1. CALL TO ORDER AND ROLL CALL - Chairperson Ray Haynes called the meeting
to order at 7:00 p.m. and declared a quorum present.
2. CONSIDER APPROVAL OF THE MINUTES OF JULY 27, 1993 - The Commission
reviewed the minutes of July 27,1993. Dewey Brown moved, seconded by Pat Imbriano,
to approve the minutes as written. A vote on the motion was recorded as follows:

3. FINAL PLAT - BARRINGTON POINT (21- 21 -14) - A Request for a Review of the

Barrington Point is Located just North of Owasso High School, Immediately East of
129th East Avenue.
The Owasso Planning Commission reviewed the preliminary plat for Barrington Point at its June
15, 1993 meeting. At that meeting, the Owasso Planning Commission unanimously
recommended approval of the preliminary plat for Barrington Point subject to the conditions of
the Technical Advisory Committee being met prior to final plat submittal. A copy of the staff
memorandum from Barrington Point's preliminary plat review was included for your information.

The final plats for Barrington Point were presented to the Technical Advisory Committee at its
August 4, 1993 meeting. At that time changes were recommended to be made to the final plats
and have been included to the final copy.
Because the developer requested that the land area be platted into three separate groups, this did
require some changes to the construction plans above and beyond what was submitted for review
at the preliminary plat stage. Unfortunately, these amended plans were not available at the
meeting time
General discussion regarding lack of construction plans was held. Mr. Haynes motioned to take
no action on the plats due to a lack of construction plans. Mr. Wells seconded. A vote on the
motion was recorded as follows:

4. OLS - 81 (29- 21 -14) - A Request for a Lot Split Located on Lot 2, Block 1, Elm Creek
Condominiums. The subject property is located on N. 123rd East Avenue, immediately south
of Dr. Russell Cox's Chiropractic Office.
The City of Owasso has received a lot split request from Mr. Ronnie Sink for property intended
to be used for a beauty salon located on 123rd East Avenue, just south of Dr. Russell Cox's
Chiropractic Office on 123rd East Avenue.
Mr. Rooney explained that the lot split is unusual in nature due to the fact that only 1 foot is
being requested to be split from the subject property (Lot 2, Block 1, Elm Creek
Condominiums). Mr. Sink, upon obtaining the required survey for purchase of the subject
property was advised that the building which houses Mr. Cox's Chiropractic Office located on
Lot 1, Block 1, Elm Creek Condominiums or 8434 N. 123rd East Avenue, was approximately
.80 feet over the shared property line. Previously, both lots were owned by Dr. Cox.
It is important to note that there is no side yard setback requirement for structures within an OM
zoning district and therefore Dr. Cox had intended to build at zero lot line. However, an error
must have occurred in the placement of the structure on the site, thus resulting in the .80 foot
error.
Gary Wells moved, seconded by Pat Imbriano to approve the Lot Split. A vote on the motion

5. Discussion of Planning Commission Meeting Dates for 1994.
Mr. Rooney reviewed Planning Commission meeting scheduling problems. Upon
discussion by the members, all felt the second Tuesday of each month would work well.
Mr. Rooney explained that this will require formal action at a future meeting and that
this change would begin in January of 1994.

SUBJECT: FINAL PLAT - BARRINGTON POINT

BACKGROUND:
The Owasso Planning Commission reviewed the preliminary plat for Barrington Point at its
June 15, 1993 meeting. At that meeting, the Owasso Planning Commission unanimously
recommended approval of the preliminary plat for Barrington Point subject to the conditions of
the Technical Advisory Committee being met prior to final plat submittal. A copy of the staff
memorandum from Barrington Point's preliminary plat review is enclosed for your information.
The developer, Mr. Kourtis, had requested prior to the August 26, 1993 Planning Commission
meeting that the area contained within the Barrington Point preliminary plat be platted in three
separate phases. Contained within your packet were plats for Barrington Point, Barrington Point
II, and Barrington Point III. The final construction plans, however, were not delivered to
Engineering staff to allow for an adequate review in August, and upon no recommendation, the
Planning Commission tabled this item.
The final plats for Barrington Point were presented to the Technical Advisory Committee at its
August 4, 1993 meeting. At that time the following additional changes were recommended to
be made to the final plats:
Add an 11' u/e across Lots 24 & 25 of Block 2.
Add a 5' u/e to the south line of Lot 1, Block 1.
Add two 5' u/e on common lot line of Lots 5 & 6, Block 2.
Add two 5' u/e on common lot line of Lots 12 & 13, Block 2.
Add two 5' u/e on common lot line of Lots 18 & 19, Block 5.
Add a 5' u/e on the west line of Lot 12, Block 5.
Add two 5' u/e on common lot line of Lots 14 & 15, Block 4.
Add two 5' u/e on common lot line of Lots 21 & 22, Block 3.
Add two 5' u/e on common lot line of Lots 16 & 17, Block 3.
Add two 5' We on common lot line of Lots 12 & 13, Block 3.
Add two 5' u/e on common lot line of Lots 35 & 36, Block 3.

Because the developer requested that the land area be platted into three separate groups, this did
require some changes to the construction plans. As stated earlier, these amended plans were not
available for adequate review by the Engineering Department for the August 26, 1993 meeting.
Since the August meeting, the Engineering Department has reviewed the submitted construction
plans and detailed drainage report. The review of the construction plans yielded several minor
corrections being requested by the department. A copy of these changes in enclosed within you
packet for your information and review. However, these changes should not be viewed as major
by any means, or changes which would require this project from being approved. Several small
changes were also required to be made to the drainage report in effort to make it more
explanatory.
RECONE ENDATION:
Based upon the review by the Technical Advisory Committee and the Engineering staff, staff
recommends approval of the final plats for Barrington Point, Barrington Point II, and Barrington
Point III, providing all minor corrections are made to the construction plans prior to any actual
construction occurring.

SUBJECT: PRELIMINARY PLAT - BARRINGTON POINT
DATE: June 7, 1993 1
BACKGROUND:
The City of Owasso initially received a preliminary plat for Barrington Point in lbfay for review
at the Technical Advisory Committee and Planning Commission meetings. Due to several
"changes" recommended at the TAC meeting and due to staff s recommendation of the developer
providing access to unsubdivided land to the east, staff recommended that Nir. Kourtis resubmit
the preliminary plat for Barrington Point in order to address these concerns and to allow the
Planning Commission to view both Barrington Point and Windsor Lake III together as they are
abutting properties. The enclosed preliminary plat has addressed those changes previously
recommended by staff.
At the June 2, 1993 TAC meeting, the Barrington Point preliminary plat was reviewed again.
The following comments /recommendations are a direct result of that meeting:
PLAT
1. All rear, back to back easements a minimum of 11 feet.
2. Provide an access easement to cover a 38 foot radius cul -de -sac (pavement type to be the
same as remainder of street).
3. Provide an 8 inch PVC conduit at the entrance to the subdivision from 129th E. Avenue.
4. Provide a 3 inch PVC conduit across N. 130th E. Avenue, from Lot 3 of Block 2 to Lot
8 of Block 3.
5. Provide a 4 inch PVC conduit across N. 133rd E. Avenue, from Lot 8, Block 4 to Lot
11, Block 5.
6. Add 7.5 foot easements north and south of the property line shared by Lots 8 and 9 of
Block 4.
7. Eliminate Lots 19 through 23 of Block'-) as these have been determined to be needed by
the Project Engineer for drainage detention area.
8. Add a limits of no access to north and south side of entry road.
9. Street names to conform to staff copy.
10. If "Drainage Detention Area" is to be utilized as "Park Area" it needs to be designated
as such on the plat.
COVENANTS
1. Item No. 4, reference to Homeowners Association should be changed to "Barrington
Point Association" rather than "Windsor Lake Association."
2. Item No. 15, "Electric, Telephone, Cable Television Service" needs to be changed to
conform with that of recently recorded subdivision plats.
Construction plans were originally submitted and reviewed by staff for the first submittal.
Adjustments to these plans will need to be made and a copy of these plans are available in my
office for review at any time. In addition, the construction plans for Barrington Point will be
available at the meeting for any review.
RECOMMENDATION:
Based upon the review by the Technical Advisory Committee, staff recommends approval of the
preliminary plat for Barrington Point conditioned upon the above changes being made prior to
final plat submittal.

BARRINGTON POINT PHASE I
1. Sheets 1,2,4,6,8 need to reflect plat with regards to all easements. Also "Detention" is
misspelled.
2. Sheet 3 - Need to state and show what is to happen to end of cul -de -sac (station 60
to 61, etc.)
3. Sheet 4 - Drainage arrows going the wrong way according to street profile for entry
road off of 129th E Avenue.
Drainage structures need to be dimensioned with regards to easements and
property lines.
Drainage structure near cul -de -sac is shown outside of easement.
Structure Al needs to indicate what degree are wing walls
Structure indicated as existing coming from W.L. III that ties to structure
in cul -de -sac needs easement shown and state easement as being by
separate instrument etc.
4. Sheet 5 - Need fill shown on profiles.

10. On drainage plans, indicate what to do with structures that will tie to future phases if
those phases are built immediately after said phase.

12. On sanitary sewer plans show dimension and extensions of all lines and manholes,
lampholes, etc. All lampholes over 100 feet shall be changed to manholes. Check to
make sure all manholes to manholes are not longer than 300 feet.

SUBJECT: FINAL DRAFT - OWASSO SUBDIVISION REGULATIONS
DATE: September 9, 1993
BACKGROUND:
As you are aware, the Owasso Subdivision Regulations has been going through a series of
reviews in order to update the document. A subdivision regulation review committee was
established in October of 1992 for the purpose of reviewing the document for accuracy and
adding recommended changes.
Prior to tonight's meeting, preliminary drafts of the Owasso Subdivision Regulations have been
reviewed in three separate public hearings before the Planning Commission (February 18, March
18, and April 15). At the April 15, 1993 meeting, the Planning Commission unanimously
recommended approval of the Subdivision Regulations, thus allowing staff to submit the
document to the development community for input.
On May 18, 1993, letters informing the development community that copies of the proposed
subdivision regulations were available for their review and input were mailed to over 50
different developers, builders, and engineers who have a history of development within Owasso.
A copy of this letter has been enclosed for your information and review. The following is a list

The City of Owasso received requests for copies of the proposed subdivision regulations from
the following after they received their letter:

Upon receiving the requests for copies of the proposed regulations, a copy of the draft
regulations along with a letter requesting that any comments or suggestions that they may have
should be forwarded to our office no later than August 15, 1993. To date, no comments or
suggestions were received.
Essentially, this document is identical to the document your reviewed in April except for three
changes. Those changes are on pages 13, 30, and 31, and have been shaded for your review.
The change occurring on Page 13 is a "policy" change which will now allow for the issuance
of building permits within a new subdivision providing that (1) water and sanitary sewer lines
are completed, inspected, tested, and approved by City Council, and (2) a 100% performance
bond is provided by the developer in lieu of all remaining construction (streets and storm
drainage).
The change occurring on Page 30 establishes an Emergency Siren Fee in order to subsidize the
purchase of Civil Defense Air Sirens warning of severe weather. The fee established is
determined by an $11,000 price tag for a siren that would serve a one square mile area.
Previously, this costs was absorbed entirely by the City. The City would continue to provide
for the long -term maintenance and future replacement of each siren.
The change occurring on page 31 adds blue street reflectors that will easily identify the locations
of fire hydrants on residential streets from a significant distance, particularly at night. This is
a widely used practice and requirement in many urban areas.
RECOMMENDATION:
Certainly, this document has had more than ample opportunity to be reviewed by the public (four
reviews before the Planning Commission alone) and the development community. The staff has
worked diligently throughout the review process and is recommending approval of the final draft
of the Owasso Subdivision Regulations.

Regulations. The process has consisted of Community Development staff input and three
separate reviews by the Owasso Planning Commission. Most recently, the Owasso Planning
Commission requested the input of the development community.

SUBJECT: SITE PLAN REVIEW FOR YALE CLEANERS
LOT 3, BLOCK 1, RAM PLAZA
DATE: September 10, 1993
B.R. Hutson, Inc., of Tulsa, Oklahoma has submitted a proposed site plan for a new Yale
Cleaners Outlet located on Lot 3, Block 1, of Ram Plaza. Ram Plaza is located on the
northwest corner of 86th Street North and 129th East Avenue. Because the subject property is
contained within a PUD, both its site plan and landscaping plan must be approved by the
Planning Commission prior to any development.
Review of the site plan by staff indicated that all necessary parking requirements have been met
by the applicant as 19 parking spaces would be the minimum required in order to be in
compliance with the Owasso Zoning Code. The applicants have shown 22 parking spaces on
their site plan. The applicant has maintained all required setbacks for development.
The applicant has shown the incorporation of landscaping throughout the site plan as required
by the PUD. Both Bermuda Sod and Loblolly Pine Trees are to be used extensively throughout
the site.
All other facets of the proposed site plan appear to be in conformance with the City of Owasso's
requirements.
RECOMMENDATION
Staff would recommend approval of the proposed site plan as presented.
NOTICE OF MEETING
The Owasso Planning Commission will meet in regular session on Thursday, September 16,
1993 at 7:00 PM in the Owasso Community Center, 301 S. Cedar, Owasso, Oklahoma.
Notice of addendum filed in the office of the City Clerk and posted on the City Hall bulletin
