New Business 11.Adjournment OWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING Monday, November 11, 2013 The Owasso Planning Commission met in regular session on Monday, November 11, 2013 at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 2:00 p.m. on November 11, 2013. ITEM 1. CALL TO ORDER Dr. Loving called the meeting to order at 6:00 p.m. ITEM 2. Flag Salute ITEM 3. Roll Call PRESENT ABSENT Dr. Paul Loving Dr. Mark Callery David Vines Tammy Laakso Tim Miller A quorum was declared present. STAFF Marsha Hensley Daniel Dearing Karl Fritschen ITEM 4. Presentation of the Character Trait of the Month - Initiative ITEM 5. Approval of Minutes from August 12, 2013 Regular Meeting. The Commission reviewed the minutes. Tammy Laakso moved, seconded by Dr. Callery, to approve the minutes. A vote on the motion was recorded as follows: YEA: Loving, Callery, Vines, Laakso, Miller NAY: None Motion carried 5 -0. ITEM 6. Final Plat - Maple Glen IV - Consideration and appropriate action related to the request for the review and acceptance of a final plat consisting of ninety -two (92) residential lots, in seven (7) blocks on approximately 24.35 acres, located east of Maple Glen III and approximately a half mile north of East 1061" Street North off Garnett Road. OWASSO PLANNING COMMISSION November 11, 2013 Page No. 2 Bronce reviewed the staff report with the Commissioners. Staff recommends approval of the final plat. Mr. and Mrs. Knickerbocker (12104 East 110 Street North) was present to express their concerns regarding the water line easement in their front yard. Bronce stated that they would need to contact Washington County Water District to discuss the problem. Dr. Callery moved subject to Staff and TAC recommendations, seconded by Tammy Laakso, to approve the final plat at the current setback standards. A vote on the motion was recorded as follows: YEA: Loving, Callery, Vines, Laakso, Miller NAY: None Motion carried 5 -0. Discussion was held regarding the reduction of the front yard setbacks in Maple Glen IV. This request will be heard by the Board of Adjustment at the November 26, 2013 meeting. The Planning Commissioners would support the change in front yard setbacks from 25 feet to 20 feet. ITEM 7. Community Development Report • Report on Monthly Building Permit Activity • Review of the GrOwasso 2030 Land Use Plan Update. ITEM 8. The subject property is part of acre 49.94 acre tract, which was known as the Powderhorn Ranch. The proposed lot split will split off a 4.08 acre tract (Tract I shown on exhibit) that contains a single family home. As mentioned this lot split removes a small tract of land (Tract 1) from the original tract (Tract II). According to the applicant, he desires to sell this lot individually and must therefore prepare a lot split in order to legally create the lot and ensure there are no title issues surrounding the property in the future. Technical Advisory Committee (TAC): The lot split was reviewed by the Owasso Technical Advisory Committee on November 27, 2013. No comments were made. The applicant is re- platting the property for the purposes of expanding a retail commercial space. The subject property is located along E 1 16th St N, just east of US -169. This plat includes the land defined on the previous plat and a portion of a lot of a development to the south, joining these tracts together. The applicants are also closing an interior utility easement shown on the original plat and have made all required utility accommodations for this relocation. The City Council will take action on the easement closing at a regular meeting in January of 2014. Perimeter and interior utility easements will provide utility companies adequate access to provide and maintain service to the proposed development. Any development that occurs on the subject property must adhere to all subdivision, zoning, and engineering requirements including but not limited to paved streets, landscaping, and sidewalks. Technical Advisory Committee (TAC): The Technical Advisory Committee reviewed the Final plat for the QuikTrip at their regularly scheduled meeting on November 27, 2013. The TAC comments are attached.
