The agenda for the meeting was posted in the Owasso City Hall, 207 S Cedar, on April

1. CALL TO ORDER AND ROLL CALL - Chairperson Ray Haynes called the meeting
to order at 7:00 p.m. and declared a quorum present.
2. CONSIDER APPROVAL OF THE MINUTES OF March 19, 1991 - The Commission
reviewed the minutes of March 19, 1991. On the second portion of item 4, Dewey Brown voted
NO. Charles Willey moved, seconded by Gary Wells, to approve the minutes as corrected. A
vote on the motion was recorded as follows:

3. OLS -76 - ELAINE MALANGA (2014) - A REQUEST FOR A LOT SPLIT ON LOT
6, BLOCK 3, LAKERIDGE FIRST ADDITION, AN ADDITION TO THE CITY OF
OWASSO, TULSA COUNTY, OKLAHOMA, GENERALLY LOCATED AT 12411 E 90TH
ST N - The Chair introduced the case and the staff review was given by Mike Augustine. The
applicant is requesting a split on Lot 6, Block 3, Lakeridge First Addition. The tract is
currently vacant, with homes on the lots on each side. The lot would be split in half and
one /half added to the lots abutting on each side (Lots 5 & 7). Technical Advisory Committee
has reviewed the application and noted that the utility easement located on the east side of Lot
6 could not be built on. Also, that if a natural gas riser is located on the tract and the owner
wants it removed, it will be at the owner's expense. Staff recommends approval of the lot split.
Following discussion, Charles Willey moved, seconded by Gary Wells, to approve the lot split.

4. OLS -77 - JOHN DAVIS (2114) A REQUEST FOR A LOT SPLIT ON LOT 10, BLOCK
1, WINDSOR LAKE ADDITION, AN ADDITION TO THE CITY OF OWASSO, TULSA
COUNTY, OKLAHOMA, GENERALLY LOCATED AT 9321 N 133RD E AVE. - The Chair
introduced the case and the staff review was given by Mike Augustine. The applicant wants to
split approximately 30 square feet from Lot 10, Block 1, Windsor Lake and add it it to Lot 8
for the purpose of providing recreation vehicle access to Lot 8 from E 94th St N. Technical
Advisory Committee reviewed the request and has a problem because of utility easements and
gas risers. It was discussed that during the platting process for Windsor Lake, it was brought
to the attention of the Planning Commission that the developers of Windsor Lake and the
property owners of Pleasant View did not want to have access between the two additions.
Approval of the final plat does not require E 94th Place to be extended to tie the two additions
together. Staff does not support the requested lot split.

was recorded as follows:

5. SITE PLAN REVIEW - DR. REBELE (2914) - A REQUEST FOR A REVIEW OF A
SITE PLAN FOR A VETERINARY HOSPITAL ON LOTS 6 & 7, BLOCK 1, ELM CREEK
COMMERCIAL CORNER AMENDED, AN ADDITION TO THE CITY OF OWASSO,
TULSA COUNTY, OKLAHOMA, LOCATED AT 8514 N 128TH E AVE. - The Chair
introduced the case and the staff review was given by Mike Augustine. The subject tract is
currently zoned Commercial General and is vacant. The tract is abutted on all sides by CG
zoning and is abutted by a commercial building on the north. The applicant is requesting a Site
Plan Review for a veterinary hospital. TAC has reviewed the site plan and does not have any
conditions for approval. Staff recommends approval, with the condition of a sidewalk being
placed in the appropriate location.

1. That the handicapped parking be noted as being 12' x 20'.
2. That provisions for toxic waste be noted.
3. That a sidewalk location be shown.

5. The location for a dumpster be shown.

6. SITE PLAN INFORMATION - DR. COX (2914) - INFORMATION ON A STAFF
APPROVED SITE PLAN FOR AN OFFICE BUILDING ON LOT 1, BLOCK 1, ELM CREEK
CONDOMINIUMS AMENDED, GENERALLY LOCATED AT 8434 N 123RD E AVE,
OWASSO, OKLAHOMA - This was an information item only and did not require formal action.
The subject tract is zoned Office Medium Intensity and is presently vacant. Dr. Cox is
proposing a 2400 square foot building to house his chiropractic clinic and two smaller offices.
The Owasso Zoning Code allows staff review and approval of site plans if the tract is less than
18,00 square feet. Staff has approved this site plan after review of compliance with the city
codes.
7. FINAL PLAT - DOUBLE OAKS R (2914) - A REQUEST FOR A REVIEW OF THE
FINAL PLAT FOR DOUBLE OAKS II, AN ADDITION TO THE CITY OF OWASSO,
TULSA COUNTY, OKLAHOMA, GENERALLY LOCATED AT THE SOUTHEAST
CORNER OF 122ND E AVE AND 80TH PL N. - The Chair introduced the case and the staff
review was given by Mike Augustine. Technical Advisory Committee has review the final plat
and noted five corrections. Those corrections have been made to the plat and the covenants have
been reviewed and approved by the City Attorney. Staff recommends approval of the final plat
of Double Oaks II.
Bill Lewis, engineer for the developer, was present. Following discussion, Charles Willey
moved to approve the final plat. Motion was seconded by Gary Wells. A vote on the motion
was recorded as follows:

SUBJECT: SITE PLAN REVIEW - EDDIE'S TRANSMISSIONS
DATE: May 13, 1992
BACKGROUND
The subject tract is located at 206 North Main, currently zoned Commercial Shopping Center
(CS) District (see case map), 70' x 150' in size, and contains a residence. The tract is abutted
on the North by single- family residence zoned CS, on the West by apartments zoned RM -2, on
the South by apartments zoned CS and on the East by First Methodist Church zoned CS.
The Owasso Zoning Code does not permit automotive activities by right in areas zoned
Commercial Shopping (CS) because of potential adverse effects, however, it does allow the
Board of Adjustment to consider a specific use by Special Exception if the use is controlled as
to its relationship to the neighborhood.
The transmission repair shop would be a low generator of traffic for the area and the addition
of a new garage (approximately 2,000 sq. ft.) would not have a negative impact on the
commercially zoned area. The adjacent residential uses deserved some protection from excessive
noise or lighting (especially beyond typical commercial business hours), unsightly storage of
materials, parking, and signage. If these matters are properly addressed, it should be possible
to locate a transmission shop on the subject tract.
With proper controls, it appeared that the requested automotive use could be located on this
tract. The staff recommended approval of the requested Special Exception subject to the
following conditions.
1. That all vehicles be parked behind a screening fence or in the garage.
2. That all lighting be screened and/or directed down and away from any residential land
use.
3. That working hours be restricted to 7:00 a.m, to 7:00 p.m. six days a week with no
work to occur on Sundays.

4. That all work shall occur within an enclosed structure and that excessive noise be
restricted.
5. That all materials be stored within the garage.
6. That the existing screening fence be kept in good repair and to place additional screening
fence, if needed, to separate the tract from the abutting residential uses.
7. That signage be limited to one (1) 8 square foot yard sign placed behind the sidewalk.
If lighted, it shall be by constant light to minimize the impact to the front yards of the
residential dwellings North and South of the tract.
The Board of Adjustment approved the requested Special Exception of Section 610 of the
Owasso Zoning Code to be allowed to establish a Use Unit #17 - Automotive and Allied
Activities (transmission repair) with the conditions outlined by staff at their February 26, 1992
meeting.
RECOMMENDATION
The site plan meets the requirements of the city and the utility companies and the staff
recommends approval of the requested site plan.

SUBJECT: SITE PLAN INFORMATION - RUEL MCDANIEL

BACKGROUND
The subject tract is located at 8510 North 128th East Avenue (see attached map). The tract is
presently zoned CG (General Commercial) and abutted on all sides by CG zoning. At the April
16 Planning Commission meeting a site plan was approved for a veterinary hospital on the tract
abutting the subject parcel on the North.
Ruel McDaniel's structure will be 1,500 square feet in size and contain a beauty shop
The site plan submitted was part of the building permit application. Staff's review of the plan
indicated only one change and that was the relocation and extension of the 4' wide sidewalk.
With the noted change the building permit was issued and the site plan approved by staff.
Per Section 660.2 of the Owasso Zoning Code staff can review and approve site plans if the tract
is less than 18,000 square feet or structure is less than 2,000 square feet.

"INPUT HEARING"
DATE: May 14, 1992
BACKGROUND
The Commission has expressed opinions concerning referral cases where recommendations
have been made to TMAPC based on public hearings and the recommendations were not
followed or considered by TMAPC. The Commission has expressed that the non - consideration
of TMAPC has created undue pressure from the citizens. Statements have been made by the
Commission of the desire to investigate other methods of reviewing referrals. Staff has taken
these concerns to TMAPC and have worked with TMAPC's staff to modify the referral process.
The zoning referral process has been modified to be a "input hearing" only. This means:
1. TMAPC's public notice will state the item is before the referral Planning Commission
for an "input hearing" and that no vote and no recommendation will be made by the
local commission. It will also state that the concerns and issues raised at the "input
hearing' will be compiled and sent to TMAPC.
2. The local communities would put on their agenda that the item before the local
commission is an "input hearing" which signifies that no vote or recommendations will
result. Local staff would emphasize at the local meeting the nature of the referral
process and that final recommendations are, by law, the responsibility of TMAPC.
Local citizens should be advised and encouraged to present their comments and written
opinions to the TMAPC.
3. The compiled local comments and concerns would be read at the TMAPC meeting and
thereby be entered into the minutes of the meeting. The local planner could read
comments if in attendance and respond more completely to any questions about the local
meeting.

The staff believes that the above outlined process is a vast improvement over the previous
TMAPC referral process. This means that the comments and concerns of the local community
will receive a fairer consideration. The new "input hearing" process should help alleviate the
public feeling between the Commission and citizens about the county zoning referral.

on the S/2 of Lot 2 and Lot 3, but omitted Lots 4 and 5 from
the request because the applicant did not own the property.
CZ -190 July 1991: Request to zone the subject tract from
IL and RE to IM and IL. Staff recommended denial until a
PUD could be filed. TMAPC recommended' denial of IM, but
approval of IL on the RE portion of the tract. The Board of
County Commissioners concurred, but withheld the Resolution
until a PUD had been filed.
CZ -161 January 1988 All concurred to approve a request to
rezone a 2 acre tract located at-the northeast corner of
Highway 169 and 69th Street North from RE to IL.
CZ -50 May 1982: Request to rezone 40 acres located at the
northeast corner of East 66th Street North and Highway 169
from AG to IL. Staff and TMAPC concurred in approval to
recommend the subject tract be rezoned IL, less and escept
any protion located in the floodplain. The County
Commission approved IL on the entire tract.
2-5328 February 1980 All concurred to approve a request
to rezone a tract of land located at the southeast corner of
East 69th Street North and the Mingo Valley Expressway from
RS -1 to IL.
RELATIONSHIP TO THE COMPREHENSIVE PLAN: The Owasso
Comprehensive Plan designates the area on the west side of
117th East Avenue and south of 76th Street North as Rural
Residential with a Development Sensitive buffer area west
separating the High Intensity Industrial area that is
designated on the east side of the Mingo Valley Expressway.

NOTICE
The Owasso City Planning Commission will conduct an input
hearing on Tulsa County rezoning request CZ -199 on May 21,
1992, at 7:00 p.m. at the Owasso Community Center. CZ -199
is a request to change the zoning from RE - Residential,
Single Family Estate District to IL - Industrial Light
District for the Southwest Quarter of the Southeast Quarter
of the Northwest Quarter of the Northwest Quarter and the
North 40' of the Southeast Quarter of the Southeast Quarter
of the Northwest Quarter of the Northwest Quarter of Section
32, Township 21 North, Range 14 East, and being located at
7500 North 117th East Avenue.
No recommendation will be made by the Owasso City Planning
Commission, but concerns and issues raised at the input
hearing will be compiled and forwarded to the Tulsa
Metropolitan Area Planning Commission ( TMAPC) for their
consideration at the official public hearing at 1:30 p.m. on
May 27, 1992, in the Francis Campbell City Council Room,
Tulsa City Hall, 200 Civic Center, Tulsa, Oklahoma. TMAPC
will then make a recommendation on this matter to the Tulsa
County Board of Commissioners for their consideration and
action.

BACKGROUND
The preliminary plat of Double Oaks, Double Oaks II and Double Oaks Estates were reviewed
by the Technical Advisory Committee at the February 12, 1992 meeting and approved by the
Planning Commission at the February 20, 1992 meeting.
The final plat for the above referenced additions were approved by the Technical Advisory
Committee at their April 8, 1992 meeting without any corrections, additions or deletions.
The staff is in the final review phase of water lines, sanitary sewer, storm water drainage,
grading plans and street design. Staff will make their final review by May 19 and the applicant
will make application to the Oklahoma State Department of Health by May 20.
RECOMMENDATION
The covenants have been reviewed and approved by the City Attorney, the plats comply with
the Subdivision Regulations and the Technical Advisory Committee has recommended approval
of the plats, therefore, the staff recommends approval of the final plats of Double Oaks and
Double Oaks Estates;.
