The agenda for the meeting was posted in the Owasso City Hall, 207 S Cedar, on May 2,
at 11:00 AM.
1. CALL TO ORDER - Chairperson Ray Haynes called the meeting to order at 7:00 PM
and declared a quorum present.
2. ROLL CALL
3. CONSIDER APPROVAL OF THE MINUTES OF APRIL 9, 1996 REGULAR
MEETING - The Commission reviewed the minutes of April 9, 1996, Jerry Cole
moved, seconded by Charles Willey to approve the minutes as written. A vote on the
motion was recorded as follows:

4. Preliminary Plat - Nottingham Estates II - A request for a review of the preliminary plat
for Nottingham Estates II, an addition to the City of Owasso containing 92 lots on 68.56
acres, more or less. Nottingham II is located directly east of Pleasant View Estates
(Tulsa County) and Nottingham Estates.
The Chair introduced the case and the staff review was given by Mr. Rooney.
The preliminary plat was review by TAC at their May 1, 1996 meeting. Several
comments and requests regarding utility easements were supplied by the utility
companies. Those comments are as follows:
1. Limits of No Access need to be added along the double fronted lots that back up
to N. 138th E. Avenue.
2. Provide a lot area total sheet for the addition.

3. The park area needs to be designated as a private park.
4. Covenants need to be supplied. The developer has stated that these will be
similar to that of Nottingham Estates.
5. 15' utility easements need to be added within the front building lines of all lots.
6. Acceleration /Deceleration lanes need to be constructed along E. 96th Street
North.
7. Addresses and street names are available.
8. Change the street labeled as N. 138th E. Avenue to N. 136th E. Avenue.
Ray Haynes moved to approve the preliminary plat for Nottingham Estates II, subject to
the requirements made by TAC and staff. Seconded by Jerry Cole. A vote on the
motion was recorded as follows:

5. Preliminary Plat - Country Estates II - A request for a review of a preliminary plat for
Country Estates II, an addition to the City of Owasso containing 193 lots on 49 acres,
more or less. Country Estates II is located immediately north of Country Estates.
The Chair introduced the case and the staff review was given by Mr. Rooney.
The Owasso Technical Advisory Committee reviewed the preliminary plat at their May
1, 1996 meeting. The utility companies requested additional service easements, which
will be included on the final plat. Those comments are as follows:
1. Limits of no access need to be added to the double fronted lots that back up to
Garnett Road.
2. Acceleration /Deceleration lanes will be required at the entrance location off of
Garnett Road.
3. Street name changes.
4. Change the names of the plat from "Country Estates Phase II" to "Country
Estates II'
5. Provide a lot area total sheet.
6. Addresses have been assigned and should be included on the final plat submittal.
' Jerry Cole moved to approve the preliminary plat for Country Estates II Addition subject
to TAC recommendations and staff comments and /or corrections to the plat. Seconded
by Gary Wells. A vote on the motion was recorded as follows:

6. Final Plat - Barrington Point III - A request for a review of the final plat for Barrington
Point III, an addition to the City of Owasso. The subject property is described as being
located immediately south of Barrington Point I & II, just north of the Owasso High
School, and contains 32 lots on 9.19 acres, more or less.
The Chair introduced the case and the staff review was given by Mr. Rooney.
Barrington Point II is zoned RD and could have developed as duplex housing however,
the developer has opted to develop this as single - family residential. TAC reviewed the
final plat and had no comments. A lot total area sheet has been provided to staff.
Between the preliminary plat approval and the final plat the developer has made
necessary changes. Doug Groves from the Engineering Division of Public Works
Department answered several questions concerning drainage problems in the area. A
detention pond is already built and up to grade and will be in operation within a week.
Staff is recommending approval of the final plat for Barrington Point III.
Jerry Cole moved to approve the final plat for Barrington Point III. Seconded by Charles
Willey. A vote on the motion was recorded as follows:

7. Final Plat - Fairways II - A request for a review of the final plat for Fairways II, and
addition to the City of Owasso containing 84 lots on 28.90 acres, more or less. Fairways
II is located northwest of The Fairways at Bailey Ranch.
The Chair introduced the case and the staff review was given by Mr. Rooney.
The final plat was reviewed by TAC and the comments were limited to the following:
1. A utility easement crossing along Larkin Bailey Blvd. This crossing request has
been included within your plat.

2. An 11' utility easement (filed by separate instrument) will be needed along the
north perimeter.
3. Several requests for street light utility easements were also made and are included
on the plat within your packet.
Staff comments regarding the final plat were as follows:
1. Addresses for this plat are available. They are included within the enclosed plat.
The developer has assisted with acceleration/deceleration lanes by constructing the
entrance off of Mingo Road, however it is the Trust's responsibility to complete the
required lanes. These lanes need to be completed prior to the occupancy of any building
within Phase II.
Ray Haynes moved to approve the final plat for The Fairways II at Bailey Ranch.
Seconded by Gary Wells. A vote on the motion was recorded as follows:

8. Site Plan Review - Michael D. Roark - A request for a review of a site plan for a portion
of Lot 1, Block 2, Ram Plaza Addition. The subject property is located directly east of
Warehouse Market.
Storm water detention for this site has been addressed and is more than adequate to meet
any requirements. The necessary amount of parking spaces have been provided. TAC
review the site plan on May 1, 1996 and no comments or concerns were voiced. Staff
would recommend approval of the proposed site plan with the condition of a pre -
construction meeting with staff prior to obtaining a building permit.

9. Owasso Zoning Code Update - The members reviewed Chapters 8 and 9 of the Owasso
Zoning Code.
10. New Business - A special Planning Commission meeting will be held on Friday, May 17,
1996 at 8:00 AM for a lot split approval within the Central Park Addition.
11. Report on Planning Items Previously Forwarded to City Council - None
12. Discussion of Development In and Near Owasso - Mr. Rooney briefly discussed the
drainage improvements at 96th & Garnett.

Addition, an addition to the City of Owasso. The subject property is described as the

The Chair introduced the case and the staff review was given by Mr. Rooney.

The City of Owasso has received a request for a review of a lot split from Joseph A
McCormick. The subject property is located within Lot 1, Block 2 of the Ram Plaza Addition
located at the northwest corner of E. 86th Street North and N. 129th E. Avenue. A location
map is attached for your information and review.
As you may recall, you have reviewed a similar request (OLS- 96 -02) at the April Planning
Commission meeting. At that meeting a lot was created that would provide a site for a future
hardware store. Since that approval, however, the applicant of the hardware store has been in
negotiations with the owners of the Warehouse Foods property for possible expansion of the
Warehouse Foods building. Because that approved lot split has yet to be filed, it is not of record
and the applicant has continued to negotiate with Warehouse Foods.
This lot split, if approved, would effectively end up creating three lots on the north side of E.
86th Place North. One lot which was created by splitting Lot 2 (utilizing the east 150 feet of
Lot 2 and all of Lot 3) will be occupied by the Sterling House Assisted Living Facility. One
lot (the western most lot to be created) would create a 95' parcel in which Warehouse Foods
could expand. The middle lot (created with remnant parcels of Lots 2 and 3) would then be the
sight of the Hardware Store. A map indicating what the new lot lines would be if this lot split
is approved is attached for your information and review.
The Owasso Technical Advisory Committee reviewed the lot split request at their May 29, 1996
regular meeting. At that meeting no comments and /or concerns were addressed by the utility
companies.
Staff's has two comments. Once again, staff needs to point out to the Planning Commission
and the applicant that the limits of no access along the southern boundary of E. 86th Place North
will need to be changed to coincide where the access points will be developed off of that street.
This item was discussed at the March Planning Commission meeting and now that the lot split
are complete, this will be able to be addressed all at once.

The second comment is that the western most lot would not meet the City of Owasso's bulk and
area regulations for commercial zoned property and thus would be required to have a lot - tieing
agreement processed so that the 95' parcel becomes a portion of the existing Warehouse Foods
lot.
Staff recommends approval of OLS -96 -06 with the following conditions:
That the applicant proceed with a plat amendment changing the "limits of no
access" as shown on the original Ram Plaza plat.
2. That the applicant process a lot- tieing agreement.

BACKGROUND
The City of Owasso has received a request for review of a final plat for Nottingham Estates II.
Nottingham Estates II is a proposed 15 lot residential addition located on 12.40 acres, more or
less. The subject tract is located immediately east of Pleasant View Estates (Tulsa County) and
Nottingham Estates. Nottingham Estates is zoned RS -2.
The Technical Advisory Committee reviewed the final plat at their May 29, 1996 meeting. At
that meeting, the area utility companies had opportunity to provide input to the developer
regarding any possible easements needed to provide service to the proposed addition. The utility
companies requested two utility easements, both of which need to be filed by separate instrument
as they are not contained within the plat boundaries. All staff comments regarding the plat have
been addressed at this time and are included within your packet.
The construction are still in the review stage. As a reminder, no action will be taken on any
final plat application until the plans have been approved by the Engineering Division of the
Public Works Department and permits to construct the water and wastewater lines have been
issued by the Oklahoma State Department of Health.
As stated during the preliminary plat review which featured all of the possible development of
area of the Nottingham property, future development of Nottingham Estates was likely to occur
in phases. During the preliminary plat presentation, I informed the Planning Commission that
the first portion to develop would likely be the northern section, the portion abutting E. 96th
Street North, based on the information I had received. Unfortunately, this is not the case as
Nottingham Estates II only contains lots immediately east of Nottingham Estates and Pleasant
View.
Being aware of the concerns regarding traffic flow to the building area without direct access
from E. 96th Street North, I stressed to Mr. Compton the importance of that access and that it
would need to be included within the Nottingham Estates III phase of development. I think it
is fair to state that the impact of 15 additional homesites will not be extensive, however anything
beyond these 15 is not in the best interest to the City of Owasso, particularly the residents of
Pleasant View Estates and Nottingham Estates.

Mr. Compton will be at the Planing Commission meeting to answer any questions you may have
regarding Tyann Development's schedule for development, as well as Nottingham Estates II.
Staff recommends approval of the final plat of Nottingham Estates II.
