The agenda for the meeting was posted in the Owasso City Hall, 207 S Cedar, on
December 12, 1991.
1. CALL TO ORDER AND ROLL CALL - Chairperson Ray Haynes called the meeting
to order at 7:00 p.m. and declared a quorum present.
2. CONSIDER APPROVAL OF THE MINUTES OF NOVEMBER 21, 1991 - The
Commission reviewed the minutes of November 21, 1991. Charles Willey moved, seconded by
Dewey Brown, to approve the minutes as written. A vote on the motion was recorded as
follows:

Pat Imbriano - Yes
Ray Haynes - Yes
The motion carried 4 -0.
3. CHANGE OF ACCESS - NATIVE OAK HOMES (2914) - A REQUEST FOR A
CHANGE OF ACCESS FOR LOT 68A, BLOCK 2, THREE LAKES, AN ADDITION TO
THE CITY OF OWASSO, TULSA COUNTY, OKLAHOMA - The Chair introduced the case
and the staff review was given by Mike Augustine. The subject tract is located at the southwest
corner of 120th East Ave and 86th Street N and presently has a realty office under construction.
The Planning Commission has reviewed a site plan on the tract at a previous meeting. Because
of lot splits, this lot has no access and no mutual access agreements. Staff recommends approval
of the request subject to the conditions listed in the memo.
Following discussion, Dewey Brown moved, seconded by Charles Willey, to approve the
requested change -of- access subject to the following conditions:
1. The proper legal steps be taken to ensure that the Change -of- Access becomes a
part of Three Lakes Addition.
2. That the driveway be moved west so that it is not constructed over any part of the
15' utility easement to the east.

3. That the curb radius be changed from 15' to 20' to allow better ingress and
egress.
4. That ONG be notified prior to construction of the driveway in order to protect the
8" gas line.
5. That the city be notified prior to construction of the driveway in order to protect
the 12" water line.
A vote on the motion was recorded as follows:

The motion carried 4 -0.
4. NEW BUSINESS - Problems with the traffic signals at German Corner were again
discussed.
5. DISCUSSION OF DEVELOPMENT IN AND NEAR OWASSO - Staff discussed current
development and construction in the Owasso area.
6. ADJOURNMENT - Charles Willey moved, Pat Imbriano seconded, to adjourn the
meeting. A vote on the motion was recorded as follows:

SUBJECT: Staff Case Report - OZ -85 (2914)
DATE: January 8, 1992
BACKGROUND
The subject tract is approximately 8.98 acres in size, vacant and zoned Commercial Shopping
Center (CS), Office Low Intensity (OL) and Residential Multi - Family Medium Intensity (RM -2).
It is abutted on the East by Copper Meadows zoned RS -3 and Tulsa County RE, on the South
by the Baptist Retirement Village zoned AG and vacant property zoned CS, on the West by Elm
Creek Addition zoned RS -3 and on the North by vacant property zoned RS -3. The applicant is
requesting to down zone the tract from CS, OL, and RM -2 to Residential Single - Family High
Density (RS -3).
The Comprehensive Plan designates the subject tract to be medium intensity commercial /office,
medium intensity residential and low intensity residential. The requested RS -3 is a more
restrictive use than the allowance of the Comprehensive Plan.
In this case the subject tract would be developed for a less intense single - family use that should
create a more suitable relationship with the subdivisions and uses in the immediate area.
RECOMMENDATION
The requested RS -3 zoning is a more desirable and compatible use for the area and will continue
with the single family concept. I recommend approval of the requested zoning change.
MEMORANDUM

SUBJECT: Windsor Lake Addition - Preliminary Plat
DATE: January 10, 1992
BACKGROUND:
The preliminary plat of Windsor Lake Addition is located approximately 660 feet East of the
Southeast corner of 96th Street North and 129th East Avenue. The tract is abutted on the North
by vacant land which is zoned Tulsa County AG; on the East by Pleasant View Estates I & H
which is zoned Tulsa County RE; on the South by vacant land which is zoned city RS -2; and,
on the West by churches and vacant land which is zoned Tulsa County AG and CS. The area
is served by Rogers County Rural Water District. The City of Owasso has water and sewer
lines located on the East side of 129th East Avenue.
The proposed plat area is zoned RS -2 (Residential Single - Family Medium Density) which has
a requirement of 75' of frontage and 9,000 square feet of lot area. The proposed plat has lot
areas of 13,000 square feet and greater and the average frontage is 105'.
The Technical Advisory Committee reviewed the proposed preliminary plat at their January 8,
1992 meeting and the following items are from this meeting and staff review.
1. Tie plat to section comer with bearing and distance.
2. Show additions on the West side of proposed plat and any unplatted areas.
3. Show or note Bench Mark.
4. Break lots down to fit into four blocks.
5. Note total number of lots and total acreage..
6. Add Limits- of -No- Access along 96th Street North.
7. Park Area/Lake - a) Change this area's name to Reserve Area "A" and structure the

covenants for a Home Owners Association with this area being under the ownership,
operation and maintenance of the association; b) Add 17.5' U.E. along the South and
West property lines; and, c) Add dimensions for South and West property lines.
8. Any islands in the streets should be shown as Reserve Area "B" and the restrictive
covenants should reflect the ownership, operation and maintenance by the association.
9. Add street names.
10. Need copies of the Deed of Dedication and Restrictive Covenants with wording as
required by ONG, verbiage for the formation of a Home Owners Association and other
appropriate language.
11. Show additional street right -of -way widths.
12. Covenants or notes on plat that lots 5, 9 and 35 will have the house fronts facing North;
lots 1, 6, 20, 27 and 39 will have the house fronts facing South; lot 19 will have the
house front facing East; and, lot 28 will have the house front facing West. These lot
numbers will change when the addition is divided into blocks.
13. Need metes and bounds legal description of the addition.
14. Change combined D/E and to U/E if there will not be surface drainage OR two (2)
separate easements.
15. Add additional utility easements per PSO's request - 10' total width, 5' on either side of
the lot line - add between lots 4 and 5; 8 and 10; 12 and 13; 16 and 17; 19 and 28; 24
and 25; 31 and 32; 34, 35 and 36.
16. Need U.E. between lots 29 and 30 for sewer line.
17. Cul -de -sacs are to be a minimum of 50' radius for right -of -way. Relief only by Planning
Commission and City Council.
18. Concern from Tulsa County Engineer and others about not connecting the proposed
addition with East 94th Place North (Pleasant View Estates I & H) to the East.
19. Show any off -site easements, if needed, by book and page number of recording.
20. Clean up notations for the combined B/L and U /E.

Windsor Lake - Preliminary Plat
The design plans for streets, sewer and drainage are presently under review by staff. Also, the
issue of who will supply water service, rural water district or city, is being pursued by the
developers.
RECOMMENDATION:
A preliminary plat is for review of a proposed addition to see what changes need to be made
before a final plat is constructed. All the above items will have to be incorporated into the final
plat before it can be presented to the Planning Commission for their recommendation to the City
Council. The design plans will have to be in a complete form with all corrections before the
water and sewer plans are sent to the OSDH and before the final can be heard by the
Commission and Council.
Therefore I recommend approval of the preliminary plat with the condition that the above items
are resolved before a final plat is applied for.
