Estates, an addition to the City of Owasso, Oklahoma. The subject property is generally
located 570' west of the southwest corner of E. 96th Street North and Garnett Road and
would contain 20 RS -2 zoned lots.
5. Preliminary plat - Southern Links (3014) - A request for a review of a preliminary plat
for Southern Links, an addition to the City of Owasso, Oklahoma. The subject property
is generally described as the W/2 of Section 30, Township 21 North, Range 14 East,
Tulsa County, Oklahoma and would contain 174 residential lots on 71.09 acres.
6. Preliminary Plat - Bailey Ranch Estates 11 (1714) - A request for a review of a
preliminary plat for Bailey Ranch Estates II, an addition to the City of Owasso,
Oklahoma. The subject property is generally described as the W/2 of Section 17,
Township 21 North, Range 14 East, Tulsa County, Oklahoma and would contain 135 lots
on 40.75 acres.

1. CALL TO ORDER - Chairperson Ray Haynes called the meeting to order at 7:00 p.m.
and declared a quorum present.

MEETING. - The Commission reviewed the minutes of October 11, 1994. Charles
Willey moved, seconded by Jerry Cole to approve the minutes as written. A vote on the

4. Site Plan - Owasso Glass Expansion - A request for a review of the site plan for Owasso
Glass, an expansion at their current location, which is described as the South 55.17 feet
of Lot 5, Block 26, Original Town of Owasso. The subject property is further described
as the northeast corner of 3rd Avenue and Main Street, or 205 S. Main.
The Chair introduced the case and the staff review was given by Mr. Rooney.
The site plan for Owasso Glass was reviewed by the Technical Advisory Committee at their
October 26, 1994 meeting. At that meeting, the site plan was presented to the area utility
companies. A that meeting the utility companies had no objections to the submitted plan.

plat. In addition to staff comments, several utility representatives also provided easement
requests. All requests have been completed.

SUBJECT: FINAL PLAT - CAUDLE ESTATES
DATE: December 8, 1994
BACKGROUND
The City of Owasso received a request to review a preliminary plat for Caudle Estates in
October. Caudle Estates is 11.42 acre development 570' west of the southwest intersection of
E. 96th Street North and would contain 20 RS -2 zoned lots. As you may recall, this area was
recently annexed.by the City of Owasso. The preliminary plat was reviewed by the Technical
Advisory Committee at their October 26, 1994 meeting, and by the Owasso Planning
Commission at their November 8, 1994 meeting and was unanimously approved.
The final plat for Caudle Estates was reviewed by the Technical Advisory Committee at their
November 30, 1994. A list of staff comments regarding this final plat is attached for your
information and review. It is interesting to note that no utility companies had any questions
regarding this plat, nearing staff's goals of the bulk of the plat review occurring at the
preliminary plat stage.
The plat enclosed within your packet reflects all of the staff s corrections and all concerns have
been addressed at this time. The final plat also includes the addresses for this addition, as this
is now a requirement of all final plats. Please note that N. 111th East Avenue does, indeed,
match up with the centerline of N. 111th E. Avenue as it comes southward from the El Rio
Vista Addition. In addition, acceleration /deceleration lanes are to be added on E. 96th Street
North and sidewalks are to be installed along this property frontage as well.
The construction plans are still in a review process with the public works department. Again
to reiterate staffs actions regarding final plats, no final plats are taken to the City Council
for approval until the construction plans have been reviewed by the Public Works
Department and all corrections are completed by the design engineer.
RECOMMENDATION
Having had all plat comments addressed by the applicant, staff is recommending approval of the
final plat of Caudle Estates.

Below are a list of comments from both the Planning and Engineering Staff regarding the
November 30, 1994 TAC items.
FINAL PLAT - CAUDLE ESTATES
1. Addresses for Caudle Estates are available and need to be included on the final plat.
2. A separate plat showing 2' contours.
3. Double easement lines are shown on the west boundary of Lots 1 & 2 of Block 1. What
are they?
4. Lots 1 & 11 - front lot lines need dimensions corrected.
5. Scale location map up.
6. Add landscaping covenant, you should have this on file.
7. The first paragraph of the Architectural Committee covenants is not complete.
8. No comments were received from the utility companies regarding this plat.
PRELIMINARY PLAT - SOUTHERN LINKS
1. Lee Miller of ONG could not attend. Wanted to know if you really wanted the gas
meters in the rear yard (right off the fairways). Stated this had been done at another golf
course and the developers regretted it. Can do it either way. Please contact him.
2. Please provide a plat with the 2' contours shown.
3. Please indicate street names of the Hale and Starlane Additions.
4. The cul -de -sac is longer than 600'. When this is presented to the Planning Commission,
staff will be supportive of this variance of the sub -reg requirements.
5. Add 25' radius on right -of -way corners.
6. What are the reserve areas for ... who will maintain? Please advise.
7. Add all other additions recorded in Section 30.
8. Acceleration /Deceleration lanes are required on E. 86th Street North per the PUD.
9. Add limits on no access to the following:

SUBJECT: PRELIMINARY PLAT - SOUTHERN LINKS
DATE: December 8, 1994
BACKGROUND
The City of Owasso has received a request to review the preliminary plat for Southern Links,
an addition to the City of Owasso. Southern Links is located south of E. 86th Street North, and
is best described as the residential development surrounding the southern portion of the golf
course. The subject property is zoned PUD (Planned Unit Development) and allows for several
different size residential lots. No commercial, office, or multi- family development is included
within this portion of the PUD.
The preliminary plat for Southern Links was reviewed by the Technical Advisory Committee
at their November 30, 1994 meeting. At that meeting, the developers and their engineer (CH2M
Hill) were provided with a list containing all of the staff corrections regarding the plat. In
addition to that list, several utility company representatives also added comments /easement
requests regarding the plat. A complete list of all comments (city staff and utility
representatives) is included for your information and review.
The preliminary plat enclosed within your packet has been corrected to include all of the
concerns addressed by staff with the exception of two items. One of the comments was to
provide an updated Section map to show all subdivisions that are platted and recorded in Section
30. The other is to address some of the building line concerns of staff in the southern portions
of Blocks 3 & 4. Both of these items are important to the plats approval, however both
concerns mentioned by staff do not necessarily need to be addressed at this time as only the
northern portion of this plat is likely to be filed first. At any rate, staff will be reviewing these
items at a final plat submittal.
In addition to the above, there are several items that should be brought to the Planning
Commission's attention. The long cul -de -sac in Block 5 is longer than the permitted cul -de -sac
length per the Owasso Subdivision Regulations. However, it is important to note that
elimination of a cul -de -sac to access these lots is not possible and this "design" and lot layout
is nearly identical as to the "design" and layout reviewed by the Planning Commission in the
PUD. Staff has no objections to this cul -de -sac as shown and an approval motion on this plat
should contain an approval of a variance of this requirement.
The entrance into this addition off of E. 86th Street North will have to contain a "bubble" area
to include acceleration /deceleration lanes as well as a left turn lane for traffic moving west on
E. 86th Street. This was a requirement contained within the PUD approval and has been
explained to the developers. This requirement would be contained within the construction plans.
It is also likely that the areas south of Blocks 1 and 2 will contain some form of "private access"
to this portion of the development. An agreement will have to be obtained between the
developers and city emergency and utility services as to the extent of which this "private access"
is utilized. Again, this is likely to be contained within Phase R of this development.
RECOMMENDATION
Having had all but two plat comments addressed by the applicant, staff is recommending
approval of a variance of the cul -de -sac length in Block 5 and the preliminary plat of Southern
Links.

The City of Owasso has received a request to review a preliminary plat for Bailey Ranch Estates
H. Bailey Ranch Estates II is a planned unit development located 1/4 mile north of E. 96th
Street North and Garnett Road, immediately east of Bailey Ranch Estates. Phase II of this
development reflects that it would consist of 135 lots on 40.75 acres of property.
The Technical Advisory Committee reviewed the preliminary plat at their November 30, 1994
meeting. At that meeting, the applicants were supplied with a list of staff corrections to the plat.
In addition to staff comments, the utility companies also had several requests for easements at
different locations throughout the plat. A list combining staff and utility companies'
comments /corrections is attached for your review.
The plat itself reflects an extension of its main boulevard entry (E. 100th Street North), again
with limited access for driveways on to this main street in the addition. In fact, Bailey Ranch
Estates H is identical in lot layout to the previous development concept presented to the Planning
Commission as a PUD.
As stated previously, the Bailey Ranch Estates development is a planned unit development, thus
certain conditions exist that are not always applicable to other residential subdivisions. Those
conditions, part of the applicants development text, are included and listed separately within the
covenants of the addition.
The important item of note concerning Bailey Ranch Estates lI is that this portion of the
development will be served by Washington County Rural Water District, not the City of
Owasso. All water lines installed will be to the City of Owasso's standards and an emergency
tap must be provided between the two water districts at the developers expense.
RECOMMENDATION
Staff is recommending Planning Commission approval of the preliminary plat for Bailey Ranch
Estates II.

ENTERLINE, OWASSO PROPERTIES ONE, INC.
DATE: December 8, 1994
Mark Enterline of Owasso Properties One, Inc., is requesting a lot split of an un- subdivided
parcel of land located on the north side of E. 86th Street North, between Robert Long's
insurance office and the Owasso Food Lion property. The complete legal description of the
subject property, and those of the tracts that would be created, is enclosed within your packet
for your information and review.
The lot split request was reviewed by the Technical Advisory Committee at their November 30,
1994 meeting. At that meeting, the only comment by staff and the utility companies was a
request for a 17.5' utility easement around the perimeters of both lots to be created. However,
an 11' utility easement would be all that was needed along the shared north /south lines between
the two lots. The enclosed lot split plat includes this request.
Both lots to be created meet the requirements of the Subdivision Regulations and the Owasso
Zoning Code for both lot split procedures and size of lot for the zoning district in which it is
located (Office Light).
RECOMMENDATION
Staff recommends approval of OLS- 94 -05.
