Monday, August 10, 2015
The Owasso Planning Commission met in regular session on Monday, August 10, 2015 at
Old Central per the Notice of Public Meeting and Agenda posted on the City Hall bulletin
board at 3:00 p.m. on August b, 2015.

July 13, 2015 meeting. A vote on the motion was recorded as follows:

ITEM 6. Lot Split #OLS 15 -04 - Consideration and appropriate action related to the
request for the review and acceptance of a lot split which proposes to split a
triangular shaped piece from Reserve Area "E" and add it to Lot 11 so that the
existing residential structure on Lot 11 can maintain the required side yard
setback of 5 feet. The subject property is Lot 11, Block 2, Lake Valley V, Phase 2
and the reserve area °E" of same plat.

Karl Fristchen presented the staff report and described the location. Due to a field survey error
the home is built nearly to the edge of the side lot line. The lot split request went before TAC on
July 22, 2015 and all comments have been addressed. Staff recommends approval.
Tammy Laakso moved, seconded by Renee Mowery, to approve the Lot Split # OLS 15-
04, subject to TAC and Staff comments being addressed.

ITEM 7. PUD Amendment - Morrow Place - Consideration and appropriate action
related to the request for the review and acceptance of an amendment to the
Morrow Place Planned Unit Development (OPUD 05 -02A). The general location is
the east side of North 129th East Avenue to US -169 between East 116th Street North
and East 126th Street North and is approximately 237.73 acres.
Bronce presented the staff report and described the property location. The applicant
has requested to amend the PUD in order to keep up with market demands. Legal
notices were published in the Owasso Reporter and notices were mailed to property
owners with a 300' radius of the property. Staff recommends approval of the Morrow
Place PUD Amendment, with any additional recommendations by the Planning
Commission.
A few surrounding property owners were present to address the commissioners. Below
are their comments /concerns expressed:
Kevin Lutz - 12908 N 130 E Ave. - Had concerns regarding the condition of E 126th St No,
Also, concerns with the increase in traffic if multi - family units were constructed. Are the
power lines going to cause any problems?
Mary Harmon - 12403 N 135 E Ave. - Had concerns regarding the triangular shaped
property she owns. Wanted assurance that her property was not affected by this PUD.
Mr. David Charney made a brief presentation to the commissioners. He stated that the
increase in the front yard setback was a good idea. Also, placing the air conditioner
pads in the rear yard was discussed, Mr. Charney explained that they have no plans for
multi - family at this moment but, it could happen at some point. He also stated that multi-
family housing will not be allowed in Areas "C" and "D ", Only Area G has the potential
for multi - family housing. We feel the amendment is a good tweak to the original PUD.
David Vines moved, seconded by Tammy Laakso, to approve the PUD Amendment for
Morrow Place, subject to TAC and Staff comments being addressed and subject to the
following changes the developer has agreed upon:
i Multi- family housing is not allowed in Area "C" and Area °D ",
• No air conditioning condensers shall be allowed in the 5 foot side yard
setbacks, rear yard only.

BACKGROUND:
The City of Owasso is processing an application for review and approval of an annexation for a
property located along the southern edge of the SKO Railroad spur just west of the Public Works
facility. This particular property was deeded to the City from the Bailey Foundation for the
purposes of constructing a segment of the Ranch Creek sanitary sewer interceptor. In the
future, this land could also serve a dual use as a pedestrian trail alignment connecting into the
Ranch Creek Trail. The annexation is one of several that will ensure that the Ranch Creek Trail (a
Vision 2025 Project) is contiguous with the Owasso City Limits. The property will maintain
Agriculture (AG) zoning upon annexation.

The Bailey Foundation donated and subsequently deeded a long narrow strip of land just to the
south and west of the existing SKO Railroad spur for the purpose of constructing the Ranch Creek
sanitary sewer interceptor. This annexation is one of several (OA 15 -06, and OA 15 -07) that need
to occur to ensure all of the properties that are part of two Vision 2020 projects (Ranch Creek
Trail and Dog Park) are contiguous with the Owasso City Limits. Additionally, the subject
property could also incorporate a future trail alignment and help form a loop connection to the
Ranch Creek Trail, further augmenting the entire trail system. The property is currently zoned AG
(Agriculture) in Tulsa County and the zoning upon annexation will remain the same. The
property lies within the 100 -year flood plain limiting development to recreational type uses and
utilities.
COMPREHENSIVE PLAN CONSISTENCY:
The GrOwasso 2030 Land Use Master Plan identifies the subject property and its surroundings as
having a future land use of Parks and Recreation. The zoning of AG will be in conformance with
the Land Use Master Plan and proposed future uses.
RECOMMENDATION:
Staff recommends approval of OA 15 -05, the request to annex the subject property into the
corporate limits of the City of Owasso maintaining the current zoning of Agriculture (AG).
ANNEXATION COMMITTEE:
The Annexation Committee reviewed the request on August 26, 2015 and recommend approval
to annex the subject property into the corporate limits of the City of Owasso.

BACKGROUND:
The City of Owasso received a lot split application for review and approval of OLS- 15 -05. The lot
split involves one property located at 8091 N. Owasso Expressway (US -169), further described as
Lot 1, Block 20, Elm Creek Estates First Addition. The lot contains one structure which was used for
an automotive servicing (oil change) business. The lot split proposes to split the lot, with the
eastern portion (tract 1) of the property joined with Mingo Manufacturing and will be used as a
parking lot, while the western portion (front half) will retain the existing structure. The application
has indicated that the western portion of the property will be sold.

ANALYSIS:
According to the Owasso Zoning Commercially zoned lots have no minimum lot size
requirement, but 150 feet of frontage is required for lots abutting a service road or arterial street.
The subject lot is 0.93 acres in size and has 150.01 feet of lot frontage. According to the
applicant tract 1 (east portion) of the property will be used for parking for Mingo Manufacturing.
The remaining portion, tract 2 (west portion) will be sold with the existing structure.
The concern with tract 1, which will be owned and retained by Mingo Manufacturing for
parking, is that it will essentially become an isolated parcel. If this property were ever to be sold
in the future to another party, then they would not have access to a public street. This situation
can be handled in several ways; one is through a separate instrument filed with the Tulsa County
Assessor's office that would provide a mutual access easement along the common property
line. The other method is to essentially tie the lot together in the deed under one legal
description and by adding language that states access shall be taken through the parent tract.
As mentioned tract 1 is intended to remain in the ownership of Mingo Manufacturing for use as a
parking lot. Any future development that occurs on tract 1 shall be required to adhere to all
development regulations of the City of Owasso.
Pending Planning Commission action, deeds will need to be recorded at the Tulsa County
Assessor's office for tracts 1 and 2. Staff is recommending that the legal description for tract 1
include language that ensures access through the property to the east.
TECHNICAL ADVISORY COMMITTEE:
This item went before the TAC on August 26, 2015. There were two comments: ensuring access
from tract 1 with the lot to the east and that any future development on the property would be
subject to all development standards of the City.
RECOMMENDATION:
Staff recommends approval of the lot split, subject to the following:
The legal description of tract 1 shall contain language that allows cross access with the
existing tract to the east.
Any further divisions of the property shall be required to file a new lot split application for
approval by the Planning Commission.
Any future development on the property is subject to all development standards of the
City of Owasso.

o Awaiting crews that are building in Tulsa at present. Construction is anticipated
to start in two to four weeks.
• Butcher Shop - 13720 E 86th St N #160
o New butcher shop located in the Renaissance commercial shopping center.
• AMC Urgent Care, 9003 N. Garnett Road
o Opened on Tuesday, September 1.
• Buffalo Wild Wings -9263 N. Owasso Expressway
o Under construction. Weather has delayed construction. Anticipating fall opening.
• Wal -Mart Neighborhood Market -1 1551 N. 129th E. Avenue
o Construction continues on infrastructure. Intersection work at E 116th St N and N
129th E Avenue is anticipated to be complete within next 30 days. Looks like a
possible, mid to late October opening.

WORKFORCE DEVELOPMENT
Macy's is continuing to hire seasonal workforce for the upcoming Holiday Season. They
are up to over 500 Core Associates and had a very successful recruiting event at the
Hard Rock Casino last month which made an additional +200 offers for seasonal
assignments which could lead to Core FT or PT jobs after the season. Macy's had a
recruiting event scheduled August 28 at the Tulsa Shock game which was their second
time in partnership with them. They have also done some networking events with the
Tulsa Dream Center and Tulsa Job Corp. Management reports they are progressing well.
