North, Range 14 East. Proposed is a rezoning from AG (Agriculture) to CG (Commercial

5. Preliminary Plat — North Mingo Business Park — A request for review of a preliminary
plat for the North Mingo Business Park. The subject property contains 12.82 acres and is
generally described as a portion of Lots 3 and 4, Section 7, Township 21 North, Range 14
East. The property is located at the northeast corner of E. 106'' Street N. and N. Mingo
Road.
6. Final Plat — Owasso Market II — A request for review of a final plat for Owasso Market
H. The subject property contains 25.76 acres and is generally described as a portion of

7. Site Plan — Lowe's Home Center — A request for review of a site plan for Lowe's Home
Center on a 13.17 acre site to be described as Lot 1, Block 1, Owasso Market H.
Final Plat — Coffee Creek — A request for review of Coffee Creek Subdivision. The
preliminary plat for this site was submitted for TAC review as Woodridge. The Subject
property contains 33 acres and is generally described as the NEA Section 16, Township
21 North, Range 14 East. The property is located on the west side of N. 145th E. Avenue
south of E. 106th Street N.
9. Right -of Way Dedication — A request for review of a right -of -way dedication. The
subject property is generally described as a portion of the SWA of the NE /4 of Section
16, Township 21 North, Range 14 East. This right -of -way dedication is required to
provide access for the "Coffee Creek Elementary" school site also to be reviewed at this
meeting.
10. Final Plat — Coffee Creek Elementary — A request for review of a final plat for Owasso
Public Schools Elementary located within Coffee Creek PUD (formerly Woodridge
PUD). The subject property contains 10 acres and is generally described as a portion of
the SWA of the NEA of Section 16, Township 21 North, Range 14 East. The property is
located on the south side of the dedicated right -of -way east of N. 135`" E. Avenue.
11. Site Plan — Coffee Creek Elementary — A request for review of a site plan for the
Owasso Public Schools Elementary located within Coffee Creek PUD (formerly

The agenda for the regular meeting was posted in the Owasso City Hall, 207 S Cedar, on June
13, 2000 at 1:30 PM.
1. CALL TO ORDER - Chairperson Ray Haynes called the meeting to order at 7:00 PM
and declared a quorum present.
2. ROLL CALL
3. CONSIDER APPROVAL OF THE MINUTES OF THE MAY 9, 2000 REGULAR
MEETING.
Charles Willey moved to approve the minutes on the May 9, 2000 meeting. Bob
Randolph seconded the motion. The vote on the motion was as follows:

4. Final Plat - Bradford Park - A request for review of a final plat for Bradford Park,
consisting of one (1) 18.66 acre lot. The subject property is located on N. 129' E
Avenue south of E 76" Street N.
Donna presented the item to the Commissioners. Donna stated that on April 11, 2000 the
Planning Commission approved the preliminary plat for Bradford Park. The Technical
Advisory reviewed the final plat at their May 31, 2000 meeting. The idea of Phase One
of this development will be duplex and four -plex units. The permits are not yet secured
from DEQ for the construction of sanitary sewer and water improvements.
Staff recommends approval of the Bradford Park final plat with the following condition:
1. All required DEQ permits will be obtained prior to the final plat being
forwarded to the Owasso City Council for approval.
2. Acceleration/deceleration lane will be constructed.

5. Site Plan - Owasso Veterinary Hospital - A request for review of a site plan for the
Owasso Veterinary Hospital, consisting of 1.73 acres. The subject property is located at
8811 Owasso Expressway.
Donna presented the item and described the location of the property. She explained the
floor area of the hospital would be 6518 square feet with 1920 square feet of commercial
lease space attached. Drainage will be directed to the southeast end of the property. The
Technical Advisory Committee reviewed the site plan with Public Works requesting an
erosion and sedimentation control plan. The memorandum stated that the subject
property is zoned AG (Agriculture). Ray Haynes questioned whether a veterinary
hospital could be built in an AG district. Donna apologized for the error and stated that
the property is zoned CG (Commercial General) with a rear portion of OM (Office
Medium) for buffer purposes and a landscaped detention area. She explained that our
zoning map has not been changed but will see that it is corrected. Ray Haynes had
concerns regarding drainage in the area. Mr. Keith Neal, the applicant, was present to
answer questions. Mr. Neal addressed this concern stating that the drainage area is
located in the southeast corner of the property. It is a huge natural detention basin that
will catch the flow of the water. Ray also requested that a landscape plan be submitted.
Ray Haynes moved to approve the site plan request subject to the following
recommendations:
1) A landscape plan be submitted and approved;
2) The zoning is appropriate for this type of establishment;
3) The buffer area will require the construction of a site obstructing fence, a
minimum setback of 40 feet from any of the abutting residential and school
property and substantial landscaping along the abutting residential
property.

BACKGROUND
APPLICANT AND STATUS OF APPLICANT: Doug Penn, Owner
REQUESTED ACTION AND PURPOSE: Rezoning from AG (Agriculture) to CG
(Commercial General).
LOCATION AND SIZE: The subject property is 5.00 acres, more or less, and is
located west of N. 129th E. Avenue, south of E. 101st Street N. and north of Owasso
Market. A complete legal description is attached for your review.
EXISTING LAND USE: The subject property is currently undeveloped.
SURROUNDING LAND USE: The property is bound on the north and west by
undeveloped property which is zoned RE (Residential Estate), to the east by existing RE
development, and to the south by undeveloped property which is zoned OL (Office
Light).
APPLICABLE REGULATIONS: The Zoning Code for the City of Owasso, Chapter
15 "Amendments ", Chapter 6 "Commercial District Provisions ", and the Owasso 2010
Land Use Master Plan.
SITE INFORMATION: No unusual development hardships are noted.
ANALYSIS
The applicant is requesting rezoning on a parcel of land approximately 5.00 acres in area
from AG (Agriculture) to CG (Commercial General).
The Comprehensive Plan shows this area as High - Intensity Commercial/Office. It is
staffs opinion that rezoning the subject property to CG is consistant with the
Comprehensive Plan.
The applicant has expressed a desire to locate a car wash and mini- storage on the subject
property. Given the High - Intensity designation of the site on the Comprehensive Plan,
this desire on the part of the applicant does not raise consistancy issues. Staff does
recommend, however, that at the time of site plan review, the architectural character of
the structures as well as their layout be closely scrutinized for harmony with existing and
potential future development in the area.
The potential uses within the CG (Commercial General) zoning district are retail and
services, office, cultural and recreational, gasoline sales and automotive services,
restaurants, off - street parking and outdoor advertising and hotel and motel. Fora detailed
listing of permitted uses within the zoning district, please refer to the Owasso Zoning
Code, Chapter 6, Section 610.
As required by the Owasso Zoning Code, Chapter 2, Section 250, a six foot high
screening wall or fence will be required at the time of development. A detail of the wall
or fence design will be required at the time of Site Plan review.
Notices were mailed to surrounding property owners on June 20, 2000 and the legal
advertisement was published in the Owasso Reporter on June 22, 2000. Copies of each
have been attached for your review. Addtionally, the subject property was posted on
June 26, 2000. Staff has not received any phone calls regarding this rezoning application
RECOMMENDATION
Staff recommends approval of the rezoning request from AG (Agriculture) to CG
(Commercial General).

BACKGROUND
The City of Owasso has received a request from Vines Properties, Inc. for a review of a
Preliminary Plat for North Mingo Business Park located at the northeast corner of E. 1060'
Street N. and N. Mingo Road. The plat consists of 20 lots on 12.82 acres, more or less. The
subject property is zoned CG (Commercial General). A location map is shown on the
Preliminary Plat.
The Technical Advisory Committee reviewed the preliminary plat for the subject property at
their June 28, 2000 regular meeting. Several general comments were made and the issues
should be addressed before final platting. A copy of the memorandum of the TAC meeting
is attached for your review.
ANALYSIS
The applicant has proposed 20 lots oriented internally along new public right -of way.
The business park will be enclosed by a 6' high screening fence or wall. The majority of
the lots range in size from 1/3 to 1/2 acre. The largest lot is 1 -1/4 acre in size.
RECOMMENDATION
Staff recommends approval of the Preliminary Plat for North Mingo Business Park
subject to the applicant addressing TAC comments prior to final plat submittal.

ANALYSIS
The applicant has proposed a 5 lot subdivision west of the new Wa1Mart and Owasso
Market. The site is to be bisected by the N. 119`h E. Avenue right -of -way. To the east of
this road will be the primary anchor lot which is expected to accommodate Lowe's Home
Center and 3 out - parcels. A moderate size lot and the detention facilities lie to the west
of 1191h E. Avenue.
RECOMMENDATION
Staff recommends approval of the Final Plat for Owasso Market II with the following
conditions:

BACKGROUND
The City of Owasso has received a request for review of a site plan for a 13.17 acre site
to be described as Lot 1, Block 1, Owasso Market II and located on E. 96th Street N. west
of N. 129th E. Avenue. The subject property is zoned CS (Shopping Center). A location
map is shown on the site plan.
ANALYSIS
The floor area of the Lowe's store is approximately 135,197 square feet. The parking
requirement for this facility is 1 space per 200 square feet of building floor area. Based
on this requirement, the applicant would need to provide 676 parking spaces with 10
spaces being handicap accessible. The applicant has provided 703 parking spaces of -
which 14 are handicap accessible. Five loading births are required and have been
accommodated on the site.
The rear yard service and storage areas should be screened with a minimum 6' high
opaque fence or wall.
All utilities are available to the site. Drainage will be directed to the existing detention
facility for Owasso Market. Public works has reviewed the grading and drainage, erosion
control and site - specific utility plan for this site with no comment.
Staff has reviewed the and approved the submitted landscape plan. It should be noted
that much of the landscaping is shown within easements. At the Technical Advisory
Committee meeting, it was requested by staff that a note be added to the site plan stating
that, if required, "Removal of any landscaping located within an easement, for the
purpose of repair and maintenance of utility lines as required, shall be at the expense of
the owner. Replacement of removed landscaping shall be at the expense of the owner
and will occur immediately after repair or maintenance is complete."
Given the traffic activity expected within the area of Owasso Market and Owasso Market
H it is staff s opinion that the access drive east of the proposed N. 119th E. Avenue
intersection should be limited to right - in/right -out movement with no left turns into or out
of the development at this location. This action would limit full movement intersections
to the 119th E. Avenue and 123`d E. Avenue /Access drive. The intersection of 123`d and
E. 96th Street N. will be signalized.
RECOMMENDATION
Staff recommends approval of the site plan for the Lowe's Home Center with the
following conditions:
1. A 6' opaque fence or wall be required to screen the rear yard service and
storage areas.
2. The access east of the intersection of N. 119`h E. Avenue and E. 96`h Street N.
be limited to right- in/right -out movement.

The City of Owasso has received a request for review of a right -of -way dedication within
Coffee Creek PUD. The right -of -way dedication is required to provide access for the
Owasso Public School elementary site to be located within Coffee Creek PUD.
The applicant has chosen to record this right -of -way dedication as a separate instrument.
ANALYSIS
The right -of -way is an extension of the primary entrance road of Coffee Creek phase one,
previously presented to the Commission, and will connect to a portion of the north -south
collector proposed in future phases providing access to Owasso Expressway.
The dedication will provide the means for supplying utilities from N. 145`h E. Avenue to
the school site.

an elementary school located within Woodridge PUD located west of N. 145`h E. Avenue
and south of E. 106`h Street N. The subject property is zoned OM (Office Medium). A
location map is attached for your information.
ANALYSIS
The floor area of the proposed elementary school is approximately 42200 square feet
with approximately 23200 square feet proposed future additions. The parking
requirement for this facility is 1 space per 800 square feet. Based on this requirement, the
applicant would need to provide 53 parking spaces for the initial phase and 29 additional
spaces at the time of future construction. The applicant has provided 74 spaces at this
time. One loading birth is required for this facility. This requirement is met with the
provision of the bus loading area.
The refuse storage area should be screened with 6' opaque fence or wall.
All utilities will be available to the site upon construction of the road providing access to
the school. Drainage will be directed east of the site to a detention pond.
The Technical Advisory Committee reviewed the site plan at their June 28, 2000 regular
meeting. The ONG and Southwestern Bell representatives noted the necessity for the
access from N. 145th E. Avenue to be constructed to allow for the placement of those
utilities from that direction.
RECOMMENDATION

The floor area of the QuickTrip store is approximately 4600 square feet. The parking
requirement for this facility is 1 space per 200 square feet of floor area. Based on this
requirement, the applicant would need to provide 23 parking spaces, including 1 handicap
accessible space. The applicant has provided 52 parking spaces, including 2 handicap
accessible spaces. No loading birth is required for retail facilities with less than 5000
square feet of floor area.
Adequate screening has been provided for the refuse storage area.
All utilities are available to the site. Drainage will be directed southwest, by agreement,
to the Holiday Inn Express detention facility. Public works has reviewed and approved
the grading and drainage, erosion control, and utility plans for the facility. Staff has
reviewed and approved the landscape plan submitted by the applicant.
The Technical Advisory Committee reviewed the site plan for QuickTrip #2R at their
June 28, 2000 regular meeting. ONG reiterated the necessity for coordination of the
moving of existing gas meters during construction.
The applicant has met all conditions of approval of the final plat.

to be described as Lot 1, Block 1, Bradford Park and located east of N. 129`' E. Avenue
south of E. 76`h Street N. The subject property is a portion of the Bradford Park PUD
(OPUD -17) approved December, 1999. A location map is shown on the site plan.
Bradford Park PUD was approved for 209 units of single - family attached housing. The
PUD is affiliated with the Oklahoma Baptist Retirement Center.
ANALYSIS
The applicant has proposed 109 single - family attached units within the platted area. With
the front and rear yard areas plus the areas of common open space the applicant has met
the requirement for 45% pervious area.
Standard driveway parking is provided for the residential units. Additional guest parking
is provided along areas of common open space.
The applicant has proposed a Community Center of approximately 5000 square feet in
size. The parking requirement for this facility is 1 space per 200 square feet of floor area.
Based on this requirement, the applicant would need to provide 25 parking spaces,
including 1 handicap accessible space. The applicant has provided 40 spaces, none of
which are designated on the plan as handicap accessible. Given the nature of this
community as retirement housing, staff recommends the designation of at least two of
these spaces as handicap accessible.
All utilities are available to the site. Drainage will be directed to the open
space /detention areas at the center of the site. Public works has reviewed the grading and
drainage, erosion control, and utility plans for this development with no comment.
The Technical Advisory Committee reviewed the site plan for Bradford Park at their June
28, 2000 regular meeting. The applicant stated at the meeting that they intend to proceed
with construction in phases, beginning with the northwest portion of the site. The
applicant requested indefinite relief from the requirement to construct a sidewalk along
N. 129`h E. Avenue. Staff requested a phasing plan showing the logical development of
the site and infrastructure. It staff s opinion that the construction of the sidewalk could
be postponed through phase one of the development, but installation should be required at
the time of phase two construction.
Staff recommends approval of the Site Plan for Bradford Park with the following
conditions:
1. A minimum of two (2) handicap accessible parking spaces be provided at the
community center.
2. A phasing plan be submitted to the City Planner for review.
3. The sidewalk required by code along N. 129`h E. Avenue be installed at the
time of phase two construction.
