The agenda for the meeting was posted in the Owasso City Hall, 207 S Cedar, on
February 13, 1992.
1. CALL TO ORDER AND ROLL CALL - Chairperson Ray Haynes called the meeting
to order at 7:00 p.m. and declared a quorum present.
2. CONSIDER APPROVAL OF THE MINUTES OF JANUARY 16, 1991 - The
Commission reviewed the minutes of January 16, 1991. Charles Willey moved, seconded by
Dewey Brown, to approve the minutes as written. A vote on the motion was recorded as
follows:

3. PRELIMINARY PLAT - DOUBLE OAKS (29- 21 -14) - A REQUEST FOR A REVIEW
OF THE PRELIMINARY PLAT FOR DOUBLE OAKS ADDITION, LOCATED AT THE
NORTHWEST CORNER OF 76TH STREET NORTH AND 129TH EAST AVENUE - The
Chair introduced the case and the staff review was given by Mike Augustine. The subject tract
is located at the northwest corner of 76th Street North and 129th East Avenue and is presently
vacant. It is abutted on the north and west by Elm Creek Estates. Plans are to develop the tract
with 284 lots for single family use. Staff recommends approval of the preliminary plat with the
condition that all of the following listed items are corrected prior to the filing of the final plat:

COVENANTS
1. Section I.B - Subdivision Regulations require utilities to be underground unless a
hardship is proven and agreed to by the TAC.
2. Section II.B.2 - Add "rear yard setback shall not be less than 20 feet ".
3. Section II.B.3.b. - Delete the word "carport ".
4. Section II.B.& - Add "must comply with the Code of the City of Owasso ".
5. Section II.B.8 - Add "or exceed the Code of the City of Owasso ".
6. Section II.B.10 - Change "...except that billboards advertising..." to "...except that signs
advertising".
7. Section II.B.13 - Add "fencing shall also comply with the Code of the City of Owasso ".
8. Section II.B.14 - Change "...stored within a front yard..." to "stored within a front
and /or side yard... ".
9. Section II. B. 16 - Add at the end of the section "however, to the extent temporary uses
are prohibited by the Code of the City of Owasso ".
10. After the last signature statement add wording for acceptance by the City of Owasso and
places for signatures and city seal.
PLAT
1. Radius for cul -de -sacs should be shown.
2. Right -of -way width for all streets.
3. Two cul -de -sacs do not have names.
4. Have block numbers stand out more.
5. Metes and bounds legal description will be required for the final plat.
6. Any other easements that have been granted by separate instrument are required to be
shown on the plat by book and page number.

7. Are Lot 32, Block 4 and Lot 37, Block 1 buildable, based on building setbacks and
easements.
8. Minimum frontage for all lots on a public right -of -way is 30 feet.
9. Curve data will be required for the final plat.
CONSTRUCTION PLANS
1. The Fire Chief has given the applicant the location of all fire hydrants
2. All storm water will be piped underground.
3. The construction plans will be presented to the city with the development phases of the
plat.
4. The final plat first phase will be Lots 67 through 88, Block 5 and an area south of the
utility easement between 79th Place North and 79th Street North.
Bill Lewis, the engineer on the project, was present to answer questions. He explained that the
preliminary plat is an overall concept and that the final plat will come in phases. A question
about drainage from Copper Meadows was raised.
Following discussion, Charles Willey moved, seconded by Gary Wells, to approve the
preliminary plat, subject to the above stated conditions. A vote on the motion was recorded as

4. FINAL PLAT - WINDSOR LAKE ADDITION (21- 21 -14) - A REQUEST FOR A
REVIEW OF THE FINAL PLAT FOR WINDSOR LAKE ADDITION, LOCATED
APPROXIMATELY 1/8 MILE EAST OF THE SOUTHEAST CORNER OF 96TH STREET
NORTH AND 129TH EAST AVENUE - The Chair introduced the case and the staff review was
given by Mike Augustine. The subject tract is located approximately 660 feet east of the
southeast corner of 96th Street North and 129th East Avenue. The proposed plat is zoned RS -2,

which has a requirement of 75' of frontage and 9000 square feet of lot area. The proposed plat
has lot areas of 13,000 square feet and larger, and the average frontage is 105 feet. Staff
recommends approval of the final plat subject to the following items being resolved before the
plat is presented to the City Council and subject to the construction plants being approved by
the staff and application being made to the Oklahoma State Department of Health prior to any
Council action.
COVENANTS
1. Section 22 - In the last sentence delete "the Developer or the Association ".
2. Section 25 - The last sentence should be standard verbiage for change of restrictions with
a percentage (75%-90%) approval of owners and should have an ending date with
automatic renewal for x number of years.
These two items are being discussed with the City Attorney.
PLAT
1. Add property pin notation to legend.
CONSTRUCTION PLANS
A preliminary plan, less water lines, was reviewed by staff and changes to the plan given to the
applicant. The plans are now being finalized since the negotiations with Rogers County RWD
#3, by the applicant, for water service by the City have been approved. The Fire Chief has
given the applicant the locations for four fire hydrants.
All other items listed in the memo dated February 13, 1992 have been taken care of, but those
changes are not yet shown on the final plat. The Commission questioned the plat being in a
final form and suggested that in the future, final plats be cleaned up and in a final form before
they are brought before this body.
The engineer on the project, Dennis Hodo, and the developers, David Charney and Noble
Sokolosky, were present and answered questions. Following a lengthy discussion, Ray Haynes
moved to approve the final plat, subject to the conditions that have been placed on it and also
subject to the condition that sufficient time be given for staff review before the plat is taken to
the City Council. Motion was seconded by Charles Willey. A vote on the motion was recorded
as follows:

5. FINAL PLAT - FOOD LION /OWASSO ADDITION (20- 21 -14) - A REQUEST FOR
A REVIEW OF THE FINAL PLAT FOR FOOD LION /OWASSO ADDITION, LOCATED
APPROXIMATELY 1/8 MILE WEST OF THE NORTHWEST CORNER OF 86TH STREET
NORTH AND 129TH EAST AVENUE - The Chair introduced the case and the staff review was
given by Mike Augustine. The subject tract is located west of the northwest corner of 86th
Street North and 129th East Avenue. The review is for a commercial addition with one large
lot. Staff recommends approval of the final plat, subject to the following conditions:
COVENANTS
1. PSO has requested a sentence be added to Section 1.3.1 concerning the location of
structures in the easements.
2. Add the standard endorsement statement for the city's approval and signatures.
PLAT
1. Vicinity Map should be corrected to show the proper section with the appropriate
additions in the area.
2. Remove "Final Plat Lot 1, Block 1" from title.
3. Add notation of unplatted areas on the north and west sides of the proposed plat.
4. Remove the south 15' water easement of the north three easements since there is a 17.5'
utility easement and a 15' easement.
5. Remove the border and title block from the plat.
Staff feels the above mentioned items are minor in nature and do not present a complicated
correction process.

moved to approve the final plat subject to staff recommendations. Motion was seconded by Pat

6. SITE PLAN REVIEW - FOOD LION /OWASSO ADDITION (20- 21 -14) - A REQUEST
FOR A REVIEW OF THE SITE PLAN FOR FOOD LION /OWASSO ADDITION, LOCATED
APPROXIMATELY 1/8 MILE WEST OF THE NORTHWEST CORNER OF 86TH STREET
NORTH AND 129TH EAST AVENUE - The Chair introduced the case and the staff review was
given by Mike Augustine. The subject tract is located west of the northwest corner of 86th
Street North and 129th East Avenue. It is presently zoned CS and there is city water and sewer
in the immediate vicinity. The applicant is requesting a site plan review for a proposal to
develop a 37,560 sq. ft. grocery store on the tract. Staff recommends approval of the requested
site plan.
Following discussion, Dewey Brown moved to approve the site plan. Motion was seconded by
Pat Imbriano. A vote on the motion was recorded as follows:

MEMORANDUM
TO: OWASSO PLANNING COMMISSION

SUBJECT: SITE PLAN REVIEW - ST. HENRY'S CATHOLIC CHURCH
DATE: March 11, 1992
BACKGROUND
The subject tract is located on the southwest corner of Forest Drive and U.S. Highway 169
Service Road (see attached map). The tract is presently zoned RS -3 (Residential Single - Family
High Density) and has an existing church. The tract is abutted on the west and south by
residences zoned RS -3 and on the north and east by U.S. Highway 169 and service roads.
The applicant is requesting a Site Plan Review for an addition to an existing church.
The Board of Adjustment held a public hearing on February 26, 1992 to review a request by the
applicant for a Special Exception to expand an existing church. The Board approved the request
with the conditions of 1) that all lighting be screened and /or directed down and away from any
residential land use and 2) that all storm water from the project be contained according to the
requirements of the city.
The Technical Advisory Committee reviewed this request on March 11, 1992 and determined
that the only condition to be placed on the approval of the plan was the correction to the
drainage calculations and grading plan. This is to reflect the differences between the two items.
RECOMMENDATION
The staff recommends approval of the site plan with the condition that the correction to the
drainage calculations and grading plan be received and approved by the City Engineer prior to
the release of any building permit.
MEMORANDUM
TO: OWASSO PLANNING COMMISSION

SUBJECT: STAFF CASE REPORT - OZ -86 (2114)
DATE: March 11, 1992
BACKGROUND:
The subject tract is located at the northwest corner of 86th Street North and 145th East Avenue,
approximately 80 acres in size, vacant, and currently zoned AG (Agriculture) District. It is
abutted on the north by vacant land zoned AG, on the west by Owasso School District and
vacant land zoned AG and RS -2, on the south by vacant and farm land zoned AG, and on the
east by Rogers County, one residence and Owasso School District zoned AG.
The applicant is requesting to rezone approximately 80 acres from AG to approximately 65 acres
of RS -2 (Residential Single - Family Medium Density), approximately 10 acres of RM -1
(Residential Multi- Family Low Density) and approximately 5 acres of CS (Commercial Shopping
Center).
The Comprehensive Land Use Plan has designated 86th Street North as a primary arterial and
145th East Avenue as a secondary arterial. The intersection of these arterials have been
classified as a Type Two Activity Center. This means a total of 40 acres have been allocated
to the intersection, 10 acres distributed to each intersection corner for medium intensity zoning
classifications that may include RM -1, OM and CS. This type of arrangement should be for
neighborhood shopping facilities and convenience stores.
The Land Use Plan Map proposes that the intersection corners have a medium intensity with
approximately 7.5 acres of multi - family residential and approximately 2.5 acres of commercial -
office use. The applicant's request of 10 acres of multi - family (RM -1) and 5 acres of
commercial (CS) exceeds the proposed land use plan of a 10 acre mixture. Also, the remainder
of the requested area (RS -2) is in compliance with the plan.
The configuration of the CS request is proposed to have 660 feet of frontage on 86th Street
North and 330 feet of frontage on 145th East Avenue. The right -of -way requirements platting
process will reduce the requested 5 acres to 3.78 acres of usable land for development. The
requested RM -1 area will buffer the single family area from the commercial area, which will
give the RMA area 330 feet of frontage on both 86th Street North and 145th East Avenue. The
right -of -way requirements platting process will reduce the requested 10 acres to 9 acres of usable
land for development.
RECOMMENDATION
Since the southeast corner of 86th Street North and 145 East Avenue is occupied by an
elementary school, this alters the general characteristics of a typical Type Two Activity Center
along with the probability that 145th East Avenue south of 86th Street would not be opened to
the south due to the numerous creek crossings and flood plain problems. Using these factors,
it could be possible to increase the amount of multi - family and commercial on the three (3)
remaining corners somewhat in order to keep some of the intended 40 acre mixture as outlined
in the Comprehensive Land Use Plan for the entire intersection.
The staff feels that five (5) acres of CS (660' x 330'), with a developable area of 3.78 acres,
may have a rather large impact on the area. The staff could support a 3.5 acre tract, 460' of
frontage on 86th Street and 330' of frontage on 145th East Avenue, with a developable area of
2.5 acres (less right -of -way needs). The 2.5 acres would support 55,000 square feet of
commercial floor instead of the proposed 82,000 square feet (3.78 acres of developable area)
and would be consistent with the intent of the Comprehensive Plan.
The ten (10) acres of requested RM -1 zoning would permit approximately 100 apartments or
approximately 10 apartments per acre. This is a slight increase over what the Comprehensive
Land Use Plan recommends. The staff supports the requested 10 acres due to the lack of multi-
family zoned property and the continuing need for more apartments in the area of Owasso.
Finally, as identified above, the total acreage planned for multi - family zoning at this intersection
will be reduced because of other uses being constructed prior to this request.
Therefore, the staff recommends approval for 3.5 acres of CS zoning, 10 acres of RM -1 zoning
and the remainder of the 80 acre request be RS -2.
