Adjournment OWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING Monday, June 8, 2015 The Owasso Planning Commission met in regular session on Monday, June 8, 2015 at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 3:00 p.m. on June 4, 2015, ITEM 1. CALL TO ORDER Dr. Loving called the meeting to order at 6:00 p.m. ITEM 2. Flag Salute ITEM 3. Annexation OA 15 -04 /Rezoning OZ 15 -03 - Consideration and appropriate action related to a request for the annexation and a rezoning of approximately 10 acres in size from AG (Agriculfure) zoning district to OM (Office medium) zoning district. The subject property is located at 11933 East 1161 Street North. Bronce Stephenson presented the staff report, The property location was described. OWASSO PLANNING COMMISSION June 8, 2015 Page No. 2 The City of Owasso Fire Department purchased the property at 11933 E 116 St N for use as the future 4+h Fire Station. The proposed rezoning to Office Medium will be in conformance with the Land Use Master Plan. The Annexation Committee reviewed the request on May 27, 2015 and recommended approval to annex the property, Chief Garrett explained the process taken on the purchase of the property up to this point. Staff recommends approval. Tammy Laakso moved, seconded by Tim Miller, to approve the above annexation and rezoning request. Fritschen Chief Urban and Long Range Planner SUBJECT: Final Plat, Cottages at Tallgrass Point DATE: July 13, 2015 BACKGROUND: The Community Development Department received an application for review and approval of a final plat for the Cottages at Tallgrass Point, which is located near the northwest corner of E. 86th St. N. and N. Mingo Rd. The property is 13.37 acres in size and the proposed use is for apartment homes. The property is bounded to the west by the railroad and to the east by Mingo Road. There has been right -of -way dedicated along the southern portion of the property along Mingo Road as part of the Mingo and 86th St. N. intersection improvements that occurred several years ago. The final plat will dedicate right -of -way along the remaining portion of Mingo Road. Ordinance1050 annexed the property Into the City Limits of Owasso and Ordinance 1052 rezoned the property to RM with a PUD overlay (OPUD 15 -01). A northern access point has been shown which will be for emergency use only. Along the northern portions of the property is a large 100 foot PSO Utility easement, which will restrict vertical construction of housing units, Perimeter and interior utility easements have been provided allowing utility companies adequate access to provide service and maintain service to the proposed development. The City of Owasso will provide sanitary sewer and water service. Any development that occurs on the subject property must adhere to all subdivision, zoning, and engineering requirements including but not limited to paved streets, landscaping, and sidewalks. Any site plan submitted on the subject parcel shall adhere to the requirements outlined in OPUD 15 -01. Garnett Road o Development and construction is progressing. They have started shelving Inside the building. Work on 19th Street and Garnett continues. The street has been reopened although there is still construction occurring at this intersection (sidewalks, traffic signals). This is one of the Vision 2025 Excess Funds projects. Plans are to hand over building and Infrastructure by Mid -July. Academy projects to open In the early fall of this year. • Zaxby's Chicken — 12807 E. 86th Street N. o Awalting crews that are building in Tulsa at present. Construction is anticipated to start in two to four weeks. • Dairy Queen - 9495 N. Owasso Expressway o Construction is wrapping up. Working on as built plans and looks like they will open around July 13, It is located to the north of Cracker Barrel on the service road. • AMC Urgent Care, 9003 N. Garnett Road o Construction is wrapping up. RESIDENTIAL DEVELOPMENT Lake Valley V, Phase III - Final Plat has been approved and development of the infrastructure is under way. This Is the final phase of the successful Lake Valley neighborhood. Cottages at Tallgrass Point - Apartment complex to be located at the northwest corner of E 86th St N & N Mingo Rd. 266 -unit apartment complex to begin construction this summer. Abbott Farms - New residential subdivision located to the west of the South Sports Park alone E 106th St N. 166 single - family residential lots are planned for this neighborhood. BUSINESS RETENTION & EXPANSION (BR &E) • Snow's Furniture has relocated from 11760 East 86th Street N to 12210 East 86th Street N (former Ram Stop location). • Construction on SAHO is nearing completion. They hope to open In their new location In July. • Reasors on 86th Street Is remodeling the store. They plan to be completed with this project by (insert time here).
