Consider Approval of the Minutes of the July 8, 1997 Regular Meeting.
4. Final Plat - Owasso Industrial Park - A request for the review of a preliminary plat for
Owasso Industrial Park. The property is located immediately south of the National Steak
and Poultry facility and would contain 5 lots on 7.41 acres, more or less.
5. Preliminary Plat - Windsor Lake III - A request for the review of a preliminary plat for
Windsor Lake III. Windsor Lake III is located south of Windsor Lake II, north of
Barrington Point and Barrington Estates, east of Camden Park, and west of Nottingham
Estates. Windsor Lake III consists of 32 residential lots zoned RS -2 (Residential Single -
Family Medium Density).
6. Preliminary Plat - The Summit II at Southern Links - A request for the review of a
preliminary plat for The Summit II at Southern Links. Summit II is located southeast of
The Summit at Southern Links and consists of 14 lots on 7.50 acres, more or less.
7. Preliminary Plat - The Fairways at Bailey Ranch III and III Extended - A request to
review a preliminary plat for The Fairways at Bailey Ranch III and III Extended. The
subject property consists of 149 residential lots on 66.34 acres, more or less. A portion
of this property is contained within the above rezoning request.

Quarter of Section 19, T21N, R14E from AG (Agriculture) to RS -3 (Residential Single -
Family High Density). The subject property is immediately north of Ator Heights IV
and contains 50 acres, more or less.
9. OZ -97 -04 - Johnson Trust - A request to rezone the West Half of the Southeast Quarter
of the Southwest Quarter of Section 16, T21N, R14E from AG (Agriculture) to RS -2
(Residential Single- Family Medium Density). The subject property is immediately north
of the Pleasant View Addition.

1. CALL TO ORDER - Chairperson Ray Haynes called the meeting to order at 7:00 PM
and declared a quorum present.
2. ROLL CALL
3. CONSIDER APPROVAL OF THE MINUTES OF JUNE 10, 1997 REGULAR
MEETING - The Commission reviewed the minutes of June 10, 1997, Bill Ellison
moved, seconded by Ray Haynes to approve the minutes as written with the correction
of striking Marsha Hensley as present. A vote on the motion was recorded as follows:

Bill Ellison - Yes

Charles Willey - Yes
The motion carried 5 -0.
4. Preliminary Plat - Fairways IV - A request for the review of a preliminary plat for
Fairways IV. Fairways IV is immediately north of Fairways H and would contain 54 lots
on 17.5 acres, more or less.
The Chair introduced the case and the staff review was given by Mr. Rooney. The
Technical Advisory Committee reviewed the request at their June 25, 1997 meeting. The
utility companies had several comments, some addressed on the preliminary plat. Mr.
Pete Kourtis. the applicant, addressed concerns regarding "flag" lots.
Charles Willey moved to approve the preliminary plat for Fairways IV request, subject
to staff and TAC recommendations, Dewey Brown seconded. A vote on the motion was
recorded as follows:

5. Preliminary Plat - Fairways V - A request for the review of a preliminary plat for
Fairways V. Fairways V is immediately north of Larkin Bailey Blvd as you enter the
Bailey Golf Ranch and would contain 66 lots on 15.3 acres, more or less.
The Chair introduced the case and the staff review was given by Mr. Rooney. The
Technical Advisory Committee reviewed the preliminary plat at their June 25, 1997
meeting and had several comments regarding the item. Some of these comments have
been addressed. Patio homes were included and approved in the PUD and are permitted
to have a zero lot line on one side. Also duplexes, which were not included in the
original PUD, are within this proposal. A Special Exception will need to be obtained
through the Board of Adjustment and will be scheduled for the July 22, 1997 regular
meeting. Questions were answered by Mr. Pete Kourtis regarding sidewalks and
acceleration/deceleration lanes into the patio and duplex portion.
After discussion, Dewey Brown moved to approve the preliminary plat request, subject
to staff recommendations, Charles Willey seconded the motion. A vote on the motion
was recorded as follows:

6. Annexation Request - Kourtis Properties - A request for the review of an annexation
request for property located south of E 96th St. N and north of Ator Heights IV
Addition. The property is bounded on the west by undeveloped property surrounding the
golf course, while on the east it is bounded by the Caudle and Edison property. The
subject property contains 50 acres, more or less.

A review of this item was given by Mr. Rooney. The property is zoned AG
(Agriculture) and would remain AG upon annexation but, the applicant has indicated his
intent to develop the property residentially. The Technical Advisory Committee
reviewed the annexation request at the June 26, 1997 meeting and had no concerns
regarding the request. The Annexation Committee reviewed the request also and it was
unanimously approved.
Dewey Brown moved to approve the Annexation Request, Ray Haynes seconded. A vote
on the motion was recorded as follows:

7. Preliminary Plat - Owasso Industrial Park - A request for the review of a preliminary
plat for Owasso Industrial Park. The property is located immediately south of the
National Steak and Poultry facility and would contain 5 lots on 7.41 acres, more or less.
Mr. Rooney reviewed the preliminary plat with the Commissioners. The Technical
Advisory Committee reviewed this item on June 25, 1997. The only request at that
meeting was from ONG for a 17.5' utility easement along South Fifth Avenue.
Charles Willey moved to approve the preliminary plat subject to TAC and Staff
recommendations, motion was seconded by Bob Randolph. A vote on the -motion was
recorded as follows:

8. OLS - Bob Mang rum - A request for the review of a lot split. The subject property is
described as Lot 10, Block 7, Greenlee's Addition, further described as being located in
the 300 block of W Second St.

Mr. Rooney presented this item to the Committee. The applicant is requesting to split
off the east 25 feet of Lot 10, Block 7 so that it may be combined with the property
owner to the east who has an interest for additional property. At the Technical Advisory
Committee meeting Public Service of Oklahoma stated that they had a service drop in
that area and may be in need of an easement from the eventual owner in order to serve
any addition homes.
Ray Haynes moved to approve the lot split subject to PSO's requirements on the
easement, motion was seconded by Charles Willey. A vote on the motion was recorded
as follows:

9. OZ -97 -03 - Edison - A request to rezone a five acre tract of land located south of the
southwest comer of E. 96th Street North and Garnett Road from RMT (Residential
Multi- Family Townhome) to CS (Commercial Shopping Center). The subject property
is adjacent to Garnett Road and is located between Faith Lutheran Church and the Caudle
Property.
A review was given by Mr. Rooney. The subject property is currently undeveloped and
some moderate development hardships are expected due to the terrain of the property.
The applicant is requesting a rezoning of 5 acres from RMT to CS in order to permit the
development of the property in a commercial nature. The applicant will be required to
install acceleration/deceleration lanes, as well as sidewalks.
Ray Haynes moved to approve the request for rezoning subject to staff recommendations,
motion was seconded by Bob Randolph. A vote on the motion was recorded as follows:

SUBJECT: OWASSO INDUSTRIAL PARK
FINAL PLAT
DATE: August 7, 1997
The City of Owasso has received a request to review the final plat for Owasso Industrial Park.
The subject property is located immediately south of the National Steak and Poultry facility and
would contain 6 lots on 7.41 acres, more or less. The subject property is zoned IL (Light
Industrial).
A preliminary plat for Owasso Industrial Park was reviewed and approved by the Planning
Commission at the July 8, 1997 Planning Commission meeting. As you may recall, the plat at
that time contain 5 lots with the rear of those lots being identified /designated for stormwater
detention. The final plat proposal contains 6 lots, one more than the preliminary plat. This lot
was created by identifying the size of the necessary stormwater detention, locating that detention.
on one lot as opposed to all of the lots, thus creating an additional sixth lot. Access to this lot
is proposed via a mutual access easement along the east lot line of Lot 3.
The final plat for Owasso Industrial Park was reviewed by the Technical Advisory Committee
at their July 29, 1997 regular meeting. At that meeting, area utility companies and staff are
provided an opportunity to request corrections and/or additions to the request. No
comments /requests were noted from the area utility companies and staff s comments were limited
to the labeling of the street and the inclusion of addresses on the plat. Please note that Lot 6
is not addressed on the final plat within your packet. Staff would recommend that Lot 6 receive
the address of 322 East Fifth Avenue, with Lots 3 thru 5 being addressed 332, 342, and 352 E.
Fifth Avenue as a condition of approval.
As is adopted policy regarding the final plat process, if the final plat is approved by the Planning
Commission it will not be forwarded to the City Council until construction plans have been
reviewed and approved by the Engineering Division of Public Works and permits to construct
water and sanitary sewer lines have been issued by DEQ.
RECOMMENDATION
Staff recommends approval of the final plat for Owasso Industrial Park.

PRELIMINARY PLAT

BACKGROUND
The City of Owasso has received a request to review a preliminary plat for Windsor Lake III.
Windsor Lake III contains 32 residential lots on 13.86 acres, more or less. The subject property
is zoned RS -2 (Residential Single - Family Medium Density) and is surrounded on all sides by
developed property also zoned RS -2. An area map is attached for your information and review.
Windsor Lake III is unique in the sense that it is the last "piece of the puzzle" of land that had
remained to be developed in the square mile area bounded by E. 86th and 96th Street North and
N. 129th and 145th E. Avenue. While a large portion of the land in Section 21 remains
undeveloped well to the east of the subject property (future phases of the proposed Silver Creek
Planned Unit Development), the land contained within the Windsor Lake III plat will now make
it possible to travel from E. 96th Street North to E. 86th Street North without accessing N.
129th E. Avenue. Windsor Lake III will connect Windsor Lake II and Windsor Lake II
Extended, Nottingham Estates, Barrington Estates, and Barrington Point I (see enclosed plat).
The preliminary plat for Windsor Lake III was reviewed by the Technical Advisory Committee
at their July 29, 1997 regular meeting. At that meeting, area utility companies and staff are
afforded the opportunity to provide comments and/or corrections to the plat. The following
comments were noted at that meeting:
1. Street names and addresses are available and should be included.
2. Several building lines need to be reviewed.
3. Construction plans need to be submitted with a final plat application.
4. Covenants need to be submitted with final plat application (Developer has
indicated that these will be similar to Windsor Lake I and II.
5. Several requests for additional utility easements were made by the utility
company representatives.
The plat enclosed within your packet does include those items identified above that needed to
be addressed at this time. This plat is preliminary in nature and will be reviewed again by the
Technical Advisory Committee and Planning Commission.

PRELIMINARY PLAT
DATE: August 8, 1997
BACKGROUND
The City of Owasso has received a request to review a preliminary plat for The Summit II at
Southern Links. The Summit II contains 14 residential lots on 7.50 acres, more or less. The
subject property is zoned Planned Unit Development with an underlying zoning of RS -3
(Residential Single - Family High Density). An area map is attached for your information and
review.
The Summit II proposes several development concerns and the preliminary plat before you is
the result of several months of discussions with the staff and the applicant, as well ass the
applicant's surveyor and engineer. Three development issues are found accompanying this
property:
1. Conditions of the Planned Unit Development require that a 10' landscaping
buffer be located between the road right -of -way and the shared property line
of the Hale and Starlane Additions. (This required buffer must be approved
by the Planning Commission at final plat submittal);
2. The City of Owasso has a water line that runs north -south through the subject
property in the area that will contain N. 101st E. Avenue and its necessary
right -of -way (50 feet). A copy of the easement for the City of Owasso's
water line is attached for your information and review;
3. Buildable area of several lots is extremely limited due to PUD requirements,
setback requirements, and right -of -way location.
As you can see on the enclosed plat, staff has proposed and the developer has agreed to several
modifications that should accommodate all of the above concerns. The following have been
identified as mariners in which to address the above concerns:
1. Maintain the 10' landscape buffer as required by the PUD. Staff was not in
favor of any request to amend the PUD as originally approved regarding the
required landscape buffer.

2. Require the standard 50' right -of -way, but allow the actual location of the
pavement within the right -of -way to shift in order to accommodate the
existing water line. This would prevent relocation of the water line, as well
as future maintenance costs should water line problems occur as only a small
portion of the water line would be located beneath a concreted /asphalt
surface.
Because the pavement would be shifted to the east side of the right -of -way
along the southern portion of N. 101st E. Avenue (Lots 8 through 14) in
order to accommodate the water line, staff is supportive of a reduced front
building line on those lots. A 15' building line, when combined with the
additional right of way that is not utilized due to the shifting of the pavement,
would effectively provide for the same actual distance that these homes
would be setback from the curb as those homes with a normal setback when
fronting a street with the pavement in its typical location. The reduced
setback then allows for a larger buildable area on Lots 8 through 14, several
of which are shallow.
As stated previously, this plat has been involved in a review process for an extended period of
time in order for it to be acceptable by staff and forwarded to the Planning Commission for your
review.
The Technical Advisory Committee reviewed the preliminary plat twice, once in March and then
again at their July 29, 1997 meeting. At that meeting, the utility companies requested additional
easements at several different locations and these are included on the plat within your packet.
Additionally, staff provided addresses which are also included.
If the plat is approved by the Planning Commission, it would receive an additional review by
the Technical Advisory Committee, as well as the Planning Commission. Covenants were not
submitted with the preliminary plat and would be required at final plat application. Please note
the covenants would contain some unique language as a result of the above accommodations,
however a majority of the language should resemble that of the Village and Estates at Southern
Links. Construction plans are in the review process at this time.
Finally, staff has reviewed with the applicant and the Planning Commission should note that no
building permits will be issued in the Summit II until the "bubble lane" is constructed along E.
86th Street North at the entrance to the Southern Links development.
RECOMMENDATION
Staff recommends Planning Commission approval of the preliminary plat for The Summit II.

BACKGROUND
The City of Owasso has received a request to review a preliminary plat for The Fairways III.
The proposed Fairways III would contain 149 residential lots zoned PUD and RS -2 on 62.90
acres, more or less. 12.90 acres of the subject property are contained within the Bailey Ranch
PUD, while the remaining 50 acres are not. Action on this item is contingent upon an approval
of rezoning case 0Z-97 -03. An area map is attached for your information and review.
The preliminary plat for Fairways III was reviewed by the Technical Advisory Committee at
their July 29, 1997 meeting. At that meeting, utility company representatives are afforded the
opportunity to comment on the proposed plat. Several requests for additional utility easements
were made and are included on the plat within your packet.
Additionally, staff had the following comments and /or corrections:
1. Street designations are available.
2. Remove contour lines on final plat submittal.
3. Covenants need to be submitted with the final plat.
4. Addresses are available and should be included on the final plat.
5. Construction plans need to be submitted with the final plat.
6. Acceleration/Deceleration lanes will be required along E. 96th Street North.
7. Sidewalks will be required along E. 96th Street North.
If approved, this plat is preliminary in nature and would be reviewed again by the Technical

BACKGROUND
APPLICANT AND STATUS OF APPLICANT: Kourtis Properties, applicant and owner.
REQUESTED ACTION AND PURPOSE: A request to rezone the subject property from
AG (Agriculture) to RS -3 (Residential Single - Family High Density) in order to allow for
residential development.
LOCATION AND SIZE: The subject property is described as the Northwest Quarter of the
Northeast Quarter and the Northwest Quarter of the Southwest Quarter of the Northeast
Quarter of Section 19, T21N, R14E and totals 50 acres, more or less. The subject property
is located directly north of Ator Height IV Addition.
EXISTING LAND USE: The subject property is currently undeveloped.
SURROUNDING LAND USE: The subject property is abutted on the north by E. 96th
Street north while further north lies the El Rio Vista subdivision zoned RS -3 (Residential
Single - Family High Density). The subject property is bordered on the east by property
which is largely undeveloped with the exception of a residential dwelling. The subject
property on the east has several owners and is zoned RS -2 (Residential Single - Family
Medium Density), CS (Commercial Shopping Center District, and RMT (Residential Multi -
Family Townhomes). The subject property is bordered on the south by Ator Heights IV
Addition which is zoned RS -3. The subject property is bordered on the west by property
continued within the Bailey Ranch Golf Club Planned Unit Development.
APPLICABLE REGULATIONS: The Zoning Code for the City of Owasso, Chapter 15
"Amendments" and Chapter 4 'Residential Land Uses ".
SITE INFORMATION: No Unusual development hardships are noted.
ANALYSIS
The applicants are requesting a rezoning of a parcel of land totalling 50 acres in area from
AG (Agriculture) to RS -3 (Residential Single - Family High Density) in order to allow for
single - family residential development. The subject property was recently annexed by the
City of Owasso with an accompanying AG zoning.

A rezoning of the subject property to RS -3 would allow for the applicant to "tie" the subject
property together with proposed residential development within the Bailey Ranch Golf Club
and the existing residential development located in Ator Heights IV (See The Fairway
Bailey Ranch III and III Extended Preliminary Plat contained within the August 12 1997
Planning Commission Agenda). While the proposed residential development of The
Fairways III is zoned Planned Unit Development, its underlying zoning is RS -3 which is
identical to the zoning being requested for approval, as well as the existing zoning in Ator
Heights IV.
When reviewing the request, it would appear consistent and harmonious with surrounding
existing development as well as proposed development. A majority of the nearby property
has developed, or will be developed, under the RS -3 property development standards. In
short, the request is a logical extension of existing zoning patterns in the area and staff has
no identified concerns with the request.
The applicant should be advised that acceleration /deceleration lanes, as well as sidewalk, will
be required along E. 96th Street North. This requirement would be realized during the
platting process.
Notices were mailed to surrounding property owners on August 4, 1997 and the legal
advertisement was published in the Owasso Reporter on July 24, 1997. A copy of both have
been attached for your information and review. Additionally, the subject property was
posted on July 18, 1997. Many calls requesting information regarding the request have been
received by the Community Development Department, however no comments opposing the
request were received upon explanation of the rezoning request.
Staff recommends approval of the rezoning request from AG (Agriculture) to RS -3
(Residential Single- Family High Density).

BACKGROUND
APPLICANT AND STATUS OF APPLICANT: Johnson Trust, applicant and owner.
REQUESTED ACTION AND PURPOSE: A request to rezone the subject property from
AG (Agriculture) to RS -2 (Residential Single - Family Medium Density) in order to allow for
residential development.
LOCATION AND SIZE: The subject property is described as the West half of the
Southeast Quarter of the Southwest Quarter of Section 16, T21N, R14E and totals 20 acres,
more or less. The subject property is located directly north of the Pleasant View Addiiton
located in Tulsa County.
EXISTING LAND USE: The subject property is currently undeveloped with the exception
of a residential dwelling.
SURROUNDING LAND USE: The subject property is abutted on the north by undeveloped
property zoned AG (Agriculture). The subject property is bordered on the east by developed
residential property which is zoned RE (Residential Estates). The subject property is
bordered on the south by E. 96th Street North, while further south lies residential
development zoned RS -2 (Pleasant View Addition) and AG. The subject property is
bordered on the west by largely undeveloped property with the exception of a few residential
dwellings and is alos zoned AG (Agriculture).
APPLICABLE REGULATIONS: The Zoning Code for the City of Owasso, Chapter 15
"Amendments" and Chapter 4 "Residential Land Uses ".
SITE INFORMATION: No unusual development hardships are noted.
ANALYSIS
The applicants are requesting a rezoning of a parcel of land totalling approximately 20 acres
in area from AG (Agriculture) to RS -2 (Residential Single - Family Medium Density) in order
to allow for single- family residential development. The subject property was recently
annexed by the City of Owasso with an accompanying AG zoning.

The RS -2 zoning being requested by the applicant represents a milestone of sorts regarding
future development in the City of Owasso. Within the last six years (1991 thru 1997), an
overwhelming majority of the square mile section to the south of the subject property (that
area bounded by E. 96th Street North, N. 145th E. Avenue, E. 86th Street North, ad N.
129th E. Avenue) has been rezoned to and developed under the RS -2 property development
standards. The applicanUs request would now continue a very successful and established
development pattern into this square mile section.
A majority of the property in the square mile section that contains the rezoning request is,
however, zoned a lower density than the RS -2 being proposed by the applicant. This is due,
in large part, to the lot sizes required within Tulsa County in order to obtain and support a
septic system for each dwelling. With the recent extension of sanitary sewer lines in the
Pleasant View Addition, the accessibility and ability for the applicant to utilize sanitary sewer
allows for a higher density development. Requests of this nature within this square mile area
are likely to become more common in the future.
Notices were mailed to surrounding property owners on August 4, 1997 and the legal
advertisement was published in the Owasso Reporter on July 24, 1997. A copy of both have
been attached for your information and review. Additionally, the subject property was
posted on July 18, 1997. Several calls requesting information regarding the request have
been received by the Community Development Department, however no comments opposing
the request were received.
Staff recommends approval of the rezoning request from AG (Agriculture) to RS -2
(Residential Single- Family High Density).
