Preliminary Plat located at East 5th Avenue and US -169 proposing two (2) lots on one (1)
block. The property is approximately 10.484 acres and is zoned Industrial Light (IL).
12. Preliminary Plat - Red Bud Village - Review of a Preliminary Plat located just north of the Tulsa

is currently zoned Office (0), however a concurrent rezoning request has been submitted to
rezone the subject property to Commercial Shopping (CS). The above Rezoning request OZ
22-06, accompanies this Lot Split request.

The Owasso Planning Commission met in special session on Monday, June 20, 2022 at Old Central
per the Notice of Public Meeting and Agenda posted at City Hall, 200 S. Main (west side) at
12:OOpm on June 14, 2022.

The Commission reviewed the minutes.
Mr. Balthrop moved, seconded by Mr. Vines to approve the minutes from the May 9,
2022 Regular Meeting.
A vote on the motion was recorded as follows:

ITEM 6. Preliminary/Final Plat -13001 East I I Oh Street North, CVP - Consideration and
appropriate action for the review of a request for a Preliminary/Final Plat that is
located just east of the northeast corner of the intersection of East 1 16th Street
North and North 129th East Avenue and is approximately 0.826 acres. The
property is zoned Commercial Shopping (CS) under PUD 05 -02A and is within the
US -169 Overlay District.
Ms. Beemer presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the May 18, 2022 meeting. Staff recommends approval of
the Preliminary/Final Plat. A representative for the applicant was present.
Mr. Vines asked if the detention was noted. Ms. Beemer stated that it was noted in the Deed of
Dedications.

Consideration and appropriate action for the review of a of a request for a
Preliminary/Final Plat that is located at the southeastern corner at the intersection
of East 106th Street North and US 169 and is approximately 0.638 acres. The
property is zoned Commercial Shopping (CS) under PUD 18 and is within the US-
169 Overlay District,
Ms. Beemer presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the May 18, 2022 meeting. Staff recommends approval of
the Preliminary/Final Plat. The owner of the property was present to answer any questions or
concerns.

ITEM 8. OLS 22 -05 Lot Split - 13100 East 126th Street North, Morrow Place III - Consideration
and appropriate action for the review of a request for a Lot Split proposing to split
a 0.54 acre tract (Tract 1) from a 3.99 parent tract, leaving a 3.45 acre tract (Tract
2). The property is located at 13100 East 1261h Street North, Collinsville, OK and is
zoned Residential Single - Family (RS -3) under PUD 05 -02A.
Mr. Fritschen presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the May 18, 2022 meeting. Staff recommends approval of
the Lot Split for Morrow Place III. A representative for the applicant was present to answer any
questions or concerns.
Mr. Vines moved to approve the Lot Split OLS 22 -05, subject to Staff and TAC comments. Mr.
Balthrop seconded the motion.

ITEM 9. SUP 22 -02 -10927 East 106th Street North, Ground Passenger Transportation Facility
- Consideration and appropriate action for the review of a request for a Specific
Use Permit for M Coach USA, Inc., a proposed office development and a ground
passenger transportation facility. The property is located at 10927 East 106th
Street North and is approximately 4.98 acres. The property is zoned Commercial
Shopping (CS).
Mr. Fritschen presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the May 18, 2022 meeting. Staff recommends approval of
SUP 22 -02, to allow a Ground Passenger Transportation Facility. A representative for the
applicant was present to answer any questions or concerns.
A brief discussion was held regarding access to the northern portion of the property. The mutual
access easement should be shown at the platting stages.
Mr. Vines moved to approve SUP 22 -02, subject to Staff and TAC comments and also subject to
the creation of a mutual access easement into the northern portion of the property. The mutual
access easement shall be shown at the platting stages. Mr. Balthrop seconded the motion.

BACKGROUND:
The Community Development Department received a rezoning request for property located at
501 North Carlsbad, more specifically described as Lots One (1), Two (2), Three (3), Four (4), Five
(5), Six (6), Fifteen (15), Sixteen (16), Seventeen (17), Eighteen (18), Nineteen (19) and Twenty
(20), Block Two (2), Hale Addition. The subject property is approximately 2.07 acres in size, and is
currently zoned Residential Single Family (RS -3). The property was annexed into the City Limits in
1967, under Ordinance 89. The applicant is requesting a rezoning to Residential Multi Family (RM)
to complement the use on the property.

ANALYSIS:
The applicant is requesting a rezoning from the RS -3 district designation to the RM zoning
district designation in order to complement the existing use on the property, which
consists of apartment units.
• The GrOwasso 2030 Land Use Master Plan identifies the subject property for transitional
uses. As such, assigning the subject property a zoning designation of RM would be in
accordance with Land Use Master Plan, and in keeping with the long -range vision for the
subject property.
The subject property has approximately 360 feet of frontage Per the Owasso Zoning
Code, however there is no lot width minimum for RM -zoned properties and therefore no
frontage issues.

The City of Owasso will continue to provide police, fire, ambulance, water and sanitary
sewer services to the subject property. Any development that occurs on the subject

BACKGROUND:
The Community Development Department received a rezoning request for property located at
12525 East I I 61 Street North. The subject property is approximately 7.652 acres in size, and is
zoned Residential Multi- family (RM) and Commercial Shopping (CS). The property is also
governed by Owasso Planned Unit Development (OPUD 20 -01). The applicant is requesting a
rezoning to CS for the entirety of the property, as well as an abandonment of the
aforementioned PUD.

OPUD 20 -01 was approved in June of 2020 under Ordinance 1168. The original
intention of the applicant was to construct an assisted living facility on the northern
portion of the property and a commercial development on the southern portion.
o The applicant has indicated that they no longer intend to develop the
assisted living /mixed use concept
• The applicant desires to eliminate the RM zoning on the subject property and as such
abandon OPUD 20 -01, as they do not intend to construct an assisted living facility.
o By abandoning OPUD 20 -01, all of the development standards outlined in the
OPUD 20 -01 document will be considered null and void. Further, the
regulations found within the PUD document will no longer govern the
development of the subject property.

o If this rezoning request is approved, the zoning on the property will be entirely
CS. As such, only the development standards for CS -zoned property found
within the Owasso Zoning Code will apply.
• The GrOwasso 2030 Land Use Master Plan identifies the subject property for future
commercial uses.
o As such, assigning the subject property a zoning designation of CS would be
in accordance with Land Use Master Plan, and thus in accordance with the
long -range vision for the subject property.
• Per the Owasso Zoning Code, the minimum lot frontage required for CS -zoned
properties is one hundred and twenty -five feet (125') along arterial roads.
o The subject property is approximately four hundred fifteen feet (415') wide,
and therefore conforms with the bulk and area standards specified in the
Owasso Zoning Code for CS -zoned property.
The City of Owasso will provide police, fire, ambulance, and sanitary sewer services to
the subject property. Washington County Rural Water District #3 will provide water
services to the subject property.
• Any development that occurs on the subject property must adhere to all subdivision,
zoning, and engineering requirements of the City of Owasso.

• The applicant desires to eliminate the O zoning on the subject property.
o The O portion of the property is a remnant left over from when the property was
split in June 2021 (OLS 21 -04).
o In order to unify the zoning on the property, in anticipation of selling it to a
developer, the applicant would like the entirety of the property to be zoned CS.
• The GrOwasso 2030 Land Use Master Plan identifies the subject property for future
commercial development.
o As such, assigning the subject property a zoning designation of CS would be in
accordance with Land Use Master Plan, and thus in accordance with the long -
range vision for the subject property.

ANALYSIS
• The proposed Preliminary Plat for 5th Avenue Business Park consists of two (2) Lots on one
(1) Block on approximately 10.48 acres.
All of the proposed lots as depicted on this Plat meet the lot size and frontage
requirements outlined in the Owasso Zoning Code for the IL District
• There will be three (3) 50 -foot -wide point of access for this subdivision; One (1) off of
South East 5th Avenue and two (2) off of the Owasso Expressway Service Road.
The plat also references a blanket internal Mutual Access Easement (MAE) that
allows cross access between Lots 1 and 2.
• Detention will not be required, due to the close proximity to the flood plain
• A large amount of floodplain lies in the western portion of the property and is identified
on the plat. The applicant is working towards securing a Letter of Map Revision (LOMR)

through the Federal Emergency Management Agency which would alter the floodplain
boundary.
a For the purpose of this plat, the location of the current flood plain shall remain as

ANALYSIS:
• The subject property encompasses a portion of Lot 1, Block 1 ROC Owasso II and all of
Lot 7, Block 1 ROC Owasso.
o The applicant is in the process of combining these two platted lots into a single
lot. Said single lot is the "parent tract" in this lot split request.
• This proposed lot split would divide the 2.46 -acre parent tract into two equal halves.
o Both Tracts A and B will be 1.23 acres in size.
Both of the proposed new tracts are currently vacant.
• The subject property is currently zoned CS and O. The applicant has applied for a
concurrent rezoning request (OZ 22 -06), to eliminate the O zoning on the property and to
make the entire property CS.
o City Council is scheduled to hear this rezoning request at their regular meeting on
July 19, 2022.
o Upon splitting, the new Tracts A and B will both meet the bulk, area, and frontage
requirements outlined in the Owasso Zoning Code for CS -zoned property.
• There is an existing 60- foot -wide Mutual Access Easement (MAE) located at the
northeastern corner of the property. Said MAE only extends southwards by approximately
sixty (60') feet.

• Coordinate with Public Works regarding the floodplain issues /work
• Label the line that is on the west side of the property (the extent of
pavement line). It is hard to distinguish what it is currently:
• Please make the lot lines more prominent /bold.
• Please make the property line to typical property line weight (two
dashes, one long)
• Add the address to the plat face, staff will provide.
• Remove the signature block that mentions "Final Plat"
• State the water service provider in the Deed of Dedication, Section B.

5. Preliminary Plat - Red Bud Village
• In the Deed of Dedications, please add language that references
blanket mutual access easements. This will allow access between all of
the lots of Block 2. See the below example language:
i. ALL ADJOINING LOTS ARE TO HAVE UNOBSTRUCTED LOT TO
LOT ACCESS VIA MUTUAL ACCESS EASEMENTS.
• Show a 5' sidewalk along North 137th East Avenue. Add language to
the Deed of Dedications page that said sidewalk will be required.
• Show a sidewalk around Reserve Area B. Add language to the Deed of
Dedications page that said sidewalk will be required.
• Show sidewalks on either side of the private street (Reserve Area A).
Add language to the Deed of Dedications page that said sidewalks
will be required.
• Remove the signature block that mentions "Final Plat"
• Change the street label from North 140th East Avenue to North 137th
East Avenue
• Add addresses to the plat face, Staff will provide
• Label the drawing as Preliminary Plat within title block
• ROW along the frontage will need to be dedicated (verify with PW the
width needed)
• Deed of Dedication, Sec II- please fill in any other blanks in this section.
i. Insert the Planning Commission date as July 12, 2021 and City

the southern lot's boundary.

• Regarding the landscaping shown, the proposed bush species is too
small to meet Code. Consider using Grey Owl Junipers with a mixture of
ornamental grasses. Coordinate with Planning Manager Karl Fritschen
• Show the trees along East 96th Street North to be far enough back to
not obscure sight lines. Show site triangles on the landscape drawing.
• Ensure that the tree plantings along 96th are a minimum of 5 feet
measure horizontally away from all buried utilities.
• The facility ill require a landscape building yard (i.e. foundation
plantings). Please show.
• Coordinate with Fire Department on the width of the drives and the
turning templates needed to be able to maneuver the site in their
vehicles
• The eastern run of parking stalls will need a landscape island (can't
have more than 15 stalls in a row without putting in an island as per the
Zoning Code, Chapter 19)
• Submit trash dumpster details. The enclosure will need to be
architecturally compatible with the building
• Show the sight triangles on the site and landscape plans
• Label the address as 11602 East 96th Street North on the site plan
• Mix in some of the proposed Crape Myrtle with Chinese Pistache or
similar tree(so all trees are not the same species)
• Show all the HVAC equipment to be screened, whether they are
ground units and /or rooftop units. Please add a note saying such on
the site plan itself.
• Show a bicycle rack somewhere on the property
9. Site Plan -East 106th Street North & US -169, Roots Coffee
• Coordinate with Fire Department regarding the drive aisle widths
• All lighting must be cutoff fixture and shielded. Please add a note
saying such on the site plan
• Show all the HVAC equipment to be screened, unless it is a mini split
