Barrington Point III. Barrington Point III is located immediately south of barrington

6. Plat Amendment - Country Estates - A request for an amendment to the final plat for
Country Estates Addition, an addition to the City of Owasso, Oklahoma. The
amendment, if approved, would change the side corner building lines on all corner lots
from 25 feet to 15 feet.

The agenda for the meeting was posted in the Owasso City Hall, 207 S Cedar, on January 12,
1996.
1. CALL TO ORDER - Chairperson Ray Haynes called the meeting to order at 5:05 p.m.
and declared a quorum present.
2. ROLL CALL
3. CONSIDER APPROVAL OF THE MINUTES OF DECEMBER 12, 1995 REGULAR
MEETING - The Commission reviewed the minutes of December 12, 1995 Jerry Cole
moved, seconded by Ray Haynes to approve the minutes as written.
A vote on the motion was recorded as follows:

4. PRELIMINARY PLAT - BARRINGTON ESTATES - A request for a review of the
preliminary plat for Barrington Estates, an addition to the City of Owasso. The property
is described as being located directly east of Barrington Point I & II. The proposed plat
contains 129 lots on a 40.13 acre tract of land.
The Chair introduced the case and staff review was given by Mr. Rooney. The subject
property is zoned both RS -3 and RS -2 as a result of a rezoning action on November 16,
1993. The preliminary plat was forwarded to the members of the Technical Advisory
Committee on December 19, 1995 for comment.
Jerry Cole moved to approve the preliminary plat for Barrington Estates subject to TAC
recommendations.

5. SITE PLAN REVIEW - OWASSO COMMERCIAL STORAGE - A request for review
of a site plan for Owasso Commercial Storage. The subject property is located south of
Precision Components, East of Sanitary Systems Manufacturing, Inc.
Jerry Cole introduced the case and staff review was given by Mr. Rooney. The structure
to be built on the site is 125' x 50'. The applicant has indicated a minimum of 10
parking spaces on the site plan which staff feels is sufficient for the use indicated.
The Technical Advisory Committee reviewed the site plan via mail and only commented
for the need of a perimeter 17.5 utility easement.
Jerry Cole moved to approve the site plan of Owasso Commercial Storage subject to
TAC recommendations.
Seconded by Dewey Brown.

SUBJECT: PRELIMINARY PLAT - HIDDEN VIEW ADDITION
DATE: February 8, 1996
BACKGROUND
The City of Owasso has received a request to review a preliminary plat for A & W Development
for their proposed development titled Hidden View Addition. Hidden View is located at the
southeast corner of W. 5th Street and Beaumont and is a resubdivision of Lot 1, Block 1, hale
Addition. The subject plat, if approved, would contain 10 lots on 1.94 acres, more or less.
The Technical Advisory Committee reviewed the preliminary plat at their January 31, 1996
meeting. At that meeting, Public Service Company of Oklahoma and Oklahoma Natural Gas
requested the following easements to be added to the preliminary plat:
1. Back -to -back 5' utility easements were requested along the shared property
lines of Lots 4 & 5 and Lots 9 & 10.
2. A 17.5' utility easement along the rear lot lines of Lots 8, 9, and 10.
At that meeting, the applicant was also provided a list of staff comments /concerns regarding the
project. Those comments are as follows:
1. Required lot width in an RS -3 district is 65'. To have 60' wide lots (or
less), a variance will need to be processed through the Board of Adjustment.
2. Addresses are provided.
3. Verification of whether or not the developer wanted a 25' B/L on a corner
lot.
4. Construction plans are needed.
5. Location map should show all platted property in the square mile section.
6. Provide a lot area total sheet for the addition.
The most significant of the staff comments is the fast. The applicant has submitted an
application for a variance of the Owasso Zoning Code, Chapter 4, Section 430 in order to allow
for 60' wide single family residential lots in an RS -3 district. The Board of Adjustment will act
on this request at their February 27, 1996 regular meeting. Staff will be supportive of the
applicants request, as all other single - family residential lots in this neighborhood are only 60'
in width as well.
All other comments provided by staff and the utility companies are typical in nature for a
preliminary plat review. The applicant will be required to submit a final plat for review to the
Technical Advisory Committee and Planning Commission, as well as obtain City Council final
plat approval. Prior to Council action on the final plat, all construction plans must be reviewed
and approved by the Engineering Division of Public Works and Oklahoma State health
Department.
Rarely has the Planning Commission had the opportunity to review "infill" development within
an older portion of the community. Staff opinion is that this development eliminates a vacant
corner within the community and would benefit this neighborhood through the new homes that
would be constructed.
RECOMMENDATION
Staff is recommending Planning Commission approval of the preliminary plat for Hidden View
Addition.

SUBJECT: PRELIMINARY PLAT - BARRINGTON POINT III
DATE: February 8, 1996
BACKGROUND
The City of Owasso has received a request to review a final plat for Kourtis Development, Inc.
for a proposed development titled Barrington Point III. Barrington Point III is located
immediately south of Barrington Point I & II, immediately north of the Owasso High School
facility. The subject plat, if approved, would contain 32 lots on 9.19 acres, more or less.
The Barrington Point Additions (I,II, and II0 were reviewed in entirety by the Owasso Planning
Commission in July and September of 1993. After all three received preliminary and final plat
approval by the Planning Commission, the developer filed the final plats and pursued
development of Barrington Point I & II, but did not file Barrington Point III. Several
explanations for not filing Barrington Point III can be determined, most notably that Barrington
Point III is zoned RD (Residential Duplex) and could have developed as duplex housing. Since
that time, however, the developer has opted to also develop Barrington Point III as single - family
residential.
The Technical Advisory Committee reviewed the plat for Barrington Point III at their January
31, 1996 regular meeting. At that meeting, the utility providers reviewed the plat and offered
the following concerns and /or comments:
1. Show all easements previously filed by separate instrument within this plat
boundary. It may be necessary to close these easements and /or relocate some
of these utilities.
2. Back to back 5' utility easements on the shared lot lines of Lots 26 & 27,
Block 2, and Lots 19 & 20, Block 2.
3. Back to back 11' utility easements along the shared lot lines of Lots 17 & 19,
Block 2, and 10' within the shared property lines of Lots 18 & 19, Block 2.
The remaining portion of that shared lot line should be a back to back 5'
utility easement.
4. A fire hydrant will need to be located along the shared property lines of Lots
11 & 12, Block 3.
At that meeting, the applicant was also provided with a list of staff comments /concerns regarding
the project. Those comments are as follows:
1. Provide a lot area total sheet for the addition.
2. Addresses for the addition are attached for your review.
3. Covenants are needed.
Staff had initially planned on this plat being acted on by the Planning Commission as a final plat
considering its prior approvals. However, due to the utility easement questions and some city
staff questions regarding drainage, staff is requesting that the Planning Commission act on this
plat as a preliminary, rather than a final. By acting on the plat in a preliminary nature, staff
would have more time to ensure the above items are addressed and the Planning Commission
would get to review this plat again. While staff is very comfortable with this plat as a
preliminary plat, staff has somewhat less of a comfort level as a final plat and feels it should be
reviewed again by the Planning Commission.
RECOMMENDATION
Staff is recommending Planning Commission approval of the preliminary plat for Barrington
Point III.

SUBJECT: PLAT AMENDMENT - COUNTRY ESTATES
DATE: February 8, 1996
The City of Owasso received a request for a plat amendment of Country Estates, an addition to
the City of Owasso. The amendment request involves a change in the building lines of all
corner lots within the addition from the existing 25 feet on each corner yard to 25 feet on the
designated front yard and 15 feet on the remaining yard.
Within an RS -3 (Residential Single Family High Density) zoning district, all corner lots are
required to have a minimum front setback of 25 feet in the front yard and 15 feet on the yard
which abuts the street. The amendment being requested by the developer is in full compliance
with the Owasso Zoning Code and the Owasso Subdivision Regulations.
Oklahoma state law requires that in order to amend a subdivision plat, 100% of all property
owners within the addition must sign and approve of the amendment request. Attached is a copy
of the amendment request from the developers of the Country Estates addition containing 100 %
approval from the owners within that addition.
Staff has no objections to this request.
RECOMMENDATION
Staff is recommending approval of the plat amendment to Country Estates, changing the required
building lines on all corner lots to 25 feet on all front yards and 15 feet on all side yards.

WHEREAS, it is the desire of the above named owners to amend the plat of COUNTRY
ESTATES, Plat#5086, dated August 2, 1995 and filed of record in the office of the County Clerk
of Tulsa County, State of Oklahoma on August 2, 1995, as it affects the whole addition.
NOW, THEREFORE, in consideration of the sum of Ten and no /100 Dollars ($10.00) in hand
paid, the receipt of which is hereby acknowledged, and other good and valuable consideration,
the undersigned do hereby amend and modify the Plat of COUNTRY ESTATES as set forth
hereinbelow:
1. The required building lines on all corner lots shall be changed to 25' setback on front of
house and 15' on side of house.
The undersigned, as owners of the affected lots, do hereby ratify and incorporate by reference,
and affirm all parts of the Plat and Deed of Dedication and Restrictive Covenants which are not
amended hereby and which are consistent herewith. This Amendment shall be effective from the
date hereof, and shall be enforceable to the same extent in the same manner as if originally set
forth fully in the original Plat and Deed of Dedication of the COUNTRY ESTATES
ADDITION.
