The agenda for the regular meeting was posted in the Owasso City Hall, 207 S Cedar, on
October 2, 1998 at 3:00 PM.
1. CALL TO ORDER - Chairperson Ray Haynes called the meeting to order at 7:00 PM
and declared a quorum present.

3. CONSIDER APPROVAL OF THE MINUTES OF SEPTEMBER 8, 1998 REGULAR
MEETING. - The Commission reviewed the minutes of September 8, 1998 Regular
Meeting, Charles Willey moved, seconded by Bob Randolph to approve the minutes as
written. A vote on the motion was recorded as follows:

4. OZ -98 -13 - Vines Properties - The owner, Vines Properties, Inc., proposes rezoning
23.55 acres, more or less, from AG (Agriculture District) to CG (General Commercial
District). The subject property is unplatted land generally located at the southeast corner
of E 116th St No and Mingo Road.
Theron Warlick presented the case. This property was annexed into the City in
September, 1998 and is currently undeveloped. The 1985 Comprehensive Plan for the
City of Owasso suggests that this land be used for High Intensity Industry with Medium
Intensity Commercial. Prior to the annexation into the City of Owasso, the applicant
requested a rezoning from AG to IL from the Tulsa Metro Area Planning Commission.
This rezoning request was denied by the TMAPC. Notices were sent to surrounding
property owners and a legal ad was published in the Owasso Reporter. Staff received
one call opposing the rezoning from a Hale Acre resident. The following is a list of
comments /concerns made by surrounding property owners that were present:

Lynn Thomas - 11635 N 97th E Ave - Concerns with drainage in the area, traffic safety
at that comer and would like to see that parcel develop residential.
John Jackson - 9504 E 109 St No - Drainage concerns and the depreciation of his
property. Questions regarding how the parcel would be divided. He wants to keep
Owasso a bedroom community.
Jane Strickland - 11413 N 96 E Ave - Traffic and safety concerns at that intersection,
Randy Strickland - 11413 N 96 E Ave - Inquiring the types of businesses going in if
approved.
Jim Doss - 11635 N 101 E Ave - Moved to Owasso for a country living atmosphere,
doesn't want machine shop in his backyard.
Deidra Payne - 9121 E 116 St No - Feels there is enough traffic in the area, rezone to
residential.
Gladys Thomas - 11635 N 97 E Ave - There are enough empty buildings already
surrounding German Comer. Keep Owasso a family community.
Billie Watters - 9901 North Yale - There is an enormous effort going into finding a
tenant for the German Corner Wal -Mart building. It is such a large building it is going
to take a while.
David Vines, the applicant, addressed the Commissioners. Mr. Vines stated that a
window manufacturing company considered opening an establishment in Owasso but,
could not find a building to accommodate the business. He also stated that he was trying
to do something good for the community and feels this location is the least intrusive for
commercial. zoning.
Charles Willey moved to deny the rezoning request as submitted, Bill Ellison seconded.

5. OZ -98 -12 - Kourtis Realty LTD Co - The agent, Perry Cleveland, proposes rezoning
.653 acres, more or less, from OL (Office Low Intensity District) to CS (Shopping
Center District). The subject property is unplatted land generally located on E 86th St
No between Bank of the Lakes and Robert Long Insurance Agency.
Theron Warlick presented the item. This portion of East 86th Street North has grown
into a considerable commercial district since 1990. The appropriate vegetative buffer
between the proposed commercial site and the residences to the north will be needed.
During the site planning process the traffic movements between the Long Office Center,
Bank of the Lakes and this proposed shopping center. Notices were sent to surrounding
property owners and the legal ad was published. Staff received no comments from the
public regarding the proposed rezoning.

6. Easement Closing -Tim Hamilton -A request to close a portion of a 15' utility easement
located on Lot 3, Block 1, Double Oaks III. The subject property is located at 7913 N
128 E Ave. The owner proposes to relocate sanitary sewer on the subject property.
Theron Warlick presented a report to the Commissioners. The applicant failed to show
a 15 foot utility easement crossing the rear yard of the property, because Mr. Hamilton
was unaware of this easement, the home was built on top of the sewer main. The
relocation would occur within the existing easement and would not require the dedication
of additional easements. The Technical Advisory Committee reviewed the request at the
September 30, 1998 meeting. There were no comments or concerns regarding this
request. Staff recommends the closing of the easement with the following conditions:
1. That only the portion of the easement which lies underneath the house be
closed.
2. That the relocation be approved and constructed prior to forwarding the
easement closing to Council for final approval.
Bob Randolph moved to approve the easement closing, subject to the above staff
recommendations. Ray Haynes seconded the motion. A vote on the motion was

7. Preliminary Plat - The Willows of Silver Creek - A request for review of a Preliminary
Plat for the Willows of Silver Creek, a 31.22 acre, 84 lot subdivision. The subject
property is described as part of the SE /4 of Section 21, T21N, R14E, and is located
north of the Bradfords at Silver Creek and Brentwood Park Additions.
Theron Warlick presented the item. The Technical Advisory Committee reviewed the
preliminary plat at their September 30, 1998 meeting and had several comments. All of
the requested changes have been made except for PSO. PSO was not able to review the
plat prior to the TAC meeting.
Ray Haynes moved to approve the Preliminary Plat request, subject to TAC evaluation
and PSO changes, if any. Charles Willey seconded the motion. A vote on the motion

8. Final Plat - Summit Commercial Center - A request for review of 2.69 acre, a one lot
subdivision described as part of the NE /4 of Section 30, T21N, R14E, located on the
south side of E 86th St North between Atlanta and Main Streets. This is a replat of all
of Owasso Center and includes additional unplatted land to the east.
Theron Warlick presented this item to the Commissioners. He explained that the
Planning Commission can combine the preliminary and final plat procedures into one
action. The Technical Advisory Committee reviewed the plat at their September 30,
1998 meeting. There were a few comments from the Planning Department and Public
Works Authority. The engineer for the developer has amended the plat according to
these comments.
Charles Willey moved to approve the Final Plat request, Larry Helton seconded the

9. Final Plat - Fairways V at Bailey Ranch - A request for review os a 16.3 acre, 71 lot
subdivision described as part of the W/2 of Section 19, T21N, R14E, located on the east
side of Mingo Road, west of Fairways II between E 86th St North and E 96 St North.
Theron Warlick presented the item. He stated the preliminary plat was approved in July
1997. Comments from the Technical Advisory Committee review, at their September
30, 1998 meeting, has been amended. Questions were answered regarding zero lot lines
and a gated entrance. Also discussed was the possible need of a vegetative buffer.
Ray Haynes moved to approve the Final Plat request, subject to the entrance into the
subdivision being free of gates. Bob Randolph seconded the motion. A vote on the

BRENTWOOD VILLAGE

BACKGROUND
The City of Owasso has received a request from Kour is Properties for a review of a preliminary
plat for Brentwood Village, a 20.48 acre, 66 lot subdivision. The subject property is described as
part of the W/2 of the SEA of Section 21, T -21 -N, R -14 -E, generally located north of Brentwood
Estates, east of Barrington Estates, and west of the Willows at Silver Creek additions.
The subject property is zoned RS -2 (Residential Single - Family Medium Density). The proposed
sizes conform to this zoning district. Primary street access to the proposed subdivision will be
through Brentwood Estates via 139' East Avenue. The subdivision will also provide linkage to
Barrington Estates to the west, and the proposed Willows of Silver Creek to the east.
The Technical Advisory Committee reviewed the preliminary plat at their October 27, 1998
meeting, with comments as follows:
CD — Provided addresses to developer's engineer. Noted that lot sizes conform to zoning.
Requested language in covenants to resolve ownership and maintenance of the "Park Area"
shown on the plat. Engineer explained that the park area would be flat and 48" below grade
and had the potential to offer some stormwater detention, but would be primarily a dry
basin and usable as to be a park.
OPWA - Phil Lutz — noted that there were no detention areas shown on the plat.
Developer's engineer explained that there was an agreement to handle drainage in
Nottingham Addition. He also requested an 8" sewer line stub on Blocks 4 and 5. Change
name of easement on west property boundary to U/E D/E.

that indicates:

b) the timing of the construction of said detention,
c) the maintenance of said detention facility.

DLH ENGINEERING

BACKGROUND
Dennis Hodo of DLH Engineering has submitted a site plan for DLH Engineering, Inc., a
proposed 2,500 square foot office building located on Lot 6 Block 1, Elm Creek
Condominiums Amended Addition. The proposed building is located at 8412 N 123rd E
Avenue and is located in an OL (Light Office) zoning district.
Parking and loading is satisfactory for a building of this size and type. The developer proposes 10
parking spaces and 1 handicapped space, for a total of 11 spaces. This exceeds the required parking
at 1 space per 300 square feet of floor area. Sidewalks are shown on the drawing.
Drainage for the site is designed for a 100 -year flood. The applicant proposes using the parking lot
with a slotted curb as a detention device. This would allow a slow release into the creek to the west
of the subject site.
The Technical Advisory Committee reviewed the site plan at its October 28, 1998 meeting. There
were no comments or concerns from the Committee regarding the development. The developer had
mentioned that he was considering a minor change in the parking area and that he would attempt to
provide a revised drawing. Staff had also requested that landscaping be shown on the revised
drawing. The applicant has been out of town and unable to submit a revised drawing.
RECOMMENDATION
Staff recommends approval of the site plan with the following condition:
1) That the applicant submit for Staff approval, a revised drawing showing any parking lot
changes and landscaping prior to issuance of a building permit.
2) Signage will be reviewed separately through the sign permit process.

BACKGROUND
A request to review a site plan for the Tire Barn, a proposed automotive center, located on
Lots 6 &7, Block 19, Original plat of Owasso. The proposed building is generally located at
112 & 116 W Broadway Street, on the southeast corner of the intersection of Broadway and
Atlanta Streets. The subject property is zoned CH (High- Intensity Commercial).
The applicant proposes a 7,550 square foot facility. Tire service centers are described in Use
Unit 16 - Gasoline Service Station. This category sets no minimum parking requirement for a
facility of this type. However, the applicant proposes 11 parking spaces and 1 handicapped
space. The proposed parking is satisfactory for a building of this size and type.
This site is an adaptation of an older site in Owasso. The applicant has stated that this site may
have contained a hotel at one time, then later housing. Efficient use of the downtown infrastructure
is important to the overall vitality of Owasso and the Planning Commission may want to practice
some flexibility in reviewing site plans that retrofit new uses on older, smaller lots. Although the
proposed drainage and landscaping are different than what might be expected on a larger site, they
still provide an adequate solution. There is an existing ditch on the west side of the property (north
is down on the enclosed plan). A notched curb in the parking area would detain some stormwater
and a notched barrier located in the swale on the south side of the property would detain the rest of
the stormwater.
TAC COMMENTS
The Owasso Technical Advisory Committee reviewed the proposed site plan at the October 28,
1998 meeting with the following comments:
CD - Provide sidewalk on Broadway.
OPWA - Phil Lutz, City Engineer - suggested that the proposed swale is a ready made detention
device, proposed placing a notched concrete barrier in the swale on the south side of the
property. The device would allow normal rain to pass through to the ditch, but would provide
detention in a heavy rain.

PSO - Bob Pierce - Noted that there is an overhead line in the alley on the south side of the
property, but that it would not present a problem.

Staff recommends approval of the site plan with the following conditions:
1) That the developer install a concrete detention device in the Swale on the south side of the

SUBJECT: SITE PLAN — BEEHIVE HOMES

BACKGROUND
The applicant, Mike Moe, has requested a review of a site plan for Beehive Homes, a proposed
assisted living residential center, located on Lot 1, Block 1, Heritage Addition, further described
as property on the north side of E 22nd Street N, west of Garnett Road. The applicant was granted a
Special Exception to construct an assisted living residential center in an OL (Light Office) zoning
district by the Owasso Board of Adjustment at the October 27, 1998 regular meeting (Case #
OBOA- 98 -22). The Board of Adjustment required only one condition that can be addressed
through a separate sign permitting process. Because the subject site is proximate to single - family
residential housing, the Board of Adjustment required signage to be limited to one, ground -type,
non - illuminated, monument sign.
The applicant proposes a 5,000 square foot facility described in Use Unit 5 — Services Culture
and Recreation. This type of facility requires one parking space per 500 square feet of floor area.
The applicant proposes 9 parking spaces and 1 handicapped space for a total of 10 spaces. The
proposed parking is satisfactory for a building of this size and type.
The site is a located in a relatively open and roomy area on the north side of E 22nd Street. An
office complex fronting on Garnett road is adjacent and to the east. Undeveloped land belonging
to Faith Lutheran Church lies to the north and the west. A soccer field is located on church
property to the northwest of the subject site. Single - family homes are located across E 22nd
Street to the south. Though the proposed development should have a minimal impact on
surrounding land uses, landscaping is recommended for the enjoyment of the home's residents
and in order to soften the appearance of the facility. The applicant has shown proposed
landscaping on the site plan within this packet that offers a degree of buffering.
As with the Tire Barn, there is a limited amount of space available on the lot, therefore the City
Engineer has again recommended an obstructed swale on the west side of the property. This would
intercept the normal flow from northeast to southwest, as well as the added runoff from the building
and parking lot. In a normal rain, some rainwater may eventually pass onto the street. In a flooding
rain, however, water would be detained on site and released at a slower, controlled rate.

The Owasso Technical Advisory Committee reviewed the proposed site plan at the October 28,
1998 meeting with the following comments:
CD — Provide sidewalk on E 22nd Street.
OPWA — Phil Lutz, City Engineer — suggested that a swale be created on the west side of the
property and that a notched concrete barrier, similar to the device recommended for the Tire Barn,
be placed on the west of the property to control runoff. He also noted that sanitary sewer was
available immediately to the north site but that they would need to bore from the south for water.
PSO — No comments offered.
ONG — Doyle Goins — Noted that gas service was available on the north side of E 22nd Street

In a subsequent discussion with the applicant, Mr. Moe noted that they would submit a detailed
