1. CALL TO ORDER - Mr. Haynes called the meeting to order at 6:00 PM.
2. OLS -99 -03 - Lot Split - City of Owasso- A request for review of a lot split for property
located in the NE /4, SW /4, NE /4 of Section 31, T21N, R14E. The subject property is
located on the north side of Fifth Avenue, east of the Owasso Recycling Center.
Mr. Cates presented the report and explained the timeline and history of development on
the Max Buchanan/Precision Components Property. Because the City used to own the
property, their was never a lot split of formal record. Now that Precision Components
is purchasing the property, a lot split must be approved. The request is consistent with
the Comp Plan, Zoning Code, and desires of the Owasso Economic Development
Authority.
Mr. Haynes moved to approve the lot split request. The motion was seconded by Mr.
Randolph. The vote was recorded as follows:

The motion carried 4 -0.
3. Plat Amendment - Fairways V - A request to change names in Fairways V, a 16.34 acre,
71 lot subdivision north of E. 89th Street N (Larkin Bailey Blvd.), east of Mingo Road.
The plat was originally approved in October of 1998.
Mr. Rooney explained the request of Kourtis Properties. Mr. Rooney stated that by
adding the additional street names would be consistent with how the rest of the Fairways
additions were developed and named. The street naming ordinance was presented and
it was discussed that there was a need to update that ordinance. Staff agreed to present
an updated an ordinance at the next Planning Commission meeting.
Mr Haynes moved to approve the Plat Amendment as presented. The motion was
seconded by Mr. Randolph. The vote was recorded as follows:

CALL TO ORDER - Chairperson Ray Haynes called the meeting to order at 7:03 PM
and declared a quorum present.
2. ROLL CALL
CONSIDER APPROVAL OF THE MINUTES OF JUNE 8, 1999 REGULAR
MEETING. - The Commission reviewed the minutes of June 8, 1999 Regular Meeting,
Charles Willey moved, seconded by Bob Randolph to approve the minutes. A vote on the

4. OLS -99 -02 Lot Split - Chamey — A request for review of a lot split on property located
on Lot 1, Block 5, Ator Heights Third Addition to the City of Owasso. The applicant
proposes to move a property line in an existing shopping center approximately one foot to
the north in order to correct an encroachment by an existing building.
Theron presented the item to the Commissioners. Theron explained that the TAC
Members reviewed the lot split at the June 23, 1999 meeting and had no objections. Mr.
David Chamey, the applicant was present to answer questions.
Bob Randolph moved to approve the lot split request, Bill Ellison seconded the motion. A

5. Site Plan - R & D Properties - A request for review of a site plan for a warehouse /shop to
be located on Lot 8, Block 1, Three Lakes Industrial Park H, an addition to the City of
Owasso. The subject property is located at 8141 N 116 E Avenue on property zoned IL
(Low Intensity Industrial District).
Theron presented the item to the Commissioners. This proposed building is to be 6,240
square foot. The Owasso Board of Adjustment granted a variance to allow the reduction
of the setback from 75 feet to 50 feet. The site plan shows 15 parking spaces and one
handicapped parking space which is satisfactory for a building this size. The Technical
Advisory Committee reviewed the site plan with ONG noting the parking lot on the east
side is located over a 10' utility easement. Mr. Goins with ONG explained to the
applicant that the removal of paving would be repaired at the owner's expense if repairs
needed to be made. Ray Haynes had a concern regarding the handicap parking space not
shown on the site plan. Ron Whitten, the applicant explained that it would be the space
closest to the door and would be marked for handicap.
Charles Willey moved to approve the site plan subject to requirements by TAC and staff,
Larry Helton seconded. A vote on the motion was recorded as follows:

6. Site Plan - Owasso Public Schools - Ninth Grade Addition- A request for the review of a
site plan for additional classrooms at the Owasso Ninth Grade Center. The subject
property is described as part of the E/2 of Section 20, T -21 -N, R -14 -E, Tulsa County and
is located at 8800 N 129 E Ave, Owasso. The applicant proposes an additional 28,842
square feet of classrooms on a 15.8 acre subject property zoned AG (Agriculture).

Theron presented the item to the Commissioners. The Technical Advisory Committee
reviewed the site plan at the June 23, 1998 meeting. Staff requested that the driveways be
changed to one -way. Also that the new driveway be aligned with the bus exit on the high
school property to the east. ONG noted that the meter site on the west of the building
would need to be relocated to go around the new addition. Mr. Dale Johnson, the
Superintendent of Owasso Public Schools along with the architect, Mr. Raglin was
present to address concerns. Mr. Raglin stated that they have relocated the gas line to go
around the building as opposed to going over or under the addition. Discussion was held
regarding an additional handicap parking space for non -bus vehicles is needed. Staff
recommends approval of the site plan with the following condition:
1) That the applicant modifies the site plan as needed to satisfy the TAC
requests of ONG. A letter of approval from ONG will be required prior to
issuance of a building permit.

the south parking lot and the gas line be relocated by going around the new addition,
along with the TAC and staff recommendations be fulfilled, Larry Helton seconded the

7. Site Plan — Owasso Public Schools — Larkin Bailey Addition - A request for the review of
a site plan for additional classrooms at Larkin Bailey Elementary. The subject property is
described as part of the SE /4 of Section 18, T -21 -N, R -14-E, Tulsa County and is located
at 10221 E 96' Street N, Owasso. The applicant proposes an additional 10,732 square
feet of classrooms on a 10.93 acre subject property zoned AG (agriculture).
Theron Warlick presented the item to the Commissioners. The Technical Advisory
Committee reviewed the site plan and no comments or concerns were expressed. Parking
is satisfactory and drainage for the site is conveyed to the east.

8. Site Plan - Pizza Hut - A request for review of a site plan for Pizza Hut restaurant. The
subject property is described as Lot 6, Block 1 ROC Owasso Addition and is located at
13104 E 86"' Street No, Owasso. The applicant proposes a 3,362 square foot restaurant
on a .84 acre lot currently zoned CS (Shopping Center Commercial).
Theron presented the item. He stated that the site plan shows 57 parking space with 3
being handicapped spaces. Signage will be addressed through the permitting process and
the street sign will be a ground -type, monument sign. The plan was reviewed at the June
23, 1999 TAC meeting. Staff recommends the continuation of the accel/decel lanes and
installation of sidewalks be required on the E 861h Street N side of the development. All
other comments from the TAC meeting have been addressed on this site plan.
Staff recommends approval of the site plan for Pizza Hut with the following condition:
1. That accel/decel lanes and sidewalks be installed on the E 86' Street N side of the
subject property.

9. Site Plan - Precision Components International - A request for review of a site plan for a
building expansion for Precision Components. The subject property is located at 209 E

5' Ave., in the City of Owasso, Oklahoma on property zoned IL (Low Intensity
Industrial).
Theron Warlick described the case. The site plan shows 97 parking spaces with 4
handicapped spaces. A 75 -foot setback from an abutting residential area would normally
need to be maintained, however, a variance was granted in July of 1998 reducing the
setback. The Technical Advisory Committee reviewed the site plan on June 23, 1999,
there were no concerns or objections expressed. The applicant answered questions
regarding the variance and discussion was held regarding the items required on this Board
of Adjustment case. Those items include landscaping with trees, remove the equipment
and install a 20' fence. Drainage was also discussed briefly.

10. OLS -99 -03 - Lot Split - City of Owasso - A request for review of a lot split for property
located in the NE /4, SW /4, NE /4 of Section 31, T -21 -N, R -14 -E. The subject property
is located on the north side of Fifth Avenue, between Precision Components facility and
the Owasso Recycle Center.
Theron presented the case to the Members. The subject tract is a portion of the old City
Garage property and the Recycling Center. Charles Willey had concerns with the
information that was presented with this item. He feels this item needs to go back to Mr.
Ron Cates, the City Attorney to get correct drawings on the lot split. Charles stated that
if a developer brought this before the Commissioners it would not be approved due to the
lack of information.
After discussion, Ray Haynes moved to table this item, due to the lack of complete and
correct information, until the next meeting or if urgent, a Special Meeting will be
scheduled. Charles Willey seconded the motion. A vote on the motion was recorded as
follows:

11. Plat Amendment - Fairways V - A request to change street names in Fairways V, a
16.34 acre, 71 lot subdivision located north of E 89' Street N (Larkin Bailey Blvd), east
of Mingo Road. The plat was originally approved in October 1998.
Theron Warlick presented the item to the Commissioners. He explained that other
sections of the Fairways has secondary names and the Tulsa County addressing system
goes by the numeric street names. The proposed names are as follows:
1. "Sophia Ct." shall be added as an additional name for E 90' Ct No
2. "Shelly Avenue" shall be added as additional name for N 100'b E Ave
Charles Willey questioned how Owasso got started naming streets with secondary names;
it seems to be getting a little out of hand.
After lengthy discussion, Ray Haynes moved to approve the plat amendment, Larry
Helton seconded the motion. A vote on the motion was recorded as follows:

OKLAHOMA CENTRAL CREDIT UNION
DATE: August 6, 1999
BACKGROUND
The City of Owasso has received a request to review a preliminary plat for Oklahoma Central
Credit Union, a one -lot 3.77 acre subdivision located in the N/2 of Section 20, T -21 -N, R -14 -E.
The subject property is located on the east side of N l21" E Avenue, west of the Owasso
Expressway. The applicant has requested that the property be reviewed as a final plat.
The ONG Building is located in the Oak Tree Business Park across N 121" E Avenue, to the
northwest of the subject property. The proposed development is south of the Owasso Market
Development.
The proposed plat is consistent with the Smith Farm PUD (OPUD -13, April 1995). The Smith
Farm PUD calls for mixed -use development on 126.8 acres. The Outline Development Plan for
Smith Farm proposes an extension of N 121` E Avenue as a commercial collector road from N 96'
E Avenue to Garnett Road, parallel to the Owasso Expressway. On either side of the collector road,
the PUD calls for either Commercial or Office/Research/Light Industrial uses.
ANALYSIS
The proposed development is consistent with the intended uses of the PUD. Water is available on
the north side of E 96' Street N and sewer is available on the south side of E 96'h Street N, west of
the ONG facility. Extension of water and sewer to the site will probably require approval by the
Oklahoma Department of Environmental Quality (DEQ). If DEQ permits are required, they will
need to be approved prior to the fmal plat being brought before City Council.
Accel/decel lanes are required on developments located on arterial roads. As the location of this
facility is on a commercial collector road, accel/decel lanes are not required, however, sidewalks
will need to be installed on the N 121` E Avenue side of the property.
At its discretion, the Planning Commission can combine preliminary and final plat procedures into
one action. The proposed one -lot subdivision is located on undeveloped land. The Owasso
Technical Advisory Committee reviewed the plat at the July 28, 1999 meeting. Utility companies

requested that a perimeter easement be installed around the entire property. Those changes are
reflected in the plat within your packet. There were no additional comments about the plat.
RECOMMENDATION
Staff recommends approval of the plat for the Oklahoma Central Credit Union as a final plat.
