The agenda for the meeting was posted in the Owasso City Hall, 207 S Cedar, on March 6,
1997 at 9:00 AM.
1. CALL TO ORDER - Chairperson Ray Haynes called the meeting to order at 7:00 PM
and declared a quorum present.

3. CONSIDER APPROVAL OF THE MINUTES OF FEBRUARY 13, 1997 SPECIAL
MEETING - The Commission reviewed the minutes of February 13, 1997, Jerry Cole
moved, seconded by Charles Willey to approve the minutes as written with the exception
of changes on item #4. A vote on the motion was recorded as follows:

4. Site Plan - Kourtis Properties - A request from Mr. Pete Kourtis for a review of a

The Chair introduced the case. Drainage drawings have not been submitted, Mr. Rooney
suggested this item to be tabled.
5. OLS -97 -01 - Tyann Development - A request from Tyann Development for a review of
a lot split within the Castle Park Addition, more specifically creating two lots from three
platted lots. Castle Point is located within the SW /4 of Section 20, T21N, R14E.

The Chair introduced the case and the staff review was given by Mr. Rooney. If
approved, this lot split would combine three existing platted lots into two lots thus

creating two lots with larger building areas. The Owasso Technical Advisory Committee
reviewed the lot split request at their February 26, 1997 regular meeting. No comments
or concerns were offered by the utility companies.
Following discussion, Dewey Brown moved to approve the lot split Charles Willey
seconded. A vote on the motion was recorded as follows:

6. Final Plat - Lakeshore Greens - A request from Tuttle and Associates for review of a
final plat for Lakeshore Greens, an addition to the City of Owasso, containing 2 multi-
family lots zoned PUD (underlying zoning of RM -1) on 14.18 acres, more or less. The
subject property is located north of the northeast corner of E. 86th Street North and
Mingo Road, further described as a portion of the SWA of Section 19, T21N, R14E.
The Chair introduced the case and the staff review was given by Mr. Rooney. The
subject property is zoned PUD, with the underlying designation of Residential Multi -
Family Low Density. No tax credit, low - income, or rent subsidized housing is being
proposed by the applicants. The final plat was reviewed by TAC at their regular meeting
on February 26, 1997. The only comment from the utility companies was the need for
an additional easement along the shared property lines of Lots 1 and 2. This correction
has been added to the final plat. Recommendations from staff are as follows:
1. Acceleration /Deceleration lanes will be required at the entrance off of
Mingo Road.
2. Sidewalk along Mingo Road will be required.
3. There are different/conflicting easements shown on the east side of Mingo
Road on the plat and the site plan. PSO requested an additional 17.5'
utility easement outside of the right -of -way at the preliminary plat
meeting. This item has been corrected on both the plat and the site plan.

Following discussion and question from the Commissioners, Charles Willey moved to
approve the final plat subject to the inclusion of the above comments provided by staff,
Dewey Brown seconded. A vote on the motion was recorded as follows:

7. Site Plan - Lakeshore Greens - A request form Architects Collective for a review of a
site plan for Lakeshore Greens, a multi - family residential complex containing 120
residential units on Lot 1, Block 1, of the proposed Lakeshore Greens Addition (See
above).
The Chair introduced the case and the staff review was given by Mr. Rooney. This
property is zoned PUD with an underlying RM -1 zoning. The area for multi - family
development limited the total amount of multi - family units to 223. The first phase
proposes a total of 120 multi - family housing units. The Owasso Technical Advisory
Committee reviewed the site plan at their February 26, 1997 regular meeting. Several
comments /corrections were submitted by staff and the utility companies. Ms. Viviana
Varnado of Architects Collective addressed those comments either by a revised site plan
or via a letter. Parking spaces required for this project is 240 (7 of those being
handicapped spaces). Concerns regarding ample handicap parking were addressed by
Mr. Larry C. Kester from Architects Collective. Several questions concerning traffic
coming through the occupied portion were addressed. Staff recommends approval of the
site plan with the following conditions, with the exception of the amendment on item N5:
1. Plan for the Emergency Vehicle Override for the Access Control gates
shall be reviewed and approved by the Owasso Police and Fire
departments prior to installation. Applicant to submit plans to Community
Development Department for distribution.
2. Wind/Trash fencing to be installed around the entire subject site prior to
the issuance of a building permit.
3. Silt fencing to be installed along the portion of the subject property prior
to the issuance of a building permit.

4. Separate permits will be required for signage and are not included within
the building permit.
5. No occupancy of any buildings prior to project completion and obtaining
a final inspection on all of the buildings. An exception to allow
occupancy of the office /club area prior to project completion would be
permitted.
6. Landscaping to be installed per submitted detailed landscaping plan.
7. All other corrections identified in March 4, 1997 letter from Architects
Collective shall be required.
Jerry Cole moved to approve the site plan request, subject to the above TAC and staff
recommendations with the following changes on Item 115:
5. No occupancy of any buildings prior to project completion and obtaining
a final inspection on all of the buildings. An exception to allow
occupancy of the office /club area and the two (2) buildings neighboring
the clubhouse as long as the rest of the buildings are sectioned off.
The motion was seconded by Charles Willey. A vote on the motion was recorded as

8. Final Plat - Central Park II - A request from Kane Development for a review of a final
plat for Central Park II, an addition to the City of Owasso, containing 96 single - family
residential lots zoned RS -3 on 41.56 acres more or less. Central Park II is located south
of Central Park Addition and east of Lakeridge Addition.
The Chair introduced the case and the staff review was given by Mr. Rooney. This plat
was reviewed by the Technical Advisory Committee at their February 26, 1997 meeting.
Requests for additional utility easements were made by the utility companies and were
added to the final plat. The intersection that is located in the northwest portion of the

plat does not meet minimum distance required for streets to be offset. This should not
create a problem with the traffic flow, only four residential homesites are located in that
area.
Ray Haynes moved to approve the final plat for Central Park II, subject to staff
requirements, Dewey Brown seconded. A vote on the motion was recorded as follows:

9. Preliminary Plat - Silver Creek - A request from Silver Creek Development for the
review of a preliminary plat for Silver Creek, an addition to the City of Owasso
containing 85 residential lots zoned PUD (underlying zoning of RS -2) on 33.02 acres,
more or less. Silver Creek is located immediately east of Brentwood Park.
The Chair introduced the case and the staff review was given by Mr. Rooney. The
Technical Advisory Committee reviewed this preliminary plat at their February 26, 1997
regular meeting. Several comments were submitted by utility companies and staff and
have been addressed at this time. Staff recommends approval of the preliminary plat
with the following condition of approval:
1. Correct the layout of the cul -de -sac that provides access--to Lots 22
through 26 of Block 3.

SUBJECT: SITE PLAN REVIEW FOR KOURTIS PROPERTIES
ATOR HEIGHTS THIRD ADDITION, BLOCK 5
DATE: April 3, 1997
BACKGROUND:
Mr. Pete Kourtis has requested review of a comprehensive site plan for a commercial /office
complex to be located within Block 5 of Ator Heights Third Addition on two lots created via a
lot split in 1996 (OLS- 96 -08). The subject property is generally described as the undeveloped
land between the existing Ator Center and Mowery Funeral Home and is zoned CG (Commercial
General). Copies of the legal description for the lot splits, an area map, as well as the site plan,
are attached for your information and review.
The site plan submitted indicates a desire to construct three (3) different structures on the site.
Building "A" is planned for retail use and totals 5,000 square feet. Based on retail use, the
amount of required parking spaces is 25, one of which would need to be handicapped accessible.
Building "B" is planned for office use and would be required to have a minimum of 25 parking
spaces as well (1 per 300 square feet), one of which would also need to be handicapped
accessible. Building "C" is planned to be rented storage space requiring 5 parking spaces (1 per
600 square feet). A total of 55 parking spaces would be required based on the types of uses
indicated and 43 parking spaces are shown, none of which are handicapped accessible. Staff
would recommend an additional 12 parking spaces be required for site plan approval located
between buildings "A" and "C" or between buildings "A" and "C" and along the -sbuth wall of
building "B ". Additionally, three of the 55 parking spaces should be identified as handicapped
accessible, one near the entrance of each building.
The major concern regarding the development of this property is stormwater and how it will be
handled. Mr. Lutz of the Engineering Division of Public Works met with the developers
engineer last week to address these concerns. As a result of that meeting, it was agreed that a
"catch basin" will be constructed on the subject property with the storm sewer being piped
westward underground between the existing homes in Ator to the storm sewer located on N. Elm
Street.
As you may recall, staff requested that this item be tabled due to a lack of approval from the
Engineering Division of Public Works regarding the above drawings. The drawings for these
improvements have now been approved by Mr. Lutz. A copy of a memorandum from Mr. Lutz
is included for your information and review.
While the stormwater drainage for this project is complex in nature, staff does want to clearly
state that the site plan submitted does meet city requirements. In fact, it is much easier to
review a site plan that is comprehensive in nature, indicating all planned buildings, rather than
reviewing each addition at a time. It has allowed staff to review possible drainage problems for
the entire site and develop a plan for dealing with its associated stormwater. It is because the
stormwater is a significant issue, not the site plan itself, that staff is requesting the requirement
that no permit be issued until the stormwater improvements are installed.
RECOMMENDATION:
Staff recommends approval of the site plan with the following conditions:
1. Twelve (12) additional parking spaces be added as indicated above to total
55 parking spaces.
2. Three spaces (3) are to be labeled handicapped accessible, one in front of
each building.
3. No building permit shall be issued for any structure until the stormwater
improvements are installed.

On March 27th, Kourtis, engineer (DLH Engineering, Inc.) submitted
a proposed plan to correct the drainage problem to the west Of the
Kourtis development. The plan is includes an area inlet at the
west side of the devlopment, a covered pipe to carry storm runoff
between two homes facing Elm Street, and d
Street. ischarging on to Elm
The plan as presented, appears to remedy the problem of runoff
impounding in the back yards of 1703 and 1705 North Elm Street.
A drainage easement will be required to install and maintain the
drain pipe.

BACKGROUND:
Mr. Michael Watson has submitted a request for the review of a site plan for Three Lakes Office
Park. The proposed Three Lakes Office park is located directly behind (east) of the Owasso
Chiropractic clinic at 8434 N. 123rd E. Avenue. The current zoning of the subject property is
CG (Commercial General). An area map is attached for your information and review.
The additional office building planned for the site is proposed to contain up to 7 rentable office
spaces (depending upon the size of the space to be rented). An additional 41 parking spaces are
being proposed by the applicant and this exceeds the minimum amount of parking spaces that
would be needed. Three handicapped parking spaces are also being proposed which also exceeds
the minimum amount required by the Zoning Code. Parking spaces are indicated on the plan
as being 9' x 18'. The minimum sizing allowance per the Zoning Code is 9' x 19' and the
applicant has been informed of this necessary change.
The Technical Advisory Committee reviewed the site plan at their March 26, 1997 regular
meeting. At that meeting, area utility companies and city personnel have the opportunity to
provide comments /corrections to any submittals. No concerns and /or comments were discussed
at that time. A copy of the proposed site plan is enclosed for your information�ftnd review.
Elevation profiles will be available at the meeting.
The applicant has provided for additional landscaped area and has conducted discussions with
staff regarding the appropriate process for signage and the various types of signage that would
be desired along in that area.
RECOMMENDATION:
Staff recommends approval of the proposed site plan as presented with the condition of changing
the dimensions of the parking spaces from 9' x 18' to 9' x 19'.

BACKGROUND:
Dr. Franklin has submitted a proposed lot split in order to create an additional building site for
Lot 7, Block 1, Ram Plaza Addition. An area map is attached for your information and review,
as well as legal descriptions of the proposed lot contained within the plat of survey.
The Technical Advisory Committee reviewed the lot split request at their March 26, 1997
regular meeting. At that meeting, the area utility providers as well as staff, have the opportunity
to provide comments and /or corrections. At that meeting, no comments and /or corrections were
discussed.
The Owasso Zoning Code requires that all property with a CS (Commercial Shopping Center)
zoning designation have a minimum frontage of 50 feet onto a public street. As the plat of
survey indicates, the subject property would have 122' of frontage onto E. 86th Place North.
If the lot split is approved, a site plan for any proposed structure would need to be submitted
and approved prior to the development of the property.
RECOMMENDATION:
Staff recommends approval of the proposed lot split as presented.

The City of Owasso has received a request to review a preliminary plat for Brentwood Estates
II. Brentwood Estates II is located immediately north of Brentwood Estates and immediately
east of Barrington Estates. The subject property contains 50 RS -2 (residential Single- Family
Medium Density) zoned lots on 20.49 acres, more or less. An area map is enclosed for your
information and review.
The Technical Advisory Committee reviewed the preliminary plat for Brentwood Estates II at
their March 26, 1997 regular meeting. At that meeting, utility companies and staff provided the
following comments /corrections for the submittal:
1. Show all platted property within Section 21 on location map. Brentwood
park is not shown at this time.
2. Change rear yard setbacks within covenants to 25' per RS -2 property
development standards.
3. Suggest that the Corner Side Yard Setbacks of Lot 1, Block 2 and Lot 3,
Block 1 be reduced to 15' to match corner side yards of Barrington Estates.
4. East 90th Street North change to "E. 89th Court North."
5. East 88th Street North change to "E. 89th Place North."
6. Provide turn - around cul -de -sac layout for E. 89th Court North, rather than
"dead -end" to Park Area.
7. Provide a temporary turnaround at the east end of E. 89th Place North.
8. Change utility easement along rear property lines of Lots 5 & 6 of Block 2
from 11' u/e to 17.5' u /e.
9. Would like the 17.5' u/e and 10' d/e along the west lot lines of Lots 1 -3 of
Block 1 and Lots 1 -5 of Block 2 to be combined into a 27.5' u /e.
10. Add a 5' & 5' u/e along the shared property lines of Lots 1 and 2 of Block
4.
11. Addresses are assigned and available.
12. Include Park Area for maintenance by Home Owners Association in
covenants.

been submitted and are in the review process.
RECOMMENDATION
Staff recommends Planning Commission approval of the preliminary plat for Brentwood Estates
II as submitted.
