Site Plan - First Bank of Owasso - A review of the submitted site plan for Fist Bank of
Owasso, proposed site is located at the southwest corner of E. 86th Street North and N.
129th E. Avenue.
Easement Vacation -A& W Development -A request to vacate a 10' drainage easement
located on the western portions of Lots 4 & 5, Block 4, Country Estates Addition.
Preliminary Plat - The Fairways at Bailey Ranch (Phase II) - A request for a review of
the preliminary plat of The Fairways at Bailey Ranch (Phase In, located immediately
northwest of The Fairways at Bailey Ranch. Subject property contains 82 residential lots
on 27.5 acres.

SUBJECT: SITE PLAN REVIEW FOR FIRST BANK OF OWASSO
LOT 13, BLOCK 1, ELM CREEK COMMERCIAL CORNER
DATE: December 5, 1995
BACKGROUND:
Mr. Donny Johns of First Bank of Owasso has submitted a site plan for First Bank of Owasso
located on the southwest corner of E. 86th Street North and N. 129th E. Avenue, further
described as Lot 13, Block 1, Elm Creek Commercial Corner. A location map is enclosed for
your information and review.
Review of the site plan by staff indicated that all necessary parking requirements have been met
by the applicant as 30 parking spaces have been provided, two of which are designated for the
physically challenged. Several landscaping areas have been provided on the site plan.
The Technical Advisory Committee reviewed the site plan at their Ja4, 1995 meeting.
At that meeting, TAC members had no comments /recommendations regarding the site plan,
other than a verification of the rights to utilize the mutual access easement.
Staff's only comments regarding this site plan was the potential conflict of cross traffic from the
drive -thru lanes. This area carries vehicles from N. 129th E. Avenue to the commercial
complex that contains the Panda Express Restaurant, and vise -a- versa. Several staff members
are currently working on a signage plan with First Bank of Owasso in preventing any conflict
in this area. Staff recommends that the Planning Commission attach a requirement to the site
plan, in addition to the standard pre- construction meeting, which would require accepted signage
at the site prior to building occupancy.
RECOMMENDATION:
Staff would recommend approval of the proposed site plan as presented with the following
conditions:
1. A pre - construction meeting with staff prior to obtaining of the building
permit.
2. Accepted signage to be installed prior to building occupancy.

SUBJECT: EASEMENT VACATION REQUEST - A & W DEVELOPMENT
DATE: December 5, 1995
BACKGROUND:
The City of Owasso has received a request for the vacation of a 10' drainage easement located
on the westerly portions of Lots 4 & 5, Block 4, Country Estates Addition. The drainage
easements are located immediately east of a 17.5 utility easement, which serves as the western
boundary of these lots. An reduced copy of the subdivision plat with the drainage easement
highlighted is attached for your information and review.
The request was reviewed by the Owasso Technical Advisory Committee at their November 29,
1995 meeting. At that meeting the utility companies had no objections to the request as they
have no utilities located within that easement. Mr. Groves from the Engineering Division also
had no objections to the vacation as the drainage in this area was routed through the street rather
than through the drainage easement. There are no plans for drainage structures of any kind at
this location
RECOMMENDATION:
Staff recommends approval of the easement vacation request, vacating the 10' drainage
easements contained within Lots 4 & 5, Block 4, Country Estates Addition.

RE: Vacating 10' easement at Country Estates
Dear Sir:
The plat of Country Estates shows a 10" drainage easement adjacent
to a 17.5' utility easement along the west side of lots 4 and 5,
block 4 of country estates.
This easement is not needed since there is no drainage structures
in this area. We would like to vacate this unnecessary easement as
we have indicated on the attached plat.

SUBJECT: PRELIMINARY PLAT - THE FAIRWAYS AT BAILEY RANCH
(PHASE H)
DATE: December 5, 1995
BACKGROUND
The City of Owasso has received a request to review the preliminary plat for The Fairways at
Bailey Ranch (Phase II), an addition to the City of Owasso. The Fairways at Bailey Ranch is
located northwest of The Fairways at Bailey Ranch, and is best described as the continuation of
residential development surrounding the northern portion of the golf course (that area between
E. 86th Street North and E. 96th Street North). The subject property is zoned PUD (Planned
Unit Development) and allows for several different size residential lots. No commercial, office,
or multi -family development is included within this preliminary plat area.
The preliminary plat for The Fairways at Bailey Ranch (Phase II) was reviewed by the Technical
Advisory Committee at their November 29, 1995 meeting. At that meeting, the are utility
companies were present to comment on the preliminary plat and their comments are attached for
your information and review. Staff also made comments regarding the plat, and they are as
follows:
1. Addresses for this plat will be available the last week of December.
2. Areas were the golf cart paths cross public right -of -way will need to be
addressed. Staff is currently working with the developer on addressing those
areas in Phase I by means of stop signs on the golf cart paths, road striping,
and caution signage for residential vehicular traffic.
3. Covenants need to be submitted and should include the following:
* All conditions of the PUD should be included within the
covenants.
* Add the city landscaping covenant
4. Provide a lot area total sheet for each lot.
5. Completion of the Entrance Road (acceleration and deceleration lanes on
Mingo Road) must occur prior to any building permits being issued in Phase
II.
The preliminary plat enclosed within your packet does not include the corrections recommended
by staff and utility company comments. The turn around time between the TAC and Planning
Commission meeting did not make it possible for a corrected submittal to be included within
your packet.
Some interesting items to point out regarding this plat include that the lot layout for this initial
development of the north portion is very similar to that which was reviewed at the PUD stage.
Small adjustments to the golf cart path will need to be accomplished by the developer /golf
authority as this path was not always located on the golf course property. This transfer of
property in order to not have to repair the golf cart paths is currently underway.
RECOMMENDATION
This plat being preliminary in nature, thus gives staff, planning commission and TAC members
the opportunity to review it again. Therefore, staff recommends approval of the preliminary plat
for The Fairways at Bailey Ranch.

Preliminary Plat - The Fairways (Phase II)
1. A 10' u/e (5' & 5') is needed along the shared lot lines of Lots 16 & 17 of
Block 1; accross Lots 17, 18, and 19 of Block 1, and along the shared lot
lines of Lots 19 & 20, Block 1.
2. A 17.5' u/e on the south side of Larkin Bailey Blvd, and along the east side
of Lot 31, Block 1.
3. Area cut out to north of cul -de -sac in Block 3 should be all easement.
4. Label the utility easement on the east side of Lot 9, Block 3.
5. A 10' u/e on the south side of Lot 9, Block 4.
6. A 15' u/e on the west side of Lot 1, Block 4 and west sides of Lots 9 & 10,
Block 3.
7. A 10' utility easement from Lot 42, Block 1 to Lot 10, Block 2.
8. ONG representative (Lee Miller) to get with project engineer regarding
easements needed for front gas meter.
9. PSO will need an easement from the east line of Lot 9, Block 4 - running
east to the Half Section Line underground, then overheasd from that point to
E. 96th Street North (approx. 1000').
10. 17.5' u/e from Lot 1, Block 5 to Lot 7, Block 2 and Lot 8, Block 3 to Lot
9, Block 4.
11. 11' u/6 on the south side of Lot 1, Block 1.
12. Label utility easement on the east sides of Lots 17, 18, and 19, Block 4.
13. Developer will be responsible to participate in off -site sewer requirements
that will serve this area.
