MINUTES OF REGULAR MEETING
Monday, December 10, 2012
The Owasso Planning Commission met in regular session on Monday, December 10, 2012
at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall
bulletin board at 10:00 a.m. on December 6, 2012.
ITEM 1. CALL TO ORDER
Dr. Callery called the meeting to order at 6:00 p.m.

ITEM 3. Approval of Minutes from November 12, 2012 Regular Meeting.
The Commission reviewed the minutes.
Dr. Loving moved, seconded by David Vines, to approve the minutes. A vote on the
motion was recorded as follows:
YEA: Loving, Callery, Mills, Vines
NAY: None
Motion carried 4 -0.
ITEM 4. Rezoning OZ -12 -Q5 -Consideration and appropriate action related to a
request for the review and the acceptance of a rezoning of approximately
8.28 acres of land from AG (Agriculture District) to CS (Commercial
Shopping District) located on the northeast corner of East 106th Street North
and North Garnett Road.
Bronce reviewed the staff report with the Commissioners.
Alex Mills moved, seconded by Dr. Loving, to approve the rezoning. A vote on
the motion was recorded as follows:

ITEM 5. Rezoning OZ -12 -06 - Consideration and appropriate action related to a
request for the review and acceptance of a rezoning of a tract of land
from OL (Office Light District) to CS (Commercial Shopping District). The
subject property is located at 202 East 1 It Street (Lot 3, Block 16, Owasso
Original Town).
Bronce reviewed the staff report with the Commissioners.
Dr_ Loving moved, seconded by Alex Mills, to approve the rezoning. A vote on
the motion was recorded as follows:
YEA: Loving, Callery, Vines, Mills
NAY: None
Motion carried 4 -0.
ITEM 6. Public Hearing - Planned Unit Developments - Consideration and
appropriate action related to a request to review and recommendation to
the city Council for a proposed zoning code text amendment regarding
Planned Unit Development Chapter 8 of the Owasso Zoning Code.
Alex Mills moved, seconded by Dr. Loving, to approve the zoning code text amendment.
A vote on the motion was recorded as follows:
YEA: Loving, Callery, Vines, Mills
NAY: None
Motion carried 4 -0.

David Vines suggested that staff provide the Commissioners input regarding the Code of
Ethics adoption by the City Council,

BACKGROUND:
The City of Owasso received a final plat for review and approval of a final plat for a portion of
the Encore at Elm Creek development. This portion of the project was called out for commercial
land use in PUD -09 -01 that was approved by Ordinance No. 962 in January of 2010. The subject
property is 4.01 acres in size and is comprised of one (1) lot on one (1) block.

ANALYSIS:
The final plat for the Encore at Elm Creek 1 development consists of one (1) lot on one (I) block
on approximately 4.01 acres. The applicant is platting the property for the purposes of
developing a commercial area. The subject property is located at the northeast corner of E
116th St N and N 1451h E Ave.
Platting this development vests PUD -09 -01 and the project could develop with the commercial
and multi - family areas per the approved PUD. Once the multi - family area to the north of the
commercial area is platted, development can occur on that portion of the property.
Perimeter and interior utility easements will provide utility companies adequate access to
provide service and maintain service to the proposed development. Any development that
occurs on the subject property must adhere to all subdivision, zoning, and engineering
requirements including but not limited to paved streets, landscaping, and sidewalks. The City of
Owasso will provide sanitary sewer service, with water provided by Washington County Rural
Water District #3. The property will likely be subject to the Elm Creek sewer payback depending
on the applicants' choice of sewer alignment.
Technical Advisory Committee (TAC):
The Technical Advisory Committee reviewed the Final plat for the -at their regularly scheduled
meeting on December 26, 2012. The TAC comments are attached.
RECOMMENDATION:
Staff recommends Planning Commission approval of the final plat for Encore at Elm Creek I
(Commercial portion of OPUD 09 -01).

• Verify acreage amounts with the PUD language. The dimensions
of the lots and lot lines do not match what is shown on the PUD
development standards.
• Show the limits of access and limits of no access points.
• Show the underlying zoning as CG zoning.
• Consider snaking the mutual access three lanes for easy access.
Public Works-
Correct bearings on the west side of boundary.
• Recognize the hatched portion (east side) to be dedicated.
• Show the locations of subdivisions with the mile section.
Community Development-
Consider showing the lot description with the inside of the lot, the
gross acres and the net acres less the easements.
