The subject property is located immediately north of the Copper Meadows addition, east of N. 129th East Avenue totaling 15 acres, more or less. 5. Site Plan -. Adjournment OWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING Tuesday, August 13, 1996 Owasso Community Center 301 South Cedar, Owasso, Oklahoma MEMBERS PRESENT Ray Haynes Jerry Cole Dewey Brown Charles Willey MEMBERS ABSENT Gary Wells STAFF PRESENT Tim Rooney Marsha Hensley The agenda for the meeting was posted in the Owasso City Hall, 207 S Cedar, on August 6, 1996 at 8:00 AM. 1. CALL TO ORDER - Chairperson Ray Haynes called the meeting to order at 7:00 PM and declared a quorum present. 2. ROLL CALL 3. CONSIDER APPROVAL OF THE MINUTES OF JULY 9, 1996 REGULAR MEETING AND THE JULY 16, 1996 SPECIAL MEETING - The Commission reviewed the minutes of July 9, 1996 and the minutes from July 16, 1996, Jerry Cole moved, seconded by Dewey Brown to approve the minutes as written. A vote on the motion was recorded as follows: Jerry Cole - Yes Ray Haynes - Yes Dewey Brown - Yes Charles Willey - Yes The motion carried 4-0. 4. Election of Officers Chairman Vice- Chairman Secretary The By -Laws of the Owasso Planning Commission state that the Commission shall have a chairperson, vice - chairperson and secretary, and that election of said officers shall be held biennially at the first meeting of the Commission after July 1 of each of the even - numbered years. The term of each office shall be for two years beginning immediately upon the election of each officer. The Chair opened the floor for nominations for Chairperson. Ray Haynes was nominated by Charles Willey, with the nomination being seconded by Dewey Brown. Hearing no further nominations, the nominations were declared closed and Ray Haynes was elected Chairperson by acclamation. OWASSO PLANNING COMMISSION August 13, 1996 Page No. 2 The Chair opened the floor for nominations for Vice Chairperson. Charles Willey was nominated by Dewey Brown, with the nomination being seconded by Ray Haynes. Hearing no further nominations, the nominations were declared closed and Charles Willey was elected Vice Chairperson by acclamation. The Chair opened the floor for nominations for Secretary. Dewey Brown nominated Jerry Cole, with the nomination being seconded by Ray Haynes. Hearing no further nominations, the nominations were declared closed and Jerry Cole was elected Secretary by acclamation. 5. Drainage Easement Closing - Mr. Stergie Katirgis - A request for a closing of a portion of a drainage easement located on Lot 13, Block 1, Windsor Lake II Addition, further described as 9212 N. 132nd E. Avenue, Owasso, OK. The Chair introduced the case and the staff review was given by Mr. Rooney. The applicant is requesting that a portion of the drainage easement be closed in order to allow for a larger building pad area. This request was reviewed by TAC, both PSO and Southwestern Bell responded without concerns. Jerry Cole moved to approve the drainage easement closing. Ray Haynes seconded. A vote on the motion was recorded as follows: Jerry Cole - Yes Ray Haynes - Yes Dewey Brown - Yes Charles Willey - Yes The motion carried 4-0. 6. Lot Tieing Agreement - Simmons Homes - for Lots 14 and 15, The Fairways at Bailey undeveloped. A request to initiate a lot tieing agreement Ranch. The subject property is currently The Chair introduced the case and the staff review was given by Mr. Rooney. The applicant is requesting a lot tieing agreement in order to allow for the construction of one single -family residence on the two lots in question. It is necessary for the applicant to enter into a lot - tieing agreement in order to build the residence on the center portion of the two lots. Jerry Cole moved for approval of the lot tieing agreement. Ray Haynes seconded. Owasso Zoning Code Update Mr. Rooney and the Planning Commission reviewed chapters 13 through 15 of the updated zoning code. 8. Review of July Building Report and Lot Availability Members of the Planning Commission discussed activity of the building permits. 9. New Business - The Commission will be reviewing the site plan for the new elementary school next month. 10. Report on Planning Items Previously Forwarded to City Council 11. Chairperson Secretary Date MEMORANDUM TO: THE PLANNING COMMISSION CITY OF OWASSO FROM: TIMOTHY ROONEY COMMUNITY DEVELOPMENT DIRECTOR SUBJECT: SIXTH GRADE CENTER - FINAL PLAT DATE: September 9, 1996 BACKGROUND: Owasso Public Schools have submitted a plat for the proposed location of the Sixth Grade Center. The subject property is located immediately north of the Copper Meadows Addition, east of N. 129th E. Avenue, and contains 1 lot totalling 15 acres in area. As has become staff policy when processing 1 Lot /1 Block plat requests, Staff is processing this application as a final plat. Before reviewing the specific request, I feel it is necessary to outline the development process that the applicant was required to adhere to in order to reach this point. Mr. Dale Johnson, Superintendent of Owasso Public Schools, met with staff in August in order to determine the proper procedures, deadlines, and submittal requirements. At that time, a review of the necessary deadline, was conducted as well as the entities which would be involved in reviewing the request. That meeting was followed by a letter to Mr. Johnson which is attached for your information and review. As you can see, there were numerous deadlines and review processes (Board of Adjustment, Technical Advisory Committee, Planning Commission, and Council). The applicant has met each deadline requirement to date resulting in a smooth review process. The final plat was reviewed by the Technical Advisory Committee at their August 28, 1996 regular meeting. At that meeting area utility companies and staff were available to submit any comments regarding the plat. While the utility companies had no comments regarding the plat, staff offered two comments: 1) Change the plat title to read "Owasso Sixth Grade Center" rather than "Sixth Grade Center ". 2) Mr. Lutz from the Engineering Division of Public Works explained that they were looking at changing the detention area from the west to the east for aesthetic purposes. The current flow is 52 cfs and will be 51 cfs improved. The drainage plan should it be revised in any manner, will need approval from the Engineering Division of Public Works. Several other items regarding the site plan (i.e. acceleration /deceleration lanes, sidewalk, escape lane, etc.) are addressed in the memorandum for site plan approval, see Agenda Item #5. If the plat is approved by the Planning Commission, it will be forwarded to the City Council for action on September 17, 1996. RECOMMENDATION Staff recommends approval of the final plat for Owasso Sixth Grade Center with the following conditions: 1. Change name to "Owasso Sixth Grade Center" 2. Ash Owasso, OK 74055 RE: Owasso Sixth Grade Center Dear Mr. Johnson, (918) 272 -2251 FAX (918) 272 -4999 I wanted to take this opportunity to thank you for meeting with me earlier this morning to discuss the development steps as they relate to the proposed. Sixth Grade Center on N. 129th E. Avenue, immediately north of Copper Meadows. I feel development meetings are an important part of the construction process and in order to ensure that all parties involved have a clear understanding, I wanted to follow up our meeting with this letter. The purpose is to outline important meetings, dates of those meetings, as well as necessary application materials in order to obtain as smooth a process as possible for you. Monday. August 19, 1996 All application materials for the platting of the school property, as well as the site plan, should be submitted to the Community Development Department by this date. I will then forward those materials to the Technical Advisory Committee for their input. The TAC meeting is scheduled for Wednesday, August 28, 1996 at 2:00 PM at City Hall. Application fees for both site plan and platting have been waived. Tuesday. August 27, 1996 On this date, the Owasso Board of Adjustment will review your request to construct a school via Special Exception in a residential zoning district. This meeting will be conducted at 7:00 PM in the Owasso Community Center. All notices to property owners within 300' are being mailed today, and the legal ad for that meeting will be published in the August 15, 1996 issue of the Owasso Reporter. The Special Exception application fee has been waived, however you will receive a bill from the Owasso Reporter for publication of the meeting notice. This fee is determined by the Owasso Reporter and cannot be waived by the city. Wednesday August 28, 1996 On this date, the Technical Advisory Committee will review your site plan and plat. As I stated, your plat will be processed as a final plat which is customary for one lot, one block subdivisions. Comments will be gathered from all utility companies and various city departments at that time. Should any corrections to the plat or site plan be necessary, these corrections will need to be made and submitted to the Community Development Department no later than Wednesday, September 4, 1996. Wednesday. September 4. 1996 Deadline for submittal of all corrections, if any, to the Community Development Department. Tuesday. September 10, 1996 On this date, the Planning Commission will review your plat and site plan. Any additional requirements regarding your plat can be recommended by that commission. If your site plan is approved, that would conclude your site plan process. If your plat is recommended for approval, it is then forwarded to the Owasso City Council for action at their September 17, 1996 regular meeting. September 17, 1996 On this date, the Owasso. City Council reviews your plat. Additional corrections can be made at this time as well. If approved, the plat is then signed by the Mayor and is filed by the applicant at the Tulsa County Clerk's office. One mylar and 5 paper copies of the plat are returned to the city. September 18. 1996 On this date, your building permit can be issued, providing there are no deficiencies. You can apply for your building permit at any time during this process, in fact you are encouraged to do so due to the length of time involved in reviewing plans for a large facility. Roone Community Development Director cc: Community Development Department MEMORANDUM TO: THE PLANNING COMMISSION CITY OF OWASSO FROM: TIMOTHY ROONEY COMMUNITY DEVELOPMENT DIRECTOR SUBJECT: OWASSO SIXTH GRADE CENTER SITE PLAN DATE: September 9, 1996 BACKGROUND: Owasso Public Schools have submitted for review a site plan for the Owasso Sixth Grade Center. The subject site is located immediately north of the Copper Meadows Addition, east of N. 129th East Avenue and is proposed to be contained within the Owasso Sixth Grade Center plat (See Agenda Item 114). The site totals 15 acres in area. Because the proposed location is contained within an RS -3 (Residential Single - Family High Density) zoning district, it was first necessary for the Board of Adjustment to approve a Special Exception in order to permit the construction and use of a public school in an RS-3 district. The Owasso Board of Adjustment conducted their regular meeting on Tuesday, August 27, 1996. At that meeting, staff recommended that the Board of Adjustment approve the request conditioned upon the acceptance of the site plan by the Planning Commission. Staff felt that due to the size of the proposal, as well as the Planning Commission's experience in reviewing complicated site plans, a more comprehensive review would be conducted via the Planning Commission than the through the Board of Adjustment. The Board of Adjustment unanimously approved the request with the staff's recommendation. The Technical Advisory Committee conducted their regular meeting on August 28, 1996. At that meeting, representatives from the area utility providers and city staff attended and offered the following comments regarding the site plan: 1. Architect will need to verify entry point for utility services. 2. Water will be bored under N. 129th E. Avenue to connect with water line on west side. 3. Sewer is located on south side of property. 4. Acceleration /deceleration lanes along every entrance /exit point on N. 129th E. Avenue. 5. Sidewalks along entire property frontage. 6. Parking lot for staff /visitors be reduced from two entrances to one entrance. 7. Escape lanes will need to be constructed along N. 129th E. Avenue (southbound traffic) in order to allow movement around cars and vehicles turning left in the subject property. Items #1 through #3 are informational items, while items #4 through #6 were also requirements for the recently constructed Ninth Grade Center. Item #7 ('Escape" lanes) are a direct result of input received at the Board of Adjustment hearing. Staff has reviewed this suggestion and finds it to have merit. As traffic flows south on N. 129th E. Avenue, it would be stopped as a result of school traffic wanting to turn left and enter the school site. An additional lane on the west side of N. 129th E. Avenue at those entrance points would result in continuous movement. One can see the problems of not having a lane created at the Ninth Grade Center. While the request of this lane would create additional expense to the school, knowingly creating a traffic problem is not a positive alternative either. All other site plan requirements have been met by the applicant. If the site plan and plat are approved by the Planning Commission and if the plat is approved by the Council, construction can be expected to begin shortly as this school is planned to open in the fall of 1997. RECOMMENDATION: Staff recommends approval of the proposed site plan with the following conditions: 1. Acceleration/deceleration lanes along every entrance /exit point on N. 129th E. Avenue. 2. Sidewalks along entire property frontage. 3. Parking lot for staff /visitors be reduced from two entrances to one entrance. 4. Escape lanes will need to be constructed along N. 129th E.
