Monday, October 12, 2015
The Owasso Planning Commission met in regular session on Monday, October 12, 2015 at
Old Central per the Notice of Public Meeting and Agenda posted on the City Hall bulletin
board at 3 :00 p.m. on October 8, 2015.
ITEM 1. CALL TO ORDER

ITEM 4. Presentation of the Character Trait of the Month - Thoroughness
ITEM 5. Recognition of October as National Community Planning Month,
ITEM 6. Consideration and appropriate action relating to Resolution 2015 -01,
opposing Tulsa County Board of Adjustment Case CBOA -2550, Special
Exception to permit mining and quarrying in an AG District, NW of the
intersection of E 66th Street North & N 145th East Avenue.
Bronce Stephenson reviewed this item with the Commissioners. Staff recommends
approval of the Resolution 2015 -01, opposing the quarry expansion.
After a brief discussion, Tim Miller moved, seconded by David Vines, to approve the
Resolution 2015 -01, opposing the quarry expansion. A vote on the motion was recorded
as follows:

The Commission reviewed the minutes.
Tim Miller moved, seconded by Renee Mowery, to approve the minutes from the
September 14, 2015 meeting. A vote on the motion was recorded as follows:
YEA: Dr. Loving, Mowery, Vines, Miller

ITEM 8. Preliminary Plat - Morrow Phase I - Consideration and appropriate action
relating to the request for the review and acceptance of a preliminary
plat proposing ninety -three (93) lots on three (3) blocks containing 25.07
acres. The subject property is located a '/4 mile south of the southeast
corner of East 126th Street North and North 129th East Avenue.
Bronce Stephenson presented the staff report and described the location. The
property is zoned RS -3, PUD 05 -02A. The Technical Advisory Committee reviewed the
plat at their regularly scheduled meeting on September 23, 2015. Staff recommends
approval of the preliminary plat for Morrow Phase 1, subject to staff and TAC
comments.
David Vines moved, seconded by Tim Miller, to approve the Preliminary Plat for Morrow
Phase I, subject to staff and TAC comments.

ITEM 9, Preliminary Plat - Morrow Phase II - Consideration and appropriate
action relating to the request for the review and acceptance of a
preliminary plat proposing one hundred -three (103) lots on two (2) blocks
containing 32.22 acres. The subject property is located a 1/4 mile north of
the northeast corner of East 116th Street North and North 129th East
Avenue,
Bronce Stephenson presented the staff report and described the location. The
property is zoned RS -3, PUD 05 -02A, The Technical Advisory Committee reviewed the
plat at their regularly scheduled meeting on September 23, 2015, Staff recommends
approval subject to TAC comments.
David Vines moved, seconded by Renee Mowery, to approve the Preliminary Plat for
Morrow Phase II, subject to TAC and staff comments being addressed.

acceptance of a final plat proposing one (1) lot, one (1) block containing
0.82 acres. The property is located at 202 East 51h Avenue.
Kyler Hallmark presented the staff report and described the location. The Technical
Advisory Committee reviewed the final plat at their regularly scheduled meeting on
September 23, 2015. Staff recommends approval subject to staff and TAC comments.
David Vines moved, seconded by Tim Miller, to approve the Final Plat for Owasso
Industrial Park Phase IV, subject to TAC and staff comments being addressed.

Tyann Plaza VII. The property is located along N Owasso Expressway on the east side of the road
just north of the Buffalo Wild Wings.

ANALYSIS:
The preliminary plat for Tyann Plaza Phase VII proposes 3 lots in 1 block on a 9,25 acre tract. The
property is zoned CS (Commercial Shopping). All of the proposed lots meet the bulk density
requirements of the commercial shopping zoning district in the City of Owasso Zoning
Ordinance. Perimeter and interior utility easements are shown on the preliminary plat that allows
utility companies. adequate access to provide and maintain service to the lots within the
proposed development. Any development that occurs on the subject property shall adhere to
all subdivision, zoning, and engineering requirements including but not limited to paved streets,
landscaping, and sidewalks. The City of Owasso will provide sanitary sewer and water service.
Tyann Plaza Phase VII will also be provided with Owasso police, fire and EMS service.
TECHNICAL ADVISORY COMMITTEE (TAC):
The Technical Advisory Committee reviewed the preliminary plat for Tyann Plaza Phase VII at
their regularly scheduled meeting on October 21, 2015. The TAC comments are attached with
this memo.
RECOMMENDATION:
Staff recommends Planning Commission approval of the preliminary plat for Tyann Plaza Phase VII
subject to the TAC comments.

NEW BUSINESS DEVELOPMENT
• Zaxby's Chicken -- 12807 E. 86th Street N.
o Awaiting crews that are building in Tulsa at present.
• Buffalo Wild Wings - 9263 N. Owasso Expressway
o Opened for business
• Wal -Mat Neighborhood Market - 11551 N. 129th E. Avenue
o Opened October 14. However the gas station is not yet ready as minor
construction will be ongoing for a few weeks.
• Oxford Glen Memory Care Center - 11113 E. 103rd Street N.
o Construction progresses. Continued work on infrastructure improvements, looks
like mid - November opening.
• Amber Crossing - 11413 E. 96th Street N.
o Under construction. Finishing up minor infrastructure for Public Works. No
predicted opening date.
• Caudle Center Phase III /Fairway Marketplace - 9538 N. Garnett Road
• Construction completed.
• Firehouse Subs is one tenant announced. No opening date.
• GenScripts Pharmacy is new pharmacy announced for this location.
• LaQuinta Inn - Lot 2, Block 1 of the "Replat of the Sevens"
o Civil plans and earth change permits have been issued.
• Braum's - location on north side of 96th Street near the Garnett intersection
o Building Plans have been submitted for the new Braum's, including the Market
Fresh store portion and the site plan has been reviewed. Plans have been
approved. Preconstruction meeting has been conducted. Construction to begin
soon.

o Tear down and rebuild of existing store to begin after construction of new 96th &
Garnett store.

RESIDENTIAL DEVELOPMENT
Lake Valley V, Phase III - Final Plat has been approved and development of the
infrastructure is under way. This is the final phase of the successful Lake Valley
neighborhood. Infrastructure is near complete.
Cottages at Tallgrass Point - Plat has been approved. Apartment complex to be
located at the northwest corner of E 86th St N & N Mingo Rd. 266 -unit apartment
complex to begin construction this summer. Earth change has been granted and has
begun, It is important to note, NO infrastructure plans have been approved. Dirt work
only at this time.
Abbott Farms - New residential subdivision located to the west of the South Sports Park
alone E 106th St N. 166 single - family residential lots are planned for this neighborhood.
Public Works is reviewing plans.
BUSINESS RETENTION & EXPANSION (BR &E)

• Moving from 12500 E. 86th Street N. location.
• Construction on new building is nearing completion. They hope to move
operations and begin service in new location soon.
• Urgent Care of Green Country —13616 East 103rd St N
o Sold to new owners. Name change to Next Care. They operate 123 clinics in ten
states and are based out of Arizona.
• Reasor's - 11815 E 861h St N
o Remodeled store.
• Reasor's - 11550 N 135th E Ave
o Slight interior remodel completed and new signage.
• Rejoice Christian Campus - 10701 N 129th E Ave. B
• Construction of Mid /High Building has begun.
• Phase 1 complete. Elementary school is now open.

o Addition to building - 13,145 sq It addition. Construction is underway.
WORKFORCE DEVELOPMENT
Macy's plans to hire 2,400 seasonal associates this year at the new Tulsa County
Fulfillment Center, This is more than double the original estimate of 1,000 seasonal
associates. Due in large part to the assistance and cooperation Macy's has received
from state and local government they have been able to ramp up this facility much
quicker than originally expected.
Here are some quick facts about the facility:
o Facility Footprint is 1.3 million square feet
0 2.2 million square feet of space including mezzanines
• Storage capacity - 800,000 pairs of shoes
• 14 miles of powered conveyor, monorail, trolley systems
• This year during Holiday Peak 2015 plan to ship 160,000 units per day (Facility Max
Capacity Design 320,000 units per day)
• Will employ approximately 1500 core associates, over 2000 seasonal employees
during Peak Season
• Raised close to $30,000 in this years United Way Campaign (1st year) with over
200 associates donating
• Participated in the Race for the Cure on 9/26/15
• Has partnered with the Cherokee Nation on numerous hiring events
• Macy's has "adopted" Barnes Elementary in Owasso - Fill the Bus and Book
