Duane presented the item and described the property location. Letters were mailed to
surrounding property owners and a legal advertisement was published in the Owasso
Reporter. No calls have been received in opposition. Staff recommends approval, rezoning
0.68 acres from OL (Office Light District) to CG (Commercial General District).
Ray Haynes moved to approve the rezoning of 0.68 acres from OL to CG, seconded by
Kevin Vanover. A vote on the motion was recorded as follows:

Lakes III final plat consisting of 147 lots on 6 blocks contained in 47.48 acres located in the
E/2 of Section 22, T -21 -N, R -14 -E and adjacent to Preston Lakes II.
The Chair introduced the item and Duane Cuthbertson stated that the applicant requested
this item be tabled until further notice.
Ray Haynes moved to table the review of Preston Lakes III Final Plat. The motion was
seconded by Marilyn Hinkle. A vote on the motion was recorded as follows:

6. Preliminary Plat — A request from Kellogg Engineering for the review and approval of the
Remington Place II preliminary plat consisting of 152 lots on 8 blocks contained in 35.46
acres located 0.3 miles southeast of N. Garnett Rd and E. 116`h St. N. south of Remington
Place.
The Chair introduced the case and Duane presented the item. The plat shows current
access coming from the north through existing Remington Place and from the east through
Fox Meadows on E. 11 Vh St. N. The plat shows two areas for detention. Letters were sent
to abutting property owners. Several calls have been received concerning E. 111th St. N.
ability to handle additional traffic as the roadway is not constructed to handle heavy loads.
This plat was reviewed at the April 28, 2004 Technical Advisory Committee and again at
the May 26, 2004 meeting. The following are comments noted:
May 26, 2004 TAC comments:
1. Provide details on the plat for the north half of the R -O -W connecting this
preliminary plat with Fox Run Estates to the east.
2. Name the streets and address the lots as directed by Community Development.
3. Pay the Owasso Storm Siren Fee of $16 per acre.
4. Incorporate a dedication of drainage and detention plans in the plat.
April 28, 2004 TAC comments:
1. Community Development — Illustrate the other portion of the public Right -of-
Way connecting to Fox Run Estates
2. Community Development — Name the streets and address the lots as directed by
Community Development
3. Community Development — Pay the Owasso Storm Siren Fee of $16 per acre.
Staff recommends approval of the Remington Place II preliminary plat subject to the
successful execution of the above Technical Advisory Committee conditions.

Mr. David Chamey, the developer, was present and requested a brief presentation to the
Commissioners. Mr. Charney stated that he could have the construction traffic directed to
the north entrance and possibly a speed bump installed on E. 111" St. No. He is willing to
work with the county and city to protect the roadway from construction traffic. Stormwater
detention questions were answered by Brian Kellogg, Engineer for the project. There were
several nearby property owners present to express opposition. The following are comments
made:
Karen Rose — Concerns with the condition and the narrowness of E. 111 St. No. She didn't
anticipate such a high density subdivision. Concerns also with neighborhood safety and
speeding traffic.
Sabrina Webster — Discussed stormwater drainage problems in the area. She suggested
installing a crash gate at the west end of E. 11 la' St. No.
Jerry Gurke — He suggested a crash gate installed until Tulsa County brings E. 111th St. No.
up to standard.
Lisa McCutcheon — Drainage concerns
Steve Mathis, attorney for the E. 111th St. No. homeowners, requested a brief presentation.
Discussion was held regarding the possibility of installing a crash gate and a privacy fence
along the eastern boundary of the new subdivision. Also discussed were the problems with
connecting a narrow county road with a new city street.
Marilyn Hinkle moved to approve the preliminary plat subject to the above TAC and staff
recommendations and the following conditions.
1. No construction traffic permitted on E. 111th St. N.
2. The northeastern detention area to be annexed into the City of Owasso and
zoned properly prior to approval of Final Plat.
3. Consider a traffic calming method on linear streets.
4. Illustrate the entire width of E. 111 St. No. on the Final Plat drawing.

7. Preliminary Plat — A request from Tulsa Engineering & Planning Associates, Inc. for the
review and approval of the Sawgrass Park H preliminary plat consisting of 98 lots in 6
blocks contained in 26.1481 acres located immediately east of Sawgrass Park I.
Duane presented the item and described the property location. This plat was reviewed by
Owasso Technical Advisory Committee on May 26, -2004. The following comments were
provided:
1. Provide the area of livability space (area of lot less building setback lines and
easements) for Lot 3, Block 11 and Lot 26, Block 10.
2. Provide a 50' rear yard building setback line on the north and east perimeter lots
per the approved PUD text.
3. Ensure that livability space (area of lot less building setback lines and
easements) in the lots affected by the 50' rear yard setback meet the minimum
of 4,000 sq ft.
4. Change the mayor's name in the plat signature section from Gary Cochran to
Susan Kimball to reflect the recent change in mayor.
5. Pay the Owasso Storm Siren fee of $16 per acre before the plat is released.
6. Refresh the Block (1 -6) and Lot numbering system to reflect the new plat.
7. Coordinate the location of Fire Hydrants with the Owasso Fire Marshal.
8. Provide an 11' U/E at the rear (west) of Block 8.
Staff recommends approval of the preliminary plat subject to the above TAC conditions.

8. Site Plan— A request from John Davis for the review and approval of a site plan
proposing an office condominium on .26 acres located at 8416 N. 123 E Ave.
The Chair introduced the case and Duane gave staff review. The subject property is zoned
OL (Office Light) and according to the Owasso Zoning Code a commercial office suite is
categorized under Use Unit #11 and is allowed by right. The applicant will be required to
provide screening between the property and the residentially zoned property to the south. A
sidewalk will be constructed along N. 123 E. Ave. as a part of the development of the lot.
Staff recommends approval of the site plan contingent on the execution of the TAC
conditions. Mr. John K. Davis, Jr. the applicant was not present. Chairperson Haynes

stated that the applicant and/or a representative should be encouraged to attend the
meetings. Commissioner Vanover stated that he was apprehensive to approve the site plan
because of the lack of accuracy and inadequateness.
The Technical Advisory Committee reviewed the site plan and had the following
comments:
1. Provide a screening fence along the south perimeter of the property.
2. Condense the parking spaces on the east side of the building site into one space
contiguous with the south side spaces.
3. Address the property 8416 N. 123 E. Avenue.
Marilyn Hinkle moved to approve the site plan, Ray Haynes seconded the motion. A vote

until the July Planning Commission meeting, to allow the applicant time to address issues.

The Planning Commissioners and City Council will meet on Tuesday, June 29, 2004 to
discuss future projects and goals of Owasso.

CALL TO ORDER - Chairperson Ray Haynes called the meeting to order at 6:35 PM and
declared a quorum present.
Eric Wiles introduced Ms. Ana Stagg and announced that Ms. Stagg was the new Owasso
Public Works Department Director.
The Planning Commission will conduct a public hearing relating to the Owasso 2015 Land
Use Master Plan.
Eric discussed the process and the purpose of the Master Plan update. A power point
presentation was given. Staff recommends the Planning Commissioners review the plan
and note any public comments regarding the plan. Discussion was held regarding the draft
of the Land Use Map.
The following are comments /suggestions made by Mr. Charles Brown (8828 N 128 E Ave):
The proposed Master Plan map seems to be less detailed than the 2010 Land Use
Master Plan map. He would like to see a finer detailed map.
Due to traffic congestion, the widening of 129`' E. Ave. between 86`h St. No. and
96`h St. No. needs to have top priority.
90`h St. No. is a stubbed street. The map shows transitional use to the west,
residential use is desired.
The 2010 Land Use Master Plan showed development of a trail system. He would
like to see that addressed in the 2015 Land Use map.
3. Discuss and adopt rules and procedures for the Owasso Planning Commission.

Duane presented the item and explained the process of citizens signing up to address an
item. The Commissioners discussed the procedures being to restrictive. After discussion,
the Commissioners requested staff to revise and resubmit.

STAFF REPORT
BACKGROUND
The City of Owasso has received a request from the Kellogg Engineering, applicant on behalf
of owner, for the annexation of approximately 160.00 acres:
LOCATION
The property is the quarter section located in the southeast corner of N. Sheridan Rd. and E. 86's
St. N. A general area map has been attached for your review.
EXISTING LAND USE

SURROUNDING LAND USE
The property is surrounded by rural properties mostly vacant with some rural residential
immediately south.

The property is surrounded by AG (Agricultural District) — Tulsa County zoning.
ANALYSIS
Annexation is the first step in the development process with the City of Owasso. At this stage
issues related to the Owasso Annexation policy such as tract size, contiguity and standards of
existing infrastructure are discussed. In addition to discussion of the annexation policy the
ability to provide city services to the subject property should take place. If the property is
annexed the next step would be to rezone the property at which time discussions concerning the
utilization of the property would be appropriate. Subsequent to rezoning the property would be
platted and (if non - residential) a have a site plan reviewed, at such time discussions related to
specific layout and infrastructure would be appropriate.
Staff received a petition on the 3'a of May, 2004 requesting the city to annex approximately 160
acres of property, the quarter section is located in the southeast comer of N. Sheridan Rd. and E.
86a' St. N. This property lies at the extreme western edge of the Owasso fence line-area.
The applicant was not prepared to make the required public notification in order to have the
request heard by the Owasso Planning Commission or the Owasso City Council in June however
due to the location of the request staff felt it would be beneficial for the Annexation Committee
to convene ahead of schedule and discuss the merits of annexing this property. That meeting
took place on May 26, 2004; minutes from that meeting are attached. Proper notification has
been executed and the request is on track to be heard at the July 12, 2004 Planning Commission
meeting.
As always, if the property is annexed into the city the applicant will be required to follow normal
development procedures which would include rezoning, preliminary/final plat review and if non-
commercial development ensues a site plan would be reviewed. If annexed, any development
proposed for the property would be required to meet the Owasso Zoning Code and the Owasso
Subdivision Regulations and any appropriate site engineering standards as prescribed by Public
Works including but not limited to paved streets and sidewalks. The property would be served
sewer by the City of Owasso and water by the Rural Water District #3 of Washington County.
The Owasso 2010 Land Use Master Plan calls for rural residential development in that general
area.
ANNEXATION COMMITTEE:
On June 30, 2004 the Owasso Annexation Committee convened to discuss the annexation
request, minutes are attached. Several members of the committee expressed deep concern with
the request, specifically related to providing efficient service. The Annexation Committee
unanimously recommended to deny the request.
RECOMMENDATION:
Staff recommends denial of OA 04 -05. The staff has found concern with the location of the
subject property as it is further from the contiguous Owasso limits than any recent annexation
request and would prove difficult at best to serve efficiently. Staff feels that annexing property
this far from existing services and service routes would be more costly for the city considering
the type of development planned for the property (single family residential). Staff also feels that
this area, although considered ripe for development by some would prove difficult to approve for
development of any type more intense than the rural residential development currently
surrounding the property.

1. CALL TO ORDER — Duane Cuthbertson called the meeting to order at 5:07 pm.
2. APPROVAL OF MINUTES FROM THE MAY, 26, 2004 MEETING — Rickey
Hayes moved, seconded by Steve Cataudella, to accept the minutes as presented.
The motion carried 7 — 0.
ANNEXATION REVIEW
ANNEXATION REQUEST OA 04 -05 — A request for the review and approval
to annex 160 acres of property located in the southeast comer of N. Sheridan Rd.
and E. 8e St. N. The property in question is the NW /4 of Section 26, T -21 -N, R-
13-E.
Duane Cuthbertson presented the annexation request and solicited discussion
from the committee. Joe Nurre stated that the nearest sewer is more than a mile
away from the subject property and although the developer would be responsible
for extending the sewer from the nearest stub to the site Mr. Nurre expressed
concern with extending utilities that far in one shot and questioned the prospect of
efficient use of such sewer line. It was pointed out that a majority of the
remainder of the section is divided into smaller (10 acres or less) rural residential
lots and there seems little prospect for future urban development in the section
therefore making the extension of utilities and service seem even more inefficient.
He also added that trash service to the area would be quite inefficient as well due
to the distance from existing service routes.
Eric Wiles agreed with the above comments and added that as far as he can recall
this request represents the furthest extension, at any given time, of corporate
boundaries in the history of Owasso. He added that this particular request
(skipping over undeveloped land) represents what most consider bad urban
planning policy. He stated that the stated intention of the developer to develop the
property into a moderately dense residential subdivision in line with the city's RS-
3 (Residential Single Family) zoning district is incompatible with existing
character of surrounding development and he went further to explain that these
intentions are inconsistent with the Owasso 2010 Land Use Master Plan as the
subject property is characterized as having rural to low density land uses.
Chief Dan Yancey submitted that any intensity of development in that area would
be impractical for the police force to sufficiently patrol due to its distance from
established patrol areas. He also stated that annexing property so far from
contiguous city limits will leave a large gap of non jurisdictional property
between the two city limits thereby exposing his patrolmen to unnecessary risk
and liability.
Staff asked if there were any reasons to annex the property. Rickey Hayes
responded by stating that if the property develops it may serve the City of Owasso
better to be able to ensure that the property develop to our standards. Mr. Wiles
replied that the City of Owasso has traditionally had influence on decisions
rendered by Tulsa Country regarding development around the City of Owasso and
that we will be given an opportunity to contribute to any possible future
discussions regarding the development of this tract of land in or outside of the city
limits.
Rickey Hayes made a motion to recommend denial of OA 04 -05, Steve
Cataudella seconded the motion to recommend denial. The motion was
unanimously carried 7 — 0.
4. ADJOURNMENT — Mr. Rooney moved, seconded by Mr. Hayes for
adjournment. The motioned carried 7 — 0. The meeting adjourned at 5:35 pm.
ANNEXATION POLICY
The following annexation policy for the City of Owasso is provided as a guideline and should not
be construed as inflexible requirements for annexation.
1. While there is no minimum tract size, properties of larger than 20 acres are preferable.
2. All properties should be contiguous to existing City limits.
3. All properties should be annexed into the City limits as the lowest zoning classification, that
is, Agricultural (AG). Landowners may then petition for rezoning if they desire further
development of their property. All legal uses annexed into the City will be legal, but non-
conforming, which means that they may continue but cannot be expanded without proper
zoning.
4. All public infrastructures that do not meet City standards will not be improved by the City until
brought to the City standard and accepted by the City Council. Such public facilities must be
improved at owners expense by the establishment of a special assessment district or some
other financing method.
5. Where a City limit boundary ends at a dedicated street, the boundary will not include the
street right -of -way. This policy will establish consistence and allow City employees and
citizens to know where the City boundaries are.
6. Properties that are rejected for annexation should not be considered for annexation for a six
month period after rejection by the City Council.

1 believe the attached represents many of the concerns of the residents surrounding the petitioned
annexation area.l began circulating it last night requesting residents of the section to sign. Of the ones
I visited with so far the vast majority live there because of their preference for a rural rather than an
urban setting. l can provide commentary voicing their stated opposition but obtaining signatures or
attendance at a hearing is yet to be determined.

Opposition Statement
June 30'h. 2004
Please see the attached copy of the annexation notice for the northwest quarter
of our section. We are currently opposed to the annexation and intend to voice
our opposition at the hearing on the 12th of July, for the reasons stated below:
-Most of us moved to this area for the rural lifestyle afforded outside of the city
limits and to avoid the congestion of a city environment.
-There are numerous owners with small acreages already in this section, making
annexation and denser housing development inconsistent with the surrounding
properties.
-The property is contiguous with the Owasso City fenceline but it is not
contiguous with any other property in the city limits. While technically compliant
with Owasso annexation policy, compliance with the intent of the policy is highly
questionable.
-It will be difficult to provide and maintain adequate police, fire, and utility _
services to this land, which is logistically removed from the existing Owasso
service area.
- Annexation and development will add traffic count to the already heavily traveled
86th street and the hazardous intersection at Sheridan.
- Development of the annexation area could lead to increased risks of grass fire,
noise, burglary, and vandalism of our property and livestock.
-Out of town owners are petitioning annexation to enhance their property value at
our inconvenience.
Contact us if you have questions, information, or comments. Our best chance to
defer this annexation to a more appropriate future date is to attend and oppose it
at the meeting on July 12th. Cities typically strongly consider the wishes of the
citizens affected. If you can not attend, please sign this statement below and

BACKGROUND
The City of Owasso has received a request from the First Free Will Baptist Church,
applicant/owner, to rezone approximately 42 acres, more or less. At this time it is our
understanding the applicant is requesting this rezoning as part of a process that will result
in additions to the existing church, school and day care and the development of senior
housing and recreational fields.
The church would like to utilize HUD (U.S. Department of Housing and Urban
Development) funding for the development of senior care housing. To secure those funds
the proper ground work must be in place, including the appropriate zoning district.
Existing Zoning Designation: AG
Proposed Zoning Designation: OM/RM -2
HEARING DATE: July 12, 2004, Planning Commission
LOCATION
The property is located in the northwest corner of East 106th Street North and U.S.
Highway 169. A general area map is attached for your review.
EXISTING LAND USE
A church and private school currently occupy the site.
SURROUNDING LAND USE
North: Vacant
South: Rural residential
West: Rural residential
East: U.S. Highway 169; along the western edge of the highway is a 100' strip of
intended right -of -way that is a part of the Garrett Creek development to the north. The
strip is not developed at this time.
PRESENT ZONING
AG (Agricultural District) — The property was recently annexed into the City of Owasso
and as a matter of policy properties are annexed in at the lowest land use classification.
The subject property is surrounded by AG (Agricultural District) — Tulsa County on all
sides except for Hwy 169 to the east.
ZONING HISTORY
In March, 2004 the Owasso City Council voted unanimously to annex the subject property
with no comments or concerns of record.
COMPREHENSIVE PLAN CONSISTENCY
The requested rezoning is compatible with the Owasso 2010 Master Plan as it identifies
the subject property as having a utilization of moderately intense commercial/office uses.
ANALYSIS
It is important to note that particular site details such as drainage, streets, and utilities are
appropriately discussed during the development review phases (plat and site plan) and not
during a rezoning hearing. During a public review a decision on zoning changes must be
based on one fundamental question: does the requested zoning allow a land use that is
appropriate for the subject property?
If the application is approved, seven (7) acres of property located in the southwest corner
of the subject area will be designated as RM -2 (Residential Multi- Family) for the senior
care multi - family facility, the remaining 35 acres (including the church facility) will be
rezoned to OM (Office Medium Intensity) to accommodate church and school expansion.
The requested rezoning designations are consistent with the applicant's intentions of
development.
The site is already occupied by a significantly sized church facility. The rezoning of the
35 acre parcel to OM would provide the proper zoning designation for the current use and
allow for normal expansion.
The seven (7) acre parcel of property identified for the requested RM -2 designation is
situated along E. 106'h St. N. west of the existing church. The arterial could provide
adequate primary access to and from the site. The RM -2 designation has the ability to
provide a transition to a lesser adjacent future use north and /or west and can also fit
compatibly along an arterial, as is the case in other parts of the city.
Staff has received no phone calls or correspondence from the public in regards to the
request. Letters were mailed to surrounding property owners on June 14, 2004 and the
legal advertisement was published in the Owasso Reporter on June 17, 2004. Copies of
both the letter to property owners and the legal advertisement are attached for your
information and review.
If the zoning request is approved, the land will still have to be platted in accordance with
municipal regulations in order for development to occur. Significant development will be
subject to a site plan review, at which time proposed and existing development will have to
meet the City's requirements. Stormwater detention will be required as will adequate
infrastructure including water and sewer and all other requirements such as sidewalks,
appropriate access and appropriate signage.
If the Commission approves this application it will then require City Council approval.
RECOMMENDATION
Staff recommends approval of OZ- 04 -08, thus rezoning approximately 42 acres, from
AG (Agricultural District) to a combination of RM -2 and OM (Residential Multi- Family
District and Office Medium Intensity District).

STAFF REPORT
BACKGROUND
The City of Owasso has received a request from Preston Lakes Development Group,
LLC., owner, for the review and acceptance of the Preston Lakes III Final Plat of 66
lots, in five (5) blocks on approximately 19.97 acres.
The Preston Lake III Final Plat was originally submitted to the Community Development
Department in May, 2004 and was on the June Planning Commission agenda however
due to delays related to flood plain permitting around the Elm Creek flood basin the plat
was pulled from the agenda. The plat has been resubmitted for Planning Commission
review during the July meeting. The current submittal proposes less than half of the
original Preston Lakes III platting area so as to leave off the section of the originally
platted area effected by the flood plain. The 19.97 acres currently up for review are
unaltered as to their layout from the previously reviewed submittal. As such the plat was

August, 1998: The City of Owasso reviewed and approved a PUD (Planned Unit
Development) for the Preston Lakes area including the subject property. The PUD
outlines the subject property as single family residential development.
April, 2003: The Owasso Planning Commission approved a preliminary plat for Preston
Lakes III. The conditions of that approval are listed below:
1. Addressing will be provided prior to the final plar submittal.
2. An addition to the covenants stating, "All single family residential structures shall
front to the street with the greatest building setback", is required.
3. Question whether Lot(s) 28 & 29, Block 1 and Lot 24, Block 3 can accommodate
residential structures. Please provide copies of house plans that can be
accommodated on these lots.
4. Please provide an access point along N. 161` E. Ave.
5. Hydrant locations must be coordinated with the City of Owasso Fire Department.
The conditions of the Preliminary Plat should be addressed during the Final Plat stage.
ANALYSIS
Whenever any subdivision of land is proposed, before any permit for the erection of a
structure in such proposed subdivision shall be granted, the owner of the land or his agent
shall apply for and secure both Planning Commission and City Council approval of a
final plat for such proposed subdivision.
At this point in the development process the subject property must have already been
annexed and exhibit the proper zoning for which the property is being platted. The Final
Plat review is the stage at which lot spacing, provisions for roads, utilities and drainage
are discussed. The property is already zoned for residential uses, as long as the lot and
block specifications proposed in the plat meet the criteria set forth in the Owasso Zoning
Code discussions relating to specific uses allowed on the property would have more
appropriately taken place during the rezoning hearing. Once the Final Plat is accepted by
the Owasso City Council the next step in the development stage is to have the
infrastructure reviewed and accepted by the City of Owasso and make application for
individual building permits.
The current owner /developer of the subject property and the greater area plans to develop
the area with residential uses. Preston Lakes III represents a continuation of the
residential segment of the proposed PUD plan for the area.
Several Reserve areas have been included in the platted area for the purpose of providing
drainage and detention services to the platted area. They will be reviewed as to their
adequateness at providing detention for the property. Before any building permits may
be issued all details related to drainage and street improvements shall be reviewed and
approved by the Owasso Public Works Department.
The subject property lies within the Elm Creek Sanitary Sewer Relief Area and will
subject to all applicable payback fees.
The proposal for single family homes on the Preston Lakes III final plat is consistent with
the Owasso 2010 Land Use Master Plan and is compatible with the most recent zoning
decisions rendered by the Owasso City Council and Planning Commission for the area.
The Preston Lakes III final plat proposes 66 lots on five (5) blocks and is subject to all
requirements set forth in the Owasso Zoning Code and the Subdivision Regulations
including livability space, which is the area of a given lot less areas dedicated to
easements and/or building setbacks. As there exist a large GRDA easement located
within the development area, lots abutting this easement will be scrutinized to provide the
minimum amount of livability space for housing development.
Any development that occurs on the subject property must adhere to all subdivision,
zoning and engineering requirements including but not limited to paved streets and
sidewalks. The proposed development will require no significant expansion of utilities or
infrastructure. Residential sewer service will be provided by the City of Owasso, while
water service will be provided by the rural water district #3 of Rogers County.
If the request is approved, Council acceptance will be required.
TECHNICAL ADVISORY COMMITTEE
The Owasso Technical Advisory Committee reviewed the Preston Lakes III Final Plat at
the regularly scheduled May 26, 2004 meeting. At that meeting utility providers and city
staff are afforded the opportunity to comment on the technical aspects of the development
proposal. The following comments were provided:
1. Provide a dedicated R -O -W for N. 153 Id E. Ave: through the reserve area on
the western edge of the plat.
2. Ensure that sidewalks are provided along all public roadways included in the
plat. Sidewalks along the reserve areas should be constructed during the
initial development phases.
3. Pay the Elm Creek Sanitary Sewer fee of $1580.00 per acre.
4. Pay the Owasso Storm Siren fee of $16 per acre.
5. Identify the flood plain, to include the affected lots on the plat.
6. Provide livability square footage for Lots 1 -7 of Block 2.
7. Coordinate Fire Hydrant location(s) with the Owasso Fire Marshall.
8. Extend the utility easement on the west side of Lot 1 in Block 6 south through
the reserve area to connect with Preston Lakes H.
9. Name streets and address lots per Community Development.
RECOMMENDATION
Staff recommends approval of the Preston Lakes III final plat contingent on the
successful execution of the Technical Advisory Committee conditions.

BACKGROUND
The City of Owasso has received a request from RECO Enterprises, applicant/owner, for
the review of a final plat for the proposed Owasso Medical Park addition. The applicant is
proposing seven (7) lots on one (1) block containing 5.00 acres, more or less.

The property is located at 10020 North 129`x' E. Avenue. A location map is attached for your

In May of 2004 the Owasso Planning Commission approved a Preliminary Plat for the
Owasso Medical Park consisting of seven (7) lots on one (1) block. Conditions of the
approval are listed below.

plat for such proposed subdivision.
At this point in the development process the subject property must have already been
annexed and exhibit the proper zoning for which the property is being platted. The Final Plat
review is the stage at which lot spacing, provisions for roads, utilities and drainage are
discussed. The property is already zoned for commercial uses, as long as the lot and block
specifications proposed in the plat meet the criteria set forth in the Owasso Zoning Code
discussions relating to specific uses allowed on the property would more appropriately take
place at the site plan review or at subsequent occupancy permit reviews. Once the Final Plat
is accepted by the Owasso City Council the next step in the development stage is the site plan
review at which time specific site development details are discussed. Once the site plan and
its subsequent site details are reviewed, inspected and approved the applicant may apply for a
building permit.
The Owasso Medical Park Final Plat is in anticipation of Dr. Ward and Dr. Housley
developing the property as a medical /dental office complex, which is consistent with the
properties current zoning designation of CS (Commercial Shopping District). The proposed
development is also consistent with the Owasso 2010 Land Use Plan as it calls for
moderately intense commercial /office activity in the general area.
As stated above, the developers are proposing to plat the property in order to create and
provide space for medical /dental office development. The site will be provided public access
through a mutual access easement extending from N. 129h E. Avenue. The applicant has
chosen to provide access via a private street. This decision allows the applicant to end the
street in a cul -de -sac and provide a 40' driveway width. As the driveway will be private the
applicant will be responsible for all improvements and maintenance. The proposed plat
demonstrates ample spacing and frontage for needs generally associated with office
development. Utility easements are established on the proposed plat. Adequate right -of-
way has been established on the plat for N. 129a' E. Ave. The plat proposes a reserve area in
the northwest section of the platted area. That reserve area is designated for a detention
structure suitable for the development of the entire platted area. The proposed plat is
compliant with standards set forth in the Owasso Zoning Code and Subdivision regulations
unless otherwise stated below.
Sewer will be provided by the City of Owasso. Water will be provided by Washington
County Rural Water District #3. The property will be assessed $16 per acre for a city wide
storm siren system as are other newly platted properties within the city limits.
Concurrent with the final plat review the applicant has requested the city review a site plan
proposing the construction of Dr. Ward's and Dr. Housley's offices on the eastern two lots.
The site plan is subject to the approval of this final plat.
The Owasso Medical Park preliminary plat was reviewed in May, 2004 under the name staff
provided name of Ward addition. The following conditions of approval were provided at that
time:
1. Establish a Mutual Access Easement for the private drive that will serve the lots.
2. Label the private driveway so that it is not confused as a public roadway.
3. Give the addition a name.
4. Provide 60' of Right -of -Way for N. 129h E. Ave.
5. Establish Limits of No Access along lot lines adjacent to N. 129a' E. Ave.
6. Pay the Owasso Storm Siren Fee of $16.00 per acre.
7. Ensure that sidewalks are constructed along all public roadways
8. Revise the legal description per the Owasso City Engineer.
9. Provide 20' utility easements along the front of all lots and along N. 129th E. Ave.
10. Provide standard language in the Deeds of Dedication specifying Gas provisions.
TECHNICAL ADVISORY COMMITTEE
The Technical Advisory Committee reviewed the Owasso Medical Park Final Plat at their
June 30th regular meeting. At that meeting, utility providers and city staff are afforded the
opportunity to comment on the application and request any changes or modifications. The
following comments were provided:
1. Community Development: Provide details outlining the ownership and maintenance
of the reserve area in the deeds of dedication.
2. Fire Marshall: Provide the name East 101" Place North for the private driveway.
3. Community Development: Address the lots according to the Owasso Community
Development Department.
4. Fire Marshall: Coordinate Fire Hydrant location with the Owasso Fire Marshall.
5. ONG /AEP: Provide standard language in the Deeds of Dedication for Oklahoma
National Gas and American Electric Power Company.
6. Rural Water District #3, Washington County: Establish a 20' Utility Easement
along the west boundary line of Lot 3.
7. Rural Water District #3, Washington County: Make the MA/E also a U/E.
8. Public Works /Community Development: Provide plans guaranteeing sewer service
to the site.
Staff recommends approval of the Owasso Medical Park Final Plat contingent on the
successful execution of the Technical Advisory Committee comments.

STAFF REPORT
The City of Owasso has received a request from RECD Enterprises, applicant/owner, for
the review and approval of a Site Plan proposing the development of two offices within the
Owasso Medical Park on 1.07 acres, more or less.
HEARING DATE: July 12, 2004

The property is located at 10020 North 129x' E. Avenue. A location map is attached for your
view.

In May of 2004 the Owasso Planning Commission approved a Preliminary Plat for the
Owasso Medical Park consisting of seven (7) lots on one (1) block containing the subject
sites.
ANALYSIS
By reason of potential adverse effects on public services or to neighboring land uses, site plan
review and approval is required for any commercial developments for the purposes of
assuring proper accessibility, circulation, functional relationships of uses, and compatibility
with adjoining and nearby development. No building permit shall be issued nor use
commenced within this development except in accordance with an approved site plan.
At this point in the development stage the subject property must have already been annexed,
exhibit the proper zoning district and be included in a subdivision plat. The site plan review
is the stage at which drainage, streets, sidewalks and other infrastructure and site
development issues are discussed. As the property is already zoned for commercial use,
office buildings such as those proposed are allowed. Once the site plan review is approved
the developer will apply for a building permit, before the permit can be issued public
infrastructure must be approved by the Public Works department.
The requested site plan review from RECO Enterprises is in anticipation of the development
of two dental offices within the Owasso Medical Park located at 10020 N. 12911 E. Ave.
These parcels of property are currently zoned CS — Commercial Shopping. According to the
Owasso Zoning Code dental offices are categorized under Use Unit # 11 (Offices and
Studios) and are allowed by right in a CS district. The proposed development is consistent
with the Owasso 2010 Land Use Master Plan as it calls for moderately intense commercial
activity in the area.
The developer is proposing to construct two office buildings, each approximately 3,800 $z in
size on parcels containing approximately 0.53 acres each The structures will front the
private street off of N. 129 h E. Ave. and will not present direct access to the arterial although
sidewalks will be required along N. 129" E. Avenue.
The site development is part of a larger medical/dental office complex envisioned by the
developers, Dr. Ward and Dr. Housley. Concurrent with this proposed site plan review the
applicants have also submitted for review the final plat within which this property resides
called Owasso Medical Park. It consists of seven () lots on one (1) block with one private
drive providing access. The site plan review is subject to the review and approval of the final
plat.
Drainage details are being reviewed for the overall development of the Owasso Medical Park.
The plan is to provide detention in the northwest comer of the development in a reserve area
which will serve all of the proposed lots. Again, these plans must be reviewed and approved
before any building permit may be issued.
This development will not connect to the recently announced Owasso Medical complex
which will occupy a site immediately south and west. The Owasso Medical Complex is
planned as a combination of a full service hospital, medical office complex and senior
housing.
The site will be served sewer by the City of Owasso. Water will be served by Washington
County rural water district #3.
TECHNICAL ADVISORY COMMITTEE
The Technical Advisory Committee reviewed the Ward and Housley office Site Plan at the
June 30, 2004 regular meeting. At that meeting, utility providers and city staff are afforded
the opportunity to comment on the application and request any changes or modifications.
The following comments were provided:
1. Public Works: Provide Finished Floor elevations on the Site Plan drawings.
2. Cox Communications: Provide a 2" conduit for service connection from the nearest
utility pole.
3. Oklahoma Natural Gas: Coordinate establishment of gas services to proposed
development and to future lots in the development.
4. Public Works: Provide plans guaranteeing sewer extension and service.
RECOMMENDATION
Staff recommends approval of the Ward & Housley site plan contingent on the successful
execution of the TAC conditions and acceptance of the Owasso Medical Park Final Plat.

Appendix "D — By -Laws of the Owasso Planning Commission" of the Owasso Zoning
Code requires that officers be elected on the first meeting following July 1" of all even
