CALL TO ORDER - Chairperson Ray Haynes called the meeting to order at 7:00 PM and declared a quorum present. 2. ROLL CALL 3. CONSIDER APPROVAL OF THE MINUTES OF JULY 7, 2003 REGULAR MEETING - The Commission reviewed the minutes of July 7, 2003 Regular Meeting, Dewey Brown moved, seconded by Charles Willey to approve the minutes. A vote on the motion was recorded as follows: Ray Haynes - Yes Dale Prevett — Yes Dewey Brown - Yes Charles Willey - Yes The motion carried 4 -0. 4. OZ -03 -10 — New Hope Baptist Church — A request for the rezoning of property containing approximately .93 acres, more or less from its current designation of AG to RS -3. The subject property is located at 707 N. Carlsbad St. Duane presented the item and described the location. The annexation request was approved by the City Council on July 15, 2003. The developer intends to construct two (2) single family homes on the site. Legal notice was published in the Owasso Reporter. The Technical Advisory Committee reviewed the request along with the Owasso Annexation Committee. No comments or concerns were expressed. Mr. Richard Kramer (708 North Carlsbad Street) was present to express concerns regarding square footage requirements in RS -3 zoning district. Staff recommends approval of the request. Ray Haynes moved to approve the rezoning of .93 acres located at 707 North Carlsbad, subject to the development of single family homes only. Dale Prevett seconded the motion. OLS -03 -09 — Sack and Associates — A request for a lot split of property containing approximately 1.13 acres, more or less. The subject property is located at northeast corner of E. 96' St. N. and N. 119' E. Ave. south of the Lowe's Home Improvement Store. Duane presented the item and described the property location. The applicant is requesting the lot split in order to create two (2), western and eastern lots and will be utilized for commercial purposes. Duane explained that no direct access would be gained to the property from 96' Street North. Access will be gained from the interior of the shopping center development. The Technical Advisory Committee reviewed the proposed lot split at their July 30'h regular meeting. The Committee recommended approval of the lot split without condition. Staff recommends approval of OLS -03 -09 with no conditions. Mr. Eric Sack with Sack and Associates was present to answer any questions. Ray Haynes moved to approve the lot split, Charles Willey seconded the motion. OUSP — 03 -01 — Home Detest — A request for a Unified Sign Plan that will allow up to seven signs to be displayed on the Home Depot site located in the southwest corner of E. 96" St. N. and N. 129" E. Ave. Duane presented the item and described the location. He explained that Home Depot's Unified Sign Plan includes five (5) wall signs and one (1) pole sign. The Sign Code states that the total square footage may not exceed three square feet of signage per every one linear foot of street frontage. The seven signs will be less than Home Depot's frontage will allow. Staff recommends approval on all of the elements within the Home Depot Unified Sign Plan with exception to the height of the pole sign. Staff recommends that the height of the pole sign be limited to 30' feet in height. Ms. Javon Sixsmith with Oklahoma Neon was present to address any concerns. Site Plan - A request from O'Charley's, Inc. for the review of a site plan proposing a 6,413 square foot restaurant development on approximately 1.27 acres, more or less, located in the northwest corner of E. 96 ° St. N. and N. 119'" E. Ave. south of the Lowe's Home Improvement Store. Duane presented the item to the Commissioners. The site plan proposes a one story 6,413 square foot building on 1.27 acres. A total of 96 parking spaces are shown with four spaces reserved for the handicapped. The Technical Advisory Committee reviewed the site plan at the July 30`s regular meeting. The following continents were noted: 1. Community Development - A 4' sidewalk be placed 1' inside the right of way along 96' St. N. and along the service road property's east boundary. 2. Community Development - Landscaping be provided along the perimeter of the lot in the form of trees (at least 2" caliper at the time of planting), one tree per every 30 linear feet. 3. Community Development - The proposed pole sign not be more than 150 square feet. 4. Community Development - An 11' Utility Easement be established on the western property line. Staff recommends approval of the O'Charley's Restaurant Site Plan, subject to the applicant successfully executing the aforementioned Staff recommendations. Charles Willey moved to approve the site plan subject to the above Staff recommendations, Dale Prevett seconded the motion. Final Plat - A request from Owasso Land Trust for the review of a final plat for the proposed New Brunswick addition containing 42 lots on 3 blocks on approximately 9.92 acres located in the northwest corner of N. 97 h E. Ave. (Mingo Rd.) and E. 96" St. N. Duane presented the item to the Commissions and described the location of the property. The Planned Unit Development was approved by City Council on November 5, 2002. The Owasso Technical Advisory Committee reviewed the final plat at the November 27, 2002 regular meeting. The following comments were provided: 1. Standardize language in the Covenants, Deed of Dedication, Certain Restrictions: #3 2. Add the eastern property line in the Covenants, Deed of Dedication, Certain Restrictions: #2A. Staff recommends approval of the New Brunswick Final Plat. Chairperson Haynes expressed the need for a fence along North 97 East Avenue. Duane stated that the developer indicated that a fence would be constructed around the entire perimeter of the project. Ray Haynes moved to approve the final plat subject to the above TAC and Staff recommendations. Also subject to the installation of a fence, particularly along Mingo Road and East 96s Street North. Ave. (Mingo Rd.) or also north of existing Honey Creek I and Kelly Ann additions. Duane presented the item and described the location. The subject property is zoned PUD /RS -3. The preliminary plat purposes 42 lots on 36.08 acres. The Owasso Technical Advisory Committee reviewed the preliminary plat at the July 30, 2003 regular meeting. The following comments were noted: 1. Community Development - Establish an 11' Utility Easement along the ' detention area boundaries separating Honey Creek I and Honey Creek II. The ROC Owasso III preliminary plat proposes two (2) lots on one (1) block to accommodate commercial development. The reserve area contains 0.376 acres will be utilized for stormwater detention as well as to aid in the maintenance of the wetlands to the east. The Owasso Technical Advisory Committee reviewed the preliminary plat at the July 30, 2003 regular meeting. The following comments were submitted: 1. Community Development - Revise the eastern property line to include the entire detention area. Staff recommends approval of the ROC Owasso III preliminary plat, subject to the execution of the aforementioned TAC recommendation. The proposed Lot Split will create an additional small parcel which will be legally attached to an adjacent lot on the south. LOCATION The subject property is described as LOT 11 IN BLOCK 3 OF "COFFEE CREEK' A SUBDIVISION IN THE CITY OF OWASSO, TULSA COUNTY, OKLAHOMA, also described as 10220 N. 141` E. Court. The Planning Commission may approve a lot split that creates not more than three (3) lots fronting on an existing, dedicated street, not involving any new street or road, or the extension of municipal facilities, or the creation of any public improvements, and not in conflict with any provision or portion of the Comprehensive Plan, Major Street and Highway Plan, Zoning Ordinance (unless approved by the Board of Adjustment) or these regulations. AVE.. 1203 ORASSO, OK 74055 918- 272 -7552 CITY OF OWASSO COMMUNITY DEVELOPMENT DEPARTMENT DAN DRAPER MINI- STORAGE SITE PLAN STAFF REPORT BACKGROUND The City of Owasso has received a request from Dan Draper, applicant/owner, for the review of a site plan for the Dan Draper Mini- Storage development (the actual name will be determined in the future). Mr. Draper proposes a 36,150 square foot mini - storage facility on approximately 2.56 acres, more or less. A site plan is attached The Owasso Board of Adjustment granted the applicant the Special Exception in July of 2003. LOCATION The subject property is located on the southwest comer of N. 97h E. Ave. (Mingo Road) and 116s St. N. (a general area map is attached) EXISTING LAND USE Vacant SURROUNDING LAND USE North: Rural Residential South: Rural Residential Development East: Vacant West: Rural Residential CS — Commercial Shopping District SURROUNDING ZONING North: AG (Tulsa County) South: AG West: AG East: RS -3 ANALYSIS The applicant is requesting a review of a site plan in order to construct and operate a mini - storage facility. The property is currently zoned CS and a mini- storage facility is allowed by Special Exception granted by the Owasso Board of Adjustment in CS zoning districts according to the Owasso Zoning Code under the provisions of Use Unit 17, (Automotive and Allied Activities). By reason of potential adverse effects on public services or to neighboring land uses, site plan review and approval is required for any commercial developments for the purposes of assuring proper accessibility, circulation, functional relationships of uses, and compatibility with adjoining and nearby development. No building permit shall be issued nor use commenced within this development except in accordance with an approved site plan. The site plan for Dan Draper Mini - Storage facility proposes seven (7) — one (1) story buildings comprising of 36,150 square feet on 2.56 acres, more or less. The proposed facility is on the southwest corner of a major intersection (116'' St./Mingo Rd). In the proposed site plan, the developer has addressed the concerns expressed during the July Board of Adjustment meeting. Neighboring residents were concerned with what type of screening would be erected around the site as well how the developer would manage drainage issues. Community Development has reviewed the applicant's proposal and feels like he has sufficiently addressed the concerns. Screening will be established through the use of concrete panels along the entire parameter bordering residential uses. Trees will be planted along the entire parameter of the site to aid with the screening requirements. Drainage has been accounted for to the satisfaction of Public Works with the creation of a detention pond in the northern section of the site, so that run -off from the site will be no greater than it was pre - development. A challenge to the plan is a 35' diagonal easement established by the Williams Pipeline Company in the eastern half of the site. The layout of the development has addressed this issue while still maintaining all Owasso Zoning Code, Bulk and Area requirements. All other requirements set forth in the Owasso Zoning Code and Subdivision Regulations with the exception of those mentioned as part of the Technical Advisory Committee requirements have been successfully met. The Technical Advisory Committee reviewed the site plan at the August 27'` regular meeting. At that meeting, utility providers and city staff are afforded the opportunity to comment on the application and request any changes or modifications. The Technical Advisory Committee submitted the following comments: 1. Community Development — Provide a 17.5' easement on the north side of the property. 2. Community Development — Locate an additional fire hydrant on the west side of the site. Move the existing fire hydrant north on the site. 3. Community Development — Establish a Deceleration lane on E. 116'" St. N. In a regional context, the area surrounding the subject site is currently rural in nature with spotty residential development. However, 116'h St. N. is a primary east -west route through Owasso to Skiatook and its region. There has been some fairly dense residential development to the south and west of this site and just recently the City rezoned acreages close to the site for additional residential development. This site could be on the corner of a major intersection in the future as the Owasso 2010 Land Use Master Plan calls for it utilized as a commercial node. A mini- storage facility would be in compliance with the land use plan. RECOMMENDATION Staff recommends approval of the Dan Draper Mini- Storage Site Plan, subject to the applicant successfully executing the aforementioned TAC recommendations. ATTACHMENTS 1. Owasso Land Trust proposes a 91,518 square foot mini- storage facility on approximately 5.63 acres, more or less. A site plan is attached. LOCATION The subject property is described as LOT 1 IN BLOCK 1 OF "AMC BUSINESS PARK ", A SUBDIVISION IN THE CITY OF OWASSO, TULSA COUNTY, OKLAHOMA, also described as 2,500 ft. north of 86th St. N. on the east side of N. Garnett Rd. A general area map is attached. The property is currently zoned CG and a mini- storage facility is allowed by ri ght in CG zoning districts according to the Owasso Zoning Code under the provisions of Use Unit 17, (Automotive and Allied Activities). By reason of potential adverse effects on public services or to neighboring land uses, site plan review and approval is required for any commercial developments for the purposes of assuring proper accessibility, circulation, functional relationships of uses, and compatibility with adjoining and nearby development. No building permit shall be issued nor use commenced within this development except in accordance with an approved site plan. The site plan for Owasso Land Self Storage mini - storage facility proposes eight (8) — one (1) story buildings comprising of 91,518 square feet on 5.63 acres. The mini- storage site is shaped so that only a 100' strip of land reaches and provides access from N. Garnett Rd. Only a portion of the site should be visible from N. Garnett Rd. when the remainder of the land along the roadway is built out. The site will however be highly visible from U.S. Highway 169 and will be in a position to convey a key impression of the city to passers -by. Staff believes that careful consideration and follow through of a positive design along U.S. Hwy 169 could go along way in contributing to the overall image of the city. The site plan illustrates screening between the site and all adjacent uses. Some parking is provided at the entrance of the site next to the office while the remainder of the required parking spaces will be scattered throughout the site. Stormwater detention is provided for in the rear of the site. All Bulk and Area requirements as defined by the Owasso Zoning Code have been satisfactorily executed with the exception of those specifically called out in the TAC recommendations. In terms of regional context, the facility should not be highly visible along Garnett Rd. as there is a parcel of land situated in the northwest corner of the site which should block the view of most of the mini- storage buildings from the arterial. There is commercial /office activity existing along a large portion of the west side of Garnett Rd. in the general vicinity of the subject site. A marina is located adjacent to the site on the south. The long rangexlan for the area envisions the major intersection just to the north, Garnett Rd. and E. 96 St. N. becoming an important commercial node for the city with the land immediately to the north of the subject site becoming heavily developed with commercial activity. Overall, it is the staff's finding that the proposed development can be a good fit into the context of this portion of N. Garnett Rd. and the City of Owasso. Again, as the area is built out a majority of the mini- storage facility will be hidden from view. This will help it to integrate into the fabric of the commercial corridor without deadening it with blank activity. Currently mini - storages are seemingly in high demand. A central location easily accessed from all directions of the community may prove to serve a need for the city and its citizens. The Technical Advisory Committee reviewed the site plan at the August 27a' regular meeting. At that meeting, utility providers and city staff are afforded the opportunity to comment on the application and request any changes or modifications. The Technical Advisory Committee submitted the following comments: 1. Community Development — Provide at least 18 parking spaces, with one being handicapped accessible. 2. Community Development — Move building along N. Gamett Rd. behind the 50' building line. 3. Community Development — Remove all buildings from the easements along the parameter of the site. 4. Community Development — Provide accel /decel lanes to the site along N. Garnett Rd. The Remmington Place Addition proposes 57 lots on two (2) blocks on approximately 15.09 acres, more or less. LOCATION The proposed addition is located '/2 mile west of N. 129h E. Ave. According to the Owasso Zoning Code single family homes falls under Use Unit 6 which is allowed by right on property zoned RS -3. Whenever any subdivision of land is proposed, before any permit for the erection of a structure in such proposed subdivision shall be granted, the owner of the land or his agent shall apply for and secure both Planning Commission and City Council approval of a final plat for such proposed subdivision. The Final Plat review process gives the citizen's of Owasso the opportunity to actively participate in the physical development and layout of the city. r The street and easement layout proposed for Remmington Place is sensitive to the possibility of future development in the area, the addition will place a stub on the southern end of N. 120'" E. Ave. that would connect the neighborhood to future development to the south and utility easements connect and run along all parameter boundaries. The development will be served by City of Owasso sewer and Washington County water. Once more, utility easements are established throughout the proposed addition so as to adequately accommodate utility services. Regional detention has been effectively addressed with the establishment of a detention facility located in the southern portion of the addition. The Remmington Place Final Plat meets Owasso Zoning Code Bulk and Area requirements. The lot and block specifications established in the plat layout are adequate for the development of single family homes. In a regional context, this proposed addition is in conformance with the Owasso 2010 Land Use Master Plan, as the area is forecasted for residential development. Already, there is an emerging pattern of relatively dense housing development occurring in the general area. The intersection of Highway 169 and Highway 20 is materializing into a major commercial node in the city. Remmington Place is compatible with the current development pattern. TECHNICAL ADVISORY COMMITTEE The Technical Advisory Committee reviewed the Final Plat for Remmington Place at the August 27`h regular meeting. At that meeting, utility providers and city staff are afforded the opportunity to comment on the application and request any changes or modifications. The anticipated development proposes to provide accommodations for in -store and drive through pharmacy. Utility service is accommodated with the establishment of adequate utility easements along the entire parameter of the site.
