5. Site Plan Review - Owasso Commercial Storage - A request for review of a site plan for
Owasso Commercial Storage. The subject property is located south of Precision
Components, East of Sanitary Systems Manufacturing, Inc.
6. Zoning Code Update - Review of Chapters 5 and 6 of the Owasso Zoning Code. No
final action will be taken by the Planning Commission on these chapters; however input
will be obtained regarding any recommended changes.

The agenda for the meeting was posted in the Owasso City Hall, 207 S Cedar, on Wednesday,
December 6, 1995.
1. CALL TO ORDER - Chairperson Ray Haynes called the meeting to order at 7:05 p.m.
and declared a quorum present.
2. ROLL CALL
3. CONSIDER APPROVAL OF THE MINUTES OF NOVEMBER 14, 1995 REGULAR
MEETING - The Commission reviewed the minutes of November 14, 1995 Charles
Willey moved, seconded by Gary Wells to approve the minutes as written.
A vote on the motion was recorded as follows:

4. SITE PLAN - FIRST BANK OF OVVASSO - A review of the submitted site plan for
First Bank of Owasso, proposed site is located at the southwest corner of E. 86th Street
North and N. 129th E. Avenue.
The Chair introduced the case and staff review was given by Mr. Rooney.
Jerry Cole moved to approve the site plan for First Bank of Owasso, subject to the
following conditions:
1. A pre - construction meeting with staff prior to obtaining of the building permit.
2. Accepted signage to be installed prior to building occupancy.

5. Easement Vacation - A & W Development - A request to vacate a 10' drainage easement
located on the western portions of Lots 4 & 5, Block 4, Country Estates Addition.
The Chair introduced the case and staff review was given by Mr. Rooney.
Gary Wells moved to approve the Easement Vacation, seconded by Charles Willey.

6. Preliminary Plat - The Fairways at Bailey Ranch (Phase II) - A request for a review of
the preliminary plat of The Fairways at Bailey Ranch (Phase II), located immediately
northwest of The Fairways at Bailey Ranch. Subject property contains 82 residential lots
on 27.5 acres.
The Chair introduced the case and staff review was given by Mr. Rooney. Bill Lewis,
an engineer for The Fairways, attended the meeting to answer questions.
Jerry Cole moved to approve the preliminary plat for The Fairways at Bailey Ranch
(Phase II) subject to the following TAC recommendations:
1. Addresses for this plat will be available the last week of December.
2. Areas where the golf cart paths cross public right -of -way will need to be
addressed.
3. Covenants need to be submitted and should include the following:
*All conditions of the PUD should be included within the covenants/
*Add the city landscaping covenant.
4. Provide a lot area total sheet for each lot.
5. Completion of the Entrance Road (acceleration and deceleration lanes on Mingo
Road) must occur prior to any building permits being issued in Phase II.

RE: PRELIMINARY PLAT - BARRINGTON ESTATES
DATE: January 6, 1996
BACKGROUND:
The City of Owasso has received a request for a review of the preliminary plat for Barrington
Estates Addition, an addition to the City of Owasso. Barrington Estates is located directly east
of Barrington Point I & II, and would contain 129 lots on a 40.13 acre tract of land.
The subject property is zoned both RS -3 and RS -2 (Residential Single Family High and Medium
Densities) as a result of a rezoning action on November 16, 1993. The northernmost 300 feet
of the subject property is zoned RS -2 (Medium Density), while the remaining portion is zoned
RS-3 (High Density). Surrounding property on the north, west, and east is zoned RS -2, while
the property to the south is zoned AG (Agricultural) and contains the Owasso High School and
8th Grade Center. A copy of Ordinance No. 470 which rezoned the subject property is attached,
for your information and review.
The preliminary plat was forwarded to the members of the Technical Advisory Committee on
December 19, 1995 for comment as no regular meeting of the Technical Advisory Committee
was conducted in December due to staff vacation. All were instructed to review the submittals
for consideration and either return their comments by mail or fax them to our office. The
following comments were made as a result of the Technical Advisory Committee's review:
1. An 11' utility easement north of the south property line of Lot 2, Block 5.
2. An 11' utility easement north of the south property line of Lot 17, Block 5.
3. All 11' utility easements that are adjacent to detention areas need to be changed
to 17.5' utility easements.
Clarification is needed to ensure that the 17.5' utility easement along the south
boundary of the southernmost detention area will be usable by the utility
companies.
Staff comments regarding this plat area as follows:
1. Covenants need to be submitted at the time of final plat application. Staff has
been informed that the covenants for Barrington Estates will closely mirror those
of Barrington Point I & II.
2. Addresses and street names are available and should be included for final plat
review.
3. Provide a lot area and total sheet.
A special note should be made to the Planning Commission regarding the lot layout along the
north boundary of Barrington Estates. Staff has spoken with Mr. Kourtis regarding a possible
redesigning of Lots 24 through 31. Mr. Kourtis has been involved in discussions with Mr.
Compton of Tyann Development (developers of Nottingham Estates to the north) about the
possibility of making those lots larger so that the blend from one addition to the next is more
harmonious. Mr. Kourtis has agreed to look into that possibility and any changes would be
included on the final plat application. Please note that the street layout and utility design will
not change should these lots become larger.
This plat represents the last large tract of land in the western half of Section 21 to seek platting.
One portion of undeveloped land remains between this property, Barrington Point, Windsor Lake
II, Camden Park, and Nottingham Estates. Appropriate stub streets have been provided to that
property via Barrington Point, Nottingham Estates, and, the proposal before you.
Again, this plat is preliminary in nature and will need to go through the final plat application
process. At the time of final plat application, the corrections /comments from the TAC and staff
will need to accompany or be included on the plat, as well as construction plans.
RECOMMENDATION:
Staff recommends approval of the preliminary plat for Barrington Estates conditioned upon the
inclusion of the comments /requests from the Technical Advisory Committee and staff on the
final plat submittal.

AN ORDINANCE APPROVING ZONING APPLICATION NUMBER
OZ -97 CHANGING THE ZONING OF PROPERTY LOCATED IN THE
NORTHEAST QUARTER OF THE SOUTHWEST QUARTER OF
SECTION 21, TOWNSHIP 21 NORTH, RANGE 14 EAST, TULSA
COUNTY, OKLAHOMA, FROM RS -2 (RESIDENTIAL SINGLE -
FAMILY MEDIUM DENSITY) DISTRICT TO RS -3 (RESIDENTIAL
SINGLE - FAMILY HIGH DENSITY) DISTRICT, AND REPEALING ALL
ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT
HEREWITH.
WHEREAS, public hearings have been held regarding the request for
rezoning of the property herein described, and
WHEREAS, the Owasso City Council has considered the recommendation of
the Owasso Planning Commission and all statements for or against the
requested rezoning of application OZ -97.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE
CITY OF OWASSO, OKLAHOMA.
Section 1. That the rezoning classification of the following
described property, to wit:
The Northeast Quarter of the Southeast Quarter of Section 21, Township 21
North, Range 14 Fast, Tulsa County, Oklahoma; less and except the north 300
feet thereof
be, and the same is hereby zoned from RS -2 (Residential Single- Family
Medium Density) District to RS -3 (Residential Single - Family High Density)
District.
Section 2. That all ordinances or parts of ordinances in conflict
herewith be, and the same are hereby expressly repealed.

SUBJECT: SITE PLAN REVIEW FOR OWASSO COMMERCIAL STORAGE
EAST FIFTH AVENUE
DATE: January 7, 1996
BACKGROUND:
Ray Haynes has submitted a proposed site plan for Owasso Commercial Storage to. be located
on a parcel of land created via an approved lot split immediately east of Sanitary Systems
Manufacturing, Inc. (Roy Fickle) and directly south of Precision Components off of East Fifth
Avenue, Owasso, OK.
The structure to be built on the site is 125' x 50', comprising a total square footage area of
6,250 square feet. Parking requirements for a storage facility vary depending on the type. A
mini- storage unit requires one parking space per every 5,000 square feet of storage area, while
general storage requires one parking space per every 500 square feet of floor area. This would
then mean that required parking could range from a minimum of 2 to 13 parking spaces
depending upon the formula used. The applicant has indicated a minimum of 10 parking spaces
on the site plan which staff feels is sufficient for the use indicated.
The Technical Advisory Committee reviewed the site plan via mail and only commented for the
need of a perimeter 17.5 utility easement, a standard request. No other comments or concerns
were noted. Staff comments would be the inclusion of one of the spaces being designated for
handicapped parking, adding landscaping, a pre- construction meeting prior to the issuance of the
building permit, and that additional parking may be required at the time of expansion.
This is an industrially zoned property and all necessary setbacks have been met.
RECOMMENDATION:
Staff would recommend approval of the proposed site plan as presented with the following
conditions of approval:
1. Add a 17.5' perimeter utility easement.
2. Designate one parking space for handicapped parking.
3. Add landscaping.
4. Pre - construction meeting prior to obtaining the building permit.
` 5. Additional parking may be required at the time of building expansion.
