Monday, April 10, 2017
The Owasso Planning Commission met in regular session on Monday, April 10, 2017 at Old
Central per the Notice of Public Meeting and Agenda posted at City Hall, 200 S. Main
(west side) at 3:00 pm on April 6, 2017.

ITEM 7. OZ 17 -02 - Rezoning, Frank and Kathleen Morrow - Consideration and
appropriate action relating to the request for the review and
acceptance of a rezoning from AG (Agriculture) zoning district to CS
(Commercial Shopping) zoning district. The subject property is located at
the southwest corner of E 126th St N and N 1351h E Ave and is
approximately 4 acres.
Morgan Pemberton presented the staff report. The property location was described. This
property is part of the Morrow Place PUD. The applicant is requesting that the zoning be
changed from AG (Agriculture) to CS (Commercial Shopping). Staff recommends
approval of the rezoning request.
Mr. Miller moved, seconded by Mr. Horton, to approve the rezoning request OZ 17 -02.

ITEM 8. OA 17 -03/OZ 17- 03- Annexation &, Rezoning, Kyle Smalygo -
Consideration and appropriate action relating to the request for the
review and acceptance of an annexation and rezoning from AG .
(Agriculture) zoning district to CS (Commercial Shopping) zoning district.
The subject property is located at 12708 E 116th St N and is approximately
2.74 acres.
Karl Fritschen presented the staff report. The property location was described. The
applicant is requesting that the property be assign CS (Commercial Shopping) zoning
upon annexation. Staff recommends approval of the annexation and rezoning request.
Ms. Tracy Conley, a nearby property owner, asked to address the Commissioners. She
expressed issues regarding drainage in the area and issues with the traffic.
Mr. Vines moved, seconded by Mr. Miller, to approve the annexation and rezoning
request OA 17 -03 /OZ 17 -03.

BACKGROUND:
The City of Owasso received an application for review and approval of a preliminary plat for
Charleston Place. The subject property is located west of N 145th E Avenue and south of E 93rd PI
N. The property is zoned RS -3 (Residential Single - Family High Density), which was approved with
case OZ -16 -07 and Ordinance 1084. The property is approximately 5.03 acres in size and the
proposed use is for single- family homes.

ANALYSIS:
The preliminary plat for Charleston Place proposes sixteen (16) lots on two (2) blocks, yielding a
gross density of 3.18 dwelling units per acre. The project consists of sixteen (16) lots fronting one
street oriented in a north /south direction. The subject property is immediately north of the
Camelot Estates subdivision and connects to E 91st St N. There is a 50' mutual access easement
(Book 5219, Page 2627) that runs east /west and connects to the northern end of the proposed E
91It St N, which can be utilized for emergency access if necessary_
There are three (3) reserve areas identified on the plat. The two smaller reserve areas will provide
access to utility easements located at the rear of the residential lots and the larger reserve area
at the southeast corner of the plat will be used for stormwafer detention.
All of the lot dimensions conform to the RS -3 (Residential Single - Family High Density) standards
outlined in the Owasso Zoning Code (minimum lot width of 65 feet and lot area of 7000 square
feet). A 17.5' utility easement surrounds the perimeter of the property and internal easements
are shown on the plat, which will allow the property to be served with utilities. The property was
rezoned to RS -3 under OZ 16 -07 in August 2016 and the 2030 Land Use Plan calls for residential
uses in this location, supporting the proposed use for the property.
TECHNICAL ADVISORY COMMITTEE (TAC):
The Technical Advisory Committee reviewed the preliminary plat for Charleston Place at their
regu'arly schedAed; meeting on April 19.1h, 2016. The notes from the meeting are included in. the
agenda packet.
RECOMMENDATION:
Staff recommends Planning Commission approval of the preliminary plat for Charleston Place.

Here is the summary of Engineering's comments from the TAC meeting. All comments as a result
of questions raised in the meeting are amended and supplied below in red.
3. Site Plan - Owasso Fire Station No.4 - Consideration and appropriate action related to a
request for the review and acceptance of a site plan for the Owasso Fire Station Training
Facility on a ten (10) acre lot. The property is located at 11933 E 116th St N and is zoned
OM (Office Medium) District.
- Is the shown layout the final buildout intent? Public Works is looking to extend a
gravity sewer line near the site, but w,s dt) not want to interfere with ;he layout.
4. Site Plan - Oklahoma Central Credit Union - Consideration and appropriate action
related to a request for the review and acceptance of a site plan proposing a 4,486 sq.
ft. building on a 1.50 acre lot. The property i s located at 12901 E 1 16lh St N and is zoned
PUD 05 -02 with the underlying zoning of CS (Commercial Shopping) District.
Civil site plans have been submitted to Public Works and have been approved,
Should any changes occur from this review process, please submit any necessary
revised plans to Public Works for issuing to construction.
5. Site Plan - Mallard Crossing - Consideration and appropriate action related to a request
for the review and acceptance of a site plan proposing a multi - family residential
development which totals 25,052 sq. ft. of buildings on a 6.2 acre lot. The property
location is north of E 106th St N on the west side of N 1451h E Ave and is zoned PUD 16 -06
with the underlying zoning of RNX (Residential Neighborhood Mixed) District.
- Public Works will withhold any site plan comments until the full Civil plan set is
submitted to review all aspects in conjunction together.
- The engineer should draft a letter detailing the fire flow demands for the
development, send It to the Fire Marshal for signature, and forward that signed letter
to Washington County Rural Water District #3.
- If the engineer decides to build a berm in lieu of a privacy fence to screen the west
side of the property, the engineer must design a drainage system to prevent the berm
from damming up any flows that the site historically received.
- If the developer does not want to put curb on the proposed driveways, a request for a
variance should be submitted to the City Engineer.
6. Preliminary Plat - Charleston Place - Consideration and appropriate action related to a
request for the review and acceptance of a preliminary plat proposing sixteen (16) lots
on two (2) blocks containing 5.03 acres. The general location is N 142nd E Ave and E 93rd
St N and is zoned RS -3 (Residential Single - family) District.
Show property owners in the subdivisions adjacent to the proposed development.
There used to be a house and barn on the property. Show existing slabs, septic
system, cisterns, etc. as necessary.
Show adjacent utility easements in the yards of the properties that abut the
proposed development.
Please provide a certification that there are no uncapped oil or gas wells on the site.
The utility easement on the southern edge of the proposed development should be
at least eleven feet wide, and potentially wider based on what easement currently
exists in the development to the south.
Section 1.6.13 should include the City of Owasso.
The preliminary plat should be sealed by a registered professional engineer or
surveyor.
The city of Owasso may propose a cost sharing project on the storm sewer within the
proposed development to alleviate an existing drainage problem in an adjacent
development.
The waterline for the proposed development will need to be looped as the project is
too long to accommodate a dead end waterline.
