7. Site Plan - Kenny Jones Offices - A Request for a review of the site plan for Kenny
Jones Offices, a commercial/office structure to be located on Lot 5, Block 1 of Ram
Plaza, an addition to the City of Owasso, generally located in the SE /4 of Section 20,
T21N, R14E, Tulsa County, Oklahoma. The subject site is directly north of the planned
site of the Git -N -Go facility (See agenda item #5).
8. OLS -94 -03 - A Request for a review of a lot split application from Mr. Edwin Collins
and Mr. Leon Stagg on Lots 17 & 18 of the Hale Acres Addition, an addition to the City
of Owasso, Oklahoma. The subject property is generally located on the west side of
Garnett Road, 360' south of E. 114th Street North.
9. Preliminary Plat - Central Park Second Addition - A Request for a review of a
preliminary plat for Central Park Second Addition, an addition to the City of Owasso,
generally located in a portion of the E/2 of Section 20, T21N, R14E of the I.B. & M.,
Tulsa County, Oklahoma. The subject property is directly south of Central Park First
Addition and contains 133 lots on a 37.86 acre area.
10. Preliminary Plat - Camden Park II - A Request for a review of a preliminary plat for
Central Park Il, an addition to the City of Owasso, generally located in a portion of the
S/2 of the NW/4 of Section 21, 721N, R14E of the I.B. & M., Tulsa County,

1. CALL TO ORDER - Chairperson Ray Haynes called the meeting to order at 7:00 p.m.
and declared a quorum present.

The By -Laws of the Owasso Planning Commission state that the Commission shall have a
chairperson, vice - chairperson and secretary, and that election of said officers shall be held
biennially at the first meeting of the Commission after July 1 of each of the even - numbered
years. The term of each office shall be for two years beginning immediately upon the election
of each officer.
The Chair opened the floor for nominations for Chairperson. Ray Haynes was nominated by
Charles Willey, with the nomination being seconded by Gary Wells. Hearing no further
nominations, the nominations were declared closed and Ray Haynes was elected Chairperson by
acclamation.
The Chair opened the floor for nominations for Vice Chairperson. Charles Willey was
nominated by Ray Haynes, with the nomination being seconded by Jerry Cole. Hearing no
further nominations, the nominations were declared closed and Charles Willey was elected Vice
Chairperson by acclamation.
The Chair opened the floor for nominations for Secretary. Ray Haynes nominated Gary Wells,
with the nomination being seconded by Charles Willey. Hearing no further nominations, the

3. CONSIDER APPROVAL OF THE MINUTES OF JUNE 14, 1994 - The Commission
reviewed the minutes of June 14, 1994. Gary Wells moved, seconded by Charles
Willey, to approve the minutes as written. A vote on the motion was recorded as
follows:

4. Site Plan Review - National Steak and Poultry - A Request for a Site Plan Review of the
Proposed National Steak and Poultry Facility, located in the NE/4 of Section 31,
T21N,R14E, of the I.B.M., Tulsa County, Oklahoma.
The Chair introduced the case and the staff review was given by Mr. Rooney.
When the Planning Commission reviewed the zoning case for NSP, it was presented that the
nearest the NSP building could be to the property containing the multi - family dwellings would
be 75 feet. The site plan submitted indicated that the nearest this facility would be to the
apartments would be 240 feet (loading dock area) and 315 feet )to the nearest wall).
The site plan reflects a 5th Avenue entrance, an entrance that is currently not existing. The 5th
Avenue entrance will occur as a result of the extension of Main Street to the east (creating 5th
Avenue) and continuing over to the Highway 169 Service Road. It would seem that traffic
congestion on site will be non - existent.
Charles Willey moved to approve the site plan for National Steak and Poultry providing that a
17.5 utility easement is added,seconded by Jerry Cole.

5. OLS -94 -02 National Steak and Poultry - A Request to Review a Lot Split for National
Steak and Poultry, on behalf of the City of Owasso, located in the NE/4 of Section 31,
T21N, R14E, of the I.B.M., Tulsa County, Oklahoma..
The Chair introduced the case and staff review was given by Mr. Rooney.
The Owasso Zoning Code requires that IL zoned property have a minimum of 50 feet of street
frontage when abutting any street other than an arterial street or service road, 150 feet when
abutting an arterial or service road. Both lots being created by the lot split would meet either
of those criteria.
If this lot split is approved, two separate lots would be created. A northern lot, on which the
NSP facility would be located, of 10.09 acres and a southern lot of 7.41 acres. In addition,
right -of -way would also be dedicated from the northern lot for 5th Avenue.
Ray Haynes moved to approve the lot split, seconded by Charles Willey with the condition of
a 17.5 Utility Easement added to the perimeters of both lots.

6. Right -of -Way Closing - City of Owasso- A Request for a review of a Right -of -Way
Closing located between Elm Creek Estates First Addition and the Fairview Cemetery
off of E. 76th Street North, Owasso, Oklahoma.
The Chair introduced the case and the staff review was given by Mr. Rooney.
It appears that at one time when the cemetery was created, it was necessary to have public right -
of -way east of the cemetery to access the interior of what was once unplatted area. When Elm
Creek Estates was platted, however, access to this interior portion was made via N. 120th E.
Avenue rather than utilizing the existing Gem Drive.
In early June, a neighborhood meeting was held with property owners in Elm Creek Estates.
Several inquires had been received about what would be necessary for this 25' portion to be
made part of their property. Because the city is not interested in keeping this property (currently
city crews mow this area), staff encouraged the property owners to move forward with the

closing of this right -of -way.
Charles Willey moved to approve the request to rezone, seconded by Gary Wells.

7. Annexation Request - Mr. & Mrs. G Hayward Smith- A Request for a Review of an
Annexation Request of an Approximate 1.66 Acre Tract Located North of the Owasso
Fire Station; Further Described as Being Located in the NW/4 of the SW/4 of Section
20, T21N, R14E, Tulsa County.
The Chair introduced the case and the staff review was given by Mr. Rooney.
Mr. Rooney explained that there were two annexation requests this evening and wished to review
both requests at the same time as they were owned by the same individuals. He explained that
this item had been reviewed by the Owasso Annexation Committee and was unanimously
recommended for approval. Both portions to be annexed (area north of the Owasso Fire Station
and area north of Owasso Wal -Mart) are zoned AG and would remain zoned AG until a rezoning
application is processed.
In addition, Mr. Rooney explained that this item had been properly advertised in the Owasso
Reporter and would be forwarded to the City Council for action at their next meeting if
approved.

Annexation Request of an Approximate 8.86 Acre Tract Located West of the Three
Lakes II Addition, East of Highway 169, and North of the Owasso Wal -mart; Further
Described as Being Located in the NW/4 of the SW/4 of Section 20, T2 IN, R14E, Tulsa
County.
The Chair introduced the case and staff review was given by Mr. Rooney.

9. Final Plat - Bailey Ranch Estates - A Request for a Review of a Final Plat for Bailey
Ranch Estates, an Addition,to the City of Owasso, Generally Located in the W/2 of
Section 17, T21N, R14E of the I.B.M., Tulsa County, Oklahoma. The Subject Property
would Contain 118 Lots on a 40.64 Acre Area.
The Chair introduced the case and staff review was given by Mr. Rooney. Mr. Rooney
explained that the Preliminary Plat for Bailey Ranch Estates had been approved by the Planning
Commission at the May meeting.
The final plat for Bailey Ranch Estates was reviewed by the Technical Advisory Committee at
their June 29th meeting. Several corrections were requested at that meeting and were included
on the final plat reviewed by the Planning Commission.
Mr. Rooney further explained that this plat would not be forwarded to City Council until final
sets of the construction plans are received and approved by the Public Works Department. Mr.
Rooney did refer to Mr. Munn's memo and the quality of the work being performed.

Mr. Rooney explained that the Planning Commission was likely to review preliminary
plats for Central Park II and Camden Park II next month.

The rezoning request by Midwest Time Control, Inc., was approved as was the amended
Double oaks Extended plat (Double Oaks IV).
12. Discussion of Development In and Near Owasso.
Git -N -Go on the Northwest Corner of 129th E. Avenue and E. 86th Street North.

MEMORANDUM

SUBJECT: ANNEXATION REQUEST BY MR & MRS JOE CAUDLE
DATE: August 3, 1994
BACKGROUND:
Mr. and Mrs. Joe Caudle have submitted to the City of Owasso a petition for annexation of their
jointly owned property totaling more than 16.41 acres. The subject property is shown on the
attached map and is currently undeveloped.
The property is currently zoned AG (Agricultural) and would remain zoned AG if annexed by
the City of Owasso. All property annexed by the City of Owasso is required to be zoned the
lowest zoning classification (AG) until any rezoning request is received. A copy of the City of
Owasso's annexation policy is attached for your information and review.
If annexation is approved, the subject property will have to go through all platting requirements
of the City of Owasso prior to any development. Initial development challenges presented to
the owner /developer consist of extending sewer /water service to the site and storm water
detention on site.
Notification of the annexation request was published in the Owasso Reporter on July 28, 1994
to notify the public of the annexation request before the Planning Commission on August 9,
1994. That notification was followed by notification published two consecutive weeks in the
Owasso Reporter on August 4 and 11, 1994 to notify the public of any possible City Council
action regarding the request. A copy of the procedures for annexation is also attached for your
information and review.
The Owasso Annexation Committee reviewed the annexation request at their July 28, 1994
meeting. At that meeting, the Committee unanimously recommended approval of the annexation
request noting that drainage detention when this site is developed is likely to be of a concern
with the city and private property owners in the Ator Addition. A copy of the Annexation
Committee's minutes is attached for your information and review.
RECOMMENDATION:
Staff recommends approval of the annexation request.

ANNEXATION REQUEST
ANNEXATION POLICY
1. While there is no minimum tract size, properties of larger than
20 acres are preferable.
2. All properties should be contiguous to existing city limits.
3. All properties should be annexed into the city limits as the
lowest zoning classification, that is, AG, agricultural.
Landowners may then petition for rezoning if they desire
further development of their property. All legal uses annexed
into the city will be legal, but non - conforming, which means
that they may continue but cannot be expanded without proper
zoning.
4. All public infrastructures that do not met city standards will
not be improved by the city until brought to the city standard
and accepted by the City Council. Such public facilities must
be improved at owners expense by the establishment of a special
assessment district or some other financing method.
5. Where a city limit boundary ends at a dedicated street, the
boundary will not include the street right -of -way. This policy
will establish consistence and allow city employees and
citizens to know where the city boundaries are.
6. Properties that are rejected for annexation should not be
considered for annexation .for a six month period after
rejection by the City Council.

2. CONSIDER APPROVAL OF THE MINUTES OF JUNE 30, 1994 - Charles Willey,
motioned, seconded by Rohn Munn, to approve the minutes. Motion carried 3 -0.
ANNEXATION REVIEW
3. Joe & Iva Caudle - An approximate 20 acre tract located at the southwest corner of E.
96th Street North and Garnett Road, further described as the N/2 of the NE/4 of the
NE/4 of Section 19, T21N, R14E of the Indian Base and Meridian, Tulsa County,
Oklahoma.
Mr. Rooney presented the annexation item. It was explained that the property is
currently zoned AG (Agriculture) and would remain zoned that way until any formal
rezoning was received by the city. In addition to the zoning requirements prior to
development, all platting requirements would need to be met. It was also explained that
both water and sewer would need to be extended into the property.
Mr. Rooney stated that if this item was approved, it would be forwarded to the Owasso
Planning Commission on August 9, 1994 and possibly to the City Council as early as
August 16, 1994.
Mr. Munn explained that staff would be looking very closely at any development on the
subject property to ensure that drainage detention requirements are met. Mr. Willey,
living in the area, is also concerned with drainage and also commented that the Planning
Commission would look closely at drainage issues as well.
4. ADJOURNMENT - Rohn Munn moved, seconded by Charles Willey for adjournment.

DATE: August 3, 1994
BACKGROUND:
Git -N -Go has requested Planning Commission review of a proposed site plan for their facility
to be located on Lot 4, Block 1 of Ram Plaza in Owasso which is generally located on the
northwest corner of E. 86th Street North and N. 129th E. Avenue. A copy of the Ram Plaza
PUD with the Git -N -Go lot highlighted is enclosed within your packet.
The site plan for Git -N -Go was reviewed by the Technical Advisory Committee at their July 27,
1994 meeting. At that meeting, the site plan was presented to the area utility companies. At
that meeting the utility companies had no objections to the submitted plan.
A copy of staff comments regarding the site plan were also presented at that meeting and are
attached for your information and review. All issues of concern highlighted in staff's memo
have been addressed by the site plan enclosed within your packet.
The site plan submitted conforms to the Ram Plaza PUD and all of its development standards
and restrictions. In addition, the site plan submitted contains the necessary parking spaces as
required in the zoning code for the use and building proposed.
RECOMMENDATION:
Staff recommends approval of the site plan for Owasso Git -N -Go with the condition that the
applicant have a preconstruction meeting with city staff prior to commencing construction.

BACKGROUND:
Kenny Jones has requested Planning Commission review of a proposed site plan for his offices
to be located on Lot 5, Block 1 of Ram Plaza in Owasso which is generally located on the
northwest corner of E. 86th Street North and N. 129th E. Avenue. A copy of the Ram Plaza
PUD with the subject lot highlighted is enclosed within your packet. Kenny Jones offices will
be located directly north of the proposed Git -N -Go development. (See Agenda Item k5)
The site plan for the offices was reviewed by the Technical Advisory Committee at their July
27, 1994 meeting. At that meeting, the site plan was presented to the area utility companies.

BACKGROUND
Mr. Edward Collins and Mr. Leon Stagg are requesting a lot split from the Owasso Planning
Commission on their two pieces of property. The subject property consists of Lots 17 & 18,
Block 5, of Hale Acres Addition. The property is located approximately 360' south of E. 114th
Street North on the west side of Garnett Road. A subject map for the area in which the lot split
request is located is enclosed for your information and review.
The lot split request was reviewed by the Owasso Technical Advisory Committee at their July
27, 1994. At that meeting, the area utility companies reviewed the request and recommended
that a 17.5 foot utility easement be added to the west boundary of both proposed lots so that
there would be no complications with utility services.
One problem exists when reviewing this lot split request. The Owasso Zoning Code requires
a minimum frontage of 150 feet on an Arterial or Service Road for Commercial General zoned
property, and Garnett Road is designated as an Arterial Road in Owasso. As the attached lot
split plat reflects, the applicants are proposing a 30 foot access easement (15' on each property
lot that actually fronts on Garnett) to reach the rear lots being created. Therefore, the applicants
will need to process a Variance request through the Owasso Board of Adjustment to enable them
to receive a variance in this frontage requirement.
Staff reviewed this request at length and is supportive of the applicants request for a lot split and
the variance. These commercial lots platted in the Hale Acres Addition in 1966 are actually too
deep. The lots (416 feet) are not conducive to practical development with the few business who
are located there being near the Garnett frontage and the remainder of the lot area being unused
and full of weeds. Staff feels that if the granting of this lot split, as well as the variance from
the Board of Adjustment, would help spur additional development in the German Comer's area,
it should be supported.
RECOMMENDATION
Staff recommends approval of OLS -94 -03 with the condition that the applicants obtain a variance
from the Owasso Board of Adjustment.

BACKGROUND
The City of Owasso received a request to review a preliminary plat for Central Park II in July.
Central Park H is a 37.86 acre development immediately south of Central Park Phase I and
contains 133 residential lots zoned RS -3. As you may recall, this area was previously a portion
of a Planned Unit Development which was abandoned in January of 1994.
The Technical Advisory Committee reviewed the preliminary plat at their July 27, 1994 meeting.
At that meeting, the applicant was provided a list of all staff comments regarding the plat. In
addition to staff comments, several utility representatives also provided easement requests. A
list of staff comments is included for your information and review. The enclosed plat contains
all recommendations from both staff and the utility companies attending the TAC meeting.
While the memorandum from the TAC meeting does state that addresses are available for this
phase of development, due to an error when this plat was printed they are not shown. Please
be assured that the applicant has received the addresses.
Perhaps the most interesting feature of the Central Park 11 plat is the tie -in to existing streets
from the Lakeridge Addition in the southwest comer of Central Park II. This now means that
the addition will not only have access through Central Park I via N. 129th East Avenue, but also
through Lakeridge via E. 86th Street North. Additional tie -ins to Lakeridge will occur along
the northwestern boundary of the applicants property and an additional access to N. 129th East
Avenue will also occur in the southeast portion.
The construction plans are now a separate process from the platting process. Applicants are
required to submit construction plans between the preliminary and final plat stages with the
understanding that the final plat will not be acted upon by the City Council until a final set of
construction plans are approved from the Engineering Division of the Public Works Department.
RECOMMENDATION
Having had all plat comments addressed by the applicant, staff is recommending approval of the
preliminary plat of Central Park II.

BACKGROUND
The City of Owasso has received a request from the Dominion Corporation for a review of the
preliminary plat of Camden Park H. Camden Park II is immediately east of Camden Park I and
south of Windsor Lake II and Windsor Lake II extended. The subject plat contains 25 lots on
a 25 acre area, plus the additional private park area indicated on the plat.
The preliminary plat for Camden Park II was reviewed at the July 27, 1994 TAC meeting. At
that meeting, the applicant was presented with a copy of staff concerns regarding the plat. A
copy of these comments is attached for your information and review. In addition to staff
comments, the area utility companies also provided the applicants engineer and surveyor with
additional easement requests. Both the staff and utility companies requests have been included
on the plat within your packet.
Camden Park II is similar to Camden Park I in the sense that the applicants will be requesting
variances from the Owasso Board of Adjustment on several of the lots within the addition. All
lots within Camden Park II meet RS -2 Bulk and Area Requirements, however if RS -2 setback
requirements were applied to every lot in the addition, the building pad on these lots would be
very small. You may recall that staff was supportive of this variance request for Camden Park
I and the variance was granted by the Board of Adjustment.
In addition to the variance requests, this addition ties into Barrington Point, currently in the final
stages of its development. Camden Park II does not tie -in to Nottingham Estates, however, as
the Camden Park II plat does not extend far enough to the east. It is likely that the next phase
of development from the applicants (Windsor Lake III or Camden Park III) will be far enough
to the east to tie into to Nottingham Estates.
As stated in the Central Park memorandum (see agenda item number 9), the construction plans
are no longer a portion of the platting process. Applicants are required to submit construction
plans between the preliminary and final plat stages with the understanding that the final plat will
not be acted upon by the City Council until a final set of construction plans are approved from
the Engineering Division of the Public Works Department.
RECOMMENDATION
Staff is recommending Planning Commission approval of the Camden Park H preliminary plat
as presented

BACKGROUND
The City of Owasso received a request for a plat amendment for Double Oaks Estates. The
amendment request involves a change of name from Double Oaks Estates to Broadmoor Heights.
Oklahoma state law requires that in order to amend a subdivision plat, 100% of all property
owners within the addition must sign and approve of the amendment request. Attached is a copy
of the amendment request from the Double Oaks Estates lot owners containing 100% approval.
Staff has no objections to this request.
RECOMMENDATION
Staff is recommending approval of the plat amendment to Double Oaks Estates, changing its
name to Broadmoor Heights..
