1. CALL TO ORDER - Vice Chairperson called the meeting to order at 7:00 PM and
declared a quorum present.

3. CONSIDER APPROVAL OF THE MINUTES OF AUGUST 12, 1997 REGULAR
MEETING - The Commission reviewed the minutes of August 12, 1997, Bill Ellison
moved, seconded by Charles Willey to approve the minutes as written. A vote on the
motion was recorded as follows:

4. Preliminary Plat - Caudle Estates - A request for the review of a preliminary plat for
Caudle Estates. The subject property is located west of the southwest corner of E. 96th
Street North and Garnett Road, Owasso, OK. The proposed subdivision would contain
39 residential lots on 11.34 acres, more or less.
The applicant requested this item be tabled.
5. OLS -97 -04 - Vines Properties - A request for the review of a lot split for Lots 8 and 9,
Block 5, Hale Acres Addition. The subject property is located in the 11200 block of N.
112th E. Avenue, Owasso, OK.
A review was given by Mr. Rooney. This property is zoned RD (Residential Duplex).
Two existing platted lots would be split and create 4 total lots for duplex development.
The Owasso Technical Advisory Committee reviewed the request at the August 27, 1997
meeting and no comments were offered.

6. Plat Amendment - Nottingham Estates - A request for the review of a plat amendment
for Nottingham Estates, amending a building line on Lot 22, Block 2, from 30 feet to
25 feet. The address of the subject property is 9121 N. 137th E. Avenue.
The Chair introduced the case and the staff review was given by Mr. Rooney. Comer
lots in an RS -2 zoning district are required to have a minimum front setback of 30 feet
in the front yard and 15 feet on the yard which abuts the street. State law requires to
amend a subdivision plat, 100% of all property owners in the addition must sign and
approve the request. This request was signed by 100% of the owners within the
subdivision.
Bob Randolph moved to approve the plat amendment for Nottingham Estates, changing
the required building line on Lot 22, Block 2 to 30 feet on the front yard and 25 feet on
the comer side yard, Dewey Brown seconded. A vote on the motion was recorded as
follows:

The motion carried 4 -0.
7. Site Plan - Sherwin Williams - A request to review a site plan for a proposed Sherwin
Williams paint store to be located immediately east of La Petite Daycare, further
described as Lot 3 of Owasso Commercial Center III.
The Chair introduced the case and the staff review was given by Mr. Rooney. The
current zoning for this property is CS which would allow for a retail establishment use.
The Technical Advisory Committee reviewed the site plan and no comments or concerns
were voiced by staff or the utility companies. There were some concerns regarding the
possible flammable products in this business with the daycare center located to the east.
Staff recommends approval as presented with the following condition:

1. A separate permit needs to be obtained for any signage.
Bob Randolph moved to approve the site plan request subject to the above staff
recommendations. Also, the review and approval of the building permit by the Fire

BACKGROUND:
Steve Young has submitted a site plan for an automobile body shop to be located immediately
north of the City of Owasso Vehicle Maintenance Facility on the southwest corner of 4th Avenue
and Main Street. The subject property is described as Lot 1, Block 34 of Owasso Original
Townsite. An area map is attached for your information and review.
The current zoning of the property is IL (Light Industrial) which would allow for the
development of the site for an automobile body shop, which would occupy half of the proposed
facility. A tenant for the remaining half of the proposed facility has not been secured at this
time, but would also have to conform to the established IL (Light Industrial) zoning. The total
area of the proposed facility is 6,000 square feet. The total number of parking spaces required
for this facility would be 12 (1 per 500 square feet of floor area), and the applicant has indicated
13 total parking spaces, one of which is handicapped.
The Technical Advisory Committee reviewed the site plan at their October 1, 1997 regular
meeting. At that meeting, utility companies and staff are afforded the opportunity to make
comments and /or corrections. No concerns regarding the site plan were voiced by staff or the
utility companies. A copy of the site plan which also indicates landscaped areas is included in
your packet for your information and review.
If approved by the Planning Commission, construction is anticipated to begin shortly thereafter.
Separate permits would need to be issued for any signage.
RECOMMENDATION:
Staff recommends approval of the proposed site plan as presented.

BACKGROUND
The City of Owasso has received a request from Charney & Chamey for a review of a lot split
located south of E. 116th Street North and north of Hale Acres Addition. The subject property
is described as the E/2 of the NE /4 of the NW /4 of the NE /4 of Section 7, Township 21 North,
Range 14 East and totals 5 acres in area. The applicants are requesting to split the lot into two
parcels, the result of which would be two 2.5 acre parcels. An area map has been attached for
your information and review, as well as the diagram indicating the proposed split.
The subject property is zoned IL (Light Industrial) and was zoned IL in June of 1994. The
property development standards for industrial districts indicates that the minimum frontage for
light industrial property that would abut a street that is not an arterial is 50 feet. The proposal
would far exceed that minimum as the lot would have 329 feet of frontage onto N. 109th E.
Avenue. A copy of the minimum property development standards for IL zoned property is
attached for your information and review.
This lot split, if approved, would split an unplatted piece of property into two lots for industrial
development. It is the intent of the purchaser of the south lot to obtain site plan approval (next
item on the agenda) and develop the property as soon as possible.
The Owasso Technical Advisory Committee reviewed the lot split request via written
correspondence. The utility representatives requested 17.5' utility easements around the
perimeter of the entire property, with 11' utility easements along the proposed lot split line. No
other comments were received.
RECOMMENDATION
Staff recommends approval of OLS- 97 -05.

BACKGROUND:
Hope Lumber has submitted a site plan for a lumber yard to be located immediately west of The
Depot Restaurant on the north side of E. 76th Street North. An area map is attached for your
information and review as well as the legal description for the proposed site. The subject
property is comprised of "left- over" railroad right -of -way to be leased by Hope Lumber.
The current zoning of the property is CH (Commercial High Intensity) which would allow for
the development of the site for a lumber yard. The total area of the proposed facility is 3,000
square feet. The total number of parking spaces required for this facility would be 8 (1 per 400
square feet of floor area), and the applicant has indicated 9 total parking spaces, one of which
is handicapped. A perimeter fence is included as a portion of the project.
The Technical Advisory Committee reviewed the site plan at their October 1, 1997 regular
meeting. At that meeting, utility companies and staff are afforded the opportunity to make
comments and /or corrections. No concerns regarding the site plan were voiced by the utility
companies. A copy of the site plan is included within your packet for your information and
review.
A very small amount of landscaping is indicated on the site plan. While landscaping is not a
required element by the City of Owasso, it has become customary for applicants to include
larger areas of landscaping than that which is identified on the site plan. As this is an entrance
into the City of Owasso, it would be staff s recommendation to the applicant that additional
landscaping be added.
Separate permits would need to be issued for any signage.
RECOMMENDATION:
Staff recommends approval of the proposed site plan as presented.

BACKGROUND:
Charney & Chamey have submitted a site plan for Woods Precision Products, Inc., for the
construction of a machine shope to be located south of E. 116th Street North on N. 109th E.
Avenue. The subject property is described as the S/2 of the E/2 of the NE /4 of the NW /4 of
the NE /4 of Section 7, T21N, R14E. An area map is attached for your information and review.
Please note that action on this item is contingent upon the approval of a lot split request (see
Agenda Item #6).
The current zoning of the property is IL (Light Industrial) which would allow for the
development of the site as a machine shop. The total area of the proposed facility is 31,250
square feet. The total number of parking spaces required for this facility would be 40 (1 per
800 square feet of floor area), and the applicant has indicated a total of 56 parking spaces, three
of which are reserved for handicapped parking. A copy of the site plan is enclosed for your
information and review.
The property development standards for IL districts is attached for your information and review.
When light industrial property develops adjacent to property zoned residential, a minimum
setback of 75 feet is required. The site plan indicates a setback of 75 feet from the abutting
residentially zoned property to the south, as well as the required privacy fence along the abutting
property line of the residential property. Additionally, the privacy fence is continued along the
east boundary of the property, as well as a portion north of the building, to screen any outdoor
storage of materials.
The Technical Advisory Committee reviewed the site plan via written correspondence. No
concerns regarding the site plan were voiced by staff or the utility companies.
If approved by the Planning Commission, construction is anticipated to begin immediately
thereafter. Separate permits would need to be issued for any signage.
RECOMMENDATION:
Staff recommends approval of the proposed site plan as presented.

BACKGROUND
APPLICANT AND STATUS OF APPLICANT: Sokolosky Living Trust, applicant.
REQUESTED ACTION AND PURPOSE: A request to rezone the subject property from
RS -2 (Residential Single - Family Medium Density) to RS -3 (Residential Single - Family High
Density) in order to allow for residential development.
LOCATION AND SIZE: The subject property is located west of the southwest comer of
E. 96th Street North and Garnett Road and contains 11.34 acres, more or less. A copy of
the complete legal description is contained within the application for rezoning which is
attached for your information and review, as well as a location map.
EXISTING LAND USE: The subject property is currently undeveloped.
SURROUNDING LAND USE: The subject property is abutted on the north by E. 96th
Street North while further north lies the El Rio Vista subdivision zoned RS -3 (Residential
Single - Family High Density). The subject property is bordered on the east by property
zoned CS (Commercial Shopping Center) which is undeveloped with the exception of a
residential dwelling. The subject property is bordered on the south by undeveloped property
zoned RMT (Residential Multi - Family Townhome). The subject property is bordered on the
west by undeveloped property which was recently rezoned to RS -3 (Residential Single - Family
High Density).
APPLICABLE REGULATIONS: The Zoning Code for the City of Owasso, Chapter 15
"Amendments" and Chapter 4 "Residential Land Uses ".
SITE INFORMATION: No unusual development hardships are noted.
ANALYSIS
The applicants are requesting a rezoning of a parcel of land 11.34 acres in area from RS -2
(Residential Single - Family Medium Density) to RS -3 (Residential Single - Family High
Density) in order to allow for single - family residential development. The applicants had
submitted a proposed plat for the subject property to develop under RS -2 property
development standards, but several of the proposed lots did not meet minimum lot width
requirements. A rezoning of the subject property to RS -3 would allow for the applicant to
utilize the conceptual lot layout that was prepared to be presented at last months meeting.

Additionally, a rezoning of the subject property to RS -3 is more consistent with the
surrounding zoning pattern. Property to the north and west are zoned RS -3, and the property
to the south and east also would allow for more intense development (Commercial and
Townhome). Additionally, while the proposed residential development of The Fairways III
is zoned Planned Unit Development, its underlying zoning is RS -3 which is identical to the
zoning being requested for approval, as well as the existing zoning further south in Ator
Heights IV.
When reviewing the request, it would appear consistent and harmonious with surrounding
existing development as well as proposed development. A majority of the nearby property
has developed, or will be developed, under. the RS -3 property development standards. In
short, the request is a logical extension of existing zoning patterns in the area and staff has
no identified concerns with the request.
The applicant should be advised that acceleration/deceleration lanes, as well as sidewalks,
will be required along E. 96th Street North. This requirement would be realized during the
platting process.
Notices were mailed to surrounding property.owners on September 26, 1997 and the legal
advertisement was published in the Owasso Reporter on October 2, 1997. A copy of both
have been attached for your information and review, as well as the list of property owners
within 300 feet of the request. Additionally, the subject property was posted on September
26, 1997. No calls requesting information regarding the rezoning have been received by the
Community Development Department.
RECOMMENDATION
Staff recommends approval of the rezoning request from RS -2 (Residential Single - Family
Medium Density) to RS -3 (Residential Single - Family High Density).

BACKGROUND:
The City of Owasso has received a request for the annexation of approximately 191.248 acres
of undeveloped property located north and west of E. 96th Street North and the Owasso
Expressway. The subject property is owned by Sidney Van Johnson, et al and the subject map
and annexation application containing the legal description are attached for your information and
review. The subject property is AG (Agriculture) within Tulsa County and would remain zoned
AG upon annexation. If the annexation is approved, it is likely that a rezoning application
process would be pursued by the owners.
The Technical Advisory Committee reviewed the annexation request at their October 1, 1997
regular meeting. At that meeting, area utility.providers and staff are afforded the opportunity
to provide comments and/or address concerns regarding the annexation. No utility providers had
comments regarding the request.
It is interesting to note that if annexed, the subject property does not lie within the water district
boundaries of the City of Owasso, but within Washington County Rural Water District #3. This
would effectively become the second large area of property within the city limits that would not
lie within Owasso's Water District (half of the Bailey Ranch Estates property is the other). Note
that although the subject property does not lie within the City of Owasso's Water District, any
development which would be served by Washington County Rural Water District and lie within
the city limits would need to meet all city specifications and standards. A copy of the water
district boundary map is attached for your information and review.
Copies of the City of Owasso's annexation policies and procedures are attached for your
information and review. The subject property would meet all of the noted policy guidelines.
The notice for annexation was published in the September 18th and 25th additions of the Owasso
Reporter to notify the public of any possible Planning Commission action related to the
annexation request. The notice for annexation will also be published in the October 9, 1997
1997 Owasso Reporter to notify the public of any possible Council action.

ANNEXATION POLICY
1. While there is no minimum tract size, properties of larger than
20 acres are preferable.
2• All properties should, be contiguous to existing city limits.
3. All properties should be.annexed: into the city.11mits as the
lowest zoning classification, that is, AG, agricultural.
Landowners may then petition for rezoning if -they desire
further development of their .property. All legal uses annexed
into the city will be legal, but non - conforming; which means
that they may continue but -cannot be expanded without proper
zoning.
4. All public infrastructures that do not met city standards will
not be.improved by the city until brought to the city standard
and accepted by.the City Council. Such public facilities must
be improved at owners expense by the establishment of a special
assessment district or some other financing method.

motioned, seconded by Charles Willey, to approve the minutes. Motion carried 4 -0.
ANNEXATION REVIEW
3. ANNEXATION REQUEST - SIDNEY VAN JOHNSON, ET. AL. - A request for the
annexation of approximately 191.248 acres of property located in a portion of Section
17, Township 21 North, Range 14 East. The subject property is further described as
being located northwest of E. 96th Street North and Owasso Expressway.
Mr. Rooney presented the annexation item. Mr. Willey asked if for clarification as to
whether or not anything that was developed in Washington County's Rural Water District
had to meet city standards and Mr. Carr replied that it would still need to meet our
standards, regardless of whether or not we were the water provider. Additional
discussion was held regarding how billing would occur for sewer and garbage.
Upon completion of the discussion, Charles Willey motioned to approve the annexation,
seconded by Ray Haynes. Motion carried 4 -0.
4. ADJOURNMENT - Ray Haynes moved, seconded by Charles Willey, for adjournment.

THE BRADFORDS OF SILVER CREEK

BACKGROUND
The City of Owasso has received a request to review the final plat for The Bradfords of Silver
Creek, an addition to the City of Owasso. The Bradfords of Silver Creek is located immediately
east of Brentwood Estates and Brentwood Park, north of E. 86th Street North. The subject
property is zoned PUD (Planned Unit Development) with an underlying zoning of RS -2
(Residential Single - Family Medium Density). The final plat for The Bradfords of Silver Creek
contains 83 single - family lots on approximately 32.35 acres, more or less. An area map is
attached for your information and review. The preliminary plat (previously titled Silver Creek)
was unanimously approved by the Planning Commission at the March regular meeting.
The final plat for The Bradfords of Silver Creek was reviewed by the Technical Advisory
Committee at their October 1, 1997 regular meeting. At that meeting, utility companies and
staff are afforded the opportunity to provide comments regarding the proposed plat. While the
utility companies had no comments or additional easement requests, staff had the following
comments regarding the plat:
* Add the "North" designation to all of the north/south streets. For example,
N. 141st E. Avenue and N. 140th E. Court rather than 141st E. Avenue and
E. 140th Court.
* Change E. 140th Court off of E. 87th Terrace North to N. 140th E. Terrace.
* Addresses are available and should be added to the plat prior to being
forwarded to the City Council.
* Change the corner side yard building line on Lots 20 and 21 of Block 3 to
20 feet rather than 15 feet.

All of the above comments, while certainly important to the integrity of the plat which would
be filed, do not cause substantial redraft and should be added prior to any action occurring on
the plat at the Council level.
It is important to note that this addition is unique in the sense that it will be the first residential
subdivision in Owasso, as well as the State of Oklahoma, to have gas street lighting. Over
several months, the developers, Oklahoma Natural Gras, and the city officials have met to work
out an agreement that would allow for this type of amenity. All of the language regarding the
gas street lights is contained within the covenants and has been reviewed by Ron Cates, City
Attorney.
All construction plans have been approved by the City of Owasso. Water and sewer lines have
been constructed, inspected, and accepted by the City of Owasso, and DEQ permits have been
issued.
REC0MAMNDATION
Staff recommends approval of the final plat for The Bradfords of Silver Creek with the following
conditions of approval:
Correct street names as indicated.
2. Add address designations to the lot as provided.
Correct the corner side yard building line on Lots 20 and 21, Block 3 to 20
feet.
