OWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING Monday, March 14, 1994, 7:00 PM Owasso Community Center 301 S Cedar, Owasso, Oklahoma MEMBERS PRESENT MEMBERS ABSENT STAFF PRESENT Dewey Brown Ray Haynes Tim Rooney Pat Imbriano Charles Willey Charlotte White Gary Wells The agenda for the meeting was posted in the Owasso City Hall, 207 S Cedar, on March 9, 1994. 1. CALL TO ORDER AND ROLL CALL - Vice Chairperson Charles Willey called the meeting to order at 7:00 p.m. and declared a quorum present. 2. Roll Call 3. CONSIDER APPROVAL OF THE MINUTES OF FEBRUARY 8, 1994 - The Commission reviewed the minutes of February 8, 1994. Pat Imbriano moved, seconded by Gary Wells, to approve the minutes as written. A vote on the motion was recorded as follows: Pat Imbriano - Yes Gary Wells - Yes Charles Willey - Yes Gary Wells - Yes The motion carried 4 -0. 4. OPUD- 12 Tuttle & Associates Inc (1714) A Request to Rezone a Tract of Land Containing 160.83 acres, More or Less, from AG (Agriculture) District to OPUD -12, Generally Located 1/4 mile North of 96th Street North, East of Garnett Road. The Chair introduced the case and the staff review was given by Mr. Rooney. Several surrounding property owners addressed the Planning Commission regarding concerns over the PUD. The concerns voiced consisted of perimeter lot sizes, drainage, stub streets, and fencing. Pat Imbriano motioned to approve the request to rezone the subject property with the following conditions: Gary Wells seconded the motion. Owasso Planning Commission Minutes of March 14, 1994 Page 2 (1) That the applicants Development Text and Conceptual Development Plan be considered to be the Outline Development Plan as required by the PUD Chapter of the Owasso Zoning Code. (2) That unless specifically set out in the standards and conditions of this PUD, single - family detached lots shall meet all the necessary requirements of a typical RS -2 district. (3) That a subdivision plat be approved by the Owasso City Council and filed with the County Clerk's Office prior to the issuance of a building permit. Said covenants shall incorporate all PUD standards and conditions of approval and make the City of Owasso beneficiary. (4) All conditions imposed by the Owasso Technical Advisory Committee for subdivision plat approval be met as conditions of the PUD. (5) A detailed drainage report be submitted by the applicant. (6) That within the PUD, the maximum number of dwelling units shall not exceed 436 units. (7) Sidewalks be provided in all areas of the PUD. (8) That the minimum side yard of any corner lot be 25 feet. (9) That the minimum rear yard setback of any lot within the addition be 20% of the lot depth providing it is not less than 25 feet. (10) That all landscaping plans for the entrances shall be reviewed and approved by the Owasso Planning Commission and installed prior to the occupancy of any buildings. (11) The larger lot sizes designated along the north and east boundaries of the PUD shall not be altered to a smaller lot size. (12) All water lines installed within the PUD boundary shall meet the City of Owasso's standards. Water pressure shall also meet the City of Owasso's standards. (13) A rear building line of 50 feet be added to the larger perimeter lots. Preliminary Plat - Central Park Addition (2014)- A Request for a Review of the Preliminary Plat for Central Park, an Addition to the City of Owasso, Tulsa County, Oklahoma. Central Park is Generally Located Between 86th and 96th Streets North, West of 129th East Avenue. The Chair introduced the case and the staff review was given by Mr. Rooney. Owasso Planning Commission Minutes of March 14, 1994 Page 3 As stated previously, the Technical Advisory Committee reviewed the.preliminary plat at their January 26, 1994 meeting. At that meeting, the applicant was provided a list of all staff comments regarding the plat. In addition to staff comments, several utility representatives also provided easement requests. The construction plans had several changes to be made as well, but nothing that should prevent the Planning Commission from approving the plat through the preliminary process. Pat Imbriano motioned to approve the preliminary plat for Central Park, seconded by Dewey Brown. A vote on the motion was recorded as follows: Pat Imbriano - Yes Dewey Brown - Yes Gary Wells - Yes Charles Willey - Yes The motion carried 4 -0. 6. Preliminary Plat - Nottingham Estates (2114) - A Request for a Review of the Preliminary Plat for Nottingham Estates, an Addition to the City of Owasso, Tulsa, County, Oklahoma. Nottingham Estates is Generally Located West of Windsor Lake II addition and South of Pleasant View Estates. The Chair introduced the case and the staff review was given by Mr. Rooney. Several surrounding property owners addressed the Commission and requested that the applicant be required to utilize a construction entrance. Staff stated OK State law would prohibit a requirement, however, the Commission could strongly recommend it. Having had all plat comments addressed by the applicant, staff is recommending approval of the preliminary plat of Nottingham Estates with the recommendation that the developer utilize a construction entrance to the subject property by way of property owned by the applicant to the east of Pleasant View Estates. Dewey Brown motioned to approve, seconded by Pat Imbriano. CZ -211 - Gordon E & James L Gerhardt(1614) A Request to Rezone Approximately 19.4 Acres from AG to RS, Generally Located East of the Northeast Corner of E. 96th Street North and 129th E. Avenue. The Chair introduced the case and the staff review was given by Mr. Rooney. After discussion from Mr. Gerhardt, the applicant, Mr. Rooney advised the Commission that he would be reporting to TMAPC that no one came to speak on this issue. 8. New Business. None 9. Report on Planning Items Previously Forwarded to City Council. The Design Criteria was removed from the City Council agenda. 10. Discussion of Development In and Near Owasso. Auto Zone picked up their building permit 3- 14 -94. 11. Adjournment - Charles Willey moved, Pat Imbriano seconded, to adjourn the meeting. A vote on the motion was recorded as follows: Charles Willey - Yes Pat Imbriano - Yes Dewey Brown - Yes Gary Wells - Yes The motion carried 4 -0 and the meeting was adjourned at 9:40 p.m. Chairperson Secretary Date MEMORANDUM TO: THE OWASSO PLANNING COMMISSION FROM: TIMOTHY ROONEY, CITY PLANNER SUBJECT: DOUBLE OAKS EXTENDED - PRELIMINARY PLAT DATE: April 7, 1994 BACKGROUND The City of Owasso has received a request for the review of a preliminary plat for Double Oaks Extended, a proposed residential subdivision which would contain approximately 29.23 acres, more or less. Double Oaks Extended is located directly north of Double Oaks Estates, east and south of Double Oaks II and west of Double Oaks III. The existing zoning of this area is RS -3 (Residential Single Family High Density). The preliminary plat for Double Oaks Extended was reviewed by the Technical Advisory Committee at the March 30, 1994 meeting. At that meeting, the plat was reviewed by the area utility representatives with several easements being requested to be added to the plat. In addition to the utility companies, staff also provided the applicant with a list of corrections to be made to the plat. This list is attached for your review. All items requested by the utility companies, as well as city staff, have been included on the plat enclosed within your packets. The construction plans were reviewed by the public works department and several corrections were requested. These changes are viewed as minor at this time and should not prevent action on this plat as it is preliminary in nature. Please note that all corrections requested by the public works department need to be made prior to final plat action. A copy of the construction plans are available in my office for review and will also be available on Tuesday evening. It is interesting to note that with the platting of this property, almost all of Section 29 will be completed. RECOMMENDATION The preliminary plat for Double Oaks Extended includes the TAC and staff recommendations; therefore, staff recommends approval of the Double Oaks Extended preliminary plat providing all construction plan corrections are made prior to final plat submittal. MEMORANDUM TO: TAC COMMITTEE FROM: TIMOTHY ROONEY, CITY PLANNER SUBJECT: TAC MEETING ITEMS DATE: March 28, 1994 BEST WESTERN MOTEL SITE PLAN 1. Requires 4 handicapped parking spaces to be indicated on the site plan. 2. Where will refuse be collected and stored for pick -up? 3. The fire department requests access around the entire motel site. 4. Previously, there was discussion with the applicant of making a landscaped island entry to the service road. Is this no longer desired? 5. The access to the service road will require improvements. MINI- STORAGE SITE PLAN 1. Existing mini - storage units should be indicated on the site plan. 2. Formal legal action to close the easement still needs to be pursued by the applicant. Council approval has been given. 3. Any on -site detention being proposed? PRELIMINARY PLAT -DOUBLE OAKS EXTENDED 1. I have the streets labeled, please include them on the preliminary plat. 2. Please identify the easement in the rear of block 1. 3. Complete the plat legal description. 4. Include a lot area total sheet for all lots within the addition. 5. Label all additions in Section 29 on location map. 6. Why were no covenants submitted? These need to be submitted for Planning Commission action to occur. FINAL PLAT - NOTTINGHAM ESTATES PLAT 1. I have lots addressed. These need to be included on the final plat. 2. Barrington Point should be included on the location map. 3. Legal description is incorrect. 4. 17.5 utility easement on the north boundary of lot 1, block 1 needs to be shortened back to the building line. 5. Easements in lots 6 and 8 of block I are also confusing. 6. A 5' u/e should be added to both sides of the west lot line of lot 5, block 3. 7. Lot lines of Lots 8,9, 10 and 12 of Block 2 should be adjusted. 8. Comments from Public Works regarding switching the D/E and U/E on lots 4,5,15, and 16 of block 2 are good. This should be changed. 9. Provide a lot area sheet for all lots. COVENANTS 1. Needs a legal description added. 2. References to Windsor Lake need to be removed from the covenants. 3. Add statement regarding the installation of fences in Drainage Easements. 4. Add tree statement in easements that you added to the Central Park covenants. 5. Developer name should coincide with what is on the plat, or visa versa. FINAL PLAT - CENTRAL PARK PLAT 1. I have these lots addressed. These need to be included on the final plat. 2. Book and Page of easements by separate instrument need to be reflected on the plat. 3. Provide a lot area sheet for all lots. 1. Legals don't match the plat. COVENANTS 2. 1 understand that future plans call for park and reserve areas on the other phases of development but not included in this one. This should also be explained in the covenant portion. 3. Why is Line C on the west side? 2) Show valves and fire hydrants after you meet with the Fire Marshall. Add statement that the location of FH's are per his request. 3) Use blow off hydrants in place of valves at ends of lines. gs are already existing. Please indicate on the site plan. 2) Need onsite detention shown. 3) Outlet structure needs statement that it is adequate to hold the additional runoff. 4) Would like to see a typical cross section of the depressions along the north, center, and south drives. 5) Is there onsite storm sewer planned? ITEM NO. 6 Final Plat - Nottingham Estates Sheet 1 of 2 (plat) 1) Show Barrington Point on location map. 2) Legal is wrong; it should read SE/4 of the NW/4. 3) Description of P.O.B. is wrong (Should be SE/4 NW/4). 4) Erase extension of the 17.5' easement line past the 25' BL /UE on Lot 1, Block 1. 5) At the last TAC meeting, a 5' U/E was requested on both sides by PSO for the west lot line of Lot 5, Block 3. Has this changed? 6) CleAn up easement lines in lots 1, 6, 8 of Block 1. 7) Should we move the proposed 5' D/E to the inside of the 5' U/E so that homeowners will not build fence over easement area. If this area is for underground storm and no above ground water channel, change D/E. 8) Common lot lines for lots 8/9 & 11/12 of Block 2 should be changed in order to provide a more uniform flow of lot lines (see sketch). 9) Show delta angles for all curves. MEMORANDUM TO: THE OWASSO PLANNING COMMISSION FROM: TIMOTHY ROONEY, CITY PLANNER SUBJECT: SITE PLAN REVIEW FOR OWASSO MINI STORAGE LOT 5, BLOCK 2, ELM CREEK COMMERCIAL CORNER DATE: April 7, 1994 BACKGROUND Owasso Mini - Storage is located west of the intersection of 129th East Avenue and 85th Street North and is partially developed at this time with 6 mini - storage units currently occupying the property. A location map is attached for your information and review. The Owasso Planning Commission previously reviewed a site plan for Owasso mini - storage in November of 1991. At that time, the Planning Commission approved the submitted site plan with the understanding that the property would develop in phases and the Planning Commission would view an additional site plan at a later time. A copy of the original site plan is also attached. Prior to proceeding with the second phase of construction, the applicants processed a request for an easement closing along the westerly property line. This request was approved by the planning commission and city council. A friendly court action to formally close the easement is still required to be performed by the applicant. As a result of this easement closure, the applicant has revised the site plan to include two additional mini - storage units. A copy of the revised site plan has been included in your packet. The site plan was reviewed at the Technical Advisory Committee meeting and all corrections from that meeting have been included on the enclosed site plan. RECOMMENDATION Staff would recommend approval of the proposed site plan as presented with the understanding that the applicant is to continue processing the easement closure.
