The Owasso Planning Commission met in regular session on Monday, May 9, 2022 at Old Central
per the Notice of Public Meeting and Agenda posted at City Hall, 200 S. Main (west side) at
12:OOpm on May 4, 2022.

2022 Regular Meeting.

THE TRAINING SESSION MOVED TO ITEM 8.
ITEM 6. OZ 22 -03 - 11940 East 86th Street North, Scooter's Coffee - Consideration and
appropriate action for the review of a Rezoning request. a rezoning from O
(Office) to CS (Commercial Shopping). The property is located at 11940 East 86th
Street North and is approximately 0.6156 acres.
Ms. Beemer presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the April 20, 2022 meeting. Notices were mailed and the
notice was posted in the Owasso Reporter. Staff recommends approval of the Rezoning for
11940 East 861h Street North from Office (0) to Commercial Shopping (CS). A representative for
the applicant was not present.
Mr. Miller moved to approve the Rezoning request OZ 22 -03. Mr. Balthrop seconded the motion.

ITEM 7. OLS 22 -04 -Lot Split- Wolfe Property - Consideration and appropriate action for
the review of a Lot Split proposing to split a 3.16 acre tract from the larger 20.00
acre parent tract. The property is located at 13637 East 79th Street North and is
zoned Agriculture (AG).
Ms. Beemer presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the April 20, 2022 meeting. Staff recommends approval of
the Lot Split. The owner of the property was present to answer any questions or concerns.
Mr. Vines had questions concerning future easements. Ms. Beemer stated that the property will
need to be platted if there is future lot splits requested.
Mr. Vines moved to approve the Lot Split subject to Staff and TAC comments. Mr. Balthrop
seconded the motion.

BACKGROUND:
The Community Development Department received an application for the review and approval
of a combined preliminary/final plat for CVP- Owasso DB. The subject property is approximately
0.826 acres in size and is located just east of the northeast corner of the intersection of East 116th
Street North and North 1291h East Avenue adjacent to the recently constructed MedWise
building. The subject property is zoned Commercial Shopping (CS) under Owasso Planned Unit
Development 05 -02A (OPUD 05 -02A); the property is also within the US -169 Overlay District.

This combined preliminary/final plat depicts one (1) lot on one (1) block, to
accommodate a drive -thru coffee establishment.
o Generally, when a plat is only 1 lot, 1 block, the preliminary platting requirement
can be waived and the two plats can be taken for consideration at the same
time. As such, this item represents a combined preliminary/final plat for the
property.
• The proposed lot, as depicted on the plat, meets the bulk and area requirements
stipulated in both the OPUD 05 -02A document as well as those found within the Owasso
Zoning Code for CS -zoned property.
There is one point of access depicted on the plat, off of East 116th Street North.
o This access drive has actually already been constructed, as it also serves as the
access point for the existing medical office just to the west of the subject
property. A Mutual Access Easement (MAE) encompasses this drive, and was
created via separate instrument (Doc. 2021013500)

o Additionally, this plat dedicates a second MAE, connecting the subject property
to the parcel to the east.
• Detention is provided per the Hydrology Study and Engineering Report for Morrow Place

• The plat provides all the necessary perimeter utility easements to serve the proposed
development.
• The City of Owasso will provide police, fire, ambulance, and sanitary sewer services to
the property. Washington County Rural Water District #3 will provide water services.
• Any development that occurs on the subject property shall adhere to all development,
zoning, and engineering requirements of the City of Owasso.

➢ The proposed lot split involves splitting a 3.99 -acre parent tract into two (2) separate
tracts (Tract 1 and Tract 2).
➢ Upon splitting the parent tract, Tract 1 will become 0.54 acres and Tract 2, the remnant
tract, 3.45 acres.

➢ The property is zoned RS -3 and after the lot split both tracts will still meet the minimum lot
size and frontage requirements of 7,000 square feet and 65 feet respectively, as outlined
in the Owasso Zoning Code.
o Therefore, the proposed lot splits will not create any non - conforming situations for
either lot in terms of frontage or lot size.
➢ Tract 1 will eventually become Lots 9, 10 and 11, Block 1 of Morrow place III, while Tract 2
will retain the original Morrow homestead, which is proposed to be a living museum.
➢ The lots split is needed to effectively transfer the property to the developer of Morrow
Place III so that it can be combined into the development.
➢ Upon the approval of the lot split, two revised deeds will be created, which are signed by
the Planning Commission Chair and subsequently filed in Tulsa County.
TECHNICAL ADVISORY COMMITTEE:
The Technical Advisory Committee (TAC) reviewed this item at their regularly scheduled meeting
on May 18, 2022. No comments were made regarding this lot line adjustment request.

BACKGROUND:
The Community Development Department received an application for review and approval of
a Specific Use Permit (SUP) for M Coach USA Inc., a proposed office development and motor
coach facility located at 10927 E 1061h St N. The subject tract is presently unplatted and is
approximately 4.98 acres in size and is currently zoned Commercial Shopping (CS) under
Ordinance 1185 that was approved by the City Council in November 2021. While the proposed
office uses are permitted in the CS zoning district the other proposed use, Ground Passenger
Transportation, requires that a Specific Use Permit be approved in order to operate in a CS
zoning district per the Owasso Zoning Code.

proposed use, Ground Passenger Transportation, requires that a Specific Use Permit be
approved in order to operate in a CS zoning district per the Owasso Zoning Code.
• The subject property was rezoned to CS in 2021 and is identified for future commercial
land uses on the GrOwasso 2030 Land Use Master Plan.
• The proposed uses are compatible with the identified land use depicted on the 2035
Land Use Master Plan, subject to the securing of an SUP for the ground passenger
transportation use.
• The subject property is surrounded by undeveloped land to the north zoned Residential
Multi- Family (RM), large rural residential tracts zoned Agriculture (AG) to the east and
west, and undeveloped tracts zoned CG and CS to the south across 106th St N.
• Staff has determined that the proposed ground passenger transportation facility is
acceptable in this location, if the correct controls are utilized with an SUP.
• The applicant has worked with staff to design the site and structure in an appropriate
manner that conforms to the design requirements of the Zoning Code as the facility is
situated in such a way that minimizes negative visual impacts along 106th St N and with
the neighborhood that lies further to north.
• The conceptual Site Plan for the subject property depicts a 6 -foot screening fence
constructed between the bus storage and operations facility and the future office use
area (depicted as tract 1 and tract 2 on the site plan). Additionally, an opaque fence is
proposed to be installed along the east and west boundary with intermittent masonry
fence columns around the bus storage and service area. Ornamental fencing is
provided around the east, west, and south boundary of the office area with intermittent
masonry columns. This is required to be installed at the time the office portion of the site
is developed.
• An MAE will be required along the east and west boundaries of the office area to allow
for future cross access connections with the adjoining properties. This will be provided at
the time of platting.
• Landscaping is proposed along the 106th St N frontage, along the perimeter boundary to
the east and west as well as internally. Staff is requesting that trees, fifty percent (50 %) of
which shall be evergreen, be planted along the east and west boundaries along with
three (3) large evergreen shrubs every 30 feet around the perimeter of the office facility
once it is developed.
• All of the structures within the facility are indicated to be constructed out of stucco with
brick accent, which comply with the architectural requirements of Chapter 11 of the
Zoning code. The dumpster areas are shown to be fully enclosed and constructed of
materials that are compatible with the other buildings
• The larger maintenance structures are situated a significant distance from the back
property line of the adjoining neighborhood to the north, further minimizing negative
impacts.
• The proposed office uses will offer an effective buffer from the south once they are
constructed.
• The applicant proposes that the buildings be designed to be compatible with the Bailey
Hospital facility.

In summary, the proposed facility is in keeping with the uses prescribed in the GrOwasso Land
Use Master Plan. The main purpose of the SUP requirement for the proposed facility is to ensure
that it is in harmony with the context of the surrounding area and to mitigate any negative
external impacts to the greatest extent possible. While the immediate adjacent tracts are
relatively undeveloped, the subject tract is within an emerging corridor that is beginning to see
more urbanization. To the south of 1061h Street North is the Bailey Hospital and staff worked with
the applicant to ensure the integrity of the hospital facility and surrounding medical uses are not
negatively compromised. Any future development that occurs on the subject property must
adhere to all Owasso subdivision, zoning, and engineering requirements which includes platting,
site plan and landscape plan approval.
TECHNICAL ADVISORY COMMITTEE:
The Technical Advisory Committee (TAC) reviewed this SUP request for Criterion at their regular
meeting on May 18, 2022. Comments from that meeting are attached with this memo.
RECOMMENDATION:
Staff recommends approval of the Specific Use Permit (SUP 22 -02) subject to TAC comments

• The entire development (office use included) will be limited to the two
(2) monument signs shown on the site plan. Each sign shall be 8 foot or
less (all requirements of sign code still apply). You may remove one
monument sign when the office units are built, and replace with multi -
tenant pylon sign no taller than 12 feet.
• See attached for comments on facade materials /construction (Karl to
scan facade comments)
• Place a 6 -foot opaque screening fence between the office use and
the bus use. This fence can be temporary until the front office buildings
are constructed, or it can remain. This is up to the developer.
• The fencing along the boundary lines where the office use will be
located may consist of wrought iron with the masonry columns as
indicated, however the landscaping shall be:
i. 1 large tree every 30 feet, 50% of which shall be evergreen
spp., and 3 larger evergreen shrubs every 30 feet.
ii. This may be delayed until the time the office portion

a. This item is in Washington Co. RWD #3 service area.
b. No comments as to the Lot Split.
c. No water lines have been installed or plans finalized for Morrow Place Phase III
as of this date.
2. SUP 22 -02 -10927 East 106th St N, Ground Passenger Transportation Facility
a. This item is not in Washington Co RWD #3 service area.
b. Washington CO. RWD #3 does have an existing 6 -inch water line and easement
along the North side of 106th St North at this location.
c. The existing water line will need to be encased across the entrance and very
likely lowered to accommodate the new construction.
d. Please contact us to discuss details.
e. There is an existing service that will have to be addressed.
3. Final Plat — East 116th Street North & North 129th East Avenue, CVP
a. This item is in Washington Co. RWD #3 service area.
