Adjournment OWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING Monday, October 12, 2015 The Owasso Planning Commission met in regular session on Monday, October 12, 2015 at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 3 :00 p.m. on October 8, 2015. ITEM 1. CALL TO ORDER Dr. Loving called the meeting to order at 6 :00 p.m. ITEM 2. Flag Salute ITEM 3. Roll Call PRESENT David Vines Tim Miller Dr. Paul Loving Renee Mowery A quorum was declared present, STAFF Bronce Stephenson Karl Fritschen Marsha Hensley Daniel Dearing Kyler Hallmark ABSENT Tammy Laakso ITEM 4. Presentation of the Character Trait of the Month - Thoroughness ITEM 5. Recognition of October as National Community Planning Month, ITEM 6. Consideration and appropriate action relating to Resolution 2015 -01, opposing Tulsa County Board of Adjustment Case CBOA -2550, Special Exception to permit mining and quarrying in an AG District, NW of the intersection of E 66th Street North & N 145th East Avenue. Bronce Stephenson reviewed this item with the Commissioners. Staff recommends approval of the Resolution 2015 -01, opposing the quarry expansion. After a brief discussion, Tim Miller moved, seconded by David Vines, to approve the Resolution 2015 -01, opposing the quarry expansion. Approval of Minutes from September 14, 2015 Regular Meeting, The Commission reviewed the minutes. Tim Miller moved, seconded by Renee Mowery, to approve the minutes from the September 14, 2015 meeting. A vote on the motion was recorded as follows: YEA: Dr. Loving, Mowery, Vines, Miller NAY: None Motion carried 4 -0. ITEM 8. Preliminary Plat - Morrow Phase I - Consideration and appropriate action relating to the request for the review and acceptance of a preliminary plat proposing ninety -three (93) lots on three (3) blocks containing 25.07 acres. The subject property is located a '/4 mile south of the southeast corner of East 126th Street North and North 129th East Avenue. Bronce Stephenson presented the staff report and described the location. The property is zoned RS -3, PUD 05 -02A. The Technical Advisory Committee reviewed the plat at their regularly scheduled meeting on September 23, 2015. Staff recommends approval of the preliminary plat for Morrow Phase 1, subject to staff and TAC comments. David Vines moved, seconded by Tim Miller, to approve the Preliminary Plat for Morrow Phase I, subject to staff and TAC comments. YEA: Dr. Loving, Mowery, Vines, Miller NAY: None Motion carried 4 -0. ITEM 9, Preliminary Plat - Morrow Phase II - Consideration and appropriate action relating to the request for the review and acceptance of a preliminary plat proposing one hundred -three (103) lots on two (2) blocks containing 32.22 acres. The subject property is located a 1/4 mile north of the northeast corner of East 116th Street North and North 129th East Avenue, Bronce Stephenson presented the staff report and described the location. The property is zoned RS -3, PUD 05 -02A, The Technical Advisory Committee reviewed the plat at their regularly scheduled meeting on September 23, 2015, Staff recommends approval subject to TAC comments. David Vines moved, seconded by Renee Mowery, to approve the Preliminary Plat for Morrow Phase II, subject to TAC and staff comments being addressed. YEA: Dr. Loving, Mowery, Vines, Miller NAY: None OWASSO PLANNING COMMISSION October 12, 2015 Page No. 3 Motion carried 4 -0. Item 10. Final Plat - Owasso Industrial Park Phase IV - Consideration and appropriate action relating to the request for the review and acceptance of a final plat proposing one (1) lot, one (1) block containing 0.82 acres. The property is located at 202 East 51h Avenue. Kyler Hallmark presented the staff report and described the location. The Technical Advisory Committee reviewed the final plat at their regularly scheduled meeting on September 23, 2015. Staff recommends approval subject to staff and TAC comments. David Vines moved, seconded by Tim Miller, to approve the Final Plat for Owasso Industrial Park Phase IV, subject to TAC and staff comments being addressed. The property is located along N Owasso Expressway on the east side of the road just north of the Buffalo Wild Wings. The property is zoned CS (Commercial Shopping). All of the proposed lots meet the bulk density requirements of the commercial shopping zoning district in the City of Owasso Zoning Ordinance. Perimeter and interior utility easements are shown on the preliminary plat that allows utility companies. adequate access to provide and maintain service to the lots within the proposed development. Any development that occurs on the subject property shall adhere to all subdivision, zoning, and engineering requirements including but not limited to paved streets, landscaping, and sidewalks. The City of Owasso will provide sanitary sewer and water service. Tyann Plaza Phase VII will also be provided with Owasso police, fire and EMS service. TECHNICAL ADVISORY COMMITTEE (TAC): The Technical Advisory Committee reviewed the preliminary plat for Tyann Plaza Phase VII at their regularly scheduled meeting on October 21, 2015. The TAC comments are attached with this memo. RECOMMENDATION: Staff recommends Planning Commission approval of the preliminary plat for Tyann Plaza Phase VII subject to the TAC comments. WORKFORCE DEVELOPMENT Macy's plans to hire 2,400 seasonal associates this year at the new Tulsa County Fulfillment Center, This is more than double the original estimate of 1,000 seasonal associates. Due in large part to the assistance and cooperation Macy's has received from state and local government they have been able to ramp up this facility much quicker than originally expected.
