MINUTES OF REGULAR MEETING
Monday, April 11, 2022
The Owasso Planning Commission met in regular session on Monday, April 11, 2022 at Old Central
per the Notice of Public Meeting and Agenda posted at City Hall, 200 S. Main (west side) at 2:OOpm
on April 5, 2022.
ITEM 1. CALL TO ORDER
Tim Miller called the meeting to order at 6:00 pm.

ITEM 4. Presentation of the Character Trait of the Month - Forgiveness
ITEM 5. Approval of Minutes from March 7, 2022 Regular Meeting.
The Commission reviewed the minutes.
Ms. Moberly- Dotson moved, seconded by Dr. Loving to approve the minutes from the March 7,
2022 Regular Meeting.
A vote on the motion was recorded as follows:
YEA: Mr. Vines, Ms. Moberly- Dotson, Mr. Miller, Dr. Loving, Mr. Balthrop
NAY: None
Motion carried 5 -0
ITEM 6. Preliminary Plat - Morrow Place III - Consideration and appropriate action for the
review of a Preliminary Plat proposing ninety -eight (98) lots on four (4) blocks on
approximately 21.76 acres. The general location of the property is south of East
126th Street North and west of North 1351h East Avenue. The property is zoned PUD
05 -02A with an underlying zoning of Residential Single- Family (RS -3) and is within
the US -169 Overlay.
Ms. Beemer presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the March 16, 2022 meeting. Staff recommends
approval of the Preliminary Plat for Morrow Place III. A representative for the applicant was
present to answer any questions or address any concerns.

Mr. Miller moved to approve the Preliminary Plat for Morrow Place III subject to Staff and TAC
comments. Mr. Balthrop seconded the motion.
A vote on the motion was recorded as follows:
YEA: Mr. Vines, Ms. Moberly- Dotson, Mr. Miller, Dr. Loving, Mr. Balthrop
NAY: None
Motion carried 5 -0.
ITEM 7. OLS 22-03- Lot Split - 505 East 19th St, Mowery Property - Consideration and
appropriate action for the review of a Lot Split proposing to split a 0.38 acre tract
(Parcel "C ") from the larger 1.17 acre parent tract. The property is located at 505
East 191h Street (Lot 4, Block 1, Ator Commercial Center). The property is zoned
Commercial General (CG) and is within the US -169 Overlay.
Ms. Beemer presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the March 16, 2022 meeting. Staff recommends approval of
the Lot Split.
Mr. Miller moved to approve the Lot Split subject to Staff and TAC comments. Ms. Moberly- Dotson
seconded the motion.
A vote on the motion was recorded as follows:
YEA: Mr. Vines, Ms. Moberly- Dotson, Mr. Miller, Dr. Loving, Mr. Balthrop
NAY: None
Motion carried 5 -0.
