acre parcel of land located east of N. Garnett Road and north of E. 96h Street N. The
subject property lies adjacent to and north of Bailey Ranch Estates and Bailey Ranch
Estates II. Proposed is a rezoning from RS -2 (Residential Single - Family, Medium
Density) to RS -3 (Residential Single - Family, High Density). The rezoning request
necessitates a PUD Amendment of the original OPUD -12, Bailey Ranch Estates PUD.
The property is generally described as a portion of the NW /4 and the SW /4 of section 17,
Township 21 North, Range 14 East.
6. Area Marker - Baptist Retirement Center - A request for review of an area marker
sign for the Oklahoma Baptist Retirement Center. The location of the sign will be the
southwest corner of E. 76`s Street N. and N. 129 °i E. Avenue.
7. Site Plan - Murphy Oil - A request for review of a Site Plan for Murphy Oil located

The following is submitted as an addendum to the Agenda filed on July 19, 2000. Items

12. Final Plat — Camden Park II — Request for review of the final plat for Camden Park II, a
13.86 acre, 42 lot subdivision located on the east side of N. 129" E. Avenue between E. 86'
Street N. and E. 96t' Street N, south of Windsor Lake north of Barrington, east of Camden
Park, and west of Nottingham.
The following is updated information regarding agenda item 5:

The agenda for the regular meeting was posted in the Owasso City Hall, 207 S Cedar, on July 7,
2000 at 11:30 AM.
1. CALL TO ORDER - Chairperson Ray Haynes called the meeting to order at 7:00 PM
and declared a quorum present.

3. CONSIDER APPROVAL OF THE MINUTES OF THE JUNE 13, 2000 REGULAR
MEETING.
Charles Willey moved to approve the minutes on the June 13, 2000 meeting. Bob
Randolph seconded the motion. The vote on the motion was as follows:

4. OZ -00 -09 - Doug Penn - A request for rezoning of a 5.0 -acre parcel of land located west
of N. 129'h E Avenue at E. 101" Street N. north of Owasso Market. The subject property
is generally described as a portion of the E/2 of the E/2 of Section 17, Township 21
North, Range 14 East. Proposed is a rezoning from AG (Agriculture) to CG
(Commercial General).
Donna presented the item to the Commissioners. The applicant has requested a rezoning
from AG (Agriculture) to CG (Commercial General) and consists of 5 acres more or less.
The applicant has expressed a desire to locate a car wash and mini- storage on this site.
Staff does recommend that at the time of site plan review, the architectural character of
the structures as well as their layout be reviewed for harmony with existing and future
development. A six foot high screening wall or fence will be required at the time of
development. Notices were mailed to surrounding property owners and legal
advertisement was published in the Owasso Reporter. The property was posted on June
26, 2000.

Charles Willey expressed concern regarding a buffer of office light zoning needed
between the commercial zoning and the residential estates zoning to the north. Charles
stated that this is why the OL was put there, for the buffering. Ray Haynes stated that he
felt that commercial general zoning was too high intensity for this property. The
applicant was not present to answer concerns or questions. Donna suggested that
restrictions be made at the time of site plan review, possibly limiting lighting and hours.
Ray Haynes moved to deny the rezoning request for CG (Commercial General) District,
with the approval of OL (Office Low Intensity) District, if so desired by the applicant.

5. Preliminary Plat - North Mingo Business Park - A request for review of a preliminary
plat for the North Mingo Business Park. The subject property contains 12.82 acres and is
generally described as a portion of Lots 3 and 4, Section 7, Township 21 North, Range
14 East. The property is located at the northeast corner of E. 1061" Street N. and N.
Mingo Road.
Donna presented the item and described the location of the property. The applicant has
proposed 20 lots internally along the new public right -of -way. The majority of the lots
range in size from 1/3 to t/2 acre. The largest lot is 1 -V/4 acre. The Technical Advisory
Committee reviewed the preliminary plat at the June 28, 2000 meeting. The following
comments were made:
1. The label within Lot 2 showing 15' B/L should be revised to reflect a 15'
utility easement.
2. Sidewalks will be required along all public right -of -way included N.
Mingo Road.
3. All lots will not be serviceable by gravity sanitary sewer to the north.
4. Detention facilities will be required on site if no satisfactory arrangement
is made with the property owner to the north.
The above issues should be addressed prior to the presentation of the final plat. Mr.
David Vines, the applicant, was present to answer questions.

Committee recommendations being met, Larry Helton seconded the motion. The vote on

6. Final Plat - Owasso Market 11- A request for review of a final plat for Owasso Market
H. The subject property contains 25.76 acres and is generally described as a portion of
the SE /4 of the SW /4 of Section 17, Township 21 North, Range 14 East. The property is
located on the north side of E. 96h Street N. adjacent to and west of Owasso Market.
Donna presented the item to the Commissioners. This proposal consists of a 5 lot
subdivision west of the new Wa1Mart and Owasso Market. The Technical Advisory
Committee reviewed the final plat on June 28, 2000 and made the following comments:
1. Extend water easement, located along the south end of Lot 1, across to N.
119` East Avenue.
2. Show 100' drainage easement & building setback line along the east side
of Lot 1, Block 2.
3. This property is subject to the Ator Relief Line Assessment of 325.00 per
acre.
4. Replace the 23' utility and drainage easement with two (2) 11.5'
easements, one drainage and one utility.
There was lengthy discussion regarding the 100' drainage easement along the eastside.
Mr. Ted Sack with Sack & Associates was present to answer questions or concerns. Mr.
Sack addressed the Commissioners regarding this easement and stated that they would like
to grant a drainage easement, which runs on the west side of 119' East Avenue, by
separate instrument. A drainage pipe will be installed underground at the time of
development and the flow will nm into the detention area. Donna suggested that the
separate instrument easement be supplied to the City, but the final plat will not go to City
Council without it being shown on the plat or by the separate instrument being presented.
Donna also stated that Phil Lutz with Owasso Public Works Department has reviewed
the drainage easement and stated that it does function properly, the way it is designed.
Ray Haynes had concerns regarding problems with silt deposit running into Hayward
Smith's pond.
Staff recommends approval with the following conditions:
1. Sidewalks be required the length of the property along E. 96 b St No.
2. All TAC comments be addressed prior to final approval by the Owasso
City Council.

Ray Haynes moved to approve the final plat request subject to TAC recommendations
being met and an easement being filed before the Final Plat is recorded. Also, Phil Lutz,
Engineer for OPWA, to review the detention area, paying special attention to the water
flow and the property to the south, which is Hayward Smith's land. Charles Willey
seconded the motion. The vote on the motion was as follows:

7. Site Plan - Lowe's Home Center - A request for review of a site plan for Lowe's Home
Center on a 13.17 acre site to be described as Lot 1, Block 1, Owasso Market H.
Donna presented the item and described the location. The floor area is approximately
135,197 square feet. The applicant has provided 703 parking spaces on the plat with 14
handicap accessible. Drainage will be directed to the existing detention facility. Much of
the landscaping is shown within easements. At the Technical Advisory Committee
meeting staff suggested that a note be added to the site plan stating, "Removal of any
landscaping located within an easement, for the purpose of repair and maintenance of
utility lines as required, shall be at the expense of the owner. Replacement of removed
landscaping shall be at the expense of the owner and will occur immediately after repair
or maintenance is complete." Donna explained that the access drive east of the proposed
N. 119`" E Avenue intersection should be limited to right- in/right -out movement with no
left turns into or out of the development. The intersection of 123rd and E. 9e Street N
will be signalized. Discussion was held regarding some businesses using the parking lot
for storage and the fact that it cuts into the parking requirements. Charles Willey would
like to see a statement in the motion requesting no storage on the parking lot of this
business.
Staff recommends approval with the following conditions:
1. A 6' opaque fence or wall be required to screen the rear yard service and
storage areas.
2. The access east of the intersection of 119' E Avenue and E. 960' Street N.
be limited to right - in/right -out movement.

recommendations and all parking spaces remain available at all times, Bill Ellison

8. Final Plat - Coffee Creek - A request for review of Coffee Creek Subdivision. The
preliminary plat for this site was submitted for TAC review as Woodridge. The subject
property contains 33 acres and is generally described as the NE /4 Section 16, Township
21 North, Range 14 East. The property is located on the west side of N. 145' E Avenue
south of E. 106' Street N.
Donna presented the item and explained that the plat consists of 101 lots on 33.27 acres.
The Technical Advisory Committee reviewed the final plat with some comments and the
applicant has agreed to all. Staff recommends approval with the following conditions:
1. Sidewalks be required the length of the property along N. 145`s E Ave.
2. All TAC comments be addressed prior to final approval by the Owasso
City Council.
3. Street names be assigned prior to final approval by the City Council.
The applicant was present to answer concerns or questions or concerns relating to the
fmal plat. The Commissioners had concerns with the two cul-de -sacs being to tight for
fire trucks to turn around. Mr. David Charney stated that a land - planning group
suggested the design of the two cul -de -sacs. He also stated that the cul-de -sacs do have a
50' radius and are large enough for fire trucks to turn around in.

9. Rip-ht-of-Way Dedication - A request for review of a right -of -way dedication. The
subject property is generally described as a portion of the SWA of the NE /4 of Section
16, Township 21 North, Range 14 East. This right -of -way dedication is required to
provide access for the "Coffee Creek Elementary" school site also to be reviewed at this
meeting.
Donna presented the case and explained that the right -of -way is an extension of the
primary entrance road of Coffee Creek phase one. The dedication will provide the means
for supplying utilities from N. 1451' E. Avenue to the school site. Staff recommends
approval with the following condition:
1. Street names be assigned prior to final approval by the Owasso City
Council.

the SW /4 of the NE /4 of Section 16, Township 21 North, Range 14 East. The property
is located on the south side of the dedicated right -of -way east of N. 135' E Avenue.
Donna presented the item to the Commissioners and stated that the plat consists of 1 lot
on 10 acres. The Technical Advisory Committee reviewed the final plat at their June 28,
2000 meeting. No comments were made at that time.

10. Site Plan - Coffee Creek Elementary - A required for review of a site plan of the
Owasso Public Schools Elementary located within Coffee Creek PUD (formerly
Woodridge PUD).
Donna presented the case and stated that the floor area is approximately 42200 square feet
with approximately 23200 square feet proposed for future additions. The applicant has
provided adequate parking spaces. The refuse storage area should be screened with a 6'
opaque fence or wall. Drainage will be directed east of the site to a detention pond. The
Technical Advisory Committee reviewed the site plan with notes from ONG and
Southwestern Bell regarding access from N. 145' E. Avenue to be constructed to allow
for the placement of those utilities from that direction. Discussion was held regarding the
need for two lanes for the school buses and two lanes for automobiles with a curb for
separation.
Ray Haynes moved to approve the site plan request subject to the designation of an
additional traffic lane for bus traffic, along with a curb to separate the traffic. This would
create two lanes for buses and two lanes for automobiles. Bob Randolph seconded the
motion. The vote on the motion was as follows:

11. Site Plan - OuikTrip #2R - A request for review of a site plan for QuikTrip #2R

76s' Street N.
Donna presented the item and explained that the floor area is approximately 4600 square
feet. There are 52 parking spaces provided, including 2 handicap spaces. The Technical
Advisory Committee reviewed the site plan ONG expressed the need for coordination of
moving the existing gas meters during construction. Staff recommends approval with the
following condition:
1. Movement of the existing gas meters be coordinated with ONG at time of
construction.

12. Site Plan - Bradford Park - A request for review of a site plan for Bradford Park
described as Lot 1, Block 1 Bradford Park and located at 7000 N. 129ie E Avenue.
Donna presented the item and described the location. She stated that Bradford Park PUD
was approved for 209 units of single - family attached housing and has proposed 109
single- family attached units. Also proposed is a Community Center with approximately
5000 square feet. Drainage will be directed to the open space detention areas at the center
of the site. The Technical Advisory Committee reviewed the site plan at their June 28,
2000 meeting. The applicant requested relief from the requirement to construct a
sidewalk along N. 129' E. Avenue. Staff recommends approval of the Site Plan with the
following conditions:
1. A minimum of two (2) handicap accessible parking spaces be provided at
the community center.
2. A phasing plan be submitted to the City Planner for review.
3. The sidewalk required be code along N. 129' e Avenue be installed at the
time of phase two construction.

CONCEPT OF A PUD
The concept behind a Planned Unit Development is to provide a creative alternative to a
conventional development where a particular tract is under common ownership or
control, and a detailed plan (Outline Development Plan) for the development of the tract
as a unit is proposed and submitted for public input and review. The PUD allows for
greater creativity and flexibility than could be achieved by traditional zoning in the
planning and development of large parcels of land.
The use of a PUD technique is a way to amend a zoning ordinance in accordance with a
complete, coordinated elan of development for a larger parcel, rather than piecemeal the
changes by using variances of the zoning regulations.
BACKGROUND
Planned Unit Development #12A is an amendment to OPUD -12, approved by the
Owasso Planning Commission at the March 14, 1994 regular meeting. The revision
request is necessitated by the request for rezoning of the subject property from RS -2
(Residential Single - Family, Medium Density) and RE (Residential Estate) to RS -3
(Residential Single - Family, High Density) and the resulting desire to revise the approved
lot layout.
The subject property is located east of N. Garnett Road and north of E. 96`h Street N. The
property lies adjacent to and north of the existing Bailey Ranch Estates and Bailey Ranch
Estates II subdivisions. The property is bound on the east by a rural subdivision zoned
RE (Residential Estate) and RS -2 (Residential Single - Family, Medium Density), by RS -2
and rural residential, zoned AG (Agriculture) along the south, and rural residential zoned
AG along the north. A location map is located on the Master Plan for your information.
The applicant is requesting approval of an amendment to OPUD -12 on the subject tract
that would be in accordance with a submitted Outline Development Plan and Text. The
PUD amendment application is accompanied by zoning application OZ- 00 -08. The plan
and text call for the development of 72.11 acres of single - family residential with RS -3
(Residential Single - Family, High Density) designation and 6.9 acres reserved open space.
The applicant is proposing a total of 278 development units.
STAFF ANALYSIS
The Zoning Code identifies that the Planning Commission shall conduct a public hearing
and shall determine:
1. Whether the PUD is consistent with the Comprehensive Plan.
2. Whether the PUD is in harmony with the existing and expected development
of the surrounding areas.
Whether the PUD is a unified treatment of the development possibilities of
the project site.
4. Whether the PUD is consistent with the stated purpose and standards of the
PUD Ordinance.
a. Permit innovative land development while maintaining appropriate
limitation on the character and intensity of use assuring
compatibility with adjoining and proximate properties;
b. Permit flexibility within the development to best utilize the unique
physical features of the particular site;
c. Provide and preserve meaningful open space;
d. Achieve a continuity of function and design within the
development.
Initially, these issues were reviewed during the application phase of OPUD -12. While
controversial, OPUD -12 was determined to be in compliance with the zoning code. A
copy of the pertinant portion of the minutes of the regular meeting of March 14, 1994 are
attached for your review.
Certain conditions of approval of OPUD -12 are specifically relevant to the requested
amendment. Referencing the minutes of the March 14, 1994 regular meeting, the
particularly relevant conditions are as follows:
Condition #2: That unless specifically set out in the standards and conditions of
this PUD, single - family detached lots shall meet all the necessary requirements of
a typical RS -2 district.
Condition #6: That within the PUD, the maximum number of dwelling units shall
not exceed 436 units.
Condition #8: That the minimum side yard of any corer lot be 25 feet.
Condition 99: That the minimum rear yard setback of any lot within the addition
be 20% of the lot depth providing it is not less than 25 feet.
Condition 411: The larger lot sizes designated along the north and east
boundaries of the PUD shall not be altered to a smaller size.
Condition #13: A rear building line of 50 feet be added to the larger perimeter
lots.
It should be noted at this time, the applicant who originally filed this amendment and
rezoning request is no longer the applicant. The new applicant, Owasso Land Trust, has
held several meetings with surrounding property owners regarding these and other issues.
The applicant has made modifications to the master plan to reflect the negotiated
concessions to the surrounding neighbors' concerns.
CONSISTENCY WITH COMPREHENSIVE PLAN
The Owasso 2010 Land Use Master Plan is implemented through the use of the zoning
process. This means when zoning or PUD requests are presented to the Planning
Commission and City Council, they should be consistent with the Comprehensive Plan or
logical reasons should be presented to show that the plan needs to be amended.
The Comprehensive Plan designates the subject tract to be Low Intensity Residential. As
the applicant is proposing a single - family detached residential scheme, it is staff s
opinion this proposed amendment is not in conflict with the Comprehensive Plan.
Harmony with Existing and Expected Development
Several measures were taken during the approval process of OPUD -12 to ensure this
development would integrate as well as possible with the existing development near the
site. These measures are reflected in the conditions of approval as previously mentioned
and attached for your review. This amendment and the accompanying rezoning request
would, however, inject an element of even higher intensity residential surrounded by
lower intensities, including the existing phases of Bailey Ranch Estates PUD.
As previously mentioned, the applicant has met with surrounding property owners and
has reached certain agreements with the various interested parties. The existing home
owners within Bailey Ranch Estates were concerned, primarily, with issues of house size
and drainage. The applicant has agreed to amend the P.U.D. to set the minimum house
size at 1700 square feet. It is anticipated many of the drainage issues will be alleviated
with the construction of the detention facilities required for the entire P.U.D. A letter
from the Bailey Ranch Homeowner's Association stating their support for this
developer's P.U.D amendment and rezoning request is attached for your information and
review.
The remaining surrounding properties are rural residential in nature with lots 2.5 acres
and larger. The owners of these properties had previously negotiated a buffer of RE
(Residential Estate) lots along the east and north perimeters of the P.U.D. The applicant
has met with these property owners and has agreed to maintain the 50' rear yard setback
.as well as providing a minimum 2200 square foot house size restriction on the perimeter
lots. Given these assurances, these surrounding property owners have agreed to lot
widths of 70'. A sample signed letter of agreement is attached for your information and
review. Other signed letters are on file in the Community Development office.
Legal, Planning and Site Engineering
The west half of the subject property is serviced by the City of Owasso for water, while
the east half will be serviced by Washington County Rural Water District #3. As a
condition of annexation and approval of OPUD -12, all water lines installed, as well as
water pressure, should meet the City of Owasso standards regardless of the district in
which they fall. Staff recommends this condition of approval remain in effect for the
subsequent phases of Bailey Ranch Estates.
Previously approved internal circulation patterns are to remain generally the same.
Connections to N. Garnett Road and adjacent developments are to remain as previously
approved.
Stormwater detention facilities for the entire Bailey Ranch Estates PUD are to be
integrated into the proposed park within the heretofore undeveloped portion of the PUD.
Unified Treatment of the PUD Subject Area
While the previously developed phases of the Bailey Ranch P.U.D. are zoned RS -2, the
modification of the zoning for the subsequent phases to RS -3 will cause little noticeable
variation from those previous phases. The applicant has agreed, in principle, to the
formation of a master Homeowner's Association and to equal or higher standards of
appearance as those already in place. The applicant has, also, reconfigured the lots
surrounding the common open space to accommodate pedestrian circulation into the area
from various points.
The proposed entrance to the development from Garnett Road at the north end of the site
will receive the same-treatment as.the southern access.
RECOMMENDATION
Staff recommends approval of OPUD -12A and OZ -00 -08 subject to the following
conditions:
1. Applicant should coordinate with staff concerning general design issues prior
to platting.
2. A new drainage report should be completed prior platting.
3. Sidewalks be required at time of platting.
4. A maximum of 278 development units be permitted.
5. A minimum 2200 square foot structure be required along the north and east
boundaries. A minimum 1700 square foot structure be required elsewhere.
6. A 50 rear yard setback be required on all lots along the north and east
boundaries.
7. Lots along the north and east boundaries will have a minimum width of 70'.
8. All conditions of approval of OPLTD -12 not specifically revised at this time
remain in effect as conditions of approval.

LOCATION AND SIZE: The location of the sign will be the southwest comer of E. 76`h

EXISTING LAND USE: Undeveloped, Zoned AG (Agriculture).
SURROUNDING LAND USE: The proposed sign location is bound on the west and
south by the existing and future development of the Baptist Retirement Center of
Oklahoma, to the north by undeveloped property zoned CS (Shopping Center) and to the
east by rural residential zoned AG (Agriculture).
APPLICABLE REGULATIONS: Owasso Zoning Code Chapter 4, Section 420.2.d.1
and Appendix F as amended by Ordinance No. 424 "Sign Ordinance ".
ANALYSIS
An Area Marker is a sign which designates or identifies a subdivision or development.
Ordinance No. 424 does not provide physical parameters limiting the size and/or
structure of area markers. However, the ordinance does require that an area marker be
reviewed and approved by the Planning Commission.
Normally, the area marker would be reviewed at the time of platting or site plan
submittal.
RECOMMENDATION
Staff recommends approval of the area marker subject to the following conditions:
1. The overall height of the structure be limited to 10'.
2. The sign area be limited to 100 square feet.

The City of Owasso has received a request for review of a site plan for a 0.62 acre site
within the 17 acre Owasso Market WalMart site. The subject property is located at the
southwest corner of Lot 2, Block 1, Owasso Market. The gas station was shown on the
approved WalMart site plan, however, staff feels it is appropriate to review the particular
site individually at this time.
ANALYSIS
The proposed gas station will have 6 pump stations with 2 nozzles each and a 150 square
foot manned kiosk. There is no parking and loading requirement for this use, however
there is a minimum of 25 parking spaces within the confines of this site.
All utilities are available to this site. The grading and drainage has been reviewed by
Public Works and is appropriately coordinated with the drainage design of the Owasso
Market. The Technical Advisory Committee reviewed the site plan at their July 26, 2000
regular meeting. General comments were received from Southwestern Bell and the
Owasso Fire Department. The applicant is coordinating with each to accommodate their
concerns. A copy of the TAC memorandum is attached for your information and review.
Staff has reviewed and approved the landscape design for the Murphy Oil site.
RECOMMENDATION
Staff recommends approval of the Murphy Oil site plan subject to the following
condition:

located at 111 N. Main Street. The subject property is zoned CH (Commercial High
Intensity). A location map is attached for you information and review.
ANALYSIS
The floor area of the Owasso City Hall and Police Station is approximately 28,000 square
feet with an additional 3000 square feet, approximately, proposed for the future Council
Chambers. The parking requirement for the facility is 1 space per 300 square feet of
building floor area. Based on this requirement, the applicant would need to provide 94
parking spaces including 4 handicap accessible spaces with an additional 10 spaces
required in the future to accommodate the additional building. The applicant has
provided 109 spaces of which 5 are handicap accessible with 28 additional spaces
proposed for future development. One loading birth is required and has been provided on
the site.
All utilities are available to the site. Drainage will be directed to the on -site detention
facility located in the southern portion of the property. - Public Works has reviewed the
grading and drainage and utility plans for the site with no comment.
The Technical Advisory Committee reviewed the site plan at the July 26, 2000 regular
meeting and three comments were recorded. The applicant has addressed the three
comments. A copy of the staff memo of the TAC comments is attached for your
information and review.

Preston Lakes, L.L.C. has submitted to the City of Owasso a petition for annexation of
their property totaling approximately 61.2 acres. A location map is attached for your
information and review.
The subject property is currently zoned AG (Agriculture) and remained so zoned upon
annexation. All property annexed by the City of Owasso is required to be zoned the
lowest zoning classification (AG) until any rezoning request is received and approved by
the Planning Commission and the City Council. A copy of Owasso's annexation policy
is attached for you information and review. If annexation is approved, the subject
property will have to be platted prior to development. Upon development of this
property, acceleration/deceleration lanes and sidewalks will be required along E. 116`h
Street N. and N. 145`h E. Avenue.
The annexation of a 5' wide strip of right -of way between the subject property and the
previously annexed Tulsa Technology Center site is being requested to satisfy contiguity
requirements.
Notification of the annexation request was published in the July 20, 2000 edition of the
Owasso Reporter and letters were mailed to the adjacent property owners on July 18,
2000.
Upon approval by the Planning Commission, the application will be forwarded to the
City Council for review and approval. Two consecutive notifications will appear in the
August 24 and 31, 2000 editions of the Owasso reporter prior to final reading by the

BACKGROUND
Sack and Associates, agent for the owner, has requested a review of a lot split for Lot 1,
Block 1, Owasso Market located in Section 17, Township 21 North, Range 14 East, City
of Owasso, Tulsa County, State of Oklahoma. The general location of the lot split is east
of the Wa1Mart site north of E. 96th Street N. and west of U.S. Highway 169. A location
map is located on the Lot Split Exhibit B for your reference.
ANALYSIS
The applicant is requesting Lot 1, Block 1, Owasso Market be split into three tracts.
Tract A and Tract B being approximately 9 acres each in size and Tract C being
approximately 4 acres in size. Legal descriptions are provided in the attached Exhibit A
for your reference.
The site is currently zoned CS (Shopping Center) and will remain so zoned.
The lot split was reviewed by the Technical Advisory Committee at their July 26, 2000
regular and no comments were made at that time.
RECOMMENDATION
Staff recommends approval of OLS- 00 -04.

BACKGROUND
Forest Creek Business Park, L.L.C. is requesting review of a proposed closing of a
portion of an existing utility easement within Forest Creek Business Park located west of
the Owasso Expressway and north of E. 76"' Street N. A location map is attached for
your information and review.
Forest Creek Business Park was approved as a Planned Unit Development (OPUD -20) by
the Owasso Planning Commission and City Council earlier this year.
ANALYSIS
The proposed easement closure has been reviewed by Public works with no comments
generated. The Technical Advisory committee reviewed the request at their July 26,
2000 regular meeting. One comment by PSO was recorded. While PSO has no objection
to the closure they did request the redesign be coordinated with their office. A copy of
the TAC memorandum is attached for your information and review.
The applicant intends to bury all utilities to the site.
RECOMMENDATION
Staff recommends approval of the easement closure request for Forest Creek Business
Park.

Dear Ms. Sorrells,
Forest Creek Business Park LLC would like to request the City of Owasso to commence
the proceedings for the closure of one certain easement located on property owned by us.
The reason for this request is that it transcends adjusted property lines and is merely
overhead electric lines for the existing real estate building. It is our intention in our
development plans to have all electric lines buried and this would incorporate service to
this existing building. Of course, we would not request that the closure of this easement
be recorded until such time as alternate service is available, but with processing times as
they are, the two should come close to crossing.
I am including for your review a site plan of the proposed project. A reduced copy of the
Alta. survey showing the location of the easement and a depiction of where the new
electric easement will be located. Included is the legal description of the easement itself.
Also included is a check in the amount of $25.00 for this process by the City of Owasso.

Dear Donna,
The yellow line found on the Plat of ALTA is the area that we wish to vacate. It was
established in conjunction with the recordation of the original parcel map for Forrest
Creek Industrial Park. The a "beginning" legal for the easement would be as follows:
A 5 foot utility easement located on the western boundary of lots 3,4, &5 and at
the intersection between lots 3 &4 of RESERVE "A" and a 20 foot utility easement
located on the eastern boundary of RESERVE "A" abutting lots 3,4, &5 and at the
intersection between lots 3 &4 of RESERVE "A ".
The forgoing vacated easement will be replaced by easements as determined to be needed
by the various utility companies as the development proceeds.

CAMDEN PARK II

BACKGROUND
The City of Owasso has received a request from Trail's End Development for the review of the
final plat of Camden Park II. Camden Park U is immediately east of Camden Park, south of
Windsor Lake 11 and Windsor Lake II extended, west of Nottingham Estates, and north of
Barrington Point and Barrington Estates. A location map is included on the plat within your
packet. The subject plat contains 42 lots on a 13.86 acre area.
The preliminary plat for Camden Park II has been reviewed several times by the Planning
Commission, beginning as early as 1994. At one point, it was anticipated that the lots within
Camden Park 11 would be as large as those found within the Windsor Lake 11 addition to the
north. However, as the market has shifted, so have the plans for development and the lot sizes
will be more closely similar to that found in the Barrington Point and Barrington Estates
additions.
The Planning Commission approved the Final Plat for Camden Park II at the April 11, 2000
regular meeting. Since then, the applicant has received Board of Adjustment approval from a
front yard setback reduction from 30' to 25'. This applies to the entire subdivision. Also at that
meeting of the Board, the applicant was granted approval for a rear yard reduction to 15' for Lot
1, Block 5 conditioned upon the construction of that residence in a west - facing orientation.
The final plat has been resubmitted reflecting the above - mentioned variance as well as the deletion
from the plat of the covenants and restrictions which were included in the original submittal. It
has been determine to be appropriate for the Planning Commission to review the final plat, as
amended, prior to it being forwarded to the Owasso City Council.
The developer has secured the permits from DEQ for the construction of sanitary sewer and water
improvements and the water and sewer lines have been constructed. If approved by the Planning
Commission at the August 8, 2000 meeting, this item will be forwarded to the Council for action
at their August 15, 2000 regular meeting.
RECOMMENDATION
Staff is recommending Planning Commission approval of the Camden Park H final plat as
presented.
