Rezoning Request — OZ -99 -02 — Charles Norman, Kaiser Francis Oil — A request for
rezoning of 9.46 acres, more or less, from OL (Office Low Intensity District) to OM
(Office Medium Intensity District). The subject property is located on the south side of E
86`s Street North approximately 700 feet east of the intersection of E 86' Street N and N
129' E Avenue.
6. Vacation of Plat — ROC Owasso — A request to vacate Lot 8, Block 1, ROC Owasso

8. Preliminary Plat — Fairways IV Extended — A request for review of a preliminary plat for

The agenda for the regular meeting was posted in the Owasso City Hall, 207 S Cedar, on
January 7, 1999 at 3:00 PM.
1. CALL TO ORDER - Chairperson Ray Haynes called the meeting to order at 7:00 PM
and declared a quorum present.
2. ROLL CALL
3. CONSIDER APPROVAL OF THE MINUTES OF DECEMBER 8, 1998 REGULAR
MEETING. - The Commission reviewed the minutes of December 8, 1998 Regular
Meeting, Bob Randolph moved, seconded by Charles Willey to approve the minutes,
with the exception of Items 4 and 5 do to an error of the legal description on the
December 8, 1998 Agenda these two items will need a revote. A vote on the motion was
recorded as follows:

4. Rezoning Request - OZ -98 -14 - Larkin Bailey Foundation - A request for rezoning of
408.7 acres, more or less, from AG (Agriculture District) to RS -3 (Residential Single -
Family High - Density District), RM -2 (Residential Multi - Family District), OL (Light
Office District), CG (General Commercial District), and CS (Shopping Center District).
The subject property is located between Mingo Road and Garnett Road and E 96th Street
N and E 106th Street No. Due to an erroneous legal description presented in the
December 8, 1998 Agenda, City Council has referred the item back to the Planning
Commission for consideration and recommendation.
Theron Warlick explained to the Commissioners that do to an error in the legal
description on the December 8, 1998 agenda, this item has been referred back to the
Planning Commission for action.

5. OPUD 16 - The Lakes at Bailey Ranch - A request for approval of a planned unit
development for Kourtis Properties, LLC. The applicant has submitted the Lakes at
Bailey Ranch, a mixed -use development plan for the north half (n /2) and portions of the
southwest quarter (SW /4) of Section 18, T -21 -N, R -14 -E, City of Owasso, Oklahoma.
The property is located between Mingo Road and Garnett Road and E 96th Street N and
E 106th Street No and contains 408.7 acres more or less. Due to an erroneous legal
description presented in the December 8, 1998 Agenda, City Council has referred the
item back to the Planning Commission for consideration and recommendation.
Theron explained the error in the legal description which was on the December 8, 1998
agenda.

6. Annexation Request - A & W Land Development - A request for the annexation of
property for A & W Land Development, Incorporated. The subject property is described
as a tract of land lying in Section 6, Township 21 North, Range 14 East, Tulsa County,
Oklahoma containing 71.62 acres, more or less. The subject property is located to the
northwest of N 109th E Avenue, adjacent to the Country Estates II subdivision.
Theron Warlick presented the item. The subject property is zoned AG (Agriculture) in
Tulsa County and would also be zoned AG upon annexation. The Owasso Annexation

Committee reviewed the subject property at their January 11, 1999 meeting. Technical
Advisory Committee reviewed the request on November 25, 1998. There was a lengthy
discussion regarding the northern portion of the property lying in the Washington County
Rural Water District #3. Mr. Bill Williams was present to answer questions.
Ray Haynes moved to approve the annexation request, Bill Ellison seconded the motion.

7. Revised Final Plat - Country Estates III - A request for review of a final plat for Country
Estates III a 17.37 acre, 61 -lot subdivision. The subject property is zoned RS -3
(Residential Single - Family High Density) and is generally located west of the Country
Estates I Addition.
Theron Warlick presented this item to the Commissioners. The property lies between
Country Estates I & II Additions to the east and Westport Addition to the west. The
developer will be required to complete the construction of acceleration /deceleration lanes
and sidewalks on E 116th Street North during the construction phase of the subdivision.
The Technical Advisory Committee reviewed the plat at the November 25, 1998 meeting
and all recommendations have been incorporated into the final plat. Staff recommends
approval of the revised final plat with the following condition:
1. That acceleration /deceleration lanes and sidewalks on E 116th Street North
be completed during the construction phase of the subdivision.
Charles Willey moved to approve the revised final plat, subject to the above staff
recommendations. Larry Helton seconded the motion. A vote on the motion was

SUBJECT: REZONING — OZ -99 -01
JOHNSON PROPERTY

BACKGROUND
APPLICANT AND STATUS OF APPLICANT: Charles E. Norman, applicant and attorney for
purchaser.
REQUESTED ACTION AND PURPOSE: A request for rezoning of 4.26 acres, more or less,
from OL (Office Low Intensity District) to CS (Commercial Shopping Center District) (.79
acres), from RS -3 (Residential Single - Family High Density District) to CS (2.42 acres), and from
RS -3 to OL (1.05 acres).
LOCATION AND SIZE: The subject property is located north of E 96' Street N, west of the
Owasso Expressway. The subject tract is located in the interior of the SE/4 (NW /4 SWA SE /4)
of Section 17, T -21 -N, R -14 -E. The rezoning is relatively small and proposes to "square off' a
tract that can then serve as a site for a new commercial development planned to front on the north
side of E 96u' Street N. The rezoning proposes to create 3.21 acres of CS property, to be
surrounded a 1.05 acres buffer strip of OL zoning.
The OL portion of the proposed rezoning will join with an existing buffer strip to the north, as
well as OL property to the south. The buffer strip is only 50 feet wide. This strip is suitable for
a landscape easement that will separate commercial from abutting residential property.
A map of the proposed rezoning and legal description of the subject property and proposed zoning
districts are attached for your information and review.
EXISTING LAND USE: The subject property is currently undeveloped.
SURROUNDING LAND USE: The surrounding property is undeveloped. To the northwest of
the subject property (approximately 300 feet at its nearest point), Bailey Ranch Estates H is under
construction. The proposed rezoning, which includes a 50 foot OL (landscape) buffer, makes
adequate provisions for the separation of land uses.
APPLICABLE REGULATIONS: The Zoning Code for the City of Owasso, Chapter 15
"Amendments ", Chapter 4 "Residential District Provisions ", Chapter 5 "Office District

Provisions ", and Chapter 6 "Commercial District Provisions ".
SITE INFORMATION: The site is relatively flat and serves as agricultural land. The proposed
rezoning may ultimately result in the realignment of a small drainage ditch to follow the landscape
easement. This item can be addressed, if necessary, during the platting, site planning, and
construction drawing phases of the planned development.
Although the subject property lies within the service area of the Rural Washington Water District
#3, there is also a City 12 -inch water main available on the north side of E 96" Street N. An 8 -inch
sewer line is available to the south of the subject property approximately one - eighth mile to the
west of the subject property. No obvious barriers to development were noted in the staff review.
ANALYSIS
The 1985 comprehensive plan update indicates high intensity industrial uses to be appropriate for
the subject property as well as for property to the east to the Owasso Expressway. The Johnson
rezoning has rendered this portion of the comprehensive plan obsolete. Instead, the Johnson
rezoning (April 1998) provides for a combination of commercial shopping center and single -
family high- density residential. Light office district serves as a buffer between the contrasting
uses. In some places the OL zoning can accommodate office development, but in most areas the
OL zoning is too narrow for development and serves to provide room for a landscape easement.
A conceptual master development plan was submitted with the April 1998 rezoning. The
original plan indicates that the major commercial shopping facility would front on the Owasso
Expressway. The proposed rezoning represents a minor change that would allow the major
tenant to front on E 96" Street N. This change in zoning is consistent with the previous zoning
actions and will result in only a minor change in the previous development plan.
The continued development of this property will require careful planning. The inclusion of
landscape easements, access points, and acceleration/deceleration lanes during the platting
process will be critical for the successful development of the property. The proposed zoning
change is consistent with previously approved changes, and there are no obvious barriers to
development noted at this time.
RECOMMENDATION
Staff recommends approval of OZ- 99 -01.

REQUESTED ACTION AND PURPOSE: A request for rezoning of 9.46 acres, more or less,
from OL (Low Intensity Office District) to OM (Medium Intensity Office District). The purpose
of the request is to increase the FAR (Floor Area Ratio = Floor Area _ Lot Area) from 25% to
approximately 30 %.
LOCATION AND SIZE: The subject property is located on the south side of E 86' Street N,
east of N 129b E Avenue. The 9.46 acre subject tract lies to the east of and abuts ROC Owasso
Addition.
A map of the proposed rezoning and legal description of the subject property and proposed zoning
districts are attached for your information and review.
EXISTING LAND USE: The subject property is currently undeveloped and is planned to contain
a large, two -story medical office facility.
SURROUNDING LAND USE: Albertson's is currently under construction to the west of the
subject property. Albertson's will serve as an anchor for a larger shopping center containing stores
on either side. The entrance to the Greens at Owasso lies to the east of the subject property and the
apartments of the Greens are located to the south.
APPLICABLE REGULATIONS: The Zoning Code for the City of Owasso, Chapter 15
"Amendments ", Chapter 5 "Office District Provisions ".
SITE INFORMATION: The site is relatively flat and currently undeveloped. Water is available
to the subject site via a 12 -inch water main on the north side of the site and the Elm Creek
Interceptor will ultimately serve the site. No barriers to development were noted in the staff review.

ANALYSIS
The 1985 comprehensive plan update indicates low intensity residential at the subject site.
Subsequent rezoning by the Kaiser Francis Oil Company (October 1995) established a higher
intensity land use pattern on the south side of E 86' Street N. The southeast corner of E 86'
Street N and N 129' E Avenue was zoned commercial (the Albertson's site). To east of the
commercial property, office zoning was established. The Lindsey rezoning (January 1998)
continued the trend towards higher land use intensity in the area by establishing multi - family
residential zoning to the south of the subject property at the Greens at Owasso. These rezonings
represented a coordinated effort to increase the land use intensity in a very large area (344 acres)
and this rezoning now serves as the ruling guide for the subject property. The present land use
pattern will ultimately be reflected in the City comprehensive land use plan that is now in
development.
The rezoning request from OL (Office Low Intensity) to OM (Office Medium Intensity) is
consistent with the established land use pattern for the area and represents only a minor change.
The purchaser plans a large, 2 -story medical mall on the site. The proposal would change the
maximum allowable Floor Area Ratio from 25% to 50 %, however landscaping and high parking
requirements for medical offices will limit the potential FAR on the site to approximately 30 %.
RECOMMENDATION
Staff recommends approval of OZ- 99 -02.

BACKGROUND
The owner, Kaiser Francis Oil Company, has requested a partial vacation of the ROC Owasso
Addition to the City of Owasso. The subject property is located on the south side of E 86' Street
N, between the Albertson's site and the proposed rezoning (case # OZ- 99 -02) also included in this
agenda. A copy of the ROC Owasso plat with Lot 8 highlighted is attached for your information
and review.
The proposal would also remove all easements on the subject property. Also in this agenda is a
proposal for a final plat for ROC Owasso H. ROC Owasso II proposes to include the subject
property in a replat with new easements and an expanded drainage reserve. The partial plat
vacation is the second step in a series of requests before the Planning Commission that are required
to create the planned two -story medical mall:
1. Request the zoning,
2. Request to vacate portion of existing plat,
3. Propose a new, one -lot plat,
4. Propose a site plan (to be reviewed at a future meeting).
The Owasso Technical Advisory Committee reviewed the plat vacation at its January 27, 1999
regular meeting. The applicant does not propose the vacation of any existing drainage reserve areas
or necessary easements. There were no concerns voiced with the proposal.
Because Kaiser Francis Oil Company and their co- owners are the sole owners of 100% of ROC
Owasso, the partial plat vacation can be accomplished by City Ordinance.
RECOMMENDATION
Staff recommends partial plat vacation of the final plat for ROC Owasso.

BACKGROUND
The City of Owasso has received a request to review a final plat for ROC Owasso II, a 1 lot, 16.85
acre subdivision described as part of the NWA of Section 28, T21N, R14E, located on the south
side of E 866' St. N east of N 129"E Avenue. The proposal will replat the easternmost portion of
ROC Owasso and will plat additional land to the east. The subject property is also located to the
south and across the street from the FFA property which contains a softball field, show barn, and
wetlands. The property is located to the north of the Greens at Owasso. A location map is
attached for your information and review. Vacation of the portion of ROC Owasso will be by
separate instrument.
The subject property is zoned CS (Shopping Center Commercial) and OL (Office Low Intensity),
Wilf a osal prop to rezone -the OL portion of the subject property to OM (Office Medium
Intensity). While the subject property would have split zoning, the tract would be in compliance
with zoning code so long as dimension or legal description establishes the zoning district
boundaries. In this case, an exact zoning boundary legal description has been provided in OZ-
99-02.
Bulk and area requirements for CS and OM district are virtually identical, as are sign regulations.
Of course, there is a distinction in the permitted uses. Therefore as a condition of approval, staff
recommends that so long as the proposed lot contains split zoning, with respect to bulk and area
requirements as well as principal and accessory permitted uses, the most restrictive zoning
district shall govern the manner in which the entire property is developed and maintained.
ANALYSIS
At its discretion, the Planning Commission can combine preliminary and final plat procedures into
one action. The proposed one -lot subdivision was submitted as a preliminary plat. Staff found that
there were no TAC committee objections to moving directly to final plat. As there are no
infrastructure or easement requirements, or other unusual circumstances that would benefit from a
two -step review, staff recommends to the Planning Commission that the subdivision be reviewed as
a final plat.

The comments are summarized as follows:

required.
2. OPWA
a. Phil Lutz required for hydrological analysis for construction drawings,

a. Requested that 25' water u/e dedicated by separate instrument on west
property line be expanded to 45' to allow room for additional utilities.
The engineer for the developer has amended the plat to reflect the recommendations of the
Technical Advisory Committee. The corrected instrument is included within this packet.
Water and sewer are available to this site. However, if the planned development requires additional
water or sewer lines, permits will be required from the Oklahoma Department of Environmental
Quality prior to this item being placed on the Council agenda.
Staff recommends approval of the final plat for ROC Owasso II with the following conditions:

BACKGROUND
The City of Owasso has received a request to review a preliminary plat for Fairways IV Extended
Addition, a 17.37 acre development adjacent to E 96'b Street N to the north Fairways IV to the
south and east, and Bailey Ranch Golf Course to the west. The subject property is previously
unplatted land, proposing to contain 22 lots.
The property can be described as a continuation of residential development on the northern portion
of the golf course. The subject property is zoned PUD (Planned Unit Development) which allows
for several different types and sizes of single- famil} residential development. No commercial,
office, or multi - family development is proposed in this final plat. The lot sizes are larger than the
minimum standard in an RS -3 zoning district. Although the subdivision abuts E 96" Street N, there
are no new access points proposed on the arterial street. Instead, the subdivision will derive access
from a collector street in Fairways IV (N 101` E Avenue). Drainage will be conveyed from east to
west and released into the drainage pond to the west of the subject property via a pipe to be located
between lots 10 and 11.
The Technical Advisory Committee reviewed the preliminary plat at their January 27, 1999 regular
meeting. At that meeting, utility representatives and the Public Works department were invited to
comment on the proposed plat. Phil Lutz of the Public Works Department required a drainage
easement between Lots 10 and 11. Community Development staff noted that street names would
need to be completed on the plat. There were no other easement requests or concerns voiced
regarding the plat.
The construction plans are separate process from the platting process. Applicants are required to
submit construction plans between the preliminary and final plat stages of development. The final
plat will not be acted upon by the City Council until construction plans are approved by the
Engineering Division of the Public Works Department, and water and sewer permits have been
issued by the Oklahoma Department of Environmental Quality.
RECOMMENDATION
Having had all plat comments addressed by the applicant, staff is recommending approval of the
preliminary plat of Fairways IV Extended.

Family Medium Density). In 1996, Friendship Baptist Church received a Special Exception from
the Owasso Board of Adjustment permitting them to build a church in a residential district.
The subject property is surrounded by a large agricultural tract located in Tulsa County (the Dairy
Farm) to the west, a portion of the Greens at Owasso planned for multi- family to the south,
undeveloped land zoned OL (Office Low Intensity) to the east, and Silvercreek Addition to the
north across E 86' Street N.
ANALYSIS
At its discretion, the Planning Commission can combine preliminary and final plat procedures into
one action. The proposed one -lot subdivision is located on reasonably flat, undeveloped
agricultural land and there is no new internal infrastructure proposed. The Owasso Technical
Advisory Committee was asked if there were any conditions, circumstances, or complications with
this site that would benefit from a two -step review and no objections were noted. Staff
recommends to the Planning Commission that the subdivision be reviewed as a final plat.
The Owasso Technical Advisory Committee reviewed the plat at their January 27, 1999 meeting.
At that meeting, utility representatives and the Public Works department were invited to comment
on the proposed plat.
The comments are summarized as follows:

b. Acceleration/deceleration and sidewalks on E 861' Street N required.

The engineer for the developer has amended the plat to reflect the recommendations of the
Technical Advisory Committee. The corrected instrument is included within this packet.
Acceleration/deceleration lanes are shown on the site plan that is attached to the plat. Sidewalks
are not shown on E 86' Street N. A grading plan is also attached.
A 12 inch water main is available on -site on the north side of the property along E 86"' Street N.
Sanitary Sewer will be available to the site via the Elm Creek interceptor. If the installation of
additional water and sanitary sewer lines are required to service the site, permits from the
Oklahoma Department of Environmental Quality will be required before the plat is presented to
City Council.
RECOMMENDATION
Staff recommends approval of the final plat for Friendship Baptist Church with the condition that
sidewalks be installed on E 86" Street N.

BACKGROUND
The City has received a request for review of a site plan for Friendship Baptist Church. The subject
property is located on the south side of E 86th St. N to the west of N 145'" E Avenue. The
subject property is zoned RS -2 (Residential Single - Family Medium Density). In 1996,
Friendship Baptist Church received a Special Exception from the Owasso Board of Adjustment
permitting them to build a church in a residential district.
The subject property is surrounded by a large agricultural tract located in Tulsa County (the Dairy
Farm) to the west, a portion of the Greens at Owasso planned for multi - family to the south,
undeveloped land zoned OL (Office Low Intensity) to the east, and Silvercreek Addition to the
north across E 86' Street N.
436 parking spaces including four handicapped spaces. The gross number of parking spaces is
satisfactory for a building of this size and type, however, handicapped parking will need to be
increased from four to nine spaces. Drainage for the site will be handled through a sized detention
pond in the southwest portion of the lot. An existing drainage ditch will be realigned and regraded
along the west property line and the detention pond will slow - release into the ditch via a 6 X 8 inch
box culvert.
There is only one access point on E 86' Street N across from N 1415` E Avenue. Staff had asked
that the applicant limit access onto E 86' Street and align the access with the entrance to
Silvercreek Addition. Circulation on the site is linear, designed to feed slowly feed traffic towards
the exit. Acceleration/deceleration lanes are shown on the site plan. Sidewalks are not shown on E
86" Street N.
A detailed landscape plan has not been submitted at this time. Staff recommends that landscaping
in accordance with an approved plan be installed prior to issuance of a certificate of occupancy.
The Technical Advisory Committee reviewed the site plan at its January 27, 1999 meeting. There
were very few questions regarding the proposal.

BACKGROUND
The applicants have requested the vacation of a portion of the Forest Drive Industrial Park (March
1980). The subject property is described as part of the NEA SEA SEA of Section 30 T-21-NR-14-
E, Tulsa County. The subject property is further described as Block 1, Lots 3, 4, & 5, and Reserve
"A" of Forest Drive Industrial Park. The subject property is located north of E 76' Street Non the
west side of the Owasso Expressway and is the planned site for Twisters theater. A copy of the
Forest Drive Industrial Park plat is attached for your information and review.
The portion proposed for vacation is approximately six acres in size. The Planning Commission
typically sees reserve areas set aside on plats for the purpose of drainage. As there is a large
drainage ditch to the west of the property, drainage was not the purpose of this reserve area.
Reserve area "A" of this plat was set aside specifically for "...future replatting into streets, lots, and
blocks and any additional easement as necessary all according to the City of Owasso Code and
prior to the issuance of any building permit for any structure upon Reserve
In January 1998, the Planning Commission approved a lot split that created three new lots on the
subject property. A copy of the lot split drawing is also attached for your information and review.
In order to develop however, the applicant must vacate the underlying portions of the old plat. The
applicant has not requested to remove the existing easements on the property at this time. A 15 foot
utility easement between Lots 1 -6 and Reserve "A' (used by PSO) will remain as will a 10 foot
ONG easement (by separate instrument) and an additional 10 foot easement also located along the
north property boundary.
The Owasso Technical Advisory Committee reviewed the plat vacation at its January 27, 1999
regular meeting. The comments are as follows:

The City has received a request for review of a site plan for Twisters. The proposed movie theater
is located north of E 76h Street N on the west side of the Owasso Expressway. The subject property
is further described as Block 1, Lots 3, 4, & 5, and Reserve "A" of Forest Drive Industrial Park and
is zoned CS (Shopping Center Commercial).
Abutting the subject property are a real estate office to the southeast and two automotive repair
businesses to the northeast. The businesses reside in the Forest Drive Industrial Park and are zoned
IL (Light Industrial). Abutting the subject property on the west is the Owasso Public Schools bus
depot. To the north of the subject property is a narrow strip of CG (General Commercial) property
that remains undeveloped save for an undedicated extension of Second Street. The south side of
the subject property faces the rear of Streets, a commercial shopping center fronting on E 76' Street
N.
A large drainage ditch, actually an unnamed Bird Creek tributary, flows generally north to south
through the middle of the subject property. According to the current FEMA (Federal Emergency
Management Agency) floodway map panel for the subject site, most of the subject property lies in
the 100 year floodplain, with a significant portion in the actual floodway of the tributary. A copy of
the flood map with approximate lot lines sketched by staff is included for your information and
review. This site is not described as an FD (Floodway Supplemental District), thus Chapter 9 of the
Owasso Zoning Code does not apply to this site. Nevertheless, the subject property is defined as an
area of special flood hazard and applicants must comply with City regulations. Specifically,
Owasso Zoning Code Appendix C, Chapter 4, "Flood Hazard Regulations" and Owasso City Code,
Part 12, Chapter 4, "Flood Damage Prevention" will require the applicants to submit an application
for a Development Permit. The floodplain administrator will review the permit for compliance with
the aforementioned codes. One of the duties of the floodplain administrator is to ensure that all
state and federal permits are obtained prior to approving a development permit.
Construction involving alteration of a FEMA defined floodway and/or floodplain will require
review and approval by the US Army Corps of Engineers, most likely in the form of a Section 404
permit. No development permit will be issued until this and any other required permits are
received and all local requirements are met.

feet of floor area. The developer proposes 278 parking spaces and 7 handicapped spaces (22s and
7 handicapped spaces are required). Traffic circulation on site is adequate. The subject property
was subdivided with a lot split (OLS- 98 -02). A copy of the lot split drawing is attached for your
information and review. The building is located on Tract B of the lot split. Parking is located on
tracts A and C. Off - street parking is permitted as a principal use within a CS district, however, the
applicants are advised that any change from the proposed uses on Lots A and C will require a
revised site plan for the movie theater and/or a parking variance from the Board of Adjustment.
The applicants show a paper road going from east to west on the subject property. It is important to
note that this road is not a dedicated street as evidenced by the location of parking within the
implied road boundaries. The applicants have suggested that Broadway or First Streets could be
extended through their development site to intersect with the Owasso Expressway. While this is
may be feasible and even offer new redevelopment opportunities in downtown, it seems highly
unlikely that the City would extend a street to this property so long as it remains a mere paper road
on a site plan. Future discussion of the possibility of a street extension would best be initiated with
a dedication of right -of -way on the subject property.
Drainage for the south half of the site will flow to the center of the parking lot into a 24 inch pipe
that will convey water to the tributary. Drainage on the north half will be handled similarly through
a pipe at the northeast corner of the site.
The Technical Advisory Committee reviewed the site plan at its January 27, 1999 meeting. There
were very few questions regarding the proposal. The applicants are planning to submit a detailed
landscape plan, but have not done so at this time.
RECOMMENDATION
Staff recommends approval of the site plan with the following conditions:
1) That the applicants submit an application for a development permit. Further, that this
application be accompanied by all required state and federal permits,
2) That acceleration/deceleration lanes and sidewalks be installed on the Owasso
Expressway frontage,
3) That the applicants submit a detailed landscape plan for review and approval by the
Planning Commission prior to issuance of a building permit. Further, that all
landscaping be installed according to the plan approved by the Planning Commission

BACKGROUND
The City has received a request to review a site plan for an office building to be located on Lots
3, 4 & 5, Block 19, Original plat of Owasso. The proposed building is generally located at 104
W Broadway Street, between Main and Atlanta Streets. The subject property is zoned CH
(High- Intensity Commercial).
Although the site is comprised of three lots, they are all quite narrow (each is 25 feet wide). The
County Assessor's Map indicates that all three lots have been tied together although the date
when this was accomplished is uncertain. The lot is 140 feet deep and there is a 20 foot wide
alley to the south of the subject property.
To the west of the subject site, the Owasso Tire Barn is under construction. Tunes, a small, blue
metal building is located to the east fronting on Main Street. To the south of the subject property
across the alley is a occupied single - family residence. To the north of the subject property is the
Owasso Public Library.
Parking and loading is satisfactory for a building of this size and type. The developer proposes 13
spaces including 2 handicapped spaces. On -site traffic movement is one -way, entering from
Broadway and exiting through the alley to the south. The site will drain from south to north and the
parking lot will provide detention with raised curbs. Although the structure and building occupy
almost the entire site, the builder has cooperated with staff in providing a landscaping plan that tries
to capitalize on the small amount of open space available.
The Technical Advisory Committee reviewed the site plan at its January 27, 1999 meeting. Bob
Pierce from PSO indicated that an easement would be required in order to provide service from the
alley. This easement would need to be dedicated by separate instrument and Mr. Pierce provided
the applicant with a PSO representative who could facilitate this process.
RECOMMENDATION
Staff recommends approval of the site plan

OWASSO HIGH SCHOOL AUDITORIUM
DATE: February 4, 1999
BACKGROUND
The City has received a request for review of a site plan for a 46,053 square foot auditorium on the
grounds of the Owasso High School. The subject site located generally at the northeast comer of E
86s' St. N and 129" E Ave. The auditorium is to be situated between the gym to the north, and
classrooms to the west. A large parking lot is located to the south, tennis courts to the southeast,
and an additional, unconnected parking lot is located to the east.
Parking and loading is satisfactory for a building of this size and type. The applicant shows 1,217
parking spaces, which parking needs for the auditorium as well as adjacent classrooms.
Drainage for the site is handled by the wetland to the southeast of the auditorium and its capacity is
sufficient to contain the additional runoff. Staff has concerns about interior traffic movement, with
too many access points on the subject property, many of which are poorly located. This is an
existing condition, however, and it is difficult to see how the auditorium addition could worsen the
situation. The most frequent use of the auditorium will be when the parking lot is least needed for
other purposes (i.e. in the evenings). The applicant has agreed to meet with staff with the
understanding that access management on the site is an important, but separate issue.
One access issue needs to be addressed in the site plan. The Owasso Fire Department has noted
that the parking layout does not provide adequate turning radii for fire trucks to reach the proposed
auditorium. According to the Fire Chief, the installation of fire lanes can provide an acceptable
solution. He noted the difficulty with fire lanes however, in that they limit the ability to reposition
vehicles. Moving a large number of emergency vehicles using only fire lanes can be difficult.
A favored solution for the fire department would be the ability to have uninterrupted access around
the entire perimeter of the classroom, gym, and auditorium complex, allowing perimeter movement
as needed. Chief Allen noted that the High School has a high exposure hazard, meaning that the
close proximity of the buildings can allow the fire to spread from structure to structure very
quickly. Installing a road between the tennis courts and the proposed auditorium would improve
circulation for the entire high school site and improve access around the auditorium.

Planning staff would also like to see the installation of a road for other reasons. As noted, access
and interior circulation stand improvement. In a recent independent engineering study presented to
the City in December 1998, a same loop was recommended at the same location as part of an
overall access management plan for the high school. The engineering study also recommended the
closing of several curb cuts. A drawing of the engineering study as it pertains to the high school
site is attached for your information and review. While acknowledging the problems and agreeing
to install fire lanes, the applicant has stated that there may not be funds available to install the
recommended roadway at this time.
The Technical Advisory Committee reviewed the proposal via mail this week. Utility companies
noted that services are already available on site and no problems were noted. The applicant should
contact them directly for arrangements. The Police Chief also cited safety issues regarding multiple
access points.
RECOMMENDATION
Staff recommends approval of the site plan with the following conditions:
1) hat the applicant provide fire lanes as needed for fire protection of the auditorium,
That the applicant install a roadway between the tennis courts and auditorium for
emergency access around the auditorium,
3) at the applicant agrees to meet with concerned City officials and their agents
regarding access management issues within the next 60 days.

The parking for the new Performing Arts Center is expected to be provided by the existing
parking areas directly to the south, with some additional parking just to the east of the new
building. TEC would recommend that the City of Owasso consider the installation of a two (2)
lane roadway, which would connect the parking area directly south of the new building to the
circulation road running around the campus. This will allow some of the traffic generated by the
new Performing Arts Center to also use existing Driveway No.'s 1 and 7. This roadway could be
place just north of the tennis courts, as shown in Figure 7.
The access for the Eighth Grade Center, as previously stated in this report, is expected to draw a
number of left turning vehicles. Although the number of left turning vehicles is not expected to
exceed the requirement for the addition of a left turn bay (between 100 -125 left turning vehicles),
TEC would recommend that the left turn bays be added for this access point.
The Pamela Hudson Elementary School which is located right on the corner of N. 145'h E.
Avenue and E. 86' Street N. will also have its access effected by new roadway in this area.
Although the proposed roadway by CH2M Hill will be adequate to service the traffic, TEC would
like to take this opportunity to make a couple of comments in general about elementary schools
on arterial streets. As the City of Owasso grows in population and the need for schools increases
there are some recommendations that TEC would make about the location of elementary schools
in the future. TEC would not recommend that any elementary school be located on an arterial
street. Since arterial streets are generally multi -lane high speed facilities, they are not therefore
conducive to the presence of elementary age children. TEC would recommend that the location of
future elementary schools be placed interior to neighborhoods where the traffic that is attracted by
them can be placed on local streets which generally have less traffic and a lower speed limits.
Should this not be possible and the school has to be placed along a city street, TEC would
recommend a two (2) lane lower speed collector street rather than an arterial street. If the City
has no choice but to locate the school on the arterial street, TEC would recommend that the City
do everything in its power to not locate the elementary school at the corner of two (2) arterials,
but rather place the school mid mile, between section line roads, in order to get the drive for the
school as far away as possible from busy intersections.
