1. CALL TO ORDER AND ROLL CALL - Chairperson Ray Haynes called the meeting
to order at 7:00 p.m. and declared a quorum present.
2. CONSIDER APPROVAL OF THE MINUTES OF MARCH 14, 1994 - The
Commission reviewed the minutes of March 14, 1994. Charles Willey moved, seconded
by Pat Imbriano, to approve the minutes as written. A vote on the motion was recorded
as follows:

3. Site Plan Review - Elm Creek Mini Storage - A Request for a review of a site plan for
Elm Creek Mini Storage to be located on Lot 5, Block 2, Elm Creek Commercial Corner
Amended; further described as 8502 N. 128th East Avenue.
The Chair introduced the case and the staff review was given by Mr. Rooney.
The Owasso Planning Commission previously reviewed a site plan for Owasso mini - storage in
November of 1991. At that time, the Planning Commission approved the submitted site plan
with the understanding that the property would develop in phases and the Planning Commission
would view an additional site plan at a later time. The site plan was reviewed at the Technical
Advisory Committee meeting and all corrections from that meeting have been made.

4. Preliminary Plat - Double Oaks Extended- A Request for a Review of a preliminary plat
for Double Oaks Extended, an addition to the City of Owasso located in Section 29,
721N, R14E of the I.B. & M., Tulsa County, Oklahoma.
The Chair introduced the case and the staff review was given by Mr. Rooney.
The preliminary plat for Double Oaks Extended was reviewed by the Technical Advisory
Committee at the March 30, 1994 meeting. At that meeting, the plat was reviewed by the area
utility representatives with several easements being requested to be added to the plat. In addition
to the utility companies, staff also provided the applicant with a list of corrections to be made
to the plat. All items requested by the utility companies, as well as city staff have been included
on the plat.
Gary Wells moved to approve the preliminary plat for Double Oaks Extended, seconded by Pat
Imbriano.

SUBJECT: SITE PLAN REVIEW FOR KOURTIS OFFICE CENTER
DATE: May 2, 1994
BACKGROUND
Kourtis Office Center, a proposed office /commercial center housing 3 usable areas within one
principal structure, would be located on Lots 11 and 12, Block 2, Elm Creek Commercial
Corner. A location map as well as a plat map of Elm Creek Commercial Corner is attached for
your information and review.
The Owasso Technical Advisory Committee reviewed the site plan for Kourtis Office Center at
their April 27th meeting. No comments from utility representatives were received regarding the
proposal.
The site plan does adhere to Owasso Zoning Code requirements for setbacks, parking, etc. It
should be noted that this area is zoned CG (Commercial General), suitable for both commercial
and office uses. At this time, two tenants have been identified. Pete Kourtis Homes and Delta
Software plan to locate their facilities at this location.
The applicant should note that a separate building permit would be needed for any signage being
proposed for the development.
RECOMMENDATION
Staff would recommend approval of the proposed site plan.

BACKGROUND
APPLICANT AND STATUS OF APPLICANT: Elaine Parmley, applicant/agent for
Robert Young, owner.
REQUESTED ACTION AND PURPOSE: A request for the rezoning of property from
RS -3 (Residential Single - Family High Density) to CG (Commercial General) in order to
allow for the development of mini - storage units.
LOCATION AND SIZE: The subject site is generally located on the southeast corner of S.
Main Street and Fourth Avenue, further described as Lots 3 and 4, Block 33, Owasso
Original Town Addition. The subject property contains .67 acres more or less.
EXISTING LAND USE: Subject property is developed with an abandoned residential
structure.
SURROUNDING LAND USE: The subject site is bordered on the north by Fourth
Avenue, while further north lies single- family dwellings. The subject property is bordered
on the east by a single - family residence as well. Both properties to the north and east are
zoned RS -3. The subject property is bordered to the south by undeveloped property zoned
RS -3. South Main St. borders the subject tract to the west, while further west lies
undeveloped land zoned IL )Light Industrial).
COMPREHENSIVE PLAN: The Comprehensive Plan identifies the subject area as being
appropriate for Residential Uses. However, it is important to note that the Comprehensive
Plan may be out dated when applied to this area.
APPLICABLE REGULATIONS: The Zoning Code for the City of Owasso, Chapter 15
"Amendments ", Chapter 6 "Commercial District Provisions"
SITE INFORMATION: Both sewer and water are available to the subject site. Portions of
this property lie within the flood plain thus requiring some fill work on the lot before any
redevelopment. Other than the fill work, no unusual development hardships are anticipated.

ANALYSIS
The zoning request for CG (Commercial General) to allow for mini - storage units on the
subject property is an interesting one; one which is likely to evoke much emotion from
abutting and surrounding property owners.
This portion of Owasso, more particularly South Main Street, has seen many changes in the
last two decades. Primarily one of the older residential neighborhoods in Owasso, a spur of
industrial type uses has developed to the west and south which have made this area a focal
point for the Owasso Economic Development Authority's efforts in establishing a bonafide
industrial park.
Within the last ten years, numerous city facilities such as the sewer treatment plant, new
maintenance garage, recycle center, RV convenience station, and dog pound have all located
in this southern portion of town. In addition to city facilities, the Max Buchanan Company
also located their operations in this industrial area in 1993 with another possible major
employer locating in this area in 1994 (See OZ- 9403). The opening of South Main to the
Max Buchanan building several months ago, and its eventual continuation as S. Fifth Avenue
to the Service Road, has and will continue to open up this area for industrial development.
The intersection of Main Street and E. 76th Street North will also see improvements this
summer, improvements which will include designated turning lanes and new signalization,
which is also likely to increase non - residential traffic on South Main.
It is easy to see that this area has strong economic development potential, primarily industrial
in nature. Its availability to water and sewer, as well as other utilities makes the area
marketable. Current improvements to traffic flow in this area, as well as the future
improvements previously mentioned, also assist in that arena. However, what is not easy to
see or determine is where one draws the line between residential and industrial or
commercial development.
When one visits this neighborhood (more specifically homes on the north side of Fourth
Avenue and homes that would abut the subject site which front on Birch), one gets a strong
sense of neighborhood pride. Typically, neighbors in small, established residential areas like
this one are comprised of homeowners who grew up together, inherited or purchased the
home from a family member, and take great pride in raising their families in the same
neighborhood, if not the same home, in which they were raised.
These homes also provide an affordable housing alternative that is not typically found in
Owasso. As Owasso continues to grow, affordable housing alternatives are shrinking. This
portion of Owasso, with the exception of some recently constructed homes, predominately
contains small cottage -type homes. Homes of this size, quite frankly, are not being built
anymore.

The following are a list of questions /concerns that I feel are important when one reviews this
rezoning request:
* What types of impacts (positive or negative) would a rezoning of this property
from RS -3 to CG have on surrounding residents and /or economic
developments in this area?
* Should industrial /commercial development in this area begin to "spill- over"
within this block at this time?
* Should industrial /commercial development be allowed to grow northward into
an existing neighborhood or should it remain south of this area?
While I do not feel these are all the questions which need to be addressed, I do feel these are
probably the most important ones. I think what makes this rezoning more difficult than
others that have occurred near this area is the fact that this property has been used as for
residential purposes. Previous rezonings and /or development have occurred on undeveloped,
unused property, thus making a decision easier to obtain.
I do feel that influx of industrial or commercial uses in this area will continue to present
themselves, and it may even be possible that the block in which this property is located could
become an area for industrial /commercial uses in the future. However, I feel that at this
time it is important to preserve the current residential zoning of this property in order to
protect the existing residential uses adjacent to the tract on the north, east, and south.
Again, this recommendation to deny the applicant's requested CG zoning should not
necessarily be viewed by the neighborhood as a permanent stop to the encroachment of
industry in this area. This is a rapidly developing industrial area, one which is likely to
expand to the north. However, I feel the industrial growth should work northward on the
west side of South Main before "jumping" Main Street to the east side. In other words, it
should not start on a tract of land that is abutted on three sides by single - family residential
zoning.
RECOMMENDATION
Staff would recommend that the Planning Commission deny the rezoning of the subject
property from RS -3 to CG.

BACKGROUND
APPLICANT AND STATUS OF APPLICANT: City of Owasso, agent for Star
Community Mental Health Center, Inc., owner.
REQUESTED ACTION AND PURPOSE: A request for the rezoning of property from
AG (Agriculture General District) and RM -1 (Residential Multi - Family Low Density District)
to IL (Industrial Light District) to allow for the development of additional manufacturing.
LOCATION AND SIZE: The property is generally located within the NE/4 of Section 31,
T21N, R14E of the I.B.M. The complete legal description of the property is attached for
your information and review. The property is more specifically defined as being
immediately south of the Cedarcrest Apartments Iocated at 401 S. Cedar. The entire subject
property contains approximately 16.56 acres, more or less.
EXISTING LAND USE: Subject property is undeveloped.
SURROUNDING LAND USE: Property immediately north of the subject property is zoned
RM -1 and contains Cedarcrest Apartments, while abutting the subject property on the south
contains undeveloped land zoned AG (Agriculture). Property to the east of the subject site is
zoned IL (Industrial Light) and contains the properties and businesses that abut the west
service road of Highway 169. Property to the west of the subject property is zoned IL also
and contains the Max Buchanan operations, while further west are the city's Public Works
garages, recycle center, animal control, and sewage treatment facility.
COMPREHENSIVE PLAN: The Comprehensive Plan identifies this area as being
appropriate for Residential Uses. However, it is important to note that the Comprehensive
Plan may be outdated in this area. (See OZ- 94 -04)
APPLICABLE REGULATIONS: The Zoning Code for the City of Owasso, Chapter 15
"Amendments ", and Chapter 7 "Industrial District Provisions."
SITE INFORMATION: The subject property lies in an area that is known to become wet
and marshy following heavy rains and flooding of the Bird Creek. Fill dirt is likely to be
necessary in this area prior to any development which would occur.

ANALYSIS
The proposed rezoning, if approved, would create an additional 16.56 acre area of
undeveloped property for industrial development purposes. Currently, the Owasso Economic
Development Authority is working with a possible manufacturer which could locate on this
site.
The subject site, while being bordered on the north by Residential Multi- Family and on the
south by Agriculture zoning, is bordered on two sides by Industrial Light zoning. This
abutting zoning also contains actual uses and is not undeveloped. This portion of Owasso
has been expanding with industrial /manufacturing uses, most recently with the addition of the
Max Buchanan facility in 1993.
The recently completed portion of South Main Street, through the city facilities and looping
back to the Max Buchanan facility, has also made the immediate area - more specifically the
subject property - much more attractive for industrial development. The eventual completion
of Fifth Avenue to the service road will provide more convenient access to Highway 169 and
hopefully eliminate industrial traffic on Cedar. Cedar, in the future, will become a "dead -
end" street serving local traffic only.
As stated in the previous zoning case, the expansion of a zoning of this intensity should be of
a logical planned pattern, rather than "spot zoning" to be surrounded by a largely different
zoning classification. This site is abutted on two sides by industrial zoning and development
and a rezoning of this property to the same classification is logical. In fact, without a
rezoning, one is likely to never see the subject property develop further in any manner.
The Owasso Zoning Code requires a 75 foot buffer from abutting residential districts and
staff feels this buffer can be utilized in a manner which would prevent an adverse impact on
the nearby apartments. If approved ,creative landscaping in the buffer area is likely to be a
requirement of city staff at site plan review stages as there are numerous of trees located on
the north end of the subject property today.
RECOMMENDATION
Staff feels the rezoning of the subject property is a logical expansion of area industrial zoning
and development and recommends approval of the rezoning request from RM -1 and AG to
IL.

SUBJECT: PRELIMINARY PLAT - BAILEY RANCH ESTATES
DATE: May 4, 1994
BACKGROUND
The City of Owasso has received a request to review a preliminary plat for Bailey Ranch Estates
(Phase I). Bailey Ranch Estates is a planned unit development located 1/4 mile north of E. 96th
Street North, east of Garnett Road. Phase I of this development reflects that it would consist
of 118 lots on 40.64 acres of property.
The Technical Advisory Committee reviewed the preliminary plat at their April 27, 1994
meeting. At that meeting, the applicants were supplied with a list of staff corrections to the plat.
In addition to staff comments, the utility companies also had several requests for easements at
different locations throughout the plat. A list combining staff and utility companies' corrections
is attached for your review.
The construction plans are still in their review process and should not be looked on as lacking
any significant information at this time as this is a preliminary plat. A memorandum from Rohn
Munn, Engineering Technician, is attached for your information and review.
The plat itself reflects two of three entrances we will see off of N. Garnett Road. Each entrance
will utilize an acceleration /deceleration lane as recommended within the PUD. Also, the
applicant utilizes limits of no access within the subdivision, thus eliminating significant amounts
of curb cuts along the major through street (E. 100th Street North). In fact, the applicant met
several times with city staff to ensure that their application would contain as much as possible
the first time the Planning Commission reviewed it. The Bailey Ranch Estates plat is certainly
one of the most complete, as far as information is concerned, as I have reviewed while in
preliminary stages.
As stated previously, the Bailey Ranch Estates development is a planned unit development, thus
certain conditions exist that are not always applicable to other residential subdivisions. Those
conditions, part of the applicants development text, are to be included and listed separately
within the covenants of the addition. The covenants submitted by the applicants, while not
displaying those conditions separately, did contain most of those conditions throughout them.
The applicant has been instructed to add those conditions, separately, to the covenants.
RECOMMENDATION
Staff is recommending Planning Commission approval of the preliminary plat for Bailey Ranch
Estates

CONDITIONS OF BAILEY RANCH ESTATES PUD
(1) That the applicant's Development Text and Conceptual Development Plan be
considered to be the Outline Development Plan as required by the PUD Chapter of
the Owasso Zoning Code.
(2) That unless specifically set out in the standards and conditions of this PUD, single -
family detached lots shall meet all the necessary requirements of a typical RS -2
district.
(3) That a subdivision plat be approved by the Owasso City Council and filed with the
County Clerk's Office prior to the issuance of a building permit. Said covenants shall
incorporate all PUD standards and conditions of approval and make the City of
Owasso beneficiary.

BACKGROUND
The City of Owasso received a request for the review of a preliminary plat for Double Oaks
Extended in late March 1994. The preliminary plat for Double Oaks Extended was reviewed
by the Planning Commission at their April 12, 1994 meeting and unanimously approved.
Double Oaks Extended will contain 95 single - family residential lots on approximately 29.23
acres, more or less. Double Oaks Extended is located directly north of Double Oaks Estates,
east and south of Double Oaks II and west of Double Oaks III. The existing zoning of this area
is RS -3 (Residential Single Family High Density).
The final plat for Double Oaks Extended was reviewed by the Technical Advisory Committee
at their April 27, 1994 meeting. At that meeting, the plat was reviewed by the area utility
representatives with several easements being requested to be added to the plat. In addition to
the utility companies, staff also provided the applicant with a list of corrections to be made to
the plat. This list of all corrections is attached for your review. All items requested by the
utility companies, as well as city staff, have been included on the plat enclosed within your
packets.
The construction plans have been reviewed by the Public Works Department and its Engineering
Division with several corrections being requested. All major changes have been made and any
remaining changes are viewed as minor and should not prevent action on this final plat. The
Planning Commission and the applicant should note that no action will be taken on this plat by
the City Council until a final set of construction plans exists. A memorandum from Rohn
Munn, Engineering Technician, regarding the construction plans is attached for your review.
Two things should be pointed out when reviewing this plat. Upon the completion of the platting
of this property, almost all of Section 29 will be completed. In addition, this is the first final
plat we are processing which contains the addresses on the plat. As stated to you earlier in the
year, final plats will now contain addresses when recorded. The other two plats to be reviewed
this evening also contain addresses.
RECOMMENDATION

BACKGROUND
The City of Owasso received a request to review the preliminary plat for Central Park Addition
in mid -January of 1994. Due to a subsequent rezoning application, the preliminary plat for the
subject property was not acted on by the Planning Commission until March of 1994. The
Planning Commission unanimously recommended approval of the preliminary plat at their March
14th meeting.
The first phase of Central Park contains 44 residential lots on a 44 acre site and is located west
of 129th E. Avenue, north of E. 86th Street North and consists of one entry from 129th E.
Avenue. An additional entry from 129th E. Avenue is anticipated with future platting of the
remaining property. Central Park is zoned for RS -3 development as a result of the Planned Unit
Development abandonment in February.
The Technical Advisory Committee reviewed the final plat at their March 30, 1994 meeting.
At that meeting, the applicant was provided a list of all staff comments regarding the plat. In
addition to staff comments, several utility representatives also provided some additional easement
requests. A copy of those corrections are attached for your review. All requested corrections,
staff's and utility representatives', are included within the enclosed plat and covenants.
This plat was held from the April Planning Commission agenda due to significant corrections
that were required by the Public Works and Engineering departments regarding the Construction
Plans and agenda deadlines. Please note that with the exception of a few minor remaining
corrections, all of the significant changes that were required by Public Works and Engineering
have been addressed at this time. The Planning Commission and the applicant should note that

BACKGROUND
The City of Owasso received a request to review the preliminary plat for Nottingham Estates
in mid - February of 1994. The preliminary plat was reviewed by the Planning Commission on
March 14, 1994 and was unanimously approved.
Nottingham Estates is located east of Windsor Lake II Addition and south of Pleasant View
Estates addition which is located in the county. Access to the Nottingham Estates Addition
would currently be through the Pleasant View Estates Addition only, while future access would
occur through platting of abutting property on the west and east. The first phase of Nottingham
Estates contains 46 residential lots on 26.49 acres and is zoned RS -2 (Residential Single - Family
Medium Density).
The Technical Advisory Committee reviewed the final plat at their March 30, 1994 meeting.
At that meeting, the applicant was provided a list of all staff comments regarding the plat. In
addition to staff comments, several utility representatives also provided some additional easement
requests. A copy of those corrections are attached for your review. All requested corrections,
staff's and utility representatives', are included within the enclosed plat and covenants.
This plat was not permitted to be reviewed by the Planning Commission in April due to
significant changes /corrections required by the Public Works Engineering Division regarding the
Construction Plans and agenda deadlines. All significant changes that were required by the
Engineering Division have been addressed at this time, although a few minor changes may still
be needed. The Planning Commission and applicant should note that the plat and construction
plans will not be forwarded to City Council for action until there is a finalized set of
construction plans. A memo from Rohn Munn, Engineering Technician, is attached for your
information and review.
As you may recall when the preliminary plat was reviewed in March, a concern from property
owners in the Pleasant View Addition was aired regarding construction traffic through that
addition. Property owners were concerned that heavy construction equipment would damage the
residential streets and also present a hazard to children within their addition. Through a series
of meetings between the applicant, County Commissioner Lewis Harris, and City Manager
Rodney Ray, a working agreement has been developed.
While not yet implemented, the applicant has indicated he will erect a sign at the entrance of the
Pleasant View Addition and will construct a construction entrance further to the east on 96th
Street and instruct his personnel to use it. An additional sign will also be located at that
entrance.
Also of concern when the preliminary plat was reviewed was the sanitary sewer, and how this
addition would be serviced. The applicant has purchased an easement which allows this addition
to be tied to the Brentwood Estates Addition on 86th Street. The Brentwood Estates sanitary
sewer was designed to handle a large drainage basin in Section 21. Nottingham Estates falls
within that drainage basin. A copy of the memo from the preliminary plat review is attached.
RECOMMENDATION
Staff is recommending approval of the final plat of Nottingham Estates.

OAKS EXTENDED, NOTTINGHAM ESTATES, CENTRAL PARK,
AND BAILEY RANCH ESTATES

The review process for the above mentioned projects is in its final stages. None of the above
projects are anticipated to contain any significant changes, therefore the platting process should
continue at this time.
The Planning Commission and applicant should note, however, that their individual items will
not be placed on the City Council agenda for final plat approval until the Public Works
department issues a final set of "Plans for Construction." It is anticipated that this approval can
be obtained by mid -May - thus allowing these items to be placed on the Council agenda.
Bailey Ranch Estates construction plans, a preliminary plat application, have been reviewed and
several changes were directed to be made. The Bailey Ranch Estates applicants had numerous
meetings with city staff prior to their preliminary plat application submittals, thus eliminating
any significant changes even at the preliminary stage.
Mr. Rooney will have a copy of all construction plans at the Planning Commission meeting for

SUBJECT: PRELIMINARY PLAT - NOTTINGHAM ESTATES
DATE: February 28, 1994
BACKGROUND
The City of Owasso has received a request for review of a preliminary plat for Nottingham
Estates. Nottingham Estates is a proposed 46 lot residential addition located on a 26.49 acre
tract. The subject tract is located east of Windsor Lake II Addition, south of the Pleasant View
Estates addition which is located in Tulsa County. Current access to the subject property would
be via 96th Street North through the Pleasant View Addition,
The Technical Advisory Committee reviewed the preliminary plat at their February 23, 1994
meeting. At that meeting, the applicant was provided a list of all staff comments regarding the
plat and construction plans. In addition to staff comments, several utility representatives also
provided easement requests.
City staff had two major concerns when reviewing the plat and construction plans. The first
concern was to ensure that access was provided to this addition via any future developing
property to the west or south (Camden Park II). Without any access being provided from the
west or south, this addition would theoretically be a long cul -de -sac. For the safety of any
residents that would occupy this addition, staff required an access to the south or west.
The second concern regarding the plat centered around how the property would be served with
sewer. It would appear at this time that sewer service would need to be provided via a line to
the Brentwood Estates lift station, and not through the Windsor Lake II /Barrington Point
infrastructure. This concern is unresolved at this time and would need to be finalized prior to
any approval of a final plat. A list of staff concerns regarding the plat and construction plans
has been attached for your information and review.
City staff did receive a letter signed by 16 of the 18 property owners of Pleasant View Estates
requesting that the applicant utilize a construction entrance on his own property east of their
addition in order to "preserve the peace and tranquility of our neighborhood and most
importantly the structural integrity of our streets." Upon further review, staff views this request
as a safe guard measure. Because the Pleasant View Addition is not within the city limits and
any damage that could result to the additions streets during infrastructure construction (i.e.
water, sewer, streets) could be substantial from the types of vehicles utilized, staff would
encourage the Planning Commission to attach this recommendation to their approval. A copy
of the letter from Pleasant View residents is enclosed for your information and review.
The enclosed plat includes all of staff's recommendations as well as all utility representatives.
The construction plans, while obviously needing modification, should not prevent the Planning
Commission from approving the preliminary plat at this time as all construction plan
modifications will need to be met prior to final plat application. A copy of the construction
plans are available in my office, and will be available the evening of March 8, 1994 for review.
RECOMMENDATION
Having had all plat comments addressed by the applicant, staff is recommending approval of the
preliminary plat of Nottingham Estates with the recommendation that the developer utilize a
construction entrance to the subject property by way of property owned by the applicant to the
east of Pleasant View Estates.
