The Owasso Planning Commission met in regular session on Monday, July 11, 2022 at Old Central
per the Notice of Public Meeting and Agenda posted at City Hall, 200 S. Main (west side) at
12:OOpm on July 7, 2022.

The by -laws of the Owasso Planning Commission state that the Commission shall have a

meeting of the Commission after July 1 of each year.

ITEM 8. OZ 22 -04 - Rezoning, 501 North Carlsbad - Review of a request to rezone from
Residential Single - family (RS -3) zoning to Residential Multi- family (RM) zoning. The
property is located at 501 North Carlsbad, Owasso, OK and is approximately 2.08
acres.
Mr. Fritschen presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the June 15, 2022 meeting. Staff recommends approval of
the Rezoning. Mr. Vines disclaimed that he was the owner of the subject property in the 1970's,
but does not have any financial ties to the property.

Avenue and is approximately 2.46 acres.
Mr. Fritschen presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the June 15, 2022 meeting. Staff recommends approval of
the Rezoning. A Representative for the owner of the property was present to answer any
questions or concerns.

ITEM 11. Preliminary Plat -7102 North Owasso Expressway, 5m Avenue Business Park -
Review of a Preliminary Plat located at East 51h Avenue and US -169 proposing two
(2) lots on one (1) block. The property is approximately 10.484 acres and is zoned
Industrial Light (IL).
Mr. Fritschen presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the June 15, 2022 meeting. Staff recommends approval of
the Preliminary Plat. A representative for the owner of the property was present to answer any
questions or concerns. There was brief discussion regarding the floodplain channel and FEMA
paperwork.
Mr. Miller moved to approve the Preliminary Plat subject to TAC and Staff comments. Also subject
to the addition of the following verbiage to the DoD page:
Add the standard landscape language to the DoD page:
1. Following completion of planning, the property owner is responsible for long-
term health and maintenance of all plant material on site. Dead or dying
plant material shall be replaced.
2. All trees must be planted at least five feet (5') away from all underground
utilities.
Mr. Vines seconded the motion.

Residential Multi- family (RM) under PUD 21 -01 and is within the US -169 Overlay
District.

ITEM 13. OLS 22 -06 - Lot Solif. East 861h Street North & North 136Th East Avenue. ROC Owasso
Review of a Lot Split request proposing to split a 2.46 acre tract into two (2) 1.23
acre lots. The property is currently zoned Office (0), however a concurrent
rezoning request has been submitted to rezone the subject property to
Commercial Shopping (CS). The above Rezoning request OZ 22 -06, accompanies
this Lot Split request.
Mr. Fritschen presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the June 15, 2022 meeting. Staff recommends approval of
the Lot Split. A representative for the owner of the property was present to answer any questions
or concerns.

BACKGROUND:
The Community Development Department received a rezoning request for property located at
414 South Birch Street, just east of the City's maintenance garage. The subject property is
approximately 0.45 acres in size, and is zoned Residential Single - Family (RS -3). The property is
platted as Lot 3, Block 1 of the Ivadel Addition. The applicant is requesting a rezoning to
Residential Multifamily (RM) for the entirety of the property.

ANALYSIS:
• The applicant desires to rezone the subject property to RM, in order to accommodate
the construction of a quadplex.
• Since this property is within the Downtown Overlay District, a Planned Unit Development
(PUD) is not required for this proposed multifamily use.
o The Owasso Zoning Code allows for the construction of up to six (6) dwelling units
on any property zoned for multifamily development, without the need of a PUD.
• The Land Use Master Plan identifies the subject property as being within the Downtown
Development District, an area where attached and higher density housing types are
encouraged.
o Considering the above, assigning the subject property a zoning designation of
RM would be in accordance with Land Use Master Plan, and thus in accordance
with the long -range vision for the subject property as well as the goals of the
Downtown Overlay.

• Per the Owasso Zoning Code, there are no lot width or lot area minimum requirements
for property zoned RM.
a As such, the subject property is therefore considered conforming with regards to
the bulk and area standards specified in the Owasso Zoning Code for RM -zoned

The City of Owasso will provide police, fire, ambulance, water and sanitary sewer
services to the subject property. Any development that occurs on the subject property

Owasso.

ANALYSIS
• The proposed Preliminary Plat for Armando's Business Park consists of three (3) Lots on
one (1) Block on approximately 9.637 acres.
The plat depicts one (1) point of access along 1061h Street North.
o The access point aligns with the entrance to the Bailey Hospital on the south side
of 1061h Street North.
• The access will connect to a mutual access easement (MAE), to Lots 2 and 3. This
MAE will ensure each lot depicted on the plat has access to a public street.
• The plat also depicts an additional MAE along the east and west boundaries of
Lot 1 that will allow cross access connections with adjoining lots as they develop
in the future.

• The plat identifies one (1) reserve area in the northwest corner of Lot 3, which will serve as
a detention facility for all of the lots.
• The plat shows fifty -feet (50') of right -of -way to be dedicated along 1061h Street North.

adequate access to service the subdivision.

BACKGROUND:
The Community Development Department received a request for a change of access for Lot 2,
Block 1 of Casa del Mar. The subject property is located at the southeast corner of the
intersection of North Memorial Road and East 861h Street North and comprises a total of 16.69
acres. The property is proposed to be developed for commercial space and apartments. The
revised conceptual site plan for the apartment project depicts an access point that differs from
what was identified on the approved Casa del Mar Plat. As such, the applicant requests a
change of access for the affected access point.

APPROVAL PROCESS:
• A change of access to a previously- approved plat requires Planning Commission
approval and a favorable recommendation by the City Engineer.
• An instrument signed by the City Engineer and Planning Commission Chairman is
recorded with the Tulsa County Clerk, officially amending the platted limits of access for
the subject property.
o The Plat for this subject property has yet to be filed. As such, the change of
access instrument, if approved, will be filed concurrently with the approved Plat.

• The Final Plat for Casa del Mar was approved by Owasso City Council in February of
2022.
• The Plat depicts a total of four (4) points of access, with two (2) along North
Memorial Road and two (2) along 86th Street North.
• This change of access request deals only with the southernmost access point off
of Memorial Road; the other three access points depicted on the plat are to
remain unchanged.

• During the Site and Civil Plan review process for the subject property, it came to staff's
attention that the southernmost point of access on Memorial Road was situated in a
location that created a site distance issue.
o Due to this situation, the original location of said access point was deemed to be
unsafe.
o Turning info and /or out of the proposed apartments onto Memorial Road at this
original driveway location was determined to be potentially hazardous, as there is
not adequate sight -line distance to allow for individuals to brake for vehicles
entering and exiting the roadway.
The applicant is therefore requesting that the southernmost drive off of Memorial Road
be shifted approximately twenty -seven feet (27') south, in order to provide a safer
access point to the proposed apartment complex.
The proposed access change improves both safety and traffic flow by shifting the
proposed driveway to a location with improved site distance characteristics.
o As such, staff supports this change of access request.
