CALL TO ORDER AND ROLL CALL - Chairperson Ray Haynes called the meeting to order at 7:00 p.m. and declared a quorum present. 2. CONSIDER APPROVAL OF THE MINUTES OF JANUARY 21, 1993 - The Commission reviewed the minutes of January 21, 1993. Charles Willey moved, seconded by Dewey Brown, to approve the minutes as written. A vote on the motion was recorded as follows: Charles Willey - Yes Dewey Brown - Yes Gary Wells - Yes Pat Imbriano - Yes Ray Haynes - Yes The motion carried 5 -0. 3. ANNEXATION REQUEST - SOKOLOSKY AND BORGNA (3214) - A REQUEST FOR ANNEXATION OF AN APPROXIMATE 1 ACRE TRACT LOCATED ON 76TH STREET NORTH, EAST OF HIGHWAY 169, BETWEEN PERRY'S RESTAURANT AND OWASSO VETERINARY HOSPITAL - The Chair introduced the case and the staff review was given by Tim Rooney. The applicants are requesting an annexation of their jointly owned property located between Perry's Restaurant and the Owasso Veterinary Hospital, both of which are in the city limits. The Annexation Committee and Technical Advisory Committee have reviewed the request and do not oppose the annexation. The site is not serviced by city sewer, and that will need to be addressed by the developer, as well as on -site drainage. The site will also need to be rezoned and platted prior to any development. Mr Sokolosky was present to answer questions. Dewey Brown moved to recommend approval of the annexation to the City Council. Motion was seconded by Gary Wells. FINAL PLAT - LONG COMMERCIAL CENTER (2014) - A REQUEST FOR A REVIEW OF THE FINAL PLAT FOR LONG COMMERCIAL CENTER, AN ADDMON TO THE CITY OF OWASSO, TULSA COUNTY, OKLAHOMA, GENERALLY LOCATED ON THE NORTH SIDE OF EAST 86TH STREET NORTH, BETWEEN 123RD EAST AVENUE AND FOOD LION SUPERMARKET - Staff report was presented by Tim Rooney. In January the Planning Commission heard a rezoning case on this site, and the essentials of a Preliminary Plat were presented at the same time. Staff requested that this plat be processed as a Final Plat because of its simplified nature. The applicant, Robert Long, and engineer, Bill Lewis, were present. Following discussion, Ray Haynes moved to recommend approval of the Long Commercial Center Final Plat. Motion was seconded by Charles Willey. A vote on the motion was recorded as follows: Ray Haynes - Yes Charles Willey - Yes Pat Imbriano - Yes Gary Wells - Yes Dewey Brown - Yes The motion carried 5 -0, and the recommendation will be taken to the City Council on March 2, 1993. 5. SITE PLAN REVIEW - LONG COMMERCIAL CENTER (2014) - A REQUEST FOR REVIEW OF A SITE PLAN FOR AN INSURANCE OFFICE AT THE LONG COMMERCIAL CENTER, LOCATED AT 12315 EAST 86TH STREET NORTH - Robert Long has submitted a site plan for his insurance office, with a possible future addition to include a travel agency. The address of this property will be 12315 E 86th St N. The site plan meets all the Zoning Code requirements for development within an OL district. Staff recommended a change in the driveway width from 18' to 25'. Pat Imbriano moved to approve the site plan subject to the following conditions: 1. Driveway width being increased to 25 feet; 2. No flow restrictions to occur along the drainage ditch; 3. Stormwater runoff detention approved by the City Engineer. Motion was seconded by Dewey Brown. EASEMENT CLOSING - QUIK TRIP CORPORATION (2914) - A REQUEST FOR A PORTION OF AN EASEMENT TO BE CLOSED AT THE QUIK TRIP CONVENIENCE STORE LOCATED AT 11501 E 76TH STREET NORTH - The subject tract is located on the north side of East 76th St N, just east of the service road and is zoned CS. The applicant has requested closing the south 50' of the west 17.5', and the south 17.5' of the east 32.5' of the west 50' of the utility easement located in the southwest corner of Lot 3, Block 1 of Owasso Commercial Center. They are requesting this to allow for the expansion of the Quik Trip parking area and to add additional parking spaces for the store. The easement currently does not contain any utilities. If the easement is closed, the applicant will have to carry out legal action to foreclose on the City's right to reopen the easement. This process is handled through the District Court and is handled as a "friendly" case. Charles Willey moved, seconded by Gary Wells, to recommend the closing of this easement. City Council will taken action on an ordinance to close the easement at their March 2, 1993 meeting. 7. SITE PLAN REVIEW - QUIK TRIP EXPANSION (2914) - A REQUEST FOR REVIEW OF A SITE PLAN FOR THE EXPANSION OF THE QUIK TRIP CONVENIENCE STORE LOCATED AT 11501 E 76TH STREET NORTH - Quik Trip has submitted a site plan for review to expand the amount of parking to be provided on -site and the addition of another fuel pump at the facility. Quik Trip Corporation will be leasing excess right -of -way from Oklahoma Department of Transportation to allow for the expansion. In addition to Planning Commission approval, the submitted site plan must also be approved by the Oklahoma Department of Transportation as a portion of the site is right -of -way being leased from that entity. IF ODOT recommends any changes, the site plan will be presented to the Planning Commission for re- approval. Ray Haynes moved to approve the site plan subject to the following conditions: 1. Approval from ODOT; 2. The addition of curbs if approved by ODOT. Motion was seconded by Pat Imbriano. REVIEW AND DISCUSSION OF CHAPTERS 1 THROUGH 3 OF THE OWASSO SUBDIVISION REGULATIONS - The Commission reviewed Chapters 1 through 3 of the proposed Subdivision Regulations. Chapters 4 through 7 will be reviewed at the next meeting. 9. NEW BUSINESS - None. 10. REPORT ON PLANNING ITEMS PREVIOUSLY FORWARDED TO CITY COUNCIL FOR ACTION - Mr Rooney reported that the rezoning for Long Office Center had been approved by the City Council. 11. DISCUSSION OF DEVELOPMENT IN AND NEAR OWASSO - Staff discussed current development and construction in the Owasso area. 12. A vote on the motion was recorded as follows: Charles Willey - Yes Gary Wells - Yes Pat Imbriano - Yes Dewey Brown - Yes Ray Haynes - Yes The motion carried 5 -0 and the meeting was adjourned at 8:20 p.m. Chairperson Secretary Date MEMORANDUM TO: OWASSO PLANNING COMMISSION FROM: TIMOTHY ROONEY, CITY PLANNER SUBJECT: PRELIMINARY PLAT - RAM PLAZA DATE: March 10, 1993 A request for a review of the Preliminary Plat for Ram Plaza has been submitted to the City of Owasso by Dennis Hodo, Engineer for Brookside State Bank. Ram Plaza is a 9.24 acre tract located at the northwest comer of 86th Street North and 129th East Avenue. The subject tract is zoned PUD, will be developed both for commercial and office use, and contains 10 lots. The Technical Advisory Committee held a review on the Preliminary Plat on March 3, 1993. Comments regarding corrections /additions are listed below: COVENANTS 1. The addition of a landscape and paving repair covenant requiring the owner of each lot to be responsible for any landscaping and paving located within utility easements in the event that any repair is required for underground utilities. 2. Add mutual access agreements between lots sharing an access drive. PLAT 1. Label the easement on the north property line. 2. The west property line utility easement of 17.5 feet should be continued along the entire westerly property line rather than only the southern half. 3. Add all bench marks. 4. Need a contour legend to explain the difference between the existing and the proposed elevations. 5. Access to Lot 4 off of 129th East Avenue should be limited by the creation of a 2 foot island on 129th East Avenue that would prevent left turns into or exiting Lot 4. 6. Limits of access should be provided, these should be consistent with that of the PUD submittal. 7. The street serving both Food Lion and this project should be labeled E. 86th Place North rather than E. 85th Street North. 8. Section area map, shown on the plat, should be updated to provide for all subdivisions recorded in Section 20, not just the Food Lion Plat. CONSTRUCTION PLANS 1. Add fire hydrant locations and label them. 2. Extend sewer to Block 2. 3. Address the valve problem on Line B 4. Relocate the drainage structure located in the shared access drive between Lots 2 and 3 of Block 1 to the east of driveway. 5. All manholes to be moved to sod areas. 6. Water and sewer line profiles need fill statements. 7. Need curb elevations and a blow up detail of all entries, especially those of Lot 4 on 129th East Avenue. 8. Typical pavement, driveway, parking lot, and concrete curb sections need to be provided. 9. Combine all hydrographs. RECOMMENDATION The general design and layout of the preliminary plat is unchanged from the PUD submittal and is acceptable in its present form provided the left turns into and out of Lot 4 from 129th East Avenue are eliminated. The frontage on E. 86th Street North for Lots 1 and 2 of Block 1 (125 and 120 feet respectively) are less than the required for Commercially zoned lots. However, the PUD application and its review addressed this concern and therefore these lots are permitted. This same would also apply to that of Lot 5 fronting onto 129th East Avenue (87 feet). The staff recommends approval of the Preliminary Plat for Ram Plaza with the condition that all of the above items listed are corrected and /or addressed prior to Final Plat submittal. TO: OWASSO PLANNING COMMISSION FROM: TIMOTHY ROONEY, CITY PLANNER SUBJECT: SITE PLAN REVIEW - DAYLIGHT DONUTS DATE: March 13, 1993 BACKGROUND The City of Owasso has received a request for a site plan review at the future site of Daylight Donuts. The planned location of the facility is within the Mingo Valley Shopping Center, Lot 2 , Block 1,; generally just north of Hardee's restaurant off of East 86th Street North. The site plan submitted by the applicant adheres to all property development standards of a CS (Commercial Shopping Center District) as building setbacks and parking requirements have been met, although at least one of the spaces needs to be designated for the phsically challenged and labeled as such. Drainage, a typical concern when reviewing site plans, has been addressed at the platting stages as there is an existing drainage area just west of the site. The applicant proposes tying into the existing drainage infrastructure located at the north end of the site. It should be noted that the developer will be required to add curb and gutter along the existing shared access from Hardee's to Wal -mart, and all curb constructed on the site itself should not have any cuts allowing water to escape off the south and west property lines. These improvements have been shown on the plan. The applicant is proposing some tree landscaping and staff would recommend that a detailed landscaping plan be submitted at the time of building permit application. RECOMMENDATION Staff recommends approval of the site plan as submitted with the recommendation that a detailed landscaping plan be submitted and the handicapped parking space be designated on the site plan at the time of building permit application. Daylight Donuts Site Plan MEMORANDUM TO: THE OWASSO PLANNING FROM: TIMOTHY ROONEY, CITY PLANNER SUBJECT: OWASSO SUBDIVISION REGULATION REVIEW DATE: March 11, 1993 BACKGROUND A draft copy of the Owasso Subdivision Regulations was submitted to you at the January 1993 Planning Commission Meeting. A majority of the contents of the Subdivision Regulations you have previously reviewed during 1991 and 1992. Members of the Subdivision Regulations Review Committee consisted of Mike Augustine, Richard hall, Rohn Munn, Steve Compton, and myself. At the February meeting, Chapters 1 through 3 of the document were reviewed. Please be prepared to review the remaining portion of the document on March 18th. A corrected page is attached as Section 4.2.6 "Adjacent Properties" was inadvertently omitted from the copy you received. 4.2.5 Throueh Traffic: Minor streets shall be arranged so that their use by through traffic will l be discouraged. Industrial and commercial streets shall not inject non - residential traffic into residential areas. The arrangement of streets within a subdivision shall, except for cul -de -sacs, connect with streets already dedicated in adjoining subdivisions or provide for future connections to adjoining unplatted tracts. 4.2.6 Adjacent Properties: Where adjoining properties are not subdivided, the arrangement of streets shall be projected to the boundary of the proposed subdivision with provisions made for a temporary right -of -way for a turn around of a size acceptable to the City Engineer. Barricades shall be installed at dead -end streets. Alignments, grades, drainage, and other appropriate design criteria of all streets within and bordering new subdivisions shall be governed by these regulations, where applicable, and by the Design Criteria of the City. 4.2.7 Reserve Strips: Reserve strips controlling access to streets shall be prohibited except where approved by the Planning Commission and City Council. 4.2.8 Future Development: Where a tract to be subdivided includes only a portion of the tract owned or intended for development by the subdivider, a tentative plan of a proposed future street system for the unsubdivided remainder of the property shall be prepared and submitted by the subdivider. 4.2.9 Large Lots: When a property is subdivided into larger than normal lots, such lots shall be so arranged as to permit the logical location and opening of future streets and easements should the property be resubdivided. 4.2. 10 Private Streets: Private streets shall not be approved, except when required by state law, or in connection with a Planned Unit Development having appropriate controls. 4.2. 11 Street Offsets: Street offsets with center -line offsets of less than one hundred fifty (150) feet shall not be allowed. 4.2.12 Dedication of Right -of Wad Whenever a major street is located adjacent to the outer edge of a subdivision, one -half ('h) of the right -of -way shown on the Owasso Major Street and Highway Plan shall be dedicated, if it is determined by the Planning Commission and City Council that such dedication is equitable and feasible for the other half of the right -of -way from the adjacent property. Half -street dedications on minor streets are prohibited. 4.2.13 Cul -de -sac Streets: All dead -end streets having a length of more than one hundred fifty (150) feet shall terminate in a cul -de -sac which has a circular tum- around having a minimum right -of -way radius of fifty (50) feet and a pavement radius of forty (40) feet. No such cul -de -sac street shall be more than six hundred (600) feet in length measured from the entrance to the center of the tum- around. W
