6. Preliminary Plat - Fairways VI - A request for the review of a preliminary plat for
Fairways VI, a 15.3 acre, 43 lot subdivision located in the Northwest Quarter (NW /4) of
Section 19, Township 21 North, Range 14 East, Tulsa County, Oklahoma. The subject
property is located on the east side of Mingo Road.
Final Plat - Brentwood Village - A request for the review for a final plat for Brentwood
Village, a 20.48 acre, 64 lot subdivision located in the West Half (W /2) of the Southeast
Quarter (SE /4) of Section 21, Township 21 North, Range 14 East, Tulsa County,
Oklahoma. The subject property is generally located north of E 86h Street N, midway
between N 129' E Avenue and N 145' E Avenue. The proposed plat is an extension of N
139 E Avenue, and will connect Brentwood Estates to the south with the Proposed
Nottingham III Addition to the north.

The agenda for the regular meeting was posted in the Owasso City Hall, 207 S Cedar, on May 7,
1999 at 3:30 PM.
1. CALL TO ORDER - Chairperson Ray Haynes called the meeting to order at 7:03 PM
and declared a quorum present.
2. ROLL CALL
3. CONSIDER APPROVAL OF THE MINUTES OF APRIL 13, 1999 REGULAR
MEETING. - The Commission reviewed the minutes of April 13, 1999 Regular Meeting,
Charles Willey moved, seconded by Bob Randolph to approve the minutes. A vote on the
motion was recorded as follows:

4. OZ -99 -07 - A & W Development - A request for rezoning of 71.62 acres, more or less,
from AG (Agriculture) District to RS -3 (Residential Single - Family High Density)
District. The subject property is described as a tract of land in Section 6, Township 21
North, Range 14 East, Tulsa County, Oklahoma. The subject property is located to the
northwest of N 109'h E Avenue, adjacent to the Country Estates Il subdivision.
Theron Warlick presented the item to the Commissioners. The property is currently
undeveloped. The subject property lies in the service area of Rural Washington Water
District #3, although the City of Owasso will serve the southern portion. Notice was
posted and letters were mailed to residents within 300' of the subject property. Staff
received one call from a resident that lived on E 120' Street. She did not want the street
connection between the subdivision and her street. There was a resident of E 1201' Street
present to address concerns with the streets being connected.

5. Preliminary Plat — Country Estates IV — A request for review of a preliminary plat for
Country Estates IV Addition, a 44.74 acre, 168 lot subdivision, located to the north of
Country Estates III and west of Country estates II. The subject property is located on the
north side of E 96' Street N, west of the Owasso Expressway (U.S. High 169).
Theron Warlick presented the item and described the location of the property. The
Technical Advisory Committee reviewed the preliminary plat at their November 25, 1998
meeting. This plat shows the changes that were requested at that meeting. A portion of
the 184 lot subdivision was located within the service area of Rural Washington Water
District /f3. The applicant has chosen to reduce the size of the plat by 16 lots and
eliminate the portion that lies in that district.
Bob Randolph moved to approve the preliminary plat subject to the final approval of OZ-
99-07 by the City Council, Charles Willey seconded. A vote on the motion was recorded

6. Preliminary Plat — Owasso Market - A request for a review of a preliminary plat for
Owasso Market, a 7 lot subdivision described as part of the S/2 of Section 17, T -21 -N, R-
14-E, Tulsa County, Oklahoma. The subject property is located on the north side of E
96'n Street N, west of the Owasso Expressway (U.S. Highway 169).
Theron presented the item to the Commissioners. The Technical Advisory Committee
reviewed the preliminary plat at their April 28, 1999 meeting. Several comments and
concerns were noted from the utility companies. The applicant expanded the perimeter
easement from 11' to 17.5'. A meeting will be held with the utility companies at a later

date. These utility companies are currently reviewing utility plans and will have
additional requests and comments. Results of that meeting will be included in the final
plat for Owasso Market. Also in the final plat the applicant has agreed to show a
substantial vegetative buffer that will include a portion of the OL district, along with
portions of the rear of the property. Owasso Public works requested that the detention
facilities will need to be constructed in the first phase of the development.
Mr. Joe Caudle was present to address the Commissioners with concerns on the drainage
in the area. Mr. Caudle stated that he was not against growth but had concerns with
Owasso growing at such a fast pace that it could not handle the water flow. The engineer
for this project was present and answered questions concerning the drainage. Mr. Haynes
suggested that Phil Lutz of OPWA contact Mr. Caudle to discuss concerns regarding the
drainage in the area. Theron explained that a traffic study is being held but is not
complete. The possible changes will be shown on the final plat. Mr. Haynes stated that
he hopes this plat is not being pushed through the system hurriedly. There are a lot of
fine details missing from the plat.
Ray Haynes moved to approve the preliminary plat request subject to the requirements
being met and shown on the final plat, Bill Ellison seconded the motion. A vote on the

7. Easement Closing - Reasor's - A request for the closing of a portion of a 15 foot utility
easement, located in an area proposed for a building expansion. The subject property is
described as Lot 1, Block 1, Clark Plaza Fourth Addition, also known as 11815 E 86'
Street N.
Theron Warlick presented the item to the Commissioners. Discussion was held on Item
and Item 8 but a separate vote would need to be taken. The Technical Advisory
Committee reviewed this proposal at the April 28, 1999 meeting. No concerns or
comments were noted. This proposal will close the easement between Reasor's and Drug
Mart to allow for the expansion of Reasor's. Mr. Haynes expressed concerns as to
whether the owner of the property knows the easement is to be closed. Mr. Larry Reasor
explained that the owner of the property lives in California and the contract states that
whoever leases the property can do whatever they desire. Mr. Haynes would like Mr.
Ron Cates to be notified of this closing and to review the lease contract.

Site Plan — Reasor's Expansion — A request for review of a site plan for expansion of
Reasor's Grocery, 11815 E 86"' Street N, located on the north side of E 86d' Street N, east
of the Owasso Expressway. The applicant proposes expanding the floor area by 7,500
square feet, and would result in the elimination of an alley located on the north side of the
building between Reasor's and Drug Mart.
Theron Warlick presented the case and described the subject property. This item and
Item #7 was presented together. The Technical Advisory Committee reviewed this
proposal at their April 28, 1999 meeting. No concerns were noted at this meeting. The
applicant proposes to provide an enclosure to house dumpsters that will help control odor
and debris problems. Also the applicant has agreed to change their overnight truck
parking policy. In the future overnight truck parking will be on the south or west side of
the store.
Ray Haynes moved to approve the site plan subject to the approval of the easement
closing by the City Council and subject to the applicant providing an enclosure to house
dumpsters and overnight truck parking on the south or west side of the building. Bob

BACKGROUND
The City of Owasso has received a request to review a final plat for Owasso Market, a 45.94 acre, 7
lot subdivision located in the S/2 of Section 17, T -21 -N, R -14-E, Tulsa County, Oklahoma. The
subject property is located on the north side of E 96's Street N, west of the Owasso Expressway.
The subject property is undeveloped land zoned CS (Shopping Center) District. To the south of the
subject property, across E 96' Street N, is the ONG facility located in the Oak Tree Business Park.
Areas to the north and west of the subject property are undeveloped and zoned RS -3 (Residential
Single - Family High- Density) District. A 50 foot strip of OL (Light Office) District surrounds the
subject property and is intended to serve as a buffer strip between the abutting residential areas. To
the east of the subject property is the Owasso Expressway.
The Owasso Technical Advisory Committee reviewed the final plat at their May 26, 1999 meeting.
In addition, representatives of utility companies met separately with the developer to discuss utility
layouts, and easement locations. As a result, there were few TAC items left unresolved regarding
the final plat.
At the TAC meeting, Phil Lutz of Owasso Public Works noted that there would need to be some
information describing the ability to use the two off -site detention facilities. Christopher Seay, one
of the applicants, has provided a copy of an easement that will allow the applicant to use these
facilities. The drainage facilities will be constructed by Owasso Market, but will remain the
property of Mark Johnson. Phil Lutz also noted that the detention facilities would need to be
constructed in the first phase of development.
Community development pointed out that moving the location of the driveway across from N
121' E Avenue will require the applicant to also shift the location of "Limits of No Access"
points along E 96" Street N. Staff also noted that sidewalks would be required along all street
frontages and a continuous right turn lane along E 96`s Street N and no accel/decel lanes.
The applicant has addressed a major concern by expanding the perimeter easement from 11 feet
to 17.5 feet. Drainage will be handled in two, large off -site detention basins, one to the west of Lot
7, and one to the east of Lot 1.

The applicant has successfully addressed all planning, zoning, and subdivision requirements, as
well as the requests of the Technical Advisory Committee. The completed plat is included within
your packet. The final draft of the dedication and covenants is also included within the packet.
RECOMMENDATION
Staff recommends approval of the final plat for Owasso Market.

INGRESS AND EGRESS FOR SUCH CONSTRUCTION, MAINTENANCE, OPERATION,
LAYING AND RE- LAYING OVER, ACROSS AND ALONG ALL OF THE UTILITY
EASEMENTS DEPICTED ON THE PLAT, FOR THE PURPOSE OF FURNISHING WATER
AND /OR SEWER SERVICES TO THE AREA INCLUDED IN THE PLAT AND TO AREAS
OUTSIDE OF THE PLAT. THE OWNER HEREIN IMPOSES A RESTRICTIVE COVENANT,
WHICH COVENANT SHALL BE BINDING ON EACH LOT OWNER AND SHALL BE
ENFORCEABLE BY THE CITY OF OWASSO, OKLAHOMA, AND BY THE SUPPLIER OF
ANY AFFECTED UTILITY SERVICE, THAT WITHIN THE UTILITY EASEMENTS

ABOVE OR BELOW GROUND OBSTRUCTION SHALL BE PLACED, ERECTED, INSTALLED
OR MAINTAINED, PROVIDED HOWEVER, NOTHING HEREIN SHALL BE DEEMED TO
PROHIBIT DRIVES, PARKING AREAS, CURBING AND LANDSCAPING, THAT DOES NOT

B. UNDERGROUND SERVICE
1. OVERHEAD LINES FOR THE SUPPLY OF ELECTRIC, TELEPHONE AND CABLE
TELEVISION SERVICES MAY BE LOCATED WITHIN THE UTILITY EASEMENTS
ALONG THE SOUTH SIDE OF EAST 96TH STREET NORTH. THROUGHOUT THE
SUBDIVISION ALL SUPPLY LINES SHALL BE LOCATED UNDERGROUND IN THE
EASEMENTS DEDICATED FOR GENERAL UTILITY SERVICES, AS DEPICTED ON
THE ACCOMPANYING PLAT. SERVICE PEDESTALS AND TRANSFORMERS, AS
SOURCES OF SUPPLY AT SECONDARY VOLTAGES, MAY ALSO BE LOCATED IN
EASEMENTS.
2. UNDERGROUND SERVICE CABLES TO ALL STRUCTURES WHICH MAY BE LOCATED

AND FROM PUBLIC STREETS AND EASEMENTS. NO LOT OWNER SHALL CONSTRUCT OR
PERMIT TO BE CONSTRUCTED ANY FENCING OR OTHER OBSTRUCTIONS WHICH WOULD

The City of Owasso has received a request to review a site plan for Owasso Market, a 45.94 acre
site located in the S/2 of Section 17, T -21 -N, R -14 -E, Tulsa County, Oklahoma. The subject
property is located on the north side of E 96'b Street N, west of the Owasso Expressway.
The subject property is undeveloped land zoned CS (Shopping Center) District. To the south of the
subject property, across E 96`s Street N, is the ONG facility located in the Oak Tree Business Park.
Areas to the north and west of the subject property are undeveloped and zoned RS -3 (Residential
Single - Family High - Density) District. A 50 foot strip of OL (Light Office) District is surrounds the
subject property and is intended to serve as a buffer strip between the abutting residential areas. To
the east of the subject property is the Owasso Expressway.
The Owasso Technical Advisory Committee reviewed the site plan at their May 26, 1999 meeting.
TAC comments are as follows:
A. Phil Lutz, OPWA
1. Noted that the area was in the Ator Sanitary Sewer Relief area and that an
assessment of $325 /acre is required ($14,931 for 45.94 acres),
B. Bob Pierce, PSO
1. Noted that overhead lines will be located on the west and north sides of the
property (generally in location of the landscape buffer). Per request from
Community Development, PSO will place overhead lines on the north side of E
98'h Street N, not in the buffer. Noted that sleeves would need to be installed
under the road to accommodate request.
C. TranSystems (traffic engineers on behalf of the City)
1. Access Drive D (across from US 169 ramp) — Driveway throat is shallow, causes
difficulty maneuvering, could cause backup onto arterial. Recommend aligning
aisle in front of driveway,
2. Access Drive C (N 121` E Avenue, across from ONG road) — Must align with
ONG road and not with water tank road. Notes that gas pumps near drive C were
not accounted for in study. This will almost certainly require the addition of a
second light,
3. Anticipates need for two traffic lights at access drive C (ONG road) and D (exit

ramp). Lights will need to be synchronized (closed loop) because they are 600
feet apart. Foresees future need to synchronize light at Garnett and possibly light
at N 129'" E Avenue,
4. Noted that Drive A (ring road on west and north of site) has been revised to allow
for truck turning,
5. Recommended continuous right turn lane across the frontage of the site.
D. Theron Warlick, Community Development
1. Noted that the 121" Street entrance did not align with ONG road, but with water
tank road. Align drive by moving 80 feet to the west. Requires change in plat.
E. Karl Fritschen, Community Development
1. (Provided applicant with suggested landscape design including parking lot and
buffer area),
F. Hoot Marlar, Owasso Fire Prevention Officer
2. Ensure that there was adequate turning radius for fire trucks in parking lot.
Some of the changes from the preliminary plat, include the creation of a vegetative landscape buffer
on the north and west portions of the site. The buffer should correct any shortfall caused by placing
streets (N 119t" E Avenue and E 98' Street N) in the OL zoned buffer strip.
With a commercial development of this magnitude, perhaps the most critical issue is the traffic
impact. City staff requested that the applicant provide a traffic study of the proposed development.
The findings of that study, prepared by Peters and Associates of Little Rock, are attached to your
packet. Peters and Associates indicates that the site will generate approximately 23,460 trips per
day. Peters and Associates also called for the installation of a traffic light at the exit ramp.
The City also contracted with a second engineering firm, TranSystems from Tulsa, to evaluate the
results of the study as well as the overall development. TranSystems reviewed the Peters and
Associates study. One of their most important findings is that there will be a need for two traffic
lights, one at the exit ramp and one at the ONG facility. TranSystems also recommended some site
plan modifications as well as modifications to E 96"' Street N. Those changes have been
incorporated into the site plan.
N 119" E Avenue and E 98" Street N will provide access to additional commercial, office, and
residential areas to the north, and will provide service access for the proposed development. In
order to enhance the compatibility of these different uses, the applicant has indicated that loading
will occur on the sides of the commercial facility, as opposed to the rear.
Drainage will be handled in two, large off -site detention basins, one to the west of Lot 7, and one to
the east of Lot 1. Phil Lutz of Owasso Public Works noted that the detention facilities will need to
be constructed in the first phase of development.
The applicant is providing a total of 3,330 parking spaces, which exceeds the mmi imum zoning
code requirement of 2,028 by 64 %. Parking is adequate for a facility of this size and type.

FINDINGS and RECOMMENDATIONS
This study has examined the traffic operations in the vicinity of a proposed retail develop-
ment on 96th Street, west of U.S. Highway 169, at 121St Street in Owasso, Oklahoma. A
number of conditions existing and projected at full development of this site and physical
factors relating to the adjacent street, traffic control and existing background traffic vol-
umes were considered in evaluating the traffic operations which exist and which are pro-
jected in the vicinity of the site. These have included:
• Existing traffic volumes on the adjacent streets.
• The character and magnitude of the development proposed for the site.
• Site plan layout.
• The roadway geometry of the adjacent streets and access drives.
• Projected "vehicle trips" or traffic volumes estimated to be generated by the proposed
development.
• Traffic control needs of site and non -site traffic.

Findings and recommendations of this study are summarized as follows:
96th Street in the vicinity of this project presently carries approximately 5,068 vehicles
per day.
1215` Street in the vicinity of this project presently carries approximately 254 vehicles
per day.
Traffic volumes projected to be generated by the development are approximately
23,460 vehicle trips (combined in and out) per average weekday.
The PM peak hour of the adjacent street (5:00 PM - 6:00 PM) has been determined to
be the worst case traffic condition in the vicinity. It is estimated that approximately
2,418 additional vehicle trips will seek ingress and egress at the site during this adja-
cent street PM peak hour.
The intersection of 96th Street and U.S. Highway 169 southbound on /off ramps (at site
Drive D) is projected to meet traffic signal warrants with the additional traffic associated
with the proposed retail development, in conjunction with existing traffic volumes. Pro-
jected traffic conditions without signal control fail to operate at an acceptable level of
service.

controlled at some future date.

Traffic signal control will require approval by the City of Owasso and Oklahoma Depart-
ment of Transportation. The City and state will also have to review and approve con-
struction plans for a new traffic signal.

ISSUES — TRAFFIC ANALYSIS WITHOUT IMPROVEMENTS
1. The 96' Street and US -169 Southbound on /off Ramp clearly will not operate
at an acceptable level of service once the site is developed. This is clearly
documented in the Traffic Study.
2. It should be noted that the site plan shows Access Drive C aligned with the
driveway to the Owasso Water Tower, while the Traffic Report assumed it to
be aligned with 121" East Avenue. The intersection of 96"' Street North and
121" East Avenue, as analyzed in the Traffic Report, clearly will not operate
at an acceptable level of service once the site is developed. The report states
that if the intersection of 96 h Street and US -169 Southbound on /off Ramp is
signalized, the intersection of 96' Street North and 1215` East Avenue will
likely improve. This is not necessarily true. It assumes that enough traffic
would be redistributed to the signalized intersection to have a positive effect.
This is unlikely since a gas station will be located at this intersection which
was not accounted for in the analysis. This intersection is also likely to meet
traffic signal warrants with the additional traffic generated by the gas station.
The redistribution assumed in the Traffic Report and an accompanying
capacity analysis should be performed to document any improvements.
TRAFFIC ANALYSIS WITH IMPROVEMENTS
The study provided the findings and recommendations given below. Some of
these are to address capacity issues found in the analysis of the existing
roadway with site traffic added:
• 96th Street in the vicinity of the project presently carries approximately 5,068
vehicles per day.
• 121" East Avenue in the vicinity of the project presently carries approximately
254 vehicles per day.
• Traffic Volumes projected to be generated by the development are
approximately 23,460 vehicle trips (combined in and out)per average

ISSUES — TRAFFIC ANALYSIS WITH IMPROVEMENTS
1. Existing and projected traffic:

• It should be noted that the average daily traffic on 96" Street North is
projected to increase from 5, 068 vehicles per day to 23,460 vehicles per
day. This is an increase of over 362 %.
2. The intersection of 96'h Street and US 169 southbound on /off Ramps:
• The intersection should be signalized as noted in the report. However,
there were some errors in the analysis. A right turn on red (RTOR) value
was assigned to each leg of the intersection. However, no RTOR should
have been assigned for the intersection because the right turns must be
made out of a shared thru /right lane. The values assigned to RTOR were
also far from reasonable. For instance the westbound right turn movement
had 200 of 418 right turns assigned to RTOR. For the two phase signal
with a cycle length of 137 seconds analyzed, this means 7.6 vehicles
must turn right on red every cycle. However, one through vehicle stopped
in the shared lane will prevent any vehicles form turning right during a
given cycle.
3. The intersection of 96th Street and the other access drives are projected to
operate at an acceptable level of service:
• Table 6 in the report summarizes the level of service analysis. As seen in
the table, Access Drives C and E are projected to operate at LOS F. A
footnote in the table indicates that the operation of these intersections will
likely improve with the signalization of 96'h Street North and US -169
southbound oh /off ramps (Access Drive D). This assumption is based on
the redistribution of traffic caused by the signal. It is likely that any
improvement will be minimal. For Access Drive C the affects of the
proposed gas station will likely require that this intersection be signalized
as mentioned in a previous section. An analysis with the redistributed
traffic should be done to document any improvements.
4. Widening of 961h Street:

• As noted in the report, it would be beneficial to consider widening 961h
Street North to four lanes west of the proposed development for future
growth. However, it should be noted that no other single development is
likely to have as great an impact on 96'h Street as the proposed one.
• The analysis recommends adding east and west left turn bays and a right
turn lane to the intersection of 96th Street North and US -169 southbound
on /off ramps. However, the analysis then shows the level of service
dropping from C to D. The report states that "Capacity is not greatly
affected with these improvements but safety and convenience would be
improved." The reason the Level of Service drops with the addition of
lanes is three fold. First the high number of right turns previously
assigned to right turn on red was reduced. Second the cycle length was
increased from 137 seconds to 151.5 seconds. And third, the number of
f
signal phases increased to allow protected left turns. However, it can be
expected that adding the additional lanes will also increase capacity.
5. Signal Coordination:
• As noted in the report, signal coordination should be considered. This
would be of greatest benefit if 121" East Avenue is signalized.
PROPOSED BANK
It was requested that the effects of a proposed bank be considered on the
southeast corner of 96" Street North and 1215' East Avenue. Assuming the bank
would be similar to the ones proposed for the Owasso Market (4000 Sq. Ft.), it
could be expected to produce approximately 220 vehicles per hour during the
PM peak period (I 10 entering and 110 exiting). It would be desirable that access
to the bank only be allowed from 1215` East Avenue to minimize conflict points on
96'h Street North. It is likely that this intersection will require a traffic signal even if

BACKGROUND
The City of Owasso has received a request to review a preliminary plat for Fairways VI, a 15.3
acre, 43 lot subdivision. The subject property is located in the NW /4 of Section 19, T -21 -N, R -14-
E, Tulsa County Oklahoma. The proposed plat is on the east side of Mingo Road (N 97' E
Avenue), south of E 96' Street N. To the south of the subject property is Hale Acres Addition, a
Tulsa County subdivision, and to the east of the plat is Fairways H addition. The golf course
surrounds the property to the north and northwest. To the west across Mingo Road, is undeveloped
property zoned IL (Industrial Low - Intensity) in unincorporated Tulsa County.
ANALYSIS
The Technical Advisory Committee reviewed the preliminary plat at their May 26, 1999 regular
meeting. Community Development staff provided the applicant with lot addresses, and requested
that lot square footages be provided on the plat. Staff also requested that the applicant provide a
copy of the draft covenants. Staff informed the applicant that as with all subdivisions, accel/decel
lanes and sidewalks are required on the arterial road (Mingo Road).
Phil Lutz of Public Works asked about stormwater management. The applicants indicated that site
drainage would be directed towards the ditch on Mingo Road, but that this drainage was consistent
with the overall drainage plan for the Fairways. Phil Lutz confirmed this. There were no other
comments from the TAC committee. The applicant has made changes to reflect the requests of the
TAC committee and those changes are included on the plat within your packet.
The lot sizes conform to the requirements set forth in PUD 9 (approved March 5, 1991) and are
larger than the minimum standards of an RS -3 (Residential Single - Family High - Density) District.
The applicant has satisfied platting requirements of the Owasso Subdivision Regulations. Staff
notes that this is a continuation of the Fairways development, as outlined in the Larkin Bailey
PUD, and notes no other unusual conditions or circumstances.
Staff recommends approval of the preliminary plat for Fairways VI with the following conditions:
1. That accel/decel lanes and sidewalks be installed on the Mingo Road side of the subject
property.

BACKGROUND
The City of Owasso has received a request from Kourtis Properties for a review of a final plat for
Brentwood Village, a 20.48 acre, 64 lot subdivision. The subject property is described as part of
the W/2 of the SEA of Section 21, T -21 -N, R -14 -E, generally located north of Brentwood
Estates, east of Barrington Estates, and west of the Willows at Silver Creek additions.
The preliminary plat was approved by the Planning Commission at the November 1998 regular
meeting. The final plat contains one minor change from the preliminary. The detention basin
located in the northeast corner has been expanded, reducing the overall number of lots by two.
The plat is otherwise consistent with the preliminary plat and is in conformance with Owasso
planning, zoning, and subdivision regulations.
The subject property is zoned RS -2 (Residential Single - Family Medium Density). N 1391 East
Avenue will connect Brentwood Estates to the south with Nottingham III to the north. The
subdivision will also link Barrington Estates to the west with the Willows of Silver Creek to the
east.
At the November 1998 Planning Commission meeting, Commissioners noted that a joint
drainage facility to the north of the subject property needed to be constructed. This basin will
serve part of Brentwood Village as well as phases lI -V of Nottingham Estates. Dennis Hodo, the
engineer for the applicant, has indicated that the stormwater piping has been installed to this area
and at this time the drainage reserve can serve Brentwood Village and Nottingham II -III. He
noted however, that additional excavation will be required in order to adequately serve
Nottingham IV and V. Steve Compton, a representative of Nottingham Estates, noted that
construction of Nottingham III and IV is beginning and that grading for this basin should be
completed during this phase. Mr. Hodo also indicated that the expanded drainage area in the
northwest corner of the plat provides additional storage that was not previously designed.
The Technical Advisory Committee reviewed the final plat via mail the week of May 30, 1999. Phil
Sewell of Southwestern Bell asked for a 17.5' rear yard easement on Block 2, Lots 7 & 8. The plat

has been amended to reflect this request. No other modifications were recommended.
RECOMMENDATION
