Monday, November 9, 2015
The Owasso Planning Commission met in regular session on Monday, November 9, 2015
at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall
bulletin board at 3:00 p.m. on November 5, 2015.

ITEM 4. Presentation of the Character Trait of the Month - Wisdom
ITEM 5. Approval of Minutes from October 12, 2015 Regular Meeting.
The Commission reviewed the minutes.
David Vines moved, seconded by Renee Mowery, to approve the minutes from the
October 12, 2015 meeting, A vote on the motion was recorded as follows:

Motion carried 4 -0.
ITEM 6. Preliminary Plat - Tvann Plaza VII - Consideration and appropriate action
relating to the request for the review and acceptance of a preliminary
plat proposing three (3) lots on one (1) block containing 9.25 acres, The
subject property is zoned CS (Commercial Shopping). The property is
located on the east side of Hwy 1 -69, between East 86th Street North and
East 96th Street North (the parcel is north of Buffalo Wild Wings),
Bronce Stephenson presented the staff report and described the location. The

Technical Advisory Committee reviewed the plat at their regularly scheduled meeting
on October 28, 2015. Staff recommends approval of the preliminary plat for Tyann
Plaza VII, subject to staff and TAC comments.
David Vines moved, seconded by Tim Miller, to approve the Preliminary Plat for Tyann
Plaza VII, subject to staff and TAC comments.

Thursday, November 19, 2015
The Owasso Planning Commission met in special session on Thursday, Novemberl 9, 2015
at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall
bulletin board at 3 :00 p.m. on November 17, 2015.

ITEM 3. Lot Split OLS 15 -06 - Garrett Creek Center Consideration and appropriate
action relating to the request for the review and acceptance of a lot split.
The location of the property is Lot 2, Block 2, Garrett Creek Center.
Bronce Stephenson presented the staff report and described the property location.
A brief discussion was held regarding mutual access easements.
David Vines moved, seconded by Tim Miller, to approve the lot split, subject to mutual
access easements being filed at Tulsa County Courthouse.

The City of Owasso is processing an application for review and approval of an annexation
request for property located at 14001 E 96th St North, This property was purchased in
combination with an adjoining lot with the purpose of later developing it for future residential use
in compliance with the City of Owasso development codes and ordinances.

ANALYSIS:
The applicant for this annexation has indicated that this property along with the property
immediately to the west will be joined and developed for residential uses. The proposed use
supports the City of Owasso's Land Use Master Plan as this area is called out for residential uses.
According to the official zoning map and the Tulsa County parcel database, the property is
currently zoned OM (Office Medium) and is located within Tulsa County. Upon annexation the
property will be subject to all development standards, codes and ordinances of the City of
Owasso, including, but not limited to paved streets, stormwater detention, sidewalks, life safety,
and landscaping.
COMPREHENSIVE PLAN CONSISTENCY:
The GrOwasso 2030 Land Use Master Plan identifies the subject property and its surroundings as
having a future land use for Residential development. The proposed residential use conforms to
the land use plan.
ANNEXATION COMMITTEE:
The Annexation Committee reviewed and recommend approval for the annexation request OA
15 -08 at its November 25, 2015 meeting.
RECOMMENDATION:
Staff recommends approval of OA 15 -08, the request to annex the subject property into the
corporate limits of the City of Owasso and assigning a zoning of Agriculture (AG) to the property.

infrastructure is under way. This is the final phase of the successful Lake Valley
neighborhood. Infrastructure is near complete.
Cottages at Tallgrass Point - Plat has been approved. Apartment complex to be
located at the northwest corner of E 861h St N & N Mingo Rd. 266 -unit apartment
complex to begin construction this summer. Earth change has been granted and has
begun. It is important to note, NO infrastructure plans have been approved. Dirt work
only at this time.
Abbott Farms - New residential subdivision located to the west of the South Sports Park
alone E 106th St N. 166 single - family residential lots are planned for this neighborhood.

Public Works-
• Comments by Public Works were given to the applicant.
Community Development-
• Identify stormwater facility or where stormwater will be going. Ensure
this is specific on the deeds of dedication and plans.
• Provide specifications for cut -off fixtures and wall packs as part of the
lighting plan cut sheet.
• Indicate the right -of -way dimension along US -169.
• Need two additional street trees along frontage (210/50 = 4 trees).
• Show a row of shrubs along front drive. Planting size must be at least 24"
and maintain to a height of no greater than 4 feet. (see 20.3.2 A.3 of the
zoning code).
• Show book & page for easements.
Rural Water District 3-
• The existing water line needs to be encased and possibly lowered across
the entrance.
• The landscape plan show trees close to the existing water line. They need
to be shifted away as much as possible.
