The Owasso Planning Commission met in regular session on Monday, April 11, 2022 at Old Central
per the Notice of Public Meeting and Agenda posted at City Hall, 200 S. Main (west side) at 2:OOpm
on April 5, 2022.

ITEM 4. Presentation of the Character Trait of the Month - Forgiveness
ITEM 5. Approval of Minutes from March 7, 2022 Regular Meeting.
The Commission reviewed the minutes.
Ms. Moberly- Dotson moved, seconded by Dr. Loving to approve the minutes from the March 7,
2022 Regular Meeting.
A vote on the motion was recorded as follows:

ITEM 6. Preliminary Plat- Morrow Place 111 - Consideration and appropriate action for the
review of a Preliminary Plat proposing ninety -eight (98) lots on four (4) blocks on
approximately 21.76 acres. The general location of the property is south of East
126th Street North and west of North 135th East Avenue. The property is zoned PUD
05 -02A with an underlying zoning of Residential Single - Family (RS -3) and is within
the US -169 Overlay.
Ms. Beemer presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the March 16, 2022 meeting. Staff recommends
approval of the Preliminary Plat for Morrow Place III. A representative for the applicant was
present to answer any questions or address any concerns.

Mr. Miller moved to approve the Preliminary Plat for Morrow Place III subject to Staff and TAC
comments. Mr. Balthrop seconded the motion.

ITEM 7. OLS 22 -03 -Lot Split - 505 East 19th St, Mowery Property - Consideration and
appropriate action for the review of a Lot Split proposing to split a 0.38 acre tract
(Parcel "C ") from the larger 1.17 acre parent tract. The property is located at 505
East 19th Street (Lot 4, Block 1, Ator Commercial Center). The property is zoned
Commercial General (CG) and is within the US -169 Overlay.
Ms. Beemer presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the March 16, 2022 meeting. Staff recommends approval of
the Lot Split.
Mr. Miller moved to approve the Lot Split subject to Staff and TAC comments. Ms. Moberly- Dotson
seconded the motion.
A vote on the motion was recorded as follows:

BACKGROUND:
The Community Development Department received a rezoning request for property located at
11940 East 86th Street North, a portion of Lot 68, Block 2 of the Three Lakes addition. The subject
property is approximately 0.62 acres in size, and is zoned Office (0). The property was annexed
into the City Limits in 1973, under Ordinance 165. The applicant is requesting a rezoning to
Commercial Shopping (CS).

ANALYSIS:
• The applicant is requesting a rezoning from the O district designation to the CS zoning
district designation. The applicant desires to rezone the subject property to
accommodate a proposed drive -thru coffee establishment.
• The GrOwasso 2030 Land Use Master Plan identifies the subject property for future
commercial development.
o As such, assigning the subject property a zoning designation of CS would be in
accordance with Land Use Master Plan, and thus in accordance with the long -
range vision for the subject property.
• Per the Owasso Zoning Code, the minimum lot frontage required for CS -zoned properties
is one hundred and twenty -five feet (125'). This subject property is one hundred eight
feet (108') in width.
o The Owasso Board of Adjustment granted a variance (OBOA 22 -03) at their
regular meeting on April 26, 2022, to allow for a reduction in the minimum

frontage requirement on the subject property. Therefore, the subject property is
considered a conforming lot.
• The City of Owasso will provide police, fire, ambulance, water and sanitary sewer
services to the subject property. Any development that occurs on the subject property
must adhere to all subdivision, zoning, and engineering requirements of the City of
Owasso.

BACKGROUND:
The Community Development Department received a Lot Split application for property located
at 13637 East 79th Street North. The property is zoned Agriculture (AG), and is currently unplatted.
The proposed lot split would split a 20.0 -acre parent tract into a total of two (2) lots.

ANALYSIS:
• This proposed lot split would divide the 20.0 -acre parent tract into two new lots.
o Tract 1 would be comprised of 3.16 acres, while Tract 2 (the remnant parent
tract) would be 16.84 acres in size.
A newly- constructed single - family homes is situated on Tract l; Tract 2 is currently vacant.
• The subject property is currently zoned AG, which requires a minimum lot size of at least 2
acres.
o Upon splitting, the new Tracts 1 and 2 will both meet the bulk and area
requirements outlined in the Owasso Zoning Code for AG -zoned property.
• The applicant intends to file a 35- foot -wide Mutual Access Easement (MAE), along the
southern edge of the subject tract to East 79th Street North.
o This MAE ensures perpetual access to both proposed new Tracts, preventing
either Tract from becoming land- locked.
• Any future development that occurs on the subject properties must adhere to all City of
Owasso subdivision, zoning, and engineering requirements.

• Submit an oil and gas certification from the Corporation Commission
at the time of submitting any building permits
• Show all service lines going through the property on the survey. If
there are any service lines that cross the new property lines, they will
need to be in dedicated easements.
• Any further action taken on this property will need to go through the
platting process. This will be the last split allowed on the property. Any
further splits will need to be done by Plat.
2. OZ 22 -03 - Rezoning, 11940 East 86th Street North

3. Site Plan - Scooter's Coffee
• Discuss with Staff about moving the entrance to the eastside of the
property
• Place a note on the Site Plan stating that all lights will be shielded
and in a 90° position
• Submit a separate sign permit when ready
• Show sight triangles on the Landscape Plan and the Site Plan
• Label adjacent zoning on the Site and Landscape Plans
• Clarify the location of the sewer lines, may need to be moved or
dedicated (looks like it's out of the easement currently ?)
