The Owasso Planning Commission met in regular session on Monday, June 8, 2015 at Old
Central per the Notice of Public Meeting and Agenda posted on the City Hall bulletin
board at 3:00 p.m. on June 4, 2015,

The Commission reviewed the minutes,

May 11, 2015 meeting. A vote on the motion was recorded as follows:

ITEM 6. Annexation OA 15 -04 /Rezoning OZ 15 -03 - Consideration and appropriate
action related to a request for the annexation and a rezoning of
approximately 10 acres in size from AG (Agriculfure) zoning district to OM
(Office medium) zoning district. The subject property is located at 11933
East 1161 Street North.
Bronce Stephenson presented the staff report, The property location was described.

The City of Owasso Fire Department purchased the property at 11933 E 116 St N for use
as the future 4+h Fire Station. The proposed rezoning to Office Medium will be in
conformance with the Land Use Master Plan. The Annexation Committee reviewed the
request on May 27, 2015 and recommended approval to annex the property, Chief
Garrett explained the process taken on the purchase of the property up to this point.
Staff recommends approval.
Tammy Laakso moved, seconded by Tim Miller, to approve the above annexation and
rezoning request.
A vote on the motion was recorded as follows:

BACKGROUND:
The Community Development Department received an application for review and approval of
a final plat for the Cottages at Tallgrass Point, which is located near the northwest corner of E.
86th St. N. and N. Mingo Rd. The property is 13.37 acres in size and the proposed use is for
apartment homes. The property is bounded to the west by the railroad and to the east by
Mingo Road. There has been right -of -way dedicated along the southern portion of the property
along Mingo Road as part of the Mingo and 86th St. N. intersection improvements that occurred
several years ago. The final plat will dedicate right -of -way along the remaining portion of Mingo
Road. Ordinance1050 annexed the property Into the City Limits of Owasso and Ordinance 1052
rezoned the property to RM with a PUD overlay (OPUD 15 -01).

ANALYSIS:
The final plat for Cottages at Tallgrass Point provides one lot for the development of a 266 -unit
apartment home complex in 18 buildings on 13.37 acres, An offsite sanitary sewer easement is
necessary orf the property to service the development and the developer is in the process of
secure the required documents for recording this easement. The plat has established limits of
access and no access along Mingo Road, with the southern access point aligning with the
driveway across the street that serves the Villas at Coffee Creek Apartment. A northern access
point has been shown which will be for emergency use only. Along the northern portions of the
property is a large 100 foot PSO Utility easement, which will restrict vertical construction of
housing units, Perimeter and interior utility easements have been provided allowing utility
companies adequate access to provide service and maintain service to the proposed
development.
The City of Owasso will provide sanitary sewer and water service. Any development that occurs
on the subject property must adhere to all subdivision, zoning, and engineering requirements
including but not limited to paved streets, landscaping, and sidewalks. Any site plan submitted
on the subject parcel shall adhere to the requirements outlined in OPUD 15 -01. The proposed
commercial use for the property conforms to the land use prescribed under the 2030 Owasso
Land Use Master Plan. The property is subject to all applicable paybacks as defined in the
above table.
TECHNICAL ADVISORY COMMITTEE:
The Technical Advisory Committee (TAC) reviewed the final plat for Cottages at Tallgrass Point at
their regularly scheduled meeting on June 24, 2015. All TAC comments have been addressed by
the applicant.
RECOMMENDATION:

ANALYSIS:
The final plat for Coffee Creek Play Park proposes one (1) lot on one (1) block. The property is
situated just north of the Lanes at Coffee Creek Bowling Alley on the east side of the US -169
Service Road. The property is part of the Coffee Creek PUD (PUD 18) and this site was Identified
for commercial type uses.
The final plat proposes one 24 foot wide off site mutual access easement (MAE) to the south
connecting the bowling alley parking tot and another internal MAE that will also have a stub
connection to the north lot. This will not only provide good internal connectivity, but reduce the
need for another curb cut. Additionally, fire access will be enhanced when the subject property
develops as well as benefiting the properties to the south and north. A 17 yz foot perimeter utility
easement has been provided and there is an existing recoded 20 foot utility easement along the
front of the property. These will allow utility companies adequate access to provide service and
maintain service to the proposed development.
The City of Owasso will provide sanitary sewer and water service will be provided by Washington
County Rural #3. Any development that occurs on the subject property must adhere to all
subdivision, zoning, and engineering requirements including but not limited to paved streets,
landscaping, and sidewalks. The property also Iles within the US -169 overlay district and any site
plan submitted on the subject parcel shall adhere to the requirements of this overlay district as
well as those outlined in PUD 18. The proposed commercial use for the property conforms to the
land use prescribed under the 2030 Owasso Land Use Master Plan and with the existing zoning
on the property. The property is subject to all applicable paybacks as described in the above
table.

NEW BUSINESS DEVELOPMENT
• Academy Sports + Outdoors - 8959 N. Garnett Road
o Development and construction is progressing. They have started shelving Inside
the building. Work on 19th Street and Garnett continues. The street has been
reopened although there is still construction occurring at this intersection
(sidewalks, traffic signals). This is one of the Vision 2025 Excess Funds projects. Plans
are to hand over building and Infrastructure by Mid -July. Academy projects to
open In the early fall of this year.
• Zaxby's Chicken — 12807 E. 86th Street N.
o Awalting crews that are building in Tulsa at present. Construction is anticipated
to start in two to four weeks.
• Dairy Queen - 9495 N. Owasso Expressway
o Construction is wrapping up. Working on as built plans and looks like they will
open around July 13, It is located to the north of Cracker Barrel on the service
road.
• AMC Urgent Care, 9003 N. Garnett Road
o Construction is wrapping up. This business should open soon,
• Communication Federal Credit Union - 12312 E. 86th Street N.
o Nearing end of construction and should be complete in 30 days. Weather has
delayed parking lot Installation, however still nearing completion.
• Buffalo Wild Wings - 9263 N. Owasso Expressway
o Under construction and framing. Weather has delayed construction, still
anticipate late summer opening.
• Wal -Mart Neighborhood Market - 11551 N. 129th E, Avenue
o Construction is underway. Work is now beginning on the Intersection of E 116th St
N and N 129th E Ave. Additional turn lanes are being added. Work will be ongoing
through September. Looking at late 2015 opening.
• Oxford Glen Memory Care Center- 11113 E. 103rd Street N.
o Construction progresses. Contractor is beginning Infrastructure improvements,
looks like end of October opening.
• Amber Crossing - 11413 E. 96th Street N.
o Under construction. No predicted opening date,
• Caudle Center Phase III - 9538 N. Garnett Road
o Under construction.
o Announced Firehouse Subs as one of the new occupants.
• LaQuinta Inn - Lot 2, Block 1 of the " Replat of the Sevens"
o Civil plans and earth change permits have been issued. Will start construction
within next two weeks, weather permitting. Should be open within one year of
start of construction.
• Macy's - East 76th Street N and Sheridan
o The first outbound orders to customers began June 29, 2015. They are starting out
slow and then ramping up shipments to customers.
• Taco Bell - 13315 E. 116th Street N.
o Under construction and poured the slab. Installation of public infrastructure is
nearing completion. Projected to open in October.

o Construction is progressing.

Cottages at Tallgrass Point - Apartment complex to be located at the northwest corner
of E 86th St N & N Mingo Rd. 266 -unit apartment complex to begin construction this
summer.
Abbott Farms - New residential subdivision located to the west of the South Sports Park
alone E 106th St N. 166 single - family residential lots are planned for this neighborhood.
BUSINESS RETENTION & EXPANSION (BR &E)
• Snow's Furniture has relocated from 11760 East 86th Street N to 12210 East 86th Street N
(former Ram Stop location).
• Construction on SAHO is nearing completion. They hope to open In their new location In
July.
• Reasors on 86th Street Is remodeling the store. They plan to be completed with this
project by (insert time here).
WORKFORCE DEVELOPMENT
• National Steak and Poultry Is hiring 50+ people to meet increased business. Staff is
working with them on state tax credits for this expansion.
