1. CALL TO ORDER - Chairperson Ray Haynes called the meeting to order at 7:00 p.m.
and declared a quorum present.

MEETING. - The Commission reviewed the minutes of December 13, 1994. Jerry Cole
moved, seconded by Charles Willey to approve the minutes as written. A vote on the

4. OLS -95 -01 - Mazzio's Corporation (2914)- A request for a review of a lot split for

The Chair introduced the case and the staff review was given by Mr. Rooney.
Ray Haynes moved to approve the lot split for Mazzio's Corporation, with inclusion of requested
of requested utility easements. Seconded by Jerry Cole Willey.

5. Final Plat - Fleming Center (3214) - A request for a review of a final plat for Fleming
Center, an addition to the City of Owasso, Oklahoma. The subject property is generally
described as the NW/4 of the NW/4 of the NW/4 of Section 32, T21N, R14E, Tulsa
County, Oklahoma and would contain 1 commercial lot.
The Chair introduced the case and staff review was given by Mr. Rooney.

Street North and the Owasso Expressway.
The Chair introduced the case and staff review was given by Mr. Rooney.
Jerry Cole moved to approve the site plan for Wendy's Restaurant, with the condition of a pre -
construction meeting with City staff, seconded by Gary Wells.

preliminary plat for the Fairways at Bailey Ranch, an addition to the City of Owasso.
The subject property is described as the W/2 of Section 19, T21N, R14E, Owasso, OK.
The Chair introduced the case and staff review was given by Mr. Rooney.
Jerry Cole moved to approve the lot split for Owasso Properties, One, Inc., seconded by Charles
Willey.

3. Site Plan - Owasso Ninth Grade Center - A request for a review of a site plan for the
Owasso Ninth Grade Center to be located off of N. 129th East Avenue, directly west of
the Owasso High School.
The Chair introduced the case and the staff review was given by Mr. Rooney.
Jerry Cole moved to approve the site plan for the Owasso Ninth Grade Center with the following
conditions: Seconded by Charles Willey.
1. A 100' deceleration lane at the bus loop on the North side.
2. All sewer plans and work will need to be reviewed and inspected by Public Works
Department.
3. Increase the bus turning radius to 30'.
4. A 17.5' utility easement be added to the southern boundary of the subject site.
5. A 17.5' utility easement be added if needed, along the easterly property line abutting
N. 129th E. Ave.

MEMORANDUM

SUBJECT: ANNEXATION REQUEST BY MR & MRS HAYWARD SMITH
DATE: February 7, 1995
BACKGROUND
Mr. and Mrs. Hayward Smith have submitted to the City of Owasso a petition for annexation
of their jointly owned property totaling approximately 18.8 acres. The subject property is shown
on the attached map and is currently undeveloped.
The subject property is currently zoned AG (Agricultural) and would remain zoned AG upon
annexation. All property annexed by the City of Owasso is required to be zoned the lowest
zoning classification (AG) until any rezoning request is received and approved by the Planning
Commission and the City Council. A copy of the City of Owasso's annexation policy is attached
for your information and review.
If annexation is approved, the subject property will have to go through all platting requirements
of the City of Owasso prior to any development. Initial development challenges presented to
the owner /developer consist of extending sewer /water service to the site and storm water
detention on site.
Notification of the annexation request was published in the Owasso Reporter on January 26,
1995 to notify the public of the annexation request before the Planning Commission. That
notification will be followed by notification published two consecutive weeks in the Owasso
Reporter on February 9 and 16, 1995 to notify the public of any possible City Council action
regarding the request. A copy of the procedures for annexation is also attached for your
information and review.
The Owasso Technical Advisory Committee reviewed this request at their February 1, 1995
meeting and no objections to the annexation request were noted. The Owasso Annexation
Committee reviewed the request at their February 2, 1995 meeting and unanimously
recommended approval of the annexation. A copy of the minutes from that meeting are attached
for your information and review.
RECOMMENDATION
Staff is recommending approval of the annexation request from Mr. & Mrs. Hayward Smith.

SUBJECT SITE
ANNEXATION REQUEST
ANNEXATION POLICY
1. While there is no minimum tract size, properties of larger than
20 acres are preferable.
2. All properties should be contiguous to existing city limits.
3. All properties should be annexed into the city limits as the
lowest zoning classification, that is,. AG, agricultural.
Landowners may then petition for rezoning if they desire
further development of their property. All legal uses annexed
into the city will be legal, but non - conforming, which means
that they may continue but cannot be expanded without proper
zoning.
4. All public infrastructures -that do not net city standards will
not be improved by the city until brought to the city standard
and accepted by the City Council. Such public facilities must
be improved at owners expense by the establishment of a special
assessment district or some other financing method.
5. Where a city limit boundary ends at a dedicated street, the
boundary will not include the street right -of -way. This policy
will establish consistence and allow city employees and
Ncitizens to know where the city boundaries are.
6. Properties that are rejected for annexation should not be
considered for annexation. for a six month period after
rejection by the. City Council.
Adopted by Council on March 1; 1988.
PROCEDURES FOR ANNEXATION
CITY COUNCIL SPONSORED ANNEXATION:
1. City Council direction to study the annexation of property.
2. Notice published two consecutive weeks in the Owasso Reporter of a
Planning Commission Hearing which will include a map and text of the
proposed annexation.
3. Review by a Standing Annexation Committee and recommendation to the
Planning Commission and City Council.
4. Planning Commission Hearing on the proposal and recommendation to
the City Council.
5. Notice published two consecutive weeks in the Owasso Reporter of a
City Council Hearing which will include a map and text of the
proposed annexation.'
6. City Council hearing and action on the proposal.
7. If the proposal is approved by the City Council, an Ordinance will
be prepared, approved, published, and filed of record with the
office of the County Clerk, with a map of the property annexed.
CITIZEN SPONSORED ANNEXATION:
1. Submission to the City Planner of an application and petition and an
administrative fee as prescribed by Ordinance.
2. Review by a Standing Annexation Committee and recommendation to the
Planning Commission and City Council.
3. Notice published'onee in the Owasso Reporter at the applicant's
expense of a Planning Commission Hearing which will include a map
and text of the proposed annexation.

1. CALL TO ORDER - Mr. Rooney called the meeting to order at 5:50 PM.
2. CONSIDER APPROVAL OF THE MINUTES OF JULY 28, 1994 - Ray Haynes,
motioned, seconded by Rodney Ray, to approve the minutes. Motion carried 4 -0.
ANNEXATION REVIEW
3. Hayward & Betty Jane Smith - An approximate 18.8 acre tract located north and west
of the Three Ickes Addition, further described as a portion of the SE /4 of the NW /4 of
Section 20, Township 21 North, Range 14 East of the Indian Base and Meridian, Tulsa
County, Oklahoma.
Mr. Rooney presented the annexation item. It was explained that the property is
currently zoned AG (Agriculture) and would remain zoned that way until any formal
rezoning was received by the city. In addition to the zoning requirements prior to
development, all platting requirements would need to be met. It was also explained that
both water and sewer would need to be extended into the property.
Mr. Rooney stated that if this item was approved, it would be forwarded to the Owasso
Planning Commission on February 14, 1995 and possibly to the City Council as early
as February 21, 1995.
Rodney Ray motioned, seconded by Charles Willey, to recommend approval of the
annexation request. Motion carried 4 -0.
4. ADJOURNMENT - Charles Willey moved, seconded by Ray Haynes for adjournment.
The meeting was adjourned at 6:10 PM.

The undersigned, constituting not less than three - fourths
ownership of the hereinafter described real estate situated in Tulsa
County, Oklahoma, to -wit;
A Tract of land described as all that part of the Southeast Quarter of
the Northwest Quarter (SE/4 NW/4) of Section 20, TOWNSHIP 21
NORTH, RANGE 14 EAST, of the Indian Base and "Meridian, Tulsa
County, State of Oklahoma, According to the State of Oklahoma,
According to the US Government Survey thereof, lying South and
East of the present US Highway 169 right of way and lying north and
west of Three Lakes III, an addition to the City of Owasso, Tulsa
County, State of Oklahoma, according to the recorded plat number
4418, containing 18.8 acres, more or less.
being territory adjacent and contiguous to the incorporated City of
Owasso, Oklahoma, and not presently embraced within the Limits
thereof, hereby petition the City Council of the City of Owasso,
Oklahoma, to annex the aforementioned real estate into the City
Limits of said City.

MEMORANDUM

SUBJECT: PRELLMWARY PLAT - CARDINAL VIEW ADDITION
DATE: February 7, 1995
The City of Owasso received a request to review a preliminary plat for Cardinal View Addition
in January of 1995. Cardinal View is a 14.98 acre development immediately south of Central
Park and contains 55 residential lots zoned RS -3. As you may recall, this area was previously
a portion of the Central Park R plat which was approved as a preliminary plat in August of
1994.
The Technical Advisory Committee reviewed the preliminary plat for Cardinal View at their
February 1, 1995 meeting. At that meeting, the applicant was provided a list of all staff
comments regarding the plat. In addition to staff comments, several utility representatives also
provided easement requests. A list of staff comments is included for your information and
review. The enclosed plat contains all recommendations from both staff and the utility
companies attending the TAC meeting.
The major difference between this plat and the Central Park H plat is that the Cardinal View plat
encompasses a much smaller area and does not tie -in to the Lakeridge Addition to the west. It
is likely that the next portion of development will contain the remaining portion of the previously
approved Central Park H plat, the fie -ins to the Lakeridge Addition, and all necessary drainage
detention. In fact, the lot layout of Cardinal View is similar to the Central Park lI plat, with
the exception of an additional cul -de -sac. This cul -de -sac was added in order to allow for the
new Ninth Grade Center to the South. A copy of the Central Park lI plat is also included for
your information and review.
The construction plans are now a separate process from the platting process. Applicants are
required to submit construction plans between the preliminary and final plat stages with the
understanding that the final plat will not be acted upon by the City Council until a final set of
construction plans are approved from the Engineering Division of the Public Works Department.
The construction plans for this addition have, however, been submitted and have been reviewed
by the Public Works Department.
RECOMMENDATION
Having had all plat comments addressed by the applicant, staff is recommending approval of the
preliminary plat of Cardinal View.

SUBJECT: STAFF COMMENTS FOR FEBRUARY 1, 1995 TAC MEETING
DATE: January 31, 1995
Below are a list of comments from both the Planning and Engineering Staff regarding the
February 1, 1995 TAC items.
ANNEXATION REQUEST - HAYWARD & BETTY JANE SMITH
1. No comments.
PRELIMINARY PLAT - CARDINAL VIEW
1. Change title of plat to Cardinal View and include legal description.
2. Location Map is not complete. Please include all recorded subdivisions in Section 20.
3. Add a 25' building line to all lots on the plat. Would prefer that these remain consistent
with Central Park with no 15' corner side yard building lines.
4. A temporary cul -de -sac turn- around is needed at the southern end of North 127th East
Avenue.
5. Please provide a contour map at 2' intervals.
6. Add limits of no access to the rear of all lots on N. 129th E. Avenue.
7. Sidewalks are required by the developer along N. 129th E. Avenue per the new
subdivision regulations.
8. Block 6 should be Block 5 and numbered consecutively off of the last lot in Block 5.
For example, Lot 1, Block 6 should be Lot 9, Block 5 and so on.
9. Please submit drainage study.
10. On the perimeter utility easements, do you want to utilize 17.5' or two 11', one on the
plat and one filed by separate instrument.
11. Add a perimeter u/e to the southern boundary of Lot 18, Block 3.
12. Change all references to Central Park 11 within the covenants to Cardinal View.
13. Addresses are available for this addition.
SITE PLAN - OWASSO NINTH GRADE CENTER
1. Water is available to the subject site along N. 129th E. Avenue, however sanitary sewer
is not. All plans for sewer are to be approved by the Public Works Department prior
to the construction of these lines.
2. Increase bus loop turning radius to 30'.
3. Please provide information regarding the size of pipe under the entrances.
4. Utility companies may need a perimeter easement.
