The agenda for the regular meeting was posted at the north entrance to City Hall on April 2,

MEETING - The Commission reviewed the minutes of March 12, 2007 regular Meeting.
David Vines moved to approve the minutes. Kevin Vanover seconded the motion with
one correction. Item #4 votes should read 4 -0 with Kevin Vanover voting " Yes ". A vote
on the motion was recorded as follows:

4. Rezoning OZ -07 -02 A request to review and approve the rezoning of approximately
1.0 acre, from AG (Agriculture) to RS -2 (Residential Single Family), located on the
south side of East 96"' Street North, '/4 mile west of North 145'h East Avenue.
Duane Coppick presented the item and the staff report was reviewed. The development
process was described. The applicant is requesting to rezone 1.0 acre from AG to RS-
2, located on the south side of East 96' .Street North, � /4west of North 145' East
Avenue. During the review of the Preliminary Plat for Nottingham Hills it was noticed
that a very small portion of the plat was located outside the city limits. This property
was annexed last month. Letters were mailed to surrounding property owners and legal
advertisement was published in the Owasso Reporter. The staff recommends approval
of the rezoning of OZ 07 -02.
Duane Coppick moved to approve the rezoning. The motion was seconded by Dan

5. Lot Split OLS 07 -01— A request to review a lot split of 12.43 acres located west of
North 129`h East Avenue, just north of the Owasso Market. Two lots are proposed: 1
lot is to be 11.54 acres in size (St. John Owasso), and the other lot is to be 0.89 acres.
Duane Coppick presented the item and the staff report was reviewed. Chip explained
the development process. He explained one form of property division besides platting
is a lot split. The request is for the approval of a lot split of 12.43 acres located west of
North 129' East Avenue, north of the Owasso Market. One lot is to be 11.54 acres
and the other lot is to be .89 acres. The request was reviewed at the regularly schedule
Technical Advisory Committee meeting on March 28, 2007. The TAC recommended
approval of the lot split without condition. Staff recommends approval of OLS 07 -01.
Kevin Vanover moved to approve the rezoning. The motion was seconded by Duane
Coppick. A vote on the motion was recorded as follows:

6. Preliminary Plat — Owasso Crossing — A request to review and approve a preliminary
plat proposing 11 commercial lots, on approximately 29.66 acres of property zoned CS
(Commercial Shopping), located at the northeast corner of East 96" Street North and
North 129' East Avenue.
Duane Coppick presented the item and the staff report was reviewed. The surrounding
land use and the development process were described. The applicant is requesting this
review in order to facilitate 11 lots, on approximately 29.66 acres of property. The
Technical Advisory Committee reviewed the plat at the March 28, 2007 meeting and
made the following recommendations:
• The applicant needs to develop a plan to remove the S -curve from the Owasso
Expressway access road.
• The property will be subject to a sewer payback fee at the time of the filing of
the final plat.
Mr. Steve Powell with DeShazo, Tang & Associates was present to answer any questions.

Discussion was held regarding the possibility of removing the dangerous S -curve in the
access road on the west side. Dan Draper stated that he would like to see a good solution
to eliminate the dangerous curve. Chip explained that a resolution to the problem can be
achieved; a preliminary plat is a working document and can be altered through the
process. Also discussed were limits of no access points on Lots #9, #10, & #11 and Lots
#5 and #6 should have a 50' building line along North 129' East Avenue.
Duane Coppick moved to approve the preliminary plat subject to the above Staff and TAC
recommendations. Also subject to, identifying the limits of no access on the Final Plat.
The motion was seconded by David Vines. A vote on the motion was recorded as

7. Final Plat - Tvann VII - A request to review and approve a final plat proposing 2
commercial lots, on approximately 9.25 acres of property zoned CS (Commercial
Shopping District), located southeast of East 96' Street North and the Owasso
Expressway, just south of the Tyann Plaza Shopping Center.
Duane Coppick presented the item and the staff report was reviewed. The development
process was described. The applicant is requesting this review in order to facilitate 2
commercial lots, on approximately 9.25 acres of property zoned to CS (Commercial
Shopping). Off site stormwater detention has been provided for this development to the
south in the stormwater detention center under construction. The request was reviewed
at the regularly scheduled Technical Advisory Committee meeting on March 28, 2007.
At that meeting, the committee recommended approval of the site plan with the
following recommendations:
• The applicant needs to show limits of access and no access.
• The applicant needs to indicate adjacent property owners.
• The property is subject to a $16.00 per acre storm siren fee.
Mr. Jarod Sanders with Kellogg Engineering was present to address any concerns. Points
of access was discussed.
Kevin Vanover moved to approve the site plan subject to the above Staff and TAC
recommendations. Also subject to, the assignment of a 150' limits of no access along
the right -of -way to the service road and the limits of no access around the curve to the
southwest of Lot 1, Block 1. The motion was seconded by Dan Draper. A vote on the
motion was recorded as follows:

The City of Owasso has received a request to review and approve a unified sign plan for the
Waterford Plaza development located at the southwest corner of East 96' Street North and North

The primary steps in the development of property in Owasso include annexation, zoning, platting,
and site planning.
The subject property is a fully developed property with an approved site plan. A Unified Sign Plan
is an application requesting approval of a comprehensive sign permit and falls within the
development process after the site plan stage.
UNIFIED SIGN PLAN REVIEW PROCESS
A Unified Sign Plan (USP) is an application requesting approval of a comprehensive sign permit
establishing the size, location and design of signage on property being developed as a unit. The
purpose of a USP is to provide for the establishment of signage criteria that is tailored to a
specific development or location and which may very from the provisions of the Owasso Zoning
Code.
The Unified Sign Plan review process is initiated when a property owner submits an application to
the City of Owasso requesting the review and approval of the comprehensive sign permit. The
application shall be accompanied by the correct fee, a site plan and sign plan and construction
plans.
Upon receipt of a complete application city staff will begin reviewing the proposal for compliance
with the Owasso Sign Code.
The proposed sign plan will them be presented to the Owasso Technical Advisory Committee
(TAC) for review and recommendation. At that meeting utility providers and city staff are
afforded the opportunity to comment on the technical aspects of the development proposal. The
TAC will forward a recommendation to the Planning Commission.
The Owasso Planning Commission will hold a public hearing to determine if the application is
compliant with the provisions of the Owasso Sign Code and approve, deny, or approve the sign
plan with conditions.
APPLICABLE REGULATIONS
Owasso Sign Code, Section 17.9 - Unified Sign Plan
ANALYSIS
The applicant is requesting a unified sign plan for the Waterford Plaza development located at the
southwest corner of East 96' Street North and North 129" East Avenue, just behind Walgreens.
The applicant is proposing one new sign containing 244 Sq. Ft. of display area, 30 feet in height.
The proposed sign is located at the northwest corner of the property in front of the City Buffet,
adjacent to the Owasso Expressway Service Road. Currently the development consists of only
wall mounted signs.
As this sign plan addresses the stand alone sign for the entire development no tenant will be
permitted additional signs other than wall signs or banners. The unified sign plan does not address
wall signs as many of the business already have them in place. Each new tenant will be required to
obtain individual permits for wall signs.
TECHNICAL ADVISORY COMMITTEE
The Owasso Technical Advisory Committee reviewed the USP at the April 25, 2007 regular
meeting. At that meeting, utility providers, as well as staff, are afforded the opportunity to
comment on the plan and request any additions and /or concerns. At the meeting the committee
recommended approval of the unified sign plan without condition.
RECOMMENDATION
Staff recommends approval of the Waterford Plaza Unified Sign Plan.

BACKGROUND
The City of Owasso has received a request to review and approve the rezoning of approximately
16.47 acres, from AG (Agriculture) to CS (Commercial Shopping), located at the southwest comer
of East 96a' Street North and North 121s' East Avenue. A general area map has been attached for

DEVELOPMENT PROCESS:
The first step in the development of a piece of property in Owasso is annexation. Annexation is
the method whereby land located outside the City limits is made a part of the City. Property
owners and land developers sometimes choose to have their property annexed into Owasso in
order to receive Owasso municipal services, such as police and fire protection, refuse collection,
and sanitary sewer.
The second step in the development of a piece of property in Owasso is rezoning. In order to
develop the property, the land must be zoned for particular kinds of uses, such as residential,
office, commercial, or industrial. Rezoning decisions are made in accordance with the growth
policy displayed in the Owasso Master Plan. Specific development concerns, such as drainage,
traffic, water /wastewater services, and stormwater detention are not able to be considered at the
zoning stage of the development process.
The third step in the development of a piece of property in Owasso is platting. A preliminary
plat is required for any development that proposes to divide land into two or more lots.
Preliminary plats illustrate the development concept for the property, and are often modified
significantly after being reviewed by the Technical Advisory Committee (TAC), and the Owasso
Planning Commission. Sometimes, difficult development issues such as existing utility lines,
wells, or easements are brought to light at the preliminary plat stage and must be remedied prior
to development.
After the preliminary plat has been reviewed by the City and various utility companies,
construction plans for the development's infrastructure are typically submitted. These plans
include specifications and drawings for stormwater drainage, streets and grading and erosion
control, waterlines, stormwater detention, and wastewater lines. Often, approval is required of
other agencies, such as the Department of Environmental Quality for wastewater collection and
the US Army Corps of Engineers for properties that may be development sensitive.
Once the property development proposal shows a division of lots that is acceptable to both the
developer and the City of Owasso, a final plat application is submitted. A final plat illustrates
the layout and dimension of lots included on the final plat, right -of -way widths, easements, and
other physical characteristics that must be provided for review by the City. After obtaining
approval from the TAC and Planning Commission, the final plat is considered by the City
Council. If approved, the final plat is filed with the office of the County Clerk and governs all
future development on that property.
ANALYSIS
The applicant is requesting to rezone approximately 16.47 acres, from AG (Agriculture) to CS
(Commercial Shopping), located at the southwest corner of East 96'x' Street North and North 121 s`
East Avenue. This application is in conjunction with a preliminary plat application for Smith Farm
III proposing 4 commercial lots on the 16.47 acres. Currently the site is occupied by Oklahoma
Natural Gas. If approved, the Oklahoma Natural Gas will be relocating to the Cherokee
Industrial Park to make way for the proposed development.
The request is consistent with the Owasso Land Use Master Plan as it calls for commercial
development of the 5 acre tract. Letters were mailed to surrounding property owners and the
legal advertisement was published in the Owasso Reporter.
Staff intends to recommend approval of OZ 07 -03.

The second step in the development of a piece of property in Owasso is rezoning. In order to
develop the property, the land must be zoned for particular kinds of uses, such as residential,
office, commercial, or industrial. Rezoning decisions are made in accordance with the growth
policy displayed in the Owasso Master Plan. Specific development concerns, such as drainage,
traffic, water /wastewater services, and stormwater detention are not able to be considered at the
zoning stage of the development process.
The third step in the development of a piece of property in Owasso is platting. A preliminary
plat is required for any development that proposes to divide land into two or more lots.
Preliminary plats illustrate the development concept for the property, and are often modified
significantly after being reviewed by the Technical Advisory Committee (TAC), and the Owasso
Planning Commission. Sometimes, difficult development issues such as existing utility lines,
wells, or easements are brought to light at the preliminary plat stage and must be remedied prior
to development.
After the preliminary plat has been reviewed by the City and various utility companies,
construction plans for the development's infrastructure are typically submitted. These plans
include specifications and drawings for stormwater drainage, streets and grading and erosion
control, waterlines, stormwater detention, and wastewater lines. Often, approval is required of
other agencies, such as the Department of Environmental Quality for wastewater collection and
the US Army Corps of Engineers for properties that may be development sensitive.
Once the property development proposal shows a division of lots that is acceptable to both the
developer and the City of Owasso, a final plat application is submitted. A final plat illustrates
the layout and dimension of lots included on the final plat, right -of -way widths, easements, and
other physical characteristics that must be provided for review by the City. After obtaining
approval from the TAC and Planning Commission, the final plat is considered by the City
Council. If approved, the final plat is filed with the office of the County Clerk and governs all
future development on that property.
ANALYSIS
The applicant is requesting to rezone approximately 5 acres, from AG (Agriculture) to CS
(Commercial Shopping), located at the northwest corner of East 86a' Street North and North 145a'
East Avenue. The city staff is working closely with the applicant in the development of the subject
property. The property lies in a sensitive area between a hard corner of two section roads and a
residential subdivision. The staff is mindful to protect the investment of both the applicant and that
of the residential home owners to the north.
The request is consistent with the Owasso Land Use Master Plan as it calls for commercial
development of the 5 acre tract. Letters were mailed to surrounding property owners and the
legal advertisement was published in the Owasso Reporter.
RECOMMENDATION
Staff intends to recommend approval of OZ 07 -04.

ANALYSIS:
As stated above, the request is for the approval of a lot tie of two tracts of property. The applicant
is proposing the combination of a 0.66 acre tract to that of a larger undeveloped tract to the west
containing 1.27 acres, allowing for the expansion of the existing Robertson Tire facility. This
application was submitted in conjunction with a site plan for the proposed development. The site plan
application was reviewed by the Technical Advisory Committee and was approved with minor
conditions. Staff is awaiting final review of the site plan. No building pemnit will be issued without the
approval of this application and final approval of the site plan
The staff recommends approval of the Lot Tie.

EASEMENT CLOSURE REVIEW PROCESS
The Easement Closure review process is initiated when a property owner submits a letter
requesting approval from the City of Owasso vacate an easement. The letter is accompanied by
the correct fee, survey drawings and letters from all easement grantees approving the request.
Upon receipt of a complete application city staff will begin reviewing the proposal for compliance
with the Owasso Zoning Code, Subdivision Regulations and Engineering specifications.
The proposed easement closure will then be presented to the Owasso Technical Advisory
Committee (TAC) for review and recommendation. At that meeting utility providers and city
staff are afforded the opportunity to comment on the technical aspects of the request. The TAC
will forward a recommendation to the Planning Commission.
The Owasso Planning Commission will hold a public hearing to determine if the application is
compliant with the Owasso Zoning Code, Subdivision Regulations, and Engineering criteria. The
Planning Commission will forward a recommendation to the City Council.
The Owasso City Council will then determine if the request meets city specifications and approve
or deny the request.
No vacation of a plat or any parts thereof, except by action of the District Court, shall be valid or
impart notice until after the required consent of such platted area is presented to the City Council
and the approval of the Council is entered thereon. All vacations or alterations of a final
approved filed plat shall require the approval of the Planning Commission and City Council and
the filing of a corrected plat, approved deed or accepted easement. Alterations of a plat without
approval shall constitute a violation of these Regulations.
ANALYSIS:
The applicant is requesting this review in order to take appropriate action relating to matters
allowing for the closure of 64' of an 11' Utility Easement that lies along the common lot lines
between Lot 2 and Lot 3, Block 2, Smith Farm Marketplace.
As shown on the site plan of the Hampton Inn, a small portion of an unoccupied utility easement
must be vacated in order to construct the pool house of the hotel. The matter was discussed in
length during the review of the site plan by the applicant, city staff, and the utility providers. In
that meeting it was discovered that the utility easement was unoccupied and could therefore be
vacated. Other than being built over an easement the site meets all Owasso Zoning Code and
Subdivision Regulations including side setbacks.
The applicant has cleared the requested easement closure with all applicable utility providers. The
utility providers were given the opportunity to assess the necessity of the existing utility easement
as it relates to present and future service levels. Those providers include Oklahoma National Gas,
Southwestern Bell, AEP, City of Owasso, and Cox Communications. It is the consensus of the
utility providers that the closure of this utility easement would not cause a disruption in their
present ability to provide services to the area.

The applicant is requesting this review in order to facilitate 4 commercial lots, on approximately
16.47 acres of property zoned CS (Commercial Shopping) located at the northeast comer of East 96"
Street North and North 129th East Avenue. The Preliminary Plat meets all Owasso Zoning Code Bulk
and Area requirements. The lot and block specifications established in the plat layout are adequate for
commercial development. Currently the site is occupied by Oklahoma Natural Gas. If approved, the
Oklahoma Natural Gas will be relocating to the Cherokee Industrial Park to make way for the
proposed development.
In a regional context, this proposed addition is in conformance with the Owasso 2015 Land Use
Master Plan, as the area is forecasted for commercial development. Already, there is an emerging
pattern of commercial uses occurring in the general area.
TECHNICAL ADVISORY COM3HTI'EE:
The Owasso Technical Advisory Committee reviewed the preliminary plat at the April 25, 2007
regular meeting. At that meeting, utility providers, as well as staff, are afforded the opportunity
to comment on the plat and request any additions and/or concerns. The following TAC
recommendation was addressed:
1. The applicant needs to correct the legal description.
RECOMMENDATION:
Staff recommends approval of the Owasso Crossing Preliminary Plat subject to the above
condition.
