The agenda for the meeting was posted in the Owasso City Hall, 207 S Cedar, on March
13, 1992.
1. CALL TO ORDER AND ROLL CALL - Chairperson Ray Haynes called the meeting
to order at 7:00 p.m. and declared a quorum present.
2. CONSIDER APPROVAL OF THE MINUTES OF FEBRUARY 20, 1991 - The
Commission reviewed the minutes of February 20, 1991. Charles Willey moved, seconded by
Dewey Brown, to approve the minutes as written. A vote on the motion was recorded as
follows:

The motion carried 4 -0.
3. SITE PLAN REVIEW - ST. HENRY'S CATHOLIC CHURCH (3014) - A REQUEST
FOR A REVIEW OF THE SITE PLAN FOR ST. HENRY'S, LOCATED ON LOTS 1 THRU
6, BLOCK 1, PARKVIEW ADDITION, AN ADDITION TO THE CITY OF OWASSO,
TULSA COUNTY, OKLAHOMA. - The Chair introduced the case and the staff review was
given by Mike Augustine. The subject tract is located on the southwest corner of Forrest Drive
and U.S. Highway 169 Service Road. The tract is presently zone RS -3 and has an existing
church. The applicant is requesting a site plan review for an addition to an existing church.
Staff recommends approval of the requested site plan.
Following discussion, Dewey Brown moved to approve the site plan. Motion was seconded by
Charles Willey. A vote on the motion was recorded as follows:

4. OZ -86 - FRED GEORGE (2114) - A REQUEST TO REZONE A TRACT OF LAND
80 ACRES IN SIZE FROM AG TO RS -2, RM -1, AND CS, GENERALLY LOCATED AT
THE NORTHWEST CORNER OF 86TH STREET NORTH AND 145TH EAST AVENUE,
OWASSO, TULSA COUNTY, OKLAHOMA - The Chair introduced the case and the staff
review was given by Mike Augustine. The subject tract is located at the northwest corner of
86th Street North and 145th East Avenue, approximately 80 acres in size, vacant, and currently
zoned AG. The applicant is requesting to rezone approximately 80 acres from AG to
approximately 65 acres of RS -2, approximately 10 acres of RM -1 and approximately 5 acres of
CS. Staff recommends 3.5 acres of CS, 10 acres of RM -1 and the remainder of the 80 acres
request be RS -2.
Following discussion and questions from interested citizens, Dewey Brown moved to continue
this item to the next regularly scheduled meeting. Motion was seconded by Charles Willey and
a vote on the motion was recorded as follows:

Ray Haynes - No
The motion ended in a 2 -2 tie.
Ray Haynes made a motion to approve the zoning request per staff recommendation, seconded
by Gary Wells. A vote on the motion was recorded as follows:

The motion carried 3 -1.

BACKGROUND
The applicant is requesting to split Lot 6, Block 3, Lakeridge First Addition, (presently Lot 6
is vacant and the abutting lots have residences) in half and add these halves to Lot 5 and Lot 7
(see attached maps). This combination of adding a half lot to a whole lot would create two lots
approximately 101' by 133' which would exceed the minimum lot size of an RS -3 zoned area.
The Technical Advisory Committee (TAC) reviewed this application at their April 8 meeting.
They noted that the utility easement located on the east side of Lot 6 could not be built on and
that if a natural gas riser is located on the tract and the owner wants it removed it would be at
the owner's expense. The TAC felt that the request would not create a problem for the
neighborhood.
RECOMMENDATION
The staff believes that the splitting of Lot 6 and adding the halves to the abutting lots, which
creates larger lots, would not create an adverse effect for the residential area. The staff
recommends approval of the requested lot split.

MEMORANDUM

SUBJECT: OLS -77 - JOHN DAVIS
DATE: April 9, 1992
BACKGROUND
The applicant is requesting to split approximately 30 square feet from Lot 10, Block 1, Windsor
Lake and add it to Lot 8 for the purpose of providing recreation vehicle access to Lot 8 from
East 94th Street North (see attached map). This would allow the access to be from the existing
pavement of 94th Street.
During the platting process for Windsor Lake it was brought to the attention of the Planning
Commission that the developers of Windsor and the property owners of Pleasant View did not
want to have access between the two additions.
The Technical Advisory Committee (TAC) met on April 8 to review this request. The PSO
representative pointed out that the Southeast corner of Lot 8 could possibly be the location of
a transformer and that if the split is approved additional utility easements could be required from
the owner of Lot 10. The ONG representative said that the gas meter riser is generally located
in this area and it could present a problem for them and the owner.
RECOMMENDATION
The requested lot split is small in size but presents larger potential problems for the utility
companies. Windsor Lake lots were designed to have access from the additions interior streets.
Also, the Commission's and Council's approval of the final plat of Windsor Lake of not
requiring East 94th Place to be extended to tie the two additions together. The items outlined
by the TAC and the intended design factors of Windsor Lake, the staff can not support the
requested lot split.

BACKGROUND
The subject tract is located at 8514 North 128th East Avenue (see attached map). The tract is
presently zoned CG (Commercial General) and is vacant. The tract is abutted on all sides by
CG zoning and abutted by a commercial building on the North.
The applicant is requesting a Site Plan Review for a veterinary hospital.
The Technical Advisory Committee reviewed the requested site plan at their April 8 meeting.
The TAC did not place any conditions for approval.
RECOMMENDATION
The site plan meets the requirements of the city and utility companies and the staff recommends
approval with a condition of a sidewalk being placed in the appropriate location.

BACKGROUND
The subject tract is located at 8434 North 123rd East Avenue (see attached map). The tract is
presently zoned OM (Office Medium Intensity) and vacant. The tract is abutted on the North
by CG zoning with a commercial structure, on the West by OM zoning and a 100' drainage
easement, on the South by OM zoning and vacant land and on the East by RM -1 zoning and
Sequoyah Pointe Living Center.
Dr. Cox's structure will be 2400 square feet in size and house his chiropractic clinic and two
smaller offices.
Per Section 660.2 of the Owasso Zoning Code staff can review and approve site plans if the tract
is less than 18,000 square feet or structure amendment is less than 2,000 square feet. The staff
approved this site plan after review of compliance with the codes of the city.

SUBJECT: DOUBLE OAKS II - FINAL PLAT

BACKGROUND
The preliminary plat of Double Oaks was reviewed by the TAC at the February 12, 1992
meeting and approved by the Planning Commission at the February 20, 1992 meeting.
The water and sanitary sewer plans have been reviewed by and approved by staff. Application
has been made to the Oklahoma State Department of Health for review of the water and sewer
plans.
The Technical Advisory Committee (TAC) reviewed the above mentioned final plat at their April
8 meeting and the following items needed to be added to the plat:
1. 5 foot utility easement on the east side of Lot 22.
2. 5 foot utility easement on the west side of Lot 12.
3. 5 foot utility easement on the east side of Lot 11.
4. Point of Beginning for legal description.
5. Change the bearings of the drawing to match the legal description of the covenants.
RECOMMENDATION
The above listed corrections have been made to the plat and the covenants have been reviewed
and approved by the City Attorney. The staff recommends approval of the final plat of Double
Oaks H.
