
The Owasso Public Works Authority met in a regular session on Tuesday, February 20, 2001 in
the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, February 16, 2001.
ITEM 1: CALL TO ORDER
Chairman Williams called the meeting to order at 7:00 p.m.
ITEM 2: FLAG SALUTE
The flag salute was held during the City Council meeting preceding this meeting.

A quorum was declared present.
ITEM 4: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST
FOR APPROVAL OF THE CONSENT AGENDA.
A. Approval of the Minutes of February 6, 2001 Regular Meeting.
B. Approval of Claims.
The consent agenda included minutes of the February 6, 2001 regular meeting, by reference
made a part hereto. Item B on the consent agenda included the following claims: (1) Owasso
Public Works Authority $81,357.45; (2) OPWA Capital Improvements $16,636.43; (3) OPWA
Sewer Line Extension $23,000.00; (4) Payroll #1 $35,732.61; (5) Payroll #2 $38,866.90.
Ms Voss moved, seconded by Mr Brogdon, to approve the consent agenda.
AYE: Voss, Brogdon, Armstrong, Barnhouse, Williams
NAY: None
Motion carried 5-0.

ITEM 5: CONSIDERATION AND APPROPRIATE ACTION RELATING TO OPWA
RESOLUTION #2001-03 A RESOLUTION ADOPTING THE WATER MASTER
PLAN AS A STATEMENT OF THE AUTHORITY'S POLICY FOR THE
EXTENSION EXPANSION AND DEVELOPMENT OF THE CITY OF OWASSO
MUNICIPAL WATER SYSTEM.
Mr Carr said that in November of 1999 the Trustees approved an agreement with the engineering
consulting firm of Montgomery Watson for engineering design services for water system
planning and a Water Master Plan. The final plan was completed on February 9, 2001. The plan
provides an evaluation of the existing water distribution system to adequately provide water
under present daily and peak flow demands and includes projections for the years 2005, 2010,
and 2020. The evaluation determines the suitability of the water sources, pipelines, storage
tanks, pumps and control valves to provide adequate pressures and flows. Prime components of
the plan are water demand projections based on defined land uses and development of a capital
improvements plan to meet the system needs. The Water Master Plan can serve as a policy
statement for the development, expansion and extension of publicly or privately financed
improvements to the City of Owasso water distribution system. OPWA Resolution 92001-03
adopts the 2001 Water Master Plan as such policy statement. Ms Barnhouse moved, seconded
by Mr Brogdon, to approve OPWA Resolution #2001-03, adopting the Water Master Plan as a
policy statement.

NAY: None
Motion carried 5-0.
ITEM 6: REPORT FROM OPWA MANAGER
Mr Mitchell commended the firm of Montgomery Watson for their work on the Water Master
Plan.
ITEM 7: REPORT FROM OPWA ATTORNEY.
No report.
ITEM 8: NEW BUSINESS.
None
