New Business 10.Adjournment OWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING Monday, August 12, 2013 The Owasso Planning Commission met in regular session on Monday, August 12, 2013 at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 2:00 p.m. on August 8, 2013. ITEM 1. CALL TO ORDER Dr. Loving called the meeting to order at 6:00 p.m. ITEM 2. Flag Salute ITEM 3. Roll Call PRESENT ABSENT Dr. Paul Loving Dr. Mark Callery David Vines Tammy Laakso Tim Miller A quorum was declared present. Presentation of the Character Trait of the Month - Faith ITEM 5. Approval of Minutes from July 8, 2013 Regular Meeting. The Commission reviewed the minutes. David Vines moved, seconded by Tammy, Laakso, to approve the minutes. A vote on the motion was recorded as follows: YEA: Loving, Callery, Vines, Laakso, Miller NAY: None Motion carried 5 -0. OWASSO PLANNING COMMISSION August 12, 2013 Page No. 2 ITEM 6. Final Plat - Park Place at Preston Lalces - Consideration and appropriate action related to the request for the review and acceptance of a final plat consisting of ninety -three (93) residential lots, in four (4) blocks on approximately 29.6819 acres, located on the north side of East 861h Street North and 'A mile west of North 161 It East Avenue. Karl reviewed the staff report with the Commissioners. Staff recommends approval of the final plat. Tammy Laakso moved subject to Staff and TAC recommendations, seconded by Dr. Callery, to approve the final plat. A vote on the motion was recorded as follows: YEA: Loving, Callery, Vines, Laakso, Miller NAY: None Motion carried 5 -0. ITEM 7. Consideration and appropriate action related to the request for a recommendation relating to the potential purchase of the former First Bank of Owasso building located at 76th St. No. and Main St. John Feary gave a brief presentation to the Commissioners. Discussion was held regarding the purchase of the First Bank building. David Vines moved to support the use of the former First Bank of Owasso building for the future use of Owasso City Hall, agreeing that it is consistent with the vision of current and long -range plans for the downtown area. Tammy Laakso seconded the motion. A vote on the motion was recorded as follows: YEA: Loving, Callery, Vines, Laakso, Miller NAY: None Motion carried 5 -0. ITEM 8. Stephenson Community Development Director SUBJECT: Maple Glen IV Final Plat DATE: November 11, 2013 BACKGROUND: The City of Owasso received an application for review and approval of a final plat for Maple Glen IV. The property is located east of the existing Maple Glen development located approximately 1/2 mile north of E 106th St N on Garnett on the east side of the road. None Water Provider Washington County Rural Water District #3 Pa backs /Fees Storm siren fee of $35 /acre -Applicable Streets (public or Public Streets ANALYSIS: The final plat for Maple Glen IV expands the Maple Glen single - family development to the east of its current boundaries. The applicant is requesting a modification to the zoning code regarding the front yard setback. The first phases of the Maple Glen subdivision were developed under a PUD that allowed for a reduced front setback from 25 feet to 20 feet. The Maple Glen IV area falls outside of the original PUD and therefore must meet the 25 foot front setback for RS -3 lots. The applicant is requesting to reduce the front setback to 20 feet to mirror the development in the rest of the subdivision. In doing so, the applicant provides a larger back yard for the lots. There would be no reduction in lot size, as they would still meet all RS -3 standards (width, depth, area). Additionally, there would be no adverse impact to utilities or parking. Essentially, a reduced front setback would provide a larger back yard and there would be a no- net -gain or loss situation. This item will proceed to the Board of Adjustment for a variance to the zoning code to allow for the reduced front yard setback. The variance would allow the applicant to provide the larger backyards that are seen throughout the development and does not affect the health, safety or welfare of the residents. The 20 foot setbacks are shown on the plat to be considered by the Planning Commission and the Item will proceed to the City Council with the Planning Commission's recommendation and the decision from the Board of Adjustment. Perimeter and interior utility easements will provide utility companies adequate access to provide service and maintain service to the proposed development. Any development that occurs on the subject property must adhere to all subdivision, zoning, and engineering requirements including but not limited to paved streets, landscaping, and sidewalks. The City of Owasso will provide sanitary sewer service, with water provided by Washington County Rural Water District # 3. Technical Advisory Committee (TAC): The Technical Advisory Committee reviewed the final plat for Maple Glen IV at their regularly scheduled meeting on October 23, 2013. The TAC comments are attached. RECOMMENDATION: Staff recommends Planning Commission approval of the final plat for Maple Glen IV showing the reduced front yard setback to be confirmed by the Board of Adjustment, ATTACHMENTS: A.
