4. OZ -99 -10 — City of Owasso — Zoning Map Amendment — City of Owasso planning staff
recommends the rezoning of property located in the E/2 of Section 31, T -21 -N, R -14 -E.
The subject property includes tracts owned by Owasso Public Works Authority and
Owasso Economic Development Authority. Staff proposes a rezoning from AG
(Agriculture) and RM -1 (Residential Multi- Family) to IL (Industrial Light Manufacturing
and Research and Development District). The proposed rezoning affects property that is
already developed and will change the zoning classifications to be reflective of existing
uses.
5. OZ -99 -09 — KMO Development — A request to rezone property located on the south side
of E 96h Street N west of the Owasso Expressway (US 169). The subject property is
described as apart of the NE/4 of T -21 -N, R -14 -E. To be considered is a rezoning from
RM -2 (Residential Multi - Family) to CS (Shopping Center) District.
6. Final Plat — Preston Lakes — A request for review of a final plat for Preston Lakes, a 272
lot, 86.09 acre subdivision described as a portion of the SW /4 of Section 22, T -21 -N, R-
14 -E, Rogers County, Oklahoma. The subject property is located northeast of the
intersection of E 86'h Street N and N 145" E Avenue.
Site Plan — Oklahoma Central Credit Union — A request for review of a site plan for n
Oklahoma Central Credit Union, a proposed retail banking facility located on the
southeast side of N 121" E Avenue, south of E 86`h Street N. The subject property is
located to the southeast of the existing ONG offices.
Preliminary Plat — Owasso Commercial Plaza — A request for review of a preliminary plat
for a 4 lot, 5.71 acre subdivision described a portion of the NW /4 NE /4 of Section 20, T-
21-N, R -14 -E, Tulsa County, Oklahoma. The subject property is located on the south
side of E 96t" Street N, east of N 121" E Avenue.
9. Preliminary Plat — George Young Ministorage — A request for review of a preliminary
plat for a 1 lot, 1.30 acre subdivision described as a portion of the NE /4 of Section 31, T-
21-N, R -14 -E, Tulsa County, Oklahoma, further described as property previously
recorded as Lots 2 -4, Block 34, Owasso Original Town Plat. The subject property is
located on the south side of 4'e Avenue, west of Main Street. The applicant has requested
that this plat be reviewed as a final plat.
10. Site Plan — George Young Ministorage — A request for review of a Site Plan for a mini
storage facility on a 1.30 acre property described as a portion of the NE /4 of Section 31,
T -21 -N, R -14 -E, Tulsa County, Oklahoma, further described as property previously
recorded as Lots 2 -4, Block 34, Owasso Original Town Plat. The subject property is
located on the south side of 4's Avenue, west of Main Street. The applicant has requested
that this plat be reviewed as a final plat.
11. Lot Split — OLS -99 -07 — Robert Long Office Center — The proposed lot split affects Lot
1, Block 1, of the Robert Long Office Center, located at 12315 E 86" Street N. The lot
split will move an existing property line approximately 30 feet to the east.
12. Street Vacation — OPWA — A request for the vacation of a portion of 1S1 Street between
Main and Birch Streets. The proposed closing is in preparation for the construction of a
new municipal building.
13. Easement Closing — Vicky Nance — A request for the closing of a portion of a utility
easement on Lot 19, Block 3, Central Park II, an addition to the City of Owasso. The
subject property is located at 12503 E 88th Street N. The applicant requests a partial
closing of an easement to allow for the future construction of an enclosed porch.

The agenda for the regular meeting was posted in the Owasso City Hall, 207 S Cedar, on
September 9, 1999 at 12:00 PM.
1. CALL TO ORDER - Chairperson Ray Haynes called the meeting to order at 7:04 PM
and declared a quorum present.

3. CONSIDER APPROVAL OF THE MINUTES OF AUGUST 10, 1999 REGULAR
MEETING - The Commission reviewed the minutes of August 12, 1999 Regular
Meeting, Charles Willey moved, seconded by Bob Randolph to approve the minutes. A,
vote on the motion was recorded as follows:

4. Annexation - Sokolosky & Vines- A petition for annexation from owners of property
adjacent to the City of Owasso. The subject tracts are located in the SW /4 Section 7, T-
21-N, R -14 -E, Tulsa County, Oklahoma. The property is generally located northwest of
the intersection of Mingo Road (N 97 h E Avenue) and E 106'' St N.
Theron presented the item to the Commissioners and described the location of the
property. Theron also explained that sewer will be available approximately 500 feet to
the west via the North Owasso Sewer Interceptor. Notification of the annexation request
was published and the Annexation Committee approved the request at the September 13,
1999 meeting.

5. Preliminary Plat - Oklahoma Central Credit Union - A request for review of a
preliminary plat for Oklahoma Central Credit Union, a one -lot 3.77 acre subdivision
located in the N/2 of Section 20, T -21 -N, R -14 -E. The subject property is located on the
south side of N 121 E Avenue, west of the Owasso Expressway. The applicant has
requested that the property be reviewed as a final plat.
Theron reviewed this item with the Commissioners. This item was tabled at the August
10, 1999 Planning Commission meeting at the request of the applicant. There was
discussion regarding access through the property to provide-means of ingress /egress to the
public. Theron handed out an Exhibit `B ". This memorandum noted that the applicant
has provided an alternative means of access to the site. The Technical Advisory
Committee has not reviewed Exhibit `B ". Therefore the applicant has two options which
are:
1. He may accept the Mutual Access Easement as proposed in Exhibit A or ,
2. He may request that the item be tabled until October 12, 1999 to allow the
Technical Advisory Committee to review the proposal.
After lengthy discussion, Charles Willey moved to approve the preliminary plat request,
subject to staff recommendation, which is to provide a public access easement. Bob
Randolph seconded the motion. A vote on the motion was recorded as follows:

6. OLS -99 -05 - Tom Morris - A request for a lot split on property described as Lots 25 &
26, Block 2, Bradford of Silver Creek Addition, Owasso, Oklahoma. The applicant
proposes to move the south boundary line of Lot 26 three feet to the north.
Theron briefed the Commissioners. He explained that during construction of the house to
the north, the applicant discovered that the driveway from the south lot encroached into
the north lot by two feet. The applicant was present to answer questions. Tom Morris
stated that the surveyor made the error when a survey was performed on Lot 26. The
Technical Advisory Committee reviewed the lot split and had no objections.
Ray Haynes moved to approve the lot split request, Bill Ellison seconded the motion. A
vote on the motion was recorded as follows:

7. Final Plat - The Willows of Silver Creek - The applicant proposes a final plat for the
Willows of Silver Creek, an 84 lot, 31.22 acre subdivision located in the SEA of Section
21, T -21N, R -14 -E. The subject plat is an extension of N 141st E Avenue and the
Bradfords of Silver Creek.
Theron presented the item and explained that the preliminary plat was approved in
October 1998. The Technical Advisory Committee reviewed the final plat; several
comments by PSO and ONG were noted. The developer has made all the changes that
were required.

8. OLS -99 -04 - OPWA - A request for a lot split on property located in Section 31, T -21-
N, R -14 -E. The subject tract is located on the north side of 5' Avenue, east of Main
Street. The applicant proposes to subdivide property with a legal description to be
provided upon completion of survey.
Theron presented the item to the Commissioners. If lot split is approved this property
will be sold to Precision Components, Inc., which abuts the subject property to the east.
The Technical Advisory Committee reviewed the request and had no concerns. The
dedication of 5' Avenue was discussed.

vote on the motion was recorded as follows:

9. OLS -99 -06 - Tyann Development - A request for a lot split on property described as Lots
16, 17, and 18, Block 1, Nottingham Estates H, City of Owasso. The applicant proposes
to split Lot 17, attaching half to Lot 16 and half to Lot 18.
Theron described the location of the property. The proposed lot split will allow the
construction of a larger home on the southern proposed tract. The Technical Advisory
Committee reviewed the request and had no comments or concerns.

10. Site Plan - Castle Point Office Center - A request for review of a site plan for Castle
Point Office Center, a 12,600 square foot office development located on Lot 4, Block 1,
of Castle Point Addition to the City of Owasso. The subject property is located on the
east side of the Owasso Expressway, north of the existing Wal -Mart.
The property location was described. Theron explained that water and sewer services are
available and one driveway is proposed onto the service road. The Owasso Technical
Advisory Committee reviewed the plan and several comments were noted. All of the
changes required from the TAC meeting is included in the site plan. The applicant was
present and stated that he will prepare a landscape plan and will submit it for review in
the near future. He also stated that a screening fence would be installed prior to
occupancy (per the private covenants). The detention area was discussed briefly.

landscape plan to the Planning Commissioners prior to issuance of a Certificate of

11. Annexation - Owasso Public Works - A request for annexation of property located within
the public right -of -way. The annexation will allow the City of Owasso to expend funds
on roadway improvements in upcoming bond projects. This item was tabled at the April
13, 1999 regular meeting.
The following tracts are located at three intersections:
1) E 76th Street N and N 1291' E Ave
2) E 86°i Street N and N Mingo Road
3) E 116°i Street N and N Garnett Road
Theron stated that the annexation would allow the City to expend funds on roadway
improvements on upcoming bond projects at the above -named intersections. The City can

SUBJECT: REZONING — OZ -99 -10
CITY OF OWASSO
DATE: October 8, 1999
APPLICANT AND STATUS OF APPLICANT: City of Owasso planning staff.
REQUESTED ACTION AND PURPOSE: Planning staff recommends a rezoning of 30.99
acres, more or less, AG (Agriculture) District and RM -1 (Residential Multi - family) District to IL
(Industrial Low - intensity) District. The purpose of the request is to change zoning in the vicinity
of 5's Avenue to be reflective of both the comprehensive plan and existing land uses.
LOCATION AND SIZE: The subject property consists of 30.99 acres, more or less, and is
described as a portion of the NW /4 of Section 31, T -21 -N, R -14-E. The subject property is
generally located on either side of 5" Avenue and on the west side of Main Street, south of 0
Avenue. A map of the proposed rezoning and legal description of the subject property and
proposed zoning districts are attached for your information and review.
EXISTING LAND USE: The subject property contains the City Solid Waste Facility, City
Recycling Center, Old City Garage, and New City Maintenance Facility.
SURROUNDING LAND USE: Additional industrial property zoned IL is located to the north and
east of the subject property. A small residential enclave (Ivadel Addition) zoned RS -3 (Residential
Single - family High Density) abuts the subject property on the northwest. Additional property
zoned AG is located to the west (in Tulsa County) and south (within the Owasso City Limits). The
property to the west is located on the west side of the SKO railroad. It is privately owned land that
is undeveloped, heavily vegetated, and largely in the 100 year floodplain. The property to the south
belongs to the City and is used in part for yard waste dumping.
APPLICABLE REGULATIONS: The Zoning Code for the City of Owasso, Chapter 15
"Amendments ", Chapter 7 "Industrial District Provisions ".
SITE INFORMATION: As mentioned previously, the property is currently developed and houses
several important City facilities. The newly constructed 5a' Avenue extension is located to the east
of the subject site. This road, along with the recently completed west service road on the Owasso
Expressway, has solved an access problem, and the 5" Avenue area is now the focal point for

industrial development in Owasso.
ANALYSIS: The subject property is currently developed. Planning staff is recommending a
map amendment to change the zoning to be more reflective of these existing uses and consistent
with the comprehensive plan for this area. The recommended clarifications will more accurately
represent the City's existing and intended future uses for the area.
The 5 " Avenue area, with recent roadway improvements, has now become the focal point for
industrial development in the City. However, a glance at the existing zoning map would indicate
that this area is largely intended for multi - family and agriculture use. The attached existing zoning
map shows the property to be zoned AG and RM -1. The City has broad discretion in the use of its
property and as a result, the present use of the land for various public facilities is legal.
Nonetheless, the existing zoning map is does not accurately depict the existing and desired land
uses, therefore staff is recommending proposed map amendment.
The 1985 comprehensive plan update indicates open space and recreation for this area. The
recent draft of the comprehensive plan is more accurately describing this area as public facilities
and light industrial.
The rezoning request from AG and RM -1 to IL is consistent with the desired land use pattern for
the area and represents a clarification of existing land use. The subject property has been posted,
notice was published in the Owasso Reporter, and letters were mailed to owners within 300 feet
of the proposed zoning change. Staff received one call from a neighboring property owner
wanting some clarification on the property to be rezoned, but there were no calls opposed to the
rezoning.
RECOMMENDATION
Staff recommends approval of OZ- 99 -10.

BACKGROUND
APPLICANT AND STATUS OF APPLICANT: KMO Development, applicant for RCB Bank,
Inc., the owner.
REQUESTED ACTION AND PURPOSE: A request for rezoning of 5.7 acres, more or less,
from RM -2 (Residential Multi- Family) District to CS (Shopping Center) District. The applicant
is requesting commercial zoning to allow for commercial development of the site.
LOCATION AND SIZE: The subject property is located on the south side of E 96" Street N,
west of the Owasso Expressway (U.S. Hwy 169). The 5.7 acre - subject is east of N 121" E
Avenue and the existing ONG building. A City of Owasso ground storage tank for water abuts
the property to the south. A map of the proposed rezoning and legal description of the subject
property is attached for your information and review.
EXISTING LAND USE: The subject property is currently undeveloped, with a number of trees
and other larger vegetation. At this time, contractors are installing sewer in the northwest corner of
the tract. This sewer will serve the subject property as well as the Oklahoma Central Credit Union.
Further to the west, Owasso Market will also tie into the same sewer main.
SURROUNDING LAND USE: As mentioned previously, a large water tank abuts the subject
property to the south. E 960' Street N abuts the subject property to the north. The Owasso Market,
a large commercial development, is planned on the north side of E 96" Street N. The Owasso
Expressway abuts the subject property to the east, and N 121"Avenue and the ONG office to the
west.
APPLICABLE REGULATIONS: The Zoning Code for the City of Owasso, Chapter 15
"Amendments ", Chapter 6 "Commercial District Provisions ".
SITE INFORMATION: The site is flat and currently undeveloped. City water and sewer will be
available to the site prior to completion of construction. No barriers to development were noted in
the staff review.

ANALYSIS
The 1985 comprehensive calls for public uses on the site, which in part if due to the location of
the water storage tank, and in part because this site was once studied for a fire station location.
With the construction of the new fire station approximately %2 mile to the southwest, the
recommendation for a public use on the entire property is obsolete. Considering the higher
intensity shopping center development planned for surrounding properties, a commercial land
use is also appropriate for this site. The property is currently zoned RM -2 (Residential Multi -
Family).
With regard to the future of commercial development in Owasso, attention has been drawn to the
Owasso Expressway north of E 86" Street N. In particular, the junction of E 96" Street N and
the Owasso Expressway has become a very important node. Higher intensity development is
certainly appropriate in this area, yet special attention is needed in dealing with the
corresponding high levels of traffic. There must be a clear understanding that transportation
improvements, and the costs associated with them, are an integral part of any private
development in this area.
The proposed zoning change is consistent with surrounding land use and development plans for
the area. The subject property has been posted, notice was published in the Owasso Reporter,
and letters were mailed to owners within 300 feet of the proposed zoning change. No calls or
letters have been received regarding this request.
RECOMMENDATION
Staff recommends approval of OZ- 99 -09.

BACKGROUND
The City of Owasso has received a request to review a final plat for Preston Lakes, an 86.09 acre,
272 lot subdivision located in the southwest quarter of Section 22, T -21 -N, R -14 -E, Rogers County,
Oklahoma. The subject property is located on the north side of E 86'r Street N, east of N 145" E
Avenue.
The property represents approximately one -half of the proposed Preston Lakes PUD. The subject
property is zoned by the Preston Lakes PUD (OPUD -15), which includes a combination of
commercial, single- family residential, and multi - family residential. The preliminary plat for Preston
Lakes was approved in April of 1999.
The Technical Advisory Committee reviewed the final plat at their September 29, 1999 regular
meeting. Southwestern Bell had several easement requests and those requests are included on the
revised plat within your packet. Community development requested an easement for sidewalks
between Block 1, Lots 94, and Lots 41 -42. These easements are also shown, however, some
adjustments will need to be made in order to provide a continuous walk between these areas.
Public Works noted that the development is located in the Elm Creek Sewer reimbursement area
and a charge of $1,530 /acre will need to be paid ($131,717 total). There was additional discussion
of drainage plans, but no additional recommendations.
The final plat for Preston Lakes is consistent with the Preston Lakes PUD (OPUD -15), the
preliminary plat, and the Owasso Zoning Code and subdivision regulations.
RECOMMENDATION
Staff recommends approval of the plat with the condition that adjustments be made to the
requested sidewalk easement so that a continuous walk connecting N 15151 E Avenue and N 152nd
E Avenue can be placed and maintained in this area.

BACKGROUND
The City of Owasso has received a request to review a site plan for Oklahoma Central Credit
Union, a proposed retail banking facility located on a one -lot 3.77 acre subdivision in the N/2 of
Section 20, T -21 -N, R -14 -E. The subject property is located on the east side of N 121" E
Avenue, west of the Owasso Expressway.
The ONG Building is located in the Oak Tree Business Park across N 12151 E Avenue, to the
northwest of the subject property. The proposed development is south of the Owasso Market
Development.
The subject site is located in the Smith Farm PUD (OPUD -13, April 1995), which contemplates a
number of commercial and office developments on N 121at E Avenue. The Outline Development
Plan for Smith Farm proposes an extension of N 121' E Avenue as a commercial collector road
from N 96" E Avenue to Garnett Road, parallel to the Owasso Expressway. On either side of the
collector road, the PUD calls for either Commercial or Office/Research/Light Industrial uses.
Parking is adequate for a facility of this size and type. The requirement for this facility is 83
spaces, and the applicant has provided 84. Handicapped parking also meets requirements of the
zoning code (4 required, 4 provided). There are two driveways proposed on N 121" E Avenue,
which works well with on -site circulation. As N 121" E Avenue is a commercial collector road and
not an arterial, staff has no objection to the two proposed curb cuts. A 7,963 cubic foot detention
pond is provided to detain runoff from the building and lot. Public Works did not object to the
proposed detention plan.
The Owasso Technical Advisory Committee reviewed the site plan at the September 29, 1999
regular meeting. Planning staff noted that a landscape plan would be required and that signs would
be reviewed by separate permit. Staff also noted that sidewalks would need to be installed on N
121" E Avenue per Owasso Subdivision Regulations. Public Works noted that the development
was located in the Ator Sanitary Sewer Relief area, which has a $325 /acre assessment ($1225.25
total). Phil Lutz of Public Works also noted that there is an existing waterline on the south side of
N 121" E Avenue, and that extending the sewer line from E 96" Street N may also need a DEQ

permit.
RECOMMENDATION
Staff recommends approval of the site plan for Oklahoma Central Credit Union subject to the
following conditions:
1. That a sidewalk be installed on N 121" E Avenue, per Owasso Subdivision Regulations,
2. That any required permits from the Oklahoma Department of Environmental Quality be
submitted to the City prior to issuance of a building permit,
3. That a landscape plan be submitted to the Owasso Planning Commission for approval
prior to the issuance of a certificate of occupancy.

The City has received a request for review of a preliminary plat for a /lot, 5.71 acre subdivision

The subject property is located on the south side of E 96th Street N, east of N 121"F Avenue.
Elsewhere on this agenda, the applicant has submitted a request for rezoning from RM -1
(Residential Multi - Family) to CS (Shopping Center Commercial). The subject property is located
on the south side of E 96b Street N, west of the Owasso Expressway (U.S. Hwy 169). To the

Since the TAC meeting, the City has received a conceptual plan for roadway improvements to E
96t1' Street N from Peters & Assoc., traffic engineers consulting on this project. A copy of the
proposed lane layout is in this packet for your information. Staff will finalize the improvement
plan prior to review of the final plat.
Staff finds that the proposed plat is consistent with Zoning Code (for multi - family as well as
commercial) and Subdivision Regulations.
RECOMMENDATION
Staff recommends approval subject to the following conditions:
1. That the applicant provide a stormwater analysis and indicate a drainage plan for the final
plat,

BACKGROUND
The City of Owasso has received a request for review of a preliminary plat for a 1 lot, 1.30 acre
subdivision described as a portion of the NEA of Section 31, T -21 -N, R -14 -E, Tulsa County,
Oklahoma, further described as property previously recorded as Lots 2 -4, Block 34, Owasso
Original Town Plat. The subject property is located on the south side of 4s' Avenue, west of
Main Street. The applicant has requested that this plat be reviewed as a final plat.
The subject property is zoned IL (Industrial Low Intensity). To the west of the subject property is
the SKO rail line, to the east of the property is an existing industrial building. To the north are
additional office and industrial uses and City Maintenance Facility is located to the south.
The applicant proposes to use the parking lot of the ministorage facility to detain stormwater for a
period and allow a slow release into an existing drainage ditch on the north side of the subject
property. The proposed development will make use of existing City infrastructure.
The Owasso Technical Advisory Committee reviewed the proposed plat at their September 29,
1999 regular meeting. Phil Lutz of Owasso Public Works noted that the existing ditch may need to
be regraded to ensure property flow. Hoot Marlar, Owasso Fire Prevention Officer, noted that there
was an existing hydrant located across 4b Street. No other corrections or comments were received.
Community Development Staff recommended that the underlying lots in the Original Town Plat be
vacated. However, the existing lot lines would not affect the proposed development as there are no
required side yard setbacks.
ANALYSIS
The proposed plat for George Young Ministorage is consistent with the Zoning Code and
Subdivision Regulations. Staff has no major concerns with the proposed plat.
RECOMMENDATION
Staff recommends approval of the plat for George Young Ministorage as a final plat.

BACKGROUND
The City of Owasso has received a request for review of a site plan for a 1.30 acre subdivision
described as a portion of the NE /4 of Section 31, T -21 -N, R -14 -E, Tulsa County, Oklahoma,
further described as property previously recorded as Lots 2 -4, Block 34, Owasso Original Town
Plat. The subject property is located on the south side of 4h Avenue, west of Main Street.
The applicant proposes the construction of a 21,900 square feet of ministorage space on property
zoned IL (Industrial Low Intensity). Parking is adequate for a facility of this size and type.
Drainage will be detained in the drive area on the north portion of the subject property and slow
released into the existing bar ditch just to the, north of the subject property. The proposed
development covers nearly 100% of the site, leaving little room for landscaping except for the small
portion shown near the office. Considering the zoning district where this facility will be located it
may seem that landscaping is not a high priority, however, staff recommends that the applicant
introduce landscaping wherever feasible.

PORTION OF 1ST STREET BETWEEN MAIN AND BIRCH

BACKGROUND
The City of Owasso has received a request from City staff for the vacation of a portion of a
public street. Staff would like to close a portion of 1" Street between Main and Birch Streets.
The request is in preparation for the construction of the new City Hall.
Upon vacation, the portions of the street would revert to abutting property owners. In this case,
the City would be the beneficiary on either side of the proposed closing. The Owasso Technical
Advisory Committee reviewed the request at the September 29, 1999 regular meeting. Both
ONG and Southwestern Bell noted that they have utilities that may need to be moved and/or
protected by easements. Staff recommends that these issues be resolved during the preparation
of construction plans for the new building. This would be the appropriate phase for resolving
necessary actions. Additional easements can be dedicated after construction and relocation is
complete.
RECOMMENDATION
Staff recommends approval of the proposed street vacation.
