The agenda for the meeting was posted in the Owasso City Hall, 207 S Cedar, on
January 9, 1992.
1. CALL TO ORDER AND ROLL CALL - Chairperson Ray Haynes called the meeting
to order at 7:00 p.m. and declared a quorum present.
2. CONSIDER APPROVAL OF THE MINUTES OF DECEMBER 19, 1991 - The
Commission reviewed the minutes of December 19, 1991. Pat Imbriano moved, seconded by
Dewey Brown, to approve the minutes as written. A vote on the motion was recorded as
follows:

3. OZ -85 OKLAHOMA UTILITY CONSTRUCTION COMPANY (2914) - A REQUEST
TO REZONE A TRACT OF LAND 8.98 ACRES IN SIZE FROM CS, OL AND RM -2 TO RS-
3, GENERALLY LOCATED AT THE NORTHWEST CORNER OF 76TH STREET NORTH
AND 129TH EAST AVENUE, OWASSO, TULSA COUNTY, OKLAHOMA - The Chair
introduced the case and the staff review was given by Mike Augustine. The subject tract is
located at the northwest comer of 129th East Ave and 76th Street N. It is 8.98 acres in size and
is presently vacant. Plans are to develop the tract for single family use. Staff recommends
approval of the requested zoning change.

Following discussion and questions from interested citizens, Ray Haynes moved, seconded by
Charles Willey, to approve the requested zoning change. A vote on the motion was recorded
as follows:

4. WINDSOR LAKE (2114) - A REQUEST FOR A REVIEW OF THE PRELIMINARY
PLAT FOR WINDSOR LAKE, GENERALLY LOCATED EAST OF THE SOUTHEAST
CORNER OF 96TH STREET NORTH AND 129TH EAST AVENUE - The Chair introduced
the case and the staff review was given by Mike Augustine. The subject tract is located
approximately 660 feet east of the southeast corner of 96th Street North and 129th East Avenue.
It is abutted on the north by vacant land zoned AG in Tulsa County, on the east by Pleasant
View Estates zoned RE in Tulsa County, on the south by a vacant tract zoned RS -2 by the City,
and on the west by churches and vacant land zoned AG and CS in Tulsa County. The proposed
plat is zoned RS -2.
The Technical Advisory Committee reviewed the proposed preliminary plat at their January 8,
1992 meeting and listed 20 items that need to be looked at and incorporated into the final plat.
Some of those items have now been cleared up.
The property developers, David Chamey and Noble Sokolosky; the project engineer, Dennis
Hodo; and the surveyor, Randall Payne, were present to answer questions. Following
discussion, Dewey Brown moved, seconded by Gary Wells, to approve the plat as submitted,
subject to the following evaluations:
1. Change combined drainage easement and utility easement to utility easement if there will
not be surface drainage or two separate easements.
2. Any islands in the streets should be shown as Reserve Area "B" and the restrictive
covenants should reflect the ownership, operation and maintenance by the homeowners
association.
3. Cul -de -sacs are to be a minimum of 50' radius for right -of -way. Relief only by Planning
Commission and City Council. Review those cul -de -sacs that do not meet this requirement.

4. Clean up notations for the combined building line and utility easement.
5. PSO easements are shown between Lots 4 & 5, Block 1; Lots 8 & 9, 4, 5, & 6, Block
2; Lots 7 & 8, Block 3; Lots 2 & 3, Block 4; along the south side of Lots 8 & 9, Block 1.
Extra utility easements have been added.
6. Show or note bench mark.
8. Change Lot 5, Block 4 to show the south 17.5' as a part of Reserve Area "A ". Access
to Reserve "A" for lift station.
9. Review a concern from Tulsa County Engineer and others about not connecting the
proposed addition with East 94th Place North (Pleasant View Estates) to the east.
10. Staff will review preliminary Deed of Dedication and Restrictive Covenants when
wording is received from ONG.

5. NEW BUSINESS - None.
6. DISCUSSION OF DEVELOPMENT IN AND NEAR OWASSO - Staff discussed the
proposed Food Lion store and several proposed residential plats. The status of the golf course
was also discussed.
7. ADJOURNMENT - Charles Willey moved, Pat Imbriano seconded, to adjourn the
meeting. A vote on the motion was recorded as follows:

SUBJECT: Double Oaks - Preliminary Plat Review
DATE: February 13, 1992
BACKGROUND
The preliminary plat review is for a 97.5 acre tract located at the Northwest corner of 76th
Street North and 129th East Avenue and is abutted on the North and West by Elm Creek
Estates. The proposed plat has 284 lots.
The Technical Advisory Committee held a review on the preliminary plat on February 12, 1992,
and the following are corrections and /or additions to be made.
COVENANTS
1. Section I.B - Subdivision Regulations require utilities to be under ground unless a
hardship is proven and agreed to by the TAC.
2. Section II.B.2 - Add "rear yard setback shall not be less that 20 feet.
3. Section II.B.3.b - Delete the word 'carport".
4. Section II.B.7 - Add "must comply with the Code of the City of Owasso.
5. Section II.B.8. - Add "or exceed the Code of the City of Owasso.
6. Section II.B.10 - Change "...except that billboards advertising..." to "...except that signs
advertising... ".
7. Section II.B.13 - Add fencing shall also comply with the Code of the City of Owasso.
8. Section II.B.14 - Change "... stored within a front yard..." to "...stored within a front
and /or side yard... ".

9. Section 1I.B.16 - Add at the end of the section "however, to the extent temporary uses
. are prohibited by the Code of the City of Owasso ".
10. After the last signature statement add wording for acceptance by the City of Owasso and
places for signatures and city seal.
PLAT
1. Radius for cul -de -sacs should be shown.
2. Right -of -way width for all streets.
3. Two cul -de -sacs do not have names.
4. Have block numbers stand out more.
5. Metes and Bounds legal description will be required for the final plat.
6. Any other easements that have been granted by separate instrument are required to be
shown on the plat by book and page number.
7. Lot 32, Block 4 and Lot 37, Block 1 - are they buildable based on building setbacks and
easements.
8. Minimum frontage for all lots on a public right -of -way is 30 feet.
9. Curve data will be required for the final plat.
CONSTRUCTION PLANS
1. The Fire Chief has given the applicant the location of all fire hydrants.
2. All storm water will be piped underground.
3. The construction plans will be presented to the city with the development phases of the
plat.
4. The final plat first phase will be Lots 67 through 88, Block 5 and an area South of the
utility easement between 79th Place North and 79th Street North.

RECOMMENDATION
The general design layout of the preliminary plat is acceptable in its present form. The streets
are located to provide a good traffic flow pattern. The sizes of lots vary from 8,400 square feet
to 14,300 square feet which are well above the 6,900 square feet minimum lot size for a RS -3
zoned area. The different utility companies have given the applicant their requirements for the
use of their existing easements. The staff recommends approval of the preliminary plat with the
condition that all of the above items listed are corrected prior to the filing of the final plats.

SUBJECT: Windsor Lake - Final Plat
DATE: February 13, 1992
BACKGROUND
The final plat of Windsor Lake Addition is located approximately 660 feet East of the Southeast
corner of 96th Street North and 129th East Avenue. The proposed plat area is zoned RS -2
(Residential Single - Family Medium Density) which has a requirement of 75' of frontage and
9,000 square feet of lot area. The proposed plat has lot areas of 13,000 square feet and greater
and the average frontage is 105 feet.
The Technical Advisory Committee met on February 12, 1992, to review the final plat and the
following are corrections and /or additions to be made to the plat.
COVENANTS
1. Metes and bounds legal description is needed.
2. Change all references to the Owasso Planning Commission to the City of Owasso.
3. Section 5: Next to last paragraph of Section 5 needs to be rewritten to reflect that all
lots are to be subjected to a lien. Proper wording should be co- ordinated with Ron
Cates, City Attorney.
4. Section 6 - Add statement of complying with the Code of the City of Owasso.
5. Section 7 - Need lot numbers that have been left blank and add statement of complying
with the Code of the City of Owasso.
6. Section 8 - Per City Code only two (2) dogs are permitted. Should reflect current animal
control ordinance.

7. Section 10 - Parking or storage of vehicles should be in the rear yard. Code does not
permit parking or storage in the side yard.
8. Section 14 - Back yard should be 25 feet instead of 20 feet.
9. Section 15 - Should give consideration to prohibiting fences in overland drainage areas.
10. Section 16 - Subdivision Regulations require underground utilities. Must prove hardship
for above ground utilities to TAC for their consideration and waiver. PSO wants to add
the North direction to this statement for the purpose of line service to the addition.
11. Section 20 - Needs to be made clearer as to what "noxious or offensive trade or activity"
are.
12. Section 22 - In the last sentence delete "the Developer or the Association ".
13. Section 25 - The last sentence should be standard verbiage for change of restrictions with
a percentage (75%-90%) approval of owners. Should have an ending date with automatic
renewal for x number of years.
14. Pages 12 and 13 are out of place and should be moved to their proper location.
NOTE: That items 13 and 14 will be discussed with the City Attorney by the applicant and their
agreement will be placed on the plat before it is presented to the City Council.

1. Combined U/E and D/E between Lots 9 and 10, Block 4 - Will there be a conflict with
other utilities?
2. Is the dashed line along the North end of the lake a 15 foot U /E?
3. Lot 5, Block 2 - Choice of either a) the South 17.5' becoming a part of the Park Area
OR b) Verbiage in covenants stating the South 17.5' is an Access Easement to the Park
Area and the lot owner will keep this area open to Association members, the City and
utility companies.

CONSTRUCTION PLANS
A preliminary plan (enclosed), less water lines, had been reviewed by staff and changes to the
plan had been given to the applicant. The plans are now being finalized since the negotiations
with Rogers County RWD N3, by the applicant, for water service by the City has been
approved. The Fire Chief has given the applicant the locations for four (4) fire hydrants.
RECOMMENDATION
The requested final plat meets the minimum requirements of the Subdivision Regulations; the
different utility companies do not have any objections to the final; and, the staff feels that the
intent has been shown. Therefor, the staff recommends approval of the final plat with the
following conditions: a) that the above listed items be resolved before the plat is presented to
the City Council and b) that the construction plans be approved by the staff and application is
made to the Oklahoma State Department of Health prior to any Council action.

SUBJECT: Final Plat Review - Food Lion / Owasso Addition

BACKGROUND
The final plat review is for a commercial addition with one large lot (± 3.8 acres). There is
not a reason to require a preliminary plat for such a simple division of land. The applicant has
provided all the needed engineering and design information.
The Technical Advisory Committee held a review meeting on the final plat of Food Lion and
the following are corrections to be made to the plat.
COVENANTS
1. PSO has requested a sentence to be added to Section 1.3.1 concerning the location of
structures in the easements.
2. Add the standard endorsement statement for the city's approval and signatures.
PLAT
1. Vicinity Map should be corrected to show the proper section with the appropriate
additions in the area.
2. Remove - "Final Plat Lot 1, Block 1" from title.
3. Add notation of unplatted areas on the North and West sides of the proposed plat.
4. Remove the South 15' water easement of the North three (3) easements since there is a
17.5' utility easement and a 15' easement.

5. Remove the border and title block from the plat.
CONSTRUCTION PLANS
The construction plans have been approved by staff and the applicant has been given written
notice to proceed with application to Oklahoma State Department of Health for review of the
water and sewer line extensions.
RECOMMENDATION
The above mentioned items are very minor in nature and do not present a complicated correction
process. The staff recommends approval of the final plat with the condition that all corrections
be made prior to the plat being forwarded to the City Council. The utility companies will
receive a company of the corrected plat to ensure that their conditions have been properly
addressed.
FOR YOUR INFORMATION:
The information that has been given to the City for the platting process has been above the
normal design. All corrections and modifications that had been requested have been complied
with. The applicant and their staff have been excellent to work with.
The applicant has looped the 8" water line from 86th Street North to 129th East Avenue and will
extend a 8" sewer line into the entire tract. This will cause a quicker development of this
corner.

SUBJECT: Site Plan Review - Food Lion / Owasso Addition
DATE: February 13, 1992
The subject tract is located West of the Northwest corner of 86th Street North and 129th East
Avenue (see attached map). The tract is presently zoned CS (Commercial Shopping Center) and
is vacant. The tract is abutted on the North by RS -3 zoning (vacant), on the East by CS zoning
(vacant), on the South by RS -3 and CG zoning (shopping center and a church), and on the West
by OL zoning (vacant). There is city water and sewer in the immediate vicinity.
The applicant is requesting a Site Plan Review for a proposal to develop a 37,560 sq. ft. grocery
store on the subject tract.
The Technical Advisory Committee met on February 12, 1992, to review the proposed plan.
The Committee did not have any corrections nor additions for the plan and recommended
approval of the request.
RECOMMENDATION
The proposed site plan meets or exceeds the requirements of the City, therefore, I recommend
approval of the requested site plan.
