CALL TO ORDER - Chairperson Ray Haynes called the meeting to order at 7:02 PM and declared a quorum present. 2. ROLL CALL 3. CONSIDER APPROVAL OF THE MINUTES OF NOVEMBER 11, 1997 REGULAR MEETING - The Commission reviewed the minutes of November 11, 1997, Charles Willey moved, seconded by Bill Ellison to approve the minutes as written. A vote on the motion was recorded as follows: Ray Haynes - Yes Bill Ellison - Yes Charles Willey - Yes Bob Randolph - Yes The motion carried 4 -0. 4. Final Plat= - Caudle -Estates - A request for final plat approval for Caudle Estates an addition to the City of Owasso containing 38 lots on 11.34 acres, more or less. The subject property is located west of the southwest comer of E 96th St N and Garnett. Mr. Rooney presented this item to the Committee. This property was rezoned recently and is now zoned RS -3. The Planning Commission approved the preliminary plat at the November 11, 1997 regular meeting. The Technical Advisory Committee review the final plat, the following two additional comments were made: 1. Change the utility easement along the shared lot lines of Lots 10 and 11 of Block 2 to two 5' utility easements. 2. Questions regarding the detention.pond, and drainage of the area were answered. Ray Haynes moved to approve the Final Plat, motion was seconded by Charles Willey. Easement Closing - Bailey Ranch Estates - A request to close the northern 10' utility easement located on Lot 1, Block 7, Bailey Ranch Estates. 6. 7 A review was given by Mr. Rooney. This request is to close the entire easement. The property is not developed and there are no encroachments into the utility easement. There were no objections from the Technical Advisory Committee and no concerns from staff. Charles Willey moved to approve the closing of the northerly 10' utility easement, the rear 11' easement and front 25' building line will remain unchanged. Motion was seconded by Bob Randolph. Chairperson Secretary Date .�FN�•t�- �C,ry{1.� �F-n'� �� v� + =r ,(? rcirfi=.,`� CITY OF OWASSO Community Development Department OPUD -98 -01 OZ- 98 -03, OZ- 98 -04, OZ -98 -05 Staff Report GENERAL INFORMATION The applicant, Lindsey Management of Fayetteville, Arkansas has submitted to the City of Owasso a Planned Unit Development for review. The Planned Unit Development subject property consists largely of a majority of the undeveloped land bounded by E. 76th Street North, N. 129th E. Avenue, E. 86th Street North, and N. 145th E. Avenue. The approximate size of the entire property is 288 acres, more or less. The PUD proposes a mixed use development, consisting of apartments, a golf course, single- family housing, and office development. Accompanying the PUD application are three separate zoning cases that would establish the underlying zoning that is necessary for the implementation of the PUD. These cases involve rezonings to RS -1 (Residential Single- Family Low Density) for the single - family housing area, OM (Office Medium) for the Golf Course development, and RM -2 (Residential Multi - Family High Density) for the multi - family development. Because all four requests (OPUD- 98 -01, OZ- 98 -03, OZ- 98 -04, OZ- 98 -05) are interrelated, staff has prepared one memorandum to review all requests. Please note however, that action on each request will need to occur separately, with the zoning requests proceeding the PUD requests. CONCEPT OF A PUD The concept behind a Planned Unit Development is to provide a creative alternative to a conventional development where a particular tract is under: common ownership or control, and a detailed plan (Outline iDevelopment Plan) for the development of the tract aea unit is proposed'2nd'sdbmitfed forpubli c inputand review ,The;PUD allovs>for- greatei creattvity':;; and flexibility than could be: achieved =by traditional zoning in planning'and development of :y large parcels of land. The use of a PUD technique is a way to amend . zoning - ordinance yin accordance with a corn_plete.' coordinated plan of development -for a-large',,pafeel, °rather-�than piecemeal the changes by using variances of the zoning regulations. Iii :�!ltZIIi1►11; OPUD 98 -01 is 288 acres in size, all of which is undeveloped. The current zoning of the subject tract consists of RE (Residential Estates), RS- 2'(Residentiial '.Single- Family -Medium Density), RS -3 (Residential Single - Family High Density), RD (Residential Duplex), CS STAFF REPORT OPUD -98-01 PAGE 2 OF 10 (Commercial Shopping Center), and OL (Office Light). The largest portions are zoned RS -2 and RE. Portions of the subject tract are abutted on the west by the Owasso Sixth Grade Center and N. 129th E. Avenue, while farther west lies the Elm Creek Estates and Double Oaks Additions. Northern portions of the subject tract are bordered by large commercial tracts of land zoned CS (future site of Albertson and a strip shopping center), OL zoned property, the property formerly utilized as the dairy, and an additional site for a future church development. Farther north lies E. 86th Street North, and the Owasso High School, the Owasso Eighth Grade Center, Brentwood Estates and Brentwood Park (RS -2) and the Silver Creek Development (PUD). The subject tract is bordered on the east by the planned location of N. 145th East Avenue, while farther east lies Pamela Hodson Elementary School and several large lot residential addition in Rogers County. The subject property is bordered on the south by E. 76th Street North, Graceland Acres (Tulsa County), and the Copper Meadows Addition (zoned RS -3). Case maps indicating both the proposed and existing zoning are included within the applicants text submittal within your packet. The applicant is requesting approval of PUD supplemental zoning on the subject tract that would be developed in accordance with a submitted Outline Development Plan and Text. The plan and text call for the development of 80.53 acres for multi- family housing with an underlying zoning of RM -2, 165.29 acres for golf course development with an underlying zoning of OM (Office Medium), and 42.70 acres for single - family housing with an underlying zoning of RS -1 (Residential Single - Family Low Density). STAFF ANALYSIS Because PUD's are not a normal agenda item at every Planning Commission and City Council meeting, I feel it is important to establish a quick review of the PUD requirements and process. The Zoning Code identifies that the Planning Commission shall conduct a public hearing and shall determine. (1) Whether the PUD is consistent with the Comprehensive Plan. (2) Whether the PUD is in harmony with the existing and expected development of surrounding areas.: (3) Whether the PUD is a unified treatment of the development possibilities of the project site. (4) Whether the PUD is consistent with the stated purpose and standards of the PUD Ordinance. STAFF REPORT OPUD -98 -01 PAGE 3 OF 10 k (a) Permit innovative land development while maintaining appropriate limitation on the character and intensity of use assuring compatibility with adjoining and proximate properties; (b) Permit flexibility within the development to best utilize the unique physical features of the particular site; (c) Provide and preserve meaningful open space; (d) Achieve a continuity of function and design within the development. CONSISTENCY WITH COMPREHENSIVE PLAN The Comprehensive Plan is implemented through the use of the zoning process. This means that when zoning or PUD requests are presented to the Planning Commission and City Council, they should be consistent with the Comprehensive Plan or logical reasons should be presented to show that the plan needs to be amended. The Comprehensive Plan designates the majority of the subject tract to be developed as Low Density Residential. In addition, portions of the subject tract located in the southeast and northeast comers are designated to be utilized as Medium Density Residential and Commercial- Office. The applicants submittal, if applied directly to the comprehensive plan as it was developed in 1978 and updated in 1985, would have difficulty being consistent with the comprehensive plan in large portions of the proposed development. However, when one reviews the submittal more closely, as well as the existing growth patterns in Owasso and the subject area specifically, the proposal by the applicant makes sense. While a large portion of the ,tract - would;be. developed•at no. 4ensity with a low intensity use (165.29 acres for golf, course development) which easily;can,he determined to_he consistent with the comprehensive plan, another large portion of 1hetract (80.53.acres) is being proposed for multi - family development at a high density. -, While not conforming to .the comprehensive plan adopted in 1978 and:updated in 1985,';this type of use in this location makes sense. The utilization of multi - family housing.around golf course development has become quite common in the development arena, and makes even more sense when one considers that the apartments would be located between the eventual commercial development that is likely along the E. 86th Street corridor and the proposed golf course. Additionally, multi - family housing proposals typically create a large number of protestants from neighboring single - family housing additions.. In this proposal, existing single-family housing located within the square mile section (Copper Meadows) is buffered from any STAFF REPORT OPUD -98 -01 PAGE 4 OF 10 multi - family housing by the proposed golf course. This plan of development helps to ensure a more harmonious interaction between those two very different but yet needed housing alternatives within our community. Staff would recommend, however, that the golf course be required to be completed prior to the occupancy of any multi- family unit. In short, while not identified in the 1978 or 1985 comprehensive plan as an area that would be conducive to higher densities of residential development, the improvements to the - transportation infrastructure of E. 86th Street North since 1985, and the residential development that has occurred (Copper Meadows, Double Oaks, Elm Creek Estates, Brentwood Park, Brentwood Estates, Barrington Estates, and Silver Creek), and the commercial development that has and is planned to occur makes this area an attractive and logical location for multi- family housing and a golf course. The growth pattern that has occurred in Owasso could not have been anticipated in 1985 and to apply the outdated plan in this area would not be productive. With the above facts in mind, it would be staff s opinion that the applicants submittal, while not necessarily adhering to the Comprehensive Plan, is consistent with the goals of any comprehensive plan and its guidelines to ensure quality development. Harmony With Existing and Expected Development Any large development such as the proposed PUD is going to create changes within a community and new demands will be placed upon our existing infrastructure. It is important to note, however, that in a community like Owasso, this growth would be likely to occur regardless of this development. The PUD simply has the potential to increase the demand for services more quickly, and therefore shortens the schedule for determining solutions. While it is the opinion of staff that the harmony of land uses for both existing and= expected development.has``been creatively.�addressed-:by:;;the applicant with the utilization of the golf course between'therexisting = and planned.single- family housing and the proposed multi- family housing ;within the square mile section, the':amount of vehicular and pedestrian traffic that a large multi- family complex is likely to generate could create problems. The applicant is proposing four separate access points from the multi- family andgolf course area to section line roads. One access point is proposed along N. 129th E. Avenue near the E. 84th.Street North area. Two-access points are proposed along E. 86th Street North.(one near the`Eighth'Grade Center 'Access -Drive ;and the other about 550 feet west of the N:= 145th` E. Avenue intersection). The final access point is planned about 1,500 feet south of E. 86th Street North along N. 145th E. Avenue. A review of the amount of the proposed ingress /egress points for the multi- family and golf course area indicates those points to ,be well planned and a good manner in which to distribute the vehicle traffic loads. STAFF REPORT OPUD -98-01 PAGE 5 OF 10 The planned access from E. 86th Street North near the Owasso Eighth Grade Center, however, does create some concern for staff. While the idea of providing access to the multi- family /golf course area at this point along E. 86th Street North is a good one, the relationship with this proposed access and the Eight Grade Center's access is not. Staff would prefer that these two access points (the Eighth Grade Center's and the access proposed by the developer) not be offset any distance at all. While the Eighth Grade Center's access is currently problematic, improvements could be realized to this access point through the acceleration /deceleration lanes that would be required of the applicant and a widening of the turning radius on the school's site. Additionally, the creation of left turn lanes for east and westbound traffic, as well as signalization, would be of benefit to the school and the applicant in addressing those traffic problems. The planned signalization improvements at N. 145th E. Avenue and E. 86th Street North will greatly enhance the movement of traffic at the other access point proposed along E. 86th Street North and the access point planned along N. 145th E. Avenue. Staff feels that by requiring the following, a majority of vehicular and pedestrian traffic concerns can be addressed: 1. Acceleration /deceleration lanes at each access point along the arterial streets. 2. The inclusion of sidewalks along the abutting arterial streets and the interior drives within the proposed development 3. The realignment of the E. 86th Street access near the Eighth Grade Center, eliminating the offset. 4. Left turn lanes for both east and westbound traffic along E. 86th Street North at the Eight Grade Center access location 5. Signalization atAbe Eighth Grade Center access location. In addition, Mr. Karl Fritschen'( City's Comprehensive Planner) also conducted a trip generation study for the PUD proposal. The study, -utilizing existing vehicle counts and trip generation rates obtained from the Bureau of Transportation Statistics through the ,US , . Department of Transportation, is attached for your information and review. _ The results indicate that at build -out, the total project (golf course, -multi-family, and single - family) would generate 6,509 vehicle trips per day at the proposed densities (RM -2 and RS -1). If the density of the multi- family area is lowered to RM -1 rather than RM -2, the total project would generate 5,815.vehicle trips per day. It is staffs opinion that it may be in the best interest of the city to reduce the proposed density and underlying zoning from RM =2 to RM- STAFF REPORT OPUD -98 -01 PAGE 6 OF 10 1. This would reduce the number of multi- family dwelling units from 936 to 800, reduce the number of estimated vehicle.trips from 6,509 to 5,815, and place less of a strain on the existing infrastructure in the area. While it can be argued that the total amount of dwelling units (multi- family and single - family) proposed by the applicant is less than if it developed under the property development standards of the existing zoning -pattern, the concentration of vehicles that will result from 80.5 acres of multi- family development is greater than the if the entire parcel were to develop at the various densities of single - family zoning currently existing. Legal, Planning and Site En ingl eering While the applicant has stated within the application that three detention areas will be incorporated into the site in order to address their drainage needs, staff would recommend the requirement of a detailed drainage report and certification of such document by an engineer at time of platting. If the report indicates that a larger drainage detention area is needed, a result of fewer single - family residential lots is likely to occur. Typically, these items are addressed during the platting stages of the subject property. Internal street patterns and the connections appear to be of a logical and sensible pattern, with access being provided to an out parcel located northeast of Graceland Acres. An additional parcel of land, immediately north of that parcel, remains to be addressed. It is staffs understanding that the applicant is currently in the negotiation process in order to obtain that property. Please note if that property is not purchased by the applicant, access to that parcel will need to be provided during the platting stage in order to prevent the creation of a land locked parcel. The lot layout proposed within ;the,PUD conceptual :development. plan is relatively simplistic in nature and would appear :to meet the requirements, of the Owasso Subdivision Regulations. Please be advised, however, that lot layouts can change and that this submittal is conceptual ; in nature. Further review of the lot layout would occur at the time of preliminary plat stage. Unwed Treatment of the PUD &Aiect Area A review of the applicant's Illustrative Site Plan for "The Greens at Owasso" finds an excellent utilization of the project site. As stated within the applicant's submittal, drainage within the undeveloped project site is split, with a large area draining from the northwest to the east and from the southeast to the north in the area identified for single - family,. development. The utilization of the existing drainage channel bed by developing it into a STAFF REPORT OPUD -98-01 PAGE 7 OF 10 detention pond is appropriate. In addition, much of the needed detention, as is typical with golf course development, is likely to be provided within the low points of the golf course itself. Although it may not be necessary at the time a large majority of the residential development occurs, staff will recommend the applicant be required to provide detention for the proposed office development area located in the northeast comer of the subject property. This -could be realized through a detention basin contained within the proposed park or on -site detention at the time of any office development. As staff has indicated in the past, as well as earlier within this report, the importance of some form of buffer between land uses of varying intensities cannot be stressed enough. The applicant has provided a substantial buffer between existing single- family housing within the square mile section and the proposed multi- family via the development and placement of the golf course. Residential areas on the north side of E. 86th Street North have also been provided a buffer by the applicant through a landscape buffer shown on the conceptual layout. However, staff remains concerned that the multi- family residential areas located south of the planned commercial development not contained within this proposal, as well as the single- family residential areas immediately west of N. 129th E. Avenue, have not been afforded that same opportunity. Often times, conflicts between the two different land uses occur, usually resulting in an unhappy ,resident more often than an unhappy commercial business. A large part of a Planner's responsibility is not only the "technical" review of a proposed development but also to anticipate any potential conflicts which could arise. While there is no specific buffer requirement, staff-has recommended -the utilization of more dense landscaping as buffer's in the past. While the -area surrounding, the proposed commercial development is certainly not single-family-development, staff still feels some .form of buffer ins addition to the Zoning Code's requirement t fHa'6kfoot:- "privacy "i fence should bedncluded for those future multi- ; family residents,:lfasiwell'as�ihose -.single- familymresidents,;west of>N 129th.E.> Avenue. Staff recommends that detailed landscaping plans (type,. species, size, location, irrigation) be required to -be �subhiitted for those areas identified (the north boundary and the west boundary along N:.129th E. ; Avenue) with the final plat. Said landscaping ,plans would then be reviewed by staff to ensure that compatible relationships .between the differing uses are maintained and protected. Staff would also recommend that the Planning Commission review and approve.these;plans. While PUD submittals are often times complex in nature and not easily understood, the use of the concept can be extremely beneficial in two significant matters. The first, is it allows for staff, Planning Commission, Council and most importantly - citizens - to see a complete STAFF REPORT OPUD -98-01 PAGE 8 OF 10 picture of how an entire subject area will develop. This prevents a "piece - mealed" community and eliminates potential surprises. It assists in knowing the entire infrastructure . needs of the development and assists the city in planning and scheduling other improvements. The second is that it essentially allows for conditional zoning. While many of the requirements recommended by staff to be conditions of approval are currently contained within other development documents of the city, some are not. If -this were a standard rezoning, not only would the flexibility of the applicant to shift densities be restricted, but it would also result in limited ability for staff, the Planning Commission, and Council to address areas that are unique to the subject property but not found within development documents. Attached for your information and review are letters of notification sent to property owners within 300' of the subject property, the legal advertisements that appeared in the Owasso Reporter, a copy of the application, and Trip Generation Information. Enclosed within your packet of information is a large case map as well as the applicants submitted materials. The subject property was posted with two notification signs and was posted the week of December 22, 1997. In review, the request by the applicant consists of three rezoning requests to establish the needed underlying zoning patterns, followed by the Planned Unit Development request. Separate action will be required on each zoning, followed by the Planned Unit Development. Staff will present separate recommendations for each request. RECOMMENDATION: 1. Staff recommends amended approval of OZ- 98 -03, a request to rezone property. from RD (Residential Duplex), RS -3 (Residential Single - Family High Density), and RS -2 6 (Residential Single- Family Medium Density) to RM -1 (Residential Multi- Family Low >: Density) Ot 2. Staff recommends approval of OZ- 98 -04, a request to rezone property from RS -3 (Residential Single - Family High Density), RS -2 (Residential Single- Family Medium Density), and RE (Residential Estates) to OM (Office Medium). 3. Staff recommends approval of OZ- 98 -05, a request to rezone property from RE (Residential Estates) to RS -1 (Residential Single- Family Low Density). 4. The subject property is located north of E. 86th Street North, immediately east and north of the Bank of the Lakes property (12401 E. 86th Street North). A location map is attached for your information and review. The total area of the subject property is 3.28 acres, more or less. This lot split, if approved, would create two lots from a large undivided tract of land. As you may recall, the property that is now occupied by the Bank of the Lakes was split from a large undivided tract of land in November of 1996, the remainder of which is the subject property for this lot split. The two lots to be created would be 1.04 and 2.24 acres respectively. The first,.tract to be created (1.04 acres) would measure 200 x 227 and would front onto E. 86th Street North. The area within this lot to be created is the next item on the agenda for a rezoning request to CS (Commercial Shopping). The second lot to be created (2.24 acres), would be located north of the previously created Bank of the Lakes lot and the first tract created by this split and would have access to E. 86th Street North via a mutual access easement that is already :a recorded document. Copies of the legal descriptions for the original undivided tract and the=two lots to be created are attached for -your information and review, as well as a drawing that provides the layout of the proposed lot split. The Technical Advisory Committee reviewed the lot split request at their January 5, 1998 regular meeting. At that meeting, area utility providers are afforded the opportunity to comment and /or request additional easements. ANALYSIS The applicants are requesting a rezoning of a parcel of land 1.04 acres in area from OL (Office Light) to CS (Commercial Shopping Center) in order to allow for commercial retail or restaurant development. The applicants have additionally requested a lot split approval for the subject property that is involved in the rezoning request (See Agenda Item # 9). Staff Report OZ -98 -01 Page 2 of 3 A portion of the original tract from which the subject property and the Bank of the Lakes property was created from was involved in a rezoning request in 1990. At that time, the land that contains Robert Long's Insurance Office/Diane's Travel and the property that is now Bank of the Lakes was considered by the Planning Commission for CG zoning for the ultimate use of a car wash. That request was denied, with the Planning Commission citing that although the established zoning pattern in the area supported the request, the physical surroundings did not. Since 1990, the property involved in that zoning request has developed. Robert Long's Insurance Office and Diane's Travel were constructed in 1992 within OL (Office Light) zoning requirements and specifications. Bank of the Lakes, after receiving lot split approval in November of 1996, was also developed within OL (Office Light) zoning requirements and specifications and is nearly completed. Obviously the physical changes in the area are not limited to these two properties. Since 1990, Warehouse Foods (originally Food Lion) has developed to the east of the subject property, as well as much of the Ram Plaza Addition. In 1996, the Cornerstone Shopping Center located southwest of the subject property, also completed a large expansion to the existing shopping center. In short, East 86th Street North has become a commercial retail /service corridor within our community far exceeding 1990 expectations. The applicant's request to rezone the 200'x 227' tract to CS is consistent with development that has occurred within this corridor since 1992, but yet does not go to the extreme of a CG (Commercial General) zoning and the intensity that would accompany it. It would allow for retail and service uses, thus adding to what is already found along this corridor of our community. In addition, providing the lot split is approved, would still provide slightly more than 2 acres of OL (Office Light) zoning to act as a buffer between the subject property and the residential areas to the north (Lakeridge and Central Park Il). The conditions that supported a denial of a rezoning request on the neighboring property in 1990 are quite simply no longer existent in 1998 on this property. Office development has occurred on that property and commercial development has occurred to the east of the subject property, thus creating a more harmonious environment for CS zoning. Notices were mailed to surrounding property owners on December 18, 1997 and the legal advertisement was published in the Owasso Reporter on December 18, 1997. The subject property is located within the Forest Drive Industrial Park, and is further described as Lots 3, 4, 5, and all of Reserve "A ". REQUESTED ACTION AND PURPOSE: A request to rezone the subject property from IL (Industrial Light) to CG (Commercial General) in order to allow for a family entertainment complex. LOCATION AND SIZE: The subject property is located along the west side of the Owasso Expressway, immediately adjacent to Keller Williams Realty. The subject property is described as Lots 3,4,5 and Reserve "A" of Forrest Drive Industrial Park, an addition to the City of Owasso, OK. A location map is attached for your information and review, as well as a copy of the Forrest Drive Industrial Park plat. EXISTING LAND USE: A majority of the subject property is undeveloped, with the exception of a single - family dwelling. SURROUNDING LAND USE: The subject property is abutted on the southeast by Keller Williams Realty, while the Anthony's Shopping Center abuts the property on the south. To the west of the subject property is property owned by the Owasso Public Schools while north is an undeveloped strip of land which is abutted by single - family dwellings. The west side of the subject property is abutted by the Owasso Expressway. APPLICABLE REGULATIONS: The Zoning Code for the City of Owasso, Chapter 15 "Amendments" and Chapter 6 "Commercial Land Uses ". SITE INFORMATION: No unusual development hardships are noted, however a large drainage channel does run through a portion of the property which would require some regrading prior to any comprehensive development. ANALYSIS The applicants are requesting a rezoning on a parcel of land approximately 6.47 acres in area from IL (Light Industrial) to CG (Commercial General) in order to allow for a family entertainment center. The applicants have additionally requested a lot split approval for the subject property that is involved in the rezoning request (See Agenda Item # 11). Staff Report OZ -98 -02 Page 2 of 2 In reviewing the proposed rezoning request to insure its appropriateness, staff has reviewed the current zoning patterns along both sides of the Owasso Expressway between E. 76th Street North and E. 96th Street North. It was determined that over 180 acres of land adjacent to the expressway are currently being utilized or have been zoned for Commercial Shopping or Commercial General. Please note that this is likely to increase with the relocation of Woods Precision to the German Corner area and a likely commercial use utilizing that facility. These existing zoning patterns and uses certainly support any CS or CG zoning request. An area map with all CS or CG zoning shaded in black is also attached for your information and review. In addition, with the current zoning of the subject property being IL, it could be argued that a commercial use of the property would be more appropriate than an industrial use as this is a gateway entrance to our community. If it were to develop in an industrial manner, a myriad of undesirable, less aesthetically pleasing uses could result. The City of Owasso is currently in the process of taking steps to beautify this corridor of our community through a landscaping and fencing project between E. 76th Street North and E. 86th Street North. Also, another landscaping grant has been applied for in order to provide beautification to those areas between E. 86th Street North and E. 96th Street North. Notices were mailed to surrounding property owners on December 18, 1997 and the legal advertisement was published in the Owasso Reporter on December 18, 1997. A copy of both have been attached for your information and review. Additionally, the subject property was posted the week of December 15, 1997. No calls requesting information regarding the rezoning have been received by the Community Development Department. In conclusion, a rezoning of the property to CG is consistent with the development history and zoning found along the Owasso Expressway and that which surrounds the subject property itself and a commercial use of the property is more desirable than an industrial use. Attic Storage is located at 11500 East 80th Street North, further described as Lot 1, Block 19, Elm Creek Estates I. A location map is attached for your information and review and a proposed site plan is included within your packet. The applicant is planning on constructing five additional mini - storage units as indicated on the site plan, ranging from 2800 square feet to 4050 square feet in area. All areas around the proposed structures is to be paved, similar to the first two phases of construction that have occurred on the subject property. The Technical Advisory Committee reviewed the site plan at their January 5, 1998 regular meeting. At that meeting, area utility providers are afforded the opportunity to comment and /or request additional easements. No comments opposing the project were noted by the utility companies and all were in attendance. Mr. Lutz with the Engineering Division of the Public Works Department also attended the meeting and requested that the final grading of the site occur in such a manner that a majority of the storm water run -off is directed to the drainage detention basin in the southwest comer of the subject site, rather than the inlet that was installed.. Staff would recommend that this requirement of Mr. Lutz be a condition of approval. Staff has no other concerns regarding this request. RECOMMENDATION: Staff recommends approval of the proposed site plan as presented with the following condition of approval: 1. Final grading occur in such a manner that a majority of the storm water run- off be directed to the drainage detention basin in the southwest comer of the subject site. The subject property is further described as a portion of Lot 7, Block 1, Ram Plaza Addition. The lot on which the proposed facility is to be located was created via a lot split in April of 1997. An area map is attached for your information and review. The current zoning of the property is CS (Commercial Shopping) which would allow for the development of the site as a retail or office facility. A review of the site plan indicates a proposed facility that is approximately 5,100 square feet. A total of 25 parking spaces are required based on the size of the facility, and 25 are indicated on the enclosed site plan, one of which is designated for handicapped parking. The Technical Advisory Committee reviewed the request at their January 5, 1998 meeting. No concerns regarding the site plan were voiced by the utility companies. Mr. Lutz of the Engineering Division of Public Works indicated that a drainage report may be necessary at the time of building permit application if additional review indicated the need for such a study. If approved by the Planning Commission, construction is anticipated to begin shortly thereafter. A separate permit would need to be issued for any signage. RECOMMENDATION: Staff recommends approval of the proposed site plan as presented with the following conditions: 1. A separate permit needs to be obtained for any signage. 2.
